VARAŽDIN TEHNOLOGY PARK (VΛ::TechPark)<br />

<strong>Varaždin</strong> Technology Park Ltd. is a company that deals with the establishment<br />

of incubation center for innovative start-up companies, establishment<br />

of a mechanism for improvement of existing technologically<br />

innovative companies, improvement of transfer of knowledge<br />

from universities and development centers into the economy, networking<br />

of companies, educational institutions, development agencies<br />

and innovative individuals, and change of perception towards<br />

innovation as a foundation of new economy.<br />

FOUNDERS<br />

The founders of <strong>Varaždin</strong> Technology Park are the City of <strong>Varaždin</strong>, the Faculty of Organization<br />

and Informatics and University of Applied Sciences in <strong>Varaždin</strong>. The project was launched<br />

in 2003 and the legal entity was incorporated in 2007. The cofinancing of the project has been<br />

provided by the government agency BICRO (Business Innovation Center of Croatia) since 27<br />

November.2007. The cofinancing refers to building reconstruction (3,300 m2) and operating<br />

expences.<br />

<strong>Varaždin</strong> Technology Park is a regional partner of the Enterprise Europe Network (EEN) for 5<br />

northwestern counties of Croatia.<br />

INCUBATION AND PROJECT RESULTS<br />

By 2009, more than 35 companies had gone through the incubation process. Several companies<br />

that have succesfully completed the incubation process employ over 100 development<br />

engineers. Most of the companies in the <strong>Varaždin</strong> Technology Park are export oriented and<br />

have very competitive products in the world market, most of them being from the ICT sector.<br />

Several foreign companies had also completed the incubation process and transfered their<br />

development activities to Croatia. Two companies that entered the <strong>Varaždin</strong> Technology <strong>park</strong><br />

<strong>Varaždin</strong> as start-ups, purchased land in the entrepreneurship zone of the City of <strong>Varaždin</strong> in<br />

2008, for the purpose of building their own business premises. Today there are 22 technologically<br />

innovative companies in the Technology Park which employ over 250 employees,<br />

and 3 supporting institutions (the Microsoft innovation center, a marketing agency and an<br />

employment agency).<br />

VARAŽDIN TECHNOLOGY PARK SERVICES<br />

The recognition of technological innovation is followed by incorporation of the company<br />

that will carry the project. The Technology Park provides the business infrastructure (office,<br />

Internet connection, meeting rooms, equipment, labs and everything necessary for commercialization)<br />

and the package of consulting services necessary for development. All the services<br />

are available at benefited prices in accordance with the period of incubation process (25%<br />

in the 1st year, 50% in the 2nd and 75 % in the 3rd). The <strong>Varaždin</strong> Technology Park also offers<br />

rental of the virtual office where the user has the right to use the common infrastructure<br />

(address, phone, fax machine, accounting, meeting rooms, etc.) but his office is not located<br />

inside the premises of the <strong>Varaždin</strong> Technology Park.<br />

Parksys is currently the only known system in the world that allows you to record<br />

availability of each individual <strong>park</strong>ing place in the open and in indoor <strong>park</strong>ing areas.<br />

System provides information on the state of every <strong>park</strong>ing place in real time in<br />

the form of light signaling (green-red). It is enabled by LED lights embedded in the<br />

Evolva Ltd. was founded in early 2008. The core business is providing customized<br />

software solutions tailored towards the client, especially Web-based applications<br />

written in Java. One of the more complicated projects of the company is development<br />

of a converter that converts desktop applications written in the old 4GL tools<br />

into web based applications created on its own Java/XML based framework. Larger<br />

part of the company’s resources is investing in the provision of IT services. That’s<br />

why the first business year of Evolve Ltd. was characterized with a very demanding<br />

project which was successfully delivered. It was creating a graphic interface system<br />

of traffic flow on the highways for the company Telegra Ltd. The system included<br />

the implementation of vectorial GIS visualization and highway traffic knots<br />

with the dynamic traffic performance indicators, the implementation of various<br />

mathematical methods for processing and updating of traffic data and automatic<br />

creation of complex reports in PDF and Excel format with the appropriate graphs.<br />

