ECONOMIC AND FINANCIAL PROBLEMS IN THE ANTI-JAPONESE WAR<br />

Self-sufficient industry run by <strong>the</strong> Rear Services system was<br />

started in <strong>the</strong> winter <strong>of</strong> 1940 just like that run by <strong>the</strong> central financial<br />

system. After two years’ operation, 1941 and 1942, <strong>the</strong>re was<br />

one textile mill, two papermaking fac<strong>to</strong>ries, three charcoal fac<strong>to</strong>ries,<br />

two carpentry fac<strong>to</strong>ries, two silk-weaving fac<strong>to</strong>ries, and one<br />

fac<strong>to</strong>ry each for coal [shitan], refined salt, pottery, bedding and<br />

clothing, writing-brushes, ironwork, flour-milling, shoes and hempweaving,<br />

a <strong>to</strong>tal <strong>of</strong> nineteen al<strong>to</strong>ge<strong>the</strong>r. There are no stat<strong>is</strong>tics yet<br />

for <strong>the</strong> amount <strong>of</strong> capital, number <strong>of</strong> employees and amount <strong>of</strong> production<br />

<strong>of</strong> <strong>the</strong>se fac<strong>to</strong>ries. Although <strong>the</strong> pr<strong>of</strong>it earned by <strong>the</strong>se undertakings<br />

<strong>is</strong> not great (in <strong>the</strong> first ten months <strong>of</strong> 1942 it was 200,000<br />

yuan), <strong>the</strong>ir great merits are:<br />

i. <strong>the</strong>y are run in a centralized war by <strong>the</strong> Rear Services and<br />

are not run freely in a d<strong>is</strong>persed way as by <strong>the</strong> various <strong>of</strong>ficial<br />

organizations and schools. Thus leadership and inspection are<br />

thorough, and m<strong>is</strong>takes are quickly corrected.<br />

ii. They constitute a wide range <strong>of</strong> operation. Unlike <strong>the</strong><br />

Central Committee’s Finance and Economy Office system’s initial<br />

concentration on textiles through <strong>the</strong> establ<strong>is</strong>hment <strong>of</strong> eight<br />

fac<strong>to</strong>ries, <strong>the</strong> Rear Services has at all times only run one fac<strong>to</strong>ry,<br />

<strong>the</strong> Jiao<strong>to</strong>ng Textile Mill, and thus had spare capacity <strong>to</strong> do<br />

o<strong>the</strong>r things.<br />

iii. They are entirely aimed at ensuring supplies. Although<br />

<strong>the</strong>y do not earn money, <strong>the</strong>y have provided a supply <strong>of</strong> many<br />

necessary goods.<br />

In Oc<strong>to</strong>ber 1942 we carried out a thorough drive for better troops<br />

and simpler admin<strong>is</strong>tration. The Central Admin<strong>is</strong>tration Bureau and<br />

Rear Services systems DISTRIBUTION<br />

were combined, and <strong>the</strong>ir industries admin<strong>is</strong>tered<br />

in a unified way. We also carried out fur<strong>the</strong>r reorganization.<br />

The Tuanjie and Jiao<strong>to</strong>ng textile mills and <strong>the</strong> bedding and clothing<br />

fac<strong>to</strong>ries were transferred <strong>to</strong> <strong>the</strong> Finance Department. The medicine,<br />

alcohol, iron, and glassmaking fac<strong>to</strong>ries were transferred <strong>to</strong><br />

<strong>the</strong> Garr<strong>is</strong>on Office. The Natural Sciences Institute and all <strong>the</strong> things<br />

that went with it were handed over <strong>to</strong> <strong>the</strong> government. All remaining<br />

fac<strong>to</strong>ries were closed, or merged and handed over <strong>to</strong> <strong>the</strong> control<br />

<strong>of</strong> <strong>the</strong> Central Admin<strong>is</strong>tration Bureau. By December 1942 <strong>the</strong>re were<br />

three carpentry fac<strong>to</strong>ries, two papermaking fac<strong>to</strong>ries, five charcoalfac<strong>to</strong>ries,<br />

one shoe-fac<strong>to</strong>ry, one oil-pressing fac<strong>to</strong>ry, one flour-mill,<br />
