a wide scale, <strong>the</strong> rapid liquidation <strong>of</strong> illiteracy, <strong>the</strong> training <strong>of</strong> large<br />

numbers <strong>of</strong> cadres for re<strong>vol</strong>ution, all <strong>of</strong> <strong>the</strong>se tasks can be performed<br />

only under <strong>the</strong> Soviets because <strong>the</strong>y signal <strong>the</strong> sharpened class<br />

struggle and an unprecedented vic<strong>to</strong>ry for spiritual emancipation.<br />

MARRIAGE UNDER THE SO<strong>VI</strong>ETS<br />

To free women from <strong>the</strong> most barbarous marriage system handed<br />

down through thousands <strong>of</strong> years, <strong>the</strong> Soviets as early as November,<br />

1931, proclaimed <strong>the</strong> equality <strong>of</strong> men and women in marriages by a<br />

new set <strong>of</strong> regulations which declared complete liberty <strong>of</strong> marriage<br />

and divorce, abol<strong>is</strong>hed <strong>the</strong> sale <strong>of</strong> women as wives, interdicted child<br />

marriage, prov<strong>is</strong>ions that have all been enforced throughout <strong>the</strong> Soviet<br />

terri<strong>to</strong>ry. As a rule, a man <strong>of</strong> twenty may marry a girl <strong>of</strong> eighteen<br />

by simple reg<strong>is</strong>tration with <strong>the</strong> Soviets, provided he <strong>is</strong> free from<br />

dangerous d<strong>is</strong>ease. Lineal descendants from <strong>the</strong> same grandfa<strong>the</strong>r,<br />

however, cannot marry each o<strong>the</strong>r within five generations. Divorce<br />

may be granted by <strong>the</strong> Soviets if one <strong>of</strong> <strong>the</strong> parties <strong>to</strong> <strong>the</strong> marriage<br />

ins<strong>is</strong>t on it.<br />

<strong>Th<strong>is</strong></strong> liberation <strong>of</strong> women from <strong>the</strong> feudal marriage fetters <strong>is</strong> made<br />

possible only under <strong>the</strong> democratic dicta<strong>to</strong>rship <strong>of</strong> <strong>the</strong> workers and<br />

peasants subsequent <strong>to</strong> NOT <strong>the</strong> overthrow FOR <strong>of</strong> <strong>the</strong> landlord-bourgeo<strong>is</strong>ie<br />

and <strong>the</strong> accompl<strong>is</strong>hment <strong>of</strong> <strong>the</strong> land re<strong>vol</strong>ution. Men and women,<br />

particularly <strong>the</strong> latter, must first <strong>of</strong> all have political liberty, and<br />

also some measure COMMERCIAL<br />

<strong>of</strong> economic liberty as a guarantee for free marriage.<br />

More oppressed by <strong>the</strong> feudal marriage system than men,<br />

women have been given more protection in <strong>the</strong> matter <strong>of</strong> marriage,<br />

and <strong>the</strong> burden ar<strong>is</strong>ing from divorce <strong>is</strong> imposed for <strong>the</strong> most part on<br />

<strong>the</strong> shoulders <strong>of</strong> DISTRIBUTION<br />

men.<br />

Of vital importance <strong>to</strong> <strong>the</strong> re<strong>vol</strong>ution are children who we may<br />

say are new re<strong>vol</strong>utionaries, <strong>to</strong> whom protection must be afforded.<br />

The Soviets recognize <strong>the</strong> illegal children and give <strong>the</strong>m protection.<br />

The protection <strong>of</strong> children has been laid down in <strong>the</strong> Soviet Law.<br />

NATIONALITY POLICY OF SO<strong>VI</strong>ETS<br />

The point <strong>of</strong> departure for <strong>the</strong> Soviet nationality policy <strong>is</strong> <strong>the</strong><br />

capture <strong>of</strong> all <strong>the</strong> oppressed minorities around <strong>the</strong> Soviets as a means<br />