Meanwhile Evolva has created a software for managing sales of POS housing and<br />

administration of reserves, which includes making of installment plans and supporting<br />

documentation (all functions of document management through a web<br />

application are included), and client financial tracking and reporting. Evolva Ltd.<br />

has also taken over most of the tasks of the trade Evolva – IT services, established in<br />

2003, so it continues the cooperation with Privredna banka Zagreb d.d.<br />

Evolva is successfully cooperating with the firm Metronet Telecommunications<br />

d.d. for which the application for coordination of field groups was developed.<br />

That was a continuence of an earlier cooperation when a web portal for Metronet’<br />

services users was delivered. Due to the increase in volume of work and improvement<br />

of the organization, Evolva developed a new product in 2008 - Evolva<br />

Time Management Software (TMS Evolva) – application which the company uses<br />

every day for easy and clear planning of projects and monitoring their realization.<br />

Clients of Evolve can on request also receive access information for this application,<br />

and themselves at any time have access to the insight of the work that is being<br />

done on their project, thus further increasing the quality of service delivered<br />

to clients.<br />

2009- started very successful for Evolva with the continuence of the cooperation<br />

with previous clients in the form of upgrades to existing systems and contracting<br />

new projects, and have started new projects for clients such as making a new<br />

web site for Faculty of Geotechnical Engineering in <strong>Varaždin</strong>. Evolva has also<br />

launched several projects aimed at sales of own products which are in the stage<br />

Floxia Ltd. was established in 2005 and has operated within the Varazdin Technology<br />

Park since the very beginning. Basic services that the company Floxia Ltd. offers<br />

are software products development, system integration, consulting services and<br />

education services.<br />

Floxia Ltd. also makes profit in software products development intended for designers<br />

in building industry with special emphasis on projects of thermal and noise<br />

protection applicable by HRN and EN standards.<br />

Meanwhile, the company developed several software products that effectively<br />

represent the standard in this field in Croatia. We can especially point out the successful<br />

cooperation with Institut Građevinarstva Hrvatske. A software product<br />

IGH thermal protection, which was used to design a whole series of construction<br />

projects in the Republic of Croatia was later developed with them.<br />

Given that the application IGH thermal protection has a broad area of use and<br />

is meant for design of complex projects in construction, Floxia developed a software<br />

solution for project budget calculation for thermal protection for family<br />

houses and small volume objects under 400m2 calles Thermia.<br />

Floxia Ltd. has successfully cooperated with leading manufacturers of building<br />

material in the field of thermal and noise protection, such as: Röfix Ltd., Knauf<br />

Insulation Ltd., Samobor, Okipor Ltd.<br />

During 2008 Floxia Ltd. designed, produced and implemented a software solution<br />

for the calculation of heat budget coefficient for Röfix Ltd. The specificity of<br />

thus software solution is the use of Internet and Web applications as the basic<br />

environment in which an application is developed.<br />

Furthermore, in 2008 the company started a project in cooperation with the<br />

Construction Chamber and the Ministry of Environment, environmental planning<br />

and construction related to building energy certification card in accordance<br />

with the EPBD recommendations (EPBD - European Energy Performance<br />

of Buildings Directive). The idea of the project is to enable authorized certificators<br />

tracking and issuing of energy certificats for existing and new buildings.<br />

In 2009 the company continues a successful cooperation with the Institute of<br />

Civil Engineering of Croatia and developed a version 2.0 of a software product<br />

