She explained some <strong>of</strong> the factors which make women more vulnerable to<br />

HIV/AIDS.<br />

Thereafter she discussed national response to HIV/AIDs in India focusing<br />

on following aspects:<br />

•Rights based, participatory <strong>and</strong> Gender sensitive processes followed<br />

for the formulation <strong>of</strong> the NACP III <strong>and</strong> PIP at the <strong>National</strong> level.<br />

•Women's concerns <strong>and</strong> gender issues incorporated in a significant<br />

manner in the NACP III<br />

•Setting up <strong>of</strong> the <strong>National</strong> AIDS Council for mainstreaming HIV/AIDS<br />

into 31 Ministries<br />

•Draft HIV/AIDS bill ready to be put in the Parliament<br />

•The Domestic Violence Bill (DVB) was passed by Parliament in<br />

August 2005<br />

•Govt. programme on provision <strong>of</strong> free ART more than 120,000 (2008)<br />

Pr<strong>of</strong>. Suneela Garg, highlighted on the agenda <strong>of</strong> Cairo International<br />

conference on Population <strong>and</strong> Development as one <strong>of</strong> the most important<br />

<strong>and</strong> progressive international agenda to secure reproductive <strong>health</strong> rights<br />

<strong>and</strong> to promote gender equity. She shared facts <strong>and</strong> statistics related to<br />

issues <strong>of</strong> violence <strong>and</strong> women in our country. As per <strong>National</strong> Commission<br />

for Women, she quoted that:<br />

•1 out <strong>of</strong> 5 married woman accepted that they faced domestic violence.<br />

•I out <strong>of</strong> 9 surveyed married women accepted that they have been<br />

beaten in past 12 months.<br />

•21% <strong>of</strong> women told that they have been facing violence since the<br />

early age <strong>of</strong> 15.<br />
