1. Call to Order<br />

Chairman Reggie Cox called the <strong>meeting</strong> to order at 5:35 pm.<br />

2. Prayer – Samuel Spear, JR.<br />

3. Approval of Agenda<br />

Mr. Kornblau motioned for an approval of the agenda. Mr. Spear seconded and the<br />

motion passed unanimously.<br />

4. Approval of Minutes<br />

Regular Meeting of Jan. 9, 2013<br />

Ms. Wright motioned for approval of the <strong>minutes</strong> of the Regular Board Meeting of<br />

Jan. 9 th . Mr. Kornblau seconded and the motion passed unanimously.


5. P & Z Item – Estelio Breto<br />

46 SW 9 th Avenue Parking Lot, Class V Site Plan<br />

This item was moved to the next Regular Board Meeting of March 13 th due to a late<br />

arrival and time constraints of the West Atlantic Property Owner <strong>meeting</strong>.<br />

6. Committee Reports<br />

Executive – Reggie Cox<br />

WARC/CRA Status Update of Jan. 29 th , 2013<br />

WARC Exec. Committee Meeting of Feb. 6 th , 2013<br />

Mr. Cox gave an update on these two <strong>meeting</strong>s regarding WARC’s input on<br />

expediting the RFP process for West Atlantic interest from law firm, Kanner &<br />

Pintaluga. The consensus was that WARC would make all attempts to complete<br />

their reviews and recommendations expeditiously but that the law firm should be<br />

required to make a proposal for their development through the RFP process that<br />

WARC worked hard to be involved with by way of the December 2012 enacted CRA<br />

– WARC Memorandum of Understanding. He added that the community’s<br />

involvement in this process should be respected and with a number of other<br />

developers interested in West Atlantic, the community would like to see potential<br />

proposals of some of the identified uses they prioritized in the 2012 Needs<br />

Assessment Workshop. WARC is waiting for a response from the CRA regarding a<br />

<strong>meeting</strong> on streamlining the next West Atlantic RFP.<br />

Treasurer – Peter Perri<br />

Mr. Perri was not <strong>present</strong> at the time of this item and will report at the next Regular<br />

Meeting of March 13 th .<br />

Marketing – Sam Spear<br />

Mr. Spear shared that the Milagro Center is excited about the kids creating the<br />

artwork for the Fence Banner at 805 West Atlantic Avenue and they are working on<br />

the cost estimate to have forwarded to the CRA within the next couple of weeks.<br />

Grants – Sharon Burke<br />

Ms. Burke shared that she is working on collecting information to apply WARC for<br />

the Ben & Jerry’s Foundation Grassroots Organization grant.<br />

PMAB – Margie Walden (No Meetings)<br />

Old Business<br />

7. Strategic Plan Proposals<br />

Admin Kristyn Cox shared that there was only one (1) response to the proposal<br />

request for WARC’s strategic plan writing and that was by EdTrek (proposal included<br />

in the agenda packet). Intercoastal Grant Writing backed out their interest though<br />

they had submitted an informal proposal previously. The Board gave direction to<br />

extend the submittal deadline to March 1 st . Mr. Spear made the motion and Ms.<br />

Wright & Ms. Burke seconded consecutively. The motion passed unanimously.<br />

9. Public Comments<br />

Chuck Ridley – Mr. Ridley thanked WARC for coming such a long way for the West<br />

Atlantic Community in the last several months. With regards to the West Atlantic<br />

Property Owners <strong>meeting</strong> tonight, Mr. Ridley asked WARC to continue to include the<br />

community in the planning process just as they did with the Needs Assessment<br />

Workshop at which 11 HOAs re<strong>present</strong>ing 700+ properties were involved. And as<br />

projects come forth, Mr. Ridley asked that everyone be conscious of the fact that<br />

there is only a finite amount land and whether it’s a hotel or something else, it needs<br />

to fit into the scheme of the community and what the community has asked for; a<br />

real grocery store, pharmacy, bank. These should be the priority above anyone’s<br />

political agenda. Mr. Ridley then encouraged WARC to stay strong and with their<br />

mission.<br />

City Commissioner Cristina Morrison – Commissioner Morrison thanked WARC<br />

for their efforts in expediting the RFP for West Atlantic. She added that the City<br />

Commission will be pushing the CRA to release the RFP as soon as possible and<br />

that there is interest in the WA Corridor with promises to hire within the community.<br />

Ms. Morrison extended her appreciation to WARC for their involvement.<br />

10. Board Comments<br />

Mr. Kornblau asked that the Board consider moving the <strong>meeting</strong>s to Monday due to<br />

the scheduling conflicts with the 1 st Floor Conference Room. Direction was given to<br />

Ms. Cox to poll the Board on their thoughts.<br />

Mr. Perri asked that WARC have a discussion regarding last night’s City<br />

Commission <strong>meeting</strong> regarding the CRA, the RFP process and the law firm’s<br />

(Kanner & Pintaluga’s) interest in West Atlantic property.<br />