IGH thermal protection 2.0<br />

IGH 2.0 Thermal protection application was developed<br />

for the Institute of Civil Engineering of<br />

Croatia as support for the production of thermal<br />

protection according to the laws and HRN EN<br />

standards. Budget algorithms were prepared and<br />

adapted by Department of Building for the Institute<br />

of Civil Engineering of Croatia. The program<br />

allows the implementation of all relevant proof of<br />

fulfilling the requirements regarding thermal energy<br />

savings and thermal protection according to<br />

Croatian standards which are accepted European<br />

standards indicated in the Technical regulation.<br />

Thermal resistance and the coefficient of heat<br />

passage of construction parts of the building are<br />

calculated by HRN EN ISO 6946:2002, and for transparent<br />

building elements (windows, doors) according<br />

to HRN EN ISO 10077 -- 1:2002. To project<br />

the value of heat conductivity the data from the<br />

HRN EN ISO 12524:2002 and Table 5 of the Technical<br />

regulations is used. The check of building<br />

parts with respect to surface condensation and<br />

environment with mold and condensation within<br />

the building parts (diffusion of water vapor) is conducted<br />

according to HRN EN ISO 13788:2002. Heat<br />

losses through building parts in contact with land<br />

management are estimated according to HRN EN<br />

ISO 13370:2002. As a result of working with application<br />

IGH Thermal protection an output project<br />

which represents a building description in relation<br />

to thermal energy saving and thermal protection<br />

Thermia computer program was developed in<br />

the company Floxia Ltd. in collaboration with the<br />

Institute of Civil Engineering of Croatia in Zagreb.<br />

The program is intended for building designers<br />

as a professional support in implementing<br />

the requirements of the Technical regulations of<br />

thermal energy savings and thermal protection of<br />

buildings during the design. Program allows the<br />

implementation of fulfillment of all relevant evidence<br />

and requirements regarding thermal energy<br />

savings and thermal protection according to<br />

Croatian standards which are accepted European<br />

standards indicated in technical regulation.<br />

Röfix U-value calculator<br />

Röfix U-value calculator is a Web application intended<br />

for the calculation of thermal coefficient<br />

of building parts. The application is meant to be<br />

a support for designers to independently calculate<br />

thermal coefficient.<br />

According to certain pre-defined solutions of<br />

the company Röfix with the possibility of arbitrary<br />

adding further material appearing on the<br />

market. Each user must log in the application allowing<br />

the storage of projects with the possibility<br />

of subsequent re-viewing, modification and<br />

printing.

BIG – Baza Imovine Grada (City Assets Base)<br />

City Assets Base is unique information system in Croatia that allows records,<br />

analysis and display of city property on geodetic surfaces. The system enables<br />

management of data registries and data on usage, costs and revenues for each<br />

property unit and user-defined reporting and performance analysis. This way<br />

the public administration has access to accurate information about the property<br />

at all time so they can manage and direct their resources to creating new<br />

values and be more efficient.<br />

BIG is a web application developed in PHP with Oracle database. It is completely<br />

platform independent, and in the case of the City of <strong>Varaždin</strong> installed on Linux<br />

RedHat operating system and Apache application server. For optimization, robustness<br />

and performance AJAX technology is used. Reports are generated in<br />

PDF format and are independent of platform and software. They can be used to<br />

distribute in digital form, presentations or publications on the Internet pages.<br />

The system was developed based on models of asset management, created by<br />

PRLS in cooperation with local governments in Croatia and serves as the basis<br />

for effective and efficient use of new management technology. This model introduces<br />

a new systematic approach to increasing the efficient use of assets<br />

which is owned by or available to local governments.<br />

Meritum Soft Ltd. together with a partner started the development and design of<br />

GIS-GV information system intended for city administration staff for the purpose<br />

of insight, acquiring, analyzing and maintaining current information on environment<br />

and design plans in 2008. It is a standalone system that uses an existing platform,<br />

and communicates with already developed systems of other administrative<br />

departments of the City of <strong>Varaždin</strong>.<br />

The system is based on the cutting edge GIS technology with a database that will<br />

build the collection and processing of data of their own, outside of official information<br />

