<strong>the</strong> co-operative mobilizes <strong>the</strong> people <strong>to</strong> pay it <strong>to</strong> <strong>the</strong> co-operative<br />

itself in accordance with <strong>the</strong> amount <strong>of</strong> tax collected in <strong>the</strong> previous<br />

year. The co-operative guarantees <strong>to</strong> pay <strong>the</strong> grain tax for <strong>the</strong> current<br />

year on behalf <strong>of</strong> <strong>the</strong> co-operative members and also accepts<br />

<strong>the</strong> grain handed over as share capital paid in by people <strong>to</strong> join <strong>the</strong><br />

co-operative. Thus, on <strong>the</strong> one hand, <strong>the</strong> co-operative acts on behalf<br />

<strong>of</strong> <strong>the</strong> government, ensuring <strong>the</strong> payment <strong>of</strong> <strong>the</strong> grain tax, using<br />

it <strong>to</strong> make a pr<strong>of</strong>it before it <strong>is</strong> finally paid over. On <strong>the</strong> o<strong>the</strong>r hand,<br />

<strong>the</strong> people not only pay <strong>the</strong>ir grain tax but also get some share capital.<br />

As a result, some households with surplus grain have even<br />

tive. No matter what <strong>the</strong> increase in <strong>the</strong> grain tax <strong>the</strong> following year,<br />

<strong>the</strong> co-operative undertakes <strong>to</strong> pay <strong>the</strong> difference. More than forty<br />

households in <strong>the</strong> d<strong>is</strong>trict have done th<strong>is</strong>. In th<strong>is</strong> way, <strong>the</strong> burdens<br />

<strong>of</strong> <strong>the</strong> peasants have been fixed, <strong>the</strong>ir income has increased, and <strong>the</strong>ir<br />

enthusiasm for production has also been ra<strong>is</strong>ed. Ano<strong>the</strong>r example<br />

was when <strong>the</strong> government <strong>of</strong> <strong>the</strong> county and d<strong>is</strong>trict wanted <strong>the</strong><br />

people <strong>to</strong> pay educational expenses and expenses for <strong>the</strong> guard posts<br />

<strong>of</strong> <strong>the</strong> self-defense army. The co-operative again paid <strong>the</strong>se for <strong>the</strong><br />

and <strong>the</strong> people, <strong>the</strong> interests <strong>of</strong> <strong>the</strong> individual and <strong>the</strong> collective<br />

are closely united.<br />

(4) <strong>It</strong> changes DISTRIBUTION<br />

<strong>the</strong> organizational structure <strong>of</strong> <strong>the</strong> co-operative<br />

according <strong>to</strong> <strong>the</strong> w<strong>is</strong>hes <strong>of</strong> <strong>the</strong> people. <strong>It</strong> does not hold congresses<br />

<strong>of</strong> all file co-operative members, but allows <strong>the</strong> members <strong>to</strong> elect<br />

delegates from each village. <strong>It</strong> does not use <strong>the</strong> method <strong>of</strong> assessment<br />

for ra<strong>is</strong>ing share capital, but rallies groups <strong>of</strong> activ<strong>is</strong>t co-operative<br />

members <strong>to</strong> go and encourage <strong>the</strong> people <strong>to</strong> take out shares.<br />

<strong>It</strong> does not limit <strong>the</strong> share capital <strong>of</strong> <strong>the</strong> co-operative members, and<br />

it divides <strong>the</strong> pr<strong>of</strong>it according <strong>to</strong> shares held. However, in solving<br />

<strong>the</strong> co-operative’s problems it does not consider <strong>the</strong> number <strong>of</strong> shares<br />

owned. Each shareholder has equal rights.<br />
