applied conscientiously for those family dependents <strong>of</strong> soldiers in<br />

between our own army and friendly armies). Secondly it should<br />

be applied <strong>to</strong> those dependants <strong>of</strong> workers in <strong>the</strong> Party and government<br />

who truly lack labour power. In those areas where labour cooperatives<br />

[exchange-labour teams] have been successfully organized,<br />

<strong>the</strong> solution <strong>of</strong> th<strong>is</strong> NOT problem can FOR be entrusted <strong>to</strong> <strong>the</strong> co-operative.<br />

Granting leave <strong>of</strong> absence <strong>to</strong> take part in production means that<br />

and local teachers return home <strong>to</strong> help production. <strong>Th<strong>is</strong></strong> <strong>is</strong><br />

ano<strong>the</strong>r method <strong>of</strong> adjusting <strong>the</strong> use <strong>of</strong> labour.<br />

The armed forces ass<strong>is</strong>ting in production means that each busy<br />

agricultural season <strong>the</strong> troops <strong>of</strong> <strong>the</strong> Border Region spend several<br />

days helping <strong>the</strong> peasants in <strong>the</strong> areas around where <strong>the</strong>y are stationed<br />

with <strong>the</strong> ploughing, hoeing and harvesting. Moreover <strong>the</strong>y<br />

do not receive any payment (<strong>the</strong>y eat <strong>the</strong>ir own food). On <strong>the</strong> one<br />

hand th<strong>is</strong> can help adjust <strong>the</strong> use <strong>of</strong> labour power, and on <strong>the</strong> o<strong>the</strong>r<br />

hand it can streng<strong>the</strong>n <strong>the</strong> relationship between <strong>the</strong> army and <strong>the</strong>
