th<strong>is</strong> work solely through <strong>the</strong> activities <strong>of</strong> a few Soviet functionaries<br />

<strong>is</strong> liable <strong>to</strong> cause <strong>the</strong> danger <strong>of</strong> lowering <strong>the</strong> struggling spirit <strong>of</strong> <strong>the</strong><br />

masses.<br />

(2) When belongings o<strong>the</strong>r than land <strong>of</strong> <strong>the</strong> landlords and surplus<br />

draught animals and farming implements <strong>of</strong> <strong>the</strong> kulaks are conf<strong>is</strong>cated,<br />

<strong>the</strong> greater part <strong>of</strong> <strong>the</strong>m must be shared by <strong>the</strong> poor mass.<br />

<strong>It</strong> <strong>is</strong> bad <strong>to</strong> have <strong>the</strong>m only shared by a few for it will lower <strong>the</strong><br />

struggling spirit <strong>of</strong> <strong>the</strong> masses, on <strong>the</strong> one hand, and favor <strong>the</strong> opposition<br />

<strong>of</strong> <strong>the</strong> exploiters, on <strong>the</strong> o<strong>the</strong>r.<br />

(3) The partition <strong>of</strong> <strong>the</strong> land should be completed in <strong>the</strong> shortest<br />

possible period. Unless it <strong>is</strong> demanded by a considerable mass <strong>of</strong><br />

<strong>the</strong> peasants, re-partition <strong>is</strong> not a good policy, for o<strong>the</strong>rw<strong>is</strong>e <strong>the</strong> mili-<br />

tancy <strong>of</strong> <strong>the</strong> peasant masses <strong>to</strong> promote agricultural production may<br />

be destroyed and <strong>the</strong> exploiters may take advantage <strong>of</strong> it <strong>to</strong> hinder<br />

<strong>the</strong> development <strong>of</strong> <strong>the</strong> struggle.<br />

(4) The aim <strong>of</strong> <strong>the</strong> inspection movement <strong>is</strong> <strong>to</strong> d<strong>is</strong>close <strong>the</strong> exploiters,<br />

but not <strong>to</strong> d<strong>is</strong>turb <strong>the</strong> exploited. So <strong>the</strong> inspection should<br />

not be made from house <strong>to</strong> house and from one piece <strong>of</strong> land <strong>to</strong> ano<strong>the</strong>r.<br />

<strong>It</strong> should be done through <strong>the</strong> mobilization <strong>of</strong> broad masses.<br />

(5) Those counter-re<strong>vol</strong>utionary elements who work <strong>to</strong> hinder<br />

<strong>the</strong> partition and inspection movements should be seriously dealt<br />

with. They should be severely pun<strong>is</strong>hed by mass judgement or<br />

through mass concurrence NOT <strong>to</strong> serve FOR impr<strong>is</strong>onment or even <strong>to</strong> face<br />

death penalty. <strong>Th<strong>is</strong></strong> <strong>is</strong> necessary for o<strong>the</strong>rw<strong>is</strong>e <strong>the</strong> agrarian re<strong>vol</strong>ution<br />

will be handicapped.<br />

(6) Class struggle COMMERCIAL<br />

should be promoted while clashes between<br />

families and localities should be avoided. The landlords and kulaks<br />

are always thinking <strong>of</strong> d<strong>is</strong>placing class struggle with family or local<br />

struggle.<br />

(7) The development DISTRIBUTION<br />

<strong>of</strong> <strong>the</strong> agrarian re<strong>vol</strong>ution depends upon<br />

<strong>the</strong> class-consciousness and organizational strength <strong>of</strong> <strong>the</strong> basic<br />

masses in <strong>the</strong> villages. The Soviet functionaries must have, <strong>the</strong>refore,<br />

broad and deep propaganda in <strong>the</strong> villages and work <strong>to</strong> streng<strong>the</strong>n<br />

<strong>the</strong> organizations <strong>of</strong> farming employees and poor peasants.<br />

The aim <strong>of</strong> <strong>the</strong> agrarian re<strong>vol</strong>ution <strong>is</strong> not only <strong>to</strong> solve <strong>the</strong> land<br />

problem <strong>of</strong> <strong>the</strong> peasants but also <strong>to</strong> promote <strong>the</strong>m <strong>to</strong> increase <strong>the</strong><br />

productivity <strong>of</strong> <strong>the</strong>ir land. Because <strong>of</strong> <strong>the</strong> adequate leadership <strong>of</strong><br />

<strong>the</strong> Soviet, and <strong>the</strong> initiative <strong>of</strong> <strong>the</strong> peasant masses <strong>the</strong>mselves, <strong>the</strong><br />

agricultural production has been res<strong>to</strong>red in most places and in some<br />

places it <strong>is</strong> even increased.<br />