(SGA, the Ministry of Justice, Ministry of Economy, ...), especially prepared<br />

existing external data (digital orthophoto, HOK, cadastral map, topographic map),<br />

and data related utilities with their infrastructure.<br />

Maintaining and updating the system as well as any defined data exchange will,<br />

to a large extent, be by applying the principles of interoperability through appropriate<br />

service.<br />

The primary goal of the system is to enable relevant geodetic technical and descriptive<br />

view of city areas, from which you can find out the current situation in<br />

the area. The system enables you to view and analyse environmental planning<br />

documents and documents for monitoring the situation in the area.<br />

Solution is Win32 desktop, with Oracle SDO as a database for spatial data.<br />

and growth of local economy based on production of software solutions.<br />

Microsoft Innovation Center established in 2005, in <strong>Varaždin</strong> is a part of a global network. In close cooperation<br />

with local authorities and the community, companies and academic community, a key goal is to provide<br />

assistance to small and medium-sized companies in creating new and innovative products and services, their<br />

presentation on the market and improvement of their business competitiveness.<br />

With the support of the Government of the Republic of Croatia, Microsoft Innovation Center project was<br />

launched on the basis of an agreement between the United States Agency for International Development<br />

The goal of the center is to provide infrastructure and resources necessary to independent<br />

software producers (ISV - Independent Software Vendors) in order to<br />

create new products and services, and make their presentation the market, as<br />

well as for the formation of well guided companies that will rely on these innovative<br />

Mission of the center<br />

Mission of Microsoft Innovation Center in <strong>Varaždin</strong> is holisticly focused on creation<br />

of sustainable small and medium-sized companies from ICT sector. Trainings and<br />

technical assistance with a wide range of issues on business development (eg.<br />

project management, finance, publicity, export and organizational development)<br />

are regularly held in the center. The structure of the center is based on a model<br />

Modus M is a company from <strong>Varaždin</strong>, founded in early 2009. The Company activities<br />

include: 3D modelling, creating sceneries, video presentations and multimedia<br />

Modus M have a farm of computers and educated employees specialized in designing<br />

Trending Ltd. was founded in 1991. From the previous period before GPRS technology, we can point out<br />

the project of digital telemetry on 100 switchboards for T-Com, management of sirens for alerting the fire<br />

units, creating software for oil pipeline designing for a Danish company etc. For Tisak jsc. we created system<br />

enabling retailers to send orders, inventory and daily reports through mobile application to central<br />

branch, what made previous paper based reporting system much faster. Besides that, we have invented<br />

intelligent solution for document scanning (inventory sheets, orders). In that way, thousands of documents<br />

were automatically entered into the database through a special scanner in an hour or two. On the<br />

other hand, for the manual input several workmen should have worked several days. Currently, we work<br />

on creating advanced tracking system for vehicles (mobilisis) and system for controlling and management<br />

of ramps, doors and similar through GSM controller, eliminating the need for remote controllers, because<br />

devices are managed by mobile phones.<br />

Using that GSM controller, various devices are tracked or managed: vehicles, ramps, doors, hot and cold<br />

beverages machines, distance sensors, sonar, salt spreader, plow, <strong>park</strong>ing sensors, bar code readers,<br />

weather stations, video cameras and similar. The most important think is that all data from any connected<br />

device users can easily and promptly browse through an online portal no matter where they are and without<br />

Mobilisis system includes the most modern system for vehicles in which is integrated a module for monitoring,<br />

alarm, driver identification, navigation, communication, monitoring of engine and fuel consumption,<br />

tracking the level of fuel in the tanks, and other parameters to user’s needs. A basic difference in comparison<br />

to other systems is a system of communication between drivers and dispatcher, where dispatcher can send<br />

the driver work orders with the address that the driver can accept, and navigation system navigates the<br />

driver to that address, without the need that driver inputs the address in the navigation system. In that way,<br />

the PDA device can monitor the engine parameters, useful information, the position of other vehicles etc. .<br />
