1 APOLOGIES FOR ABSENCE<br />

Apologies for absence had been received from John Alder, John<br />

Crompton, Debbie Holl<strong>and</strong>, Michael Kelly <strong>and</strong> Debbie Lyons.<br />

2 URGENT BUSINESS<br />

There were no items <strong>of</strong> urgent business received.<br />

3 DECLARATIONS OF INTEREST<br />

Mel Garner declared a personal internet in Item 10 on the<br />

agenda, 'Failsworth & Hollinwood District Plan', as the Chair for<br />

the organising Committee for Failsworth Carnival. He informed<br />

the Partnership that he would leave the room if further<br />

discussion was required on the application.<br />

4 PUBLIC QUESTION TIME<br />

One Public Question was submitted.<br />

The following question was received from Mel Garner:<br />

“I raised a question over 12 months ago about disabled facilities<br />

at Higher Memorial Park in Failsworth.<br />

To this date nothing has been done.<br />

This is a lovely little park for children, but what are the poles<br />

planted in the ground for?<br />

Grafitti is starting to appear, <strong>and</strong> the park is currently covered in<br />

decaying leaves.<br />

When can I expect something for disabled children?”<br />

The following <strong>of</strong>ficer response was read out by the Chair:


“Regarding the play facilities for disabled people. The current<br />

play area comprises <strong>of</strong> a Multiplay unit with wheelchair transfer<br />

platforms <strong>and</strong> a double slide, which is an inclusive piece <strong>of</strong> kit<br />

suitable for able bodied <strong>and</strong> disabled people.<br />

There is also a 'Sit in' springy which is enclosed on all sides <strong>and</strong><br />

cradle swings for the toddler age group whether able bodied or<br />

disabled children.<br />

We are currently investigating three possibilities for a seat<br />

capable <strong>of</strong> accommodating disabled children. We have however<br />

come across a number <strong>of</strong> obstacles:-<br />

A harness will need to be provided, but cannot be left in situ due<br />

to the likelihood <strong>of</strong> v<strong>and</strong>alism <strong>and</strong> theft.<br />

Option 1) Mirage with harness. Decision needs to be taken as to<br />

who purchase the harness : the parent or available at a central<br />

point for booking/hire? If this option is chosen we need to agree<br />

this location but on the strict basis that use is supervised by a<br />

parent or guardian at all times <strong>and</strong> a deposit <strong>of</strong> some description<br />

is left.<br />

Option 1a) The Mirage seat can be used by able bodied children<br />

on the basis that they hold onto the chains whilst in operation. A<br />

suitable sign will be fitted to show the method <strong>of</strong> use. We will<br />

also need to have agreement with the insurance company for<br />

Oldham Council as there has been some resistance to this type<br />

<strong>of</strong> seat being fitted in other authorities.<br />

Option 2) Little Tykes inclusive swing seat:- Due to a change by<br />

the manufacturer we now feel this fixed harness has to be<br />

manually locked a could therefore pose a problem for users if<br />

not correctly locked in place by the user <strong>and</strong> could leave the<br />

council vulnerable. We therefore do not recommend this option.<br />

Option 3) Sutcliffe Play Inclusive seat:- This hammock style seat<br />

provides no harness <strong>and</strong> therefore no security for disabled<br />

children. We therefore do not recommend this option.<br />

We are not aware <strong>of</strong> any other swing seat that is currently<br />

available on the market today. But we continue to look.<br />

In addition we are currently restricted to a spending limit<br />

whereby further approval will be required before we can proceed<br />

with the purchase <strong>of</strong> any <strong>of</strong> these options. It is therefore likely<br />

that any purchase will now not take place until the new financial<br />

year.”<br />

Following the response, a Partner suggested that a specialist<br />

disability playgroup or special school could be contacted for<br />

alternative suggestions.<br />

RESOLVED - That the question <strong>and</strong> response be noted.<br />

5 MINUTES OF PREVIOUS MEETING


RESOLVED – That the <strong>Minutes</strong> <strong>of</strong> the meeting held on 25 th<br />

November 2010 be approved as a correct record, subject to the<br />

correction <strong>of</strong> the word ‘internet’ to ‘interest’ on paragraphs 1, 2, 3<br />

<strong>and</strong> 4 on Item 3, ‘Declarations <strong>of</strong> Interest’.<br />

6 FAILSWORTH & HOLLINWOOD PACT REPORT<br />

The District Partnership considered a report detailing<br />

discussions from the Failsworth <strong>and</strong> Hollinwood PACTs.<br />

RESOLVED – That the report be noted.<br />

7 FAILSWORTH & HOLLINWOOD NEIGHBOURHOOD<br />

POLICING TEAM REPORT<br />

Inspector Muzemil Kernain, Greater Manchester Police,<br />

attended the meeting <strong>and</strong> presented a report giving updates on<br />

Police activity covering the Failsworth & Hollinwood area,<br />

including an update on body worn cameras.<br />

RESOLVED – That the Police update be noted.<br />

8 MANAGEMENT OF COMMUNITY FACILITIES AT<br />

FAILSWORTH TOWN HALL<br />

Akeel Shafiq, Development Officer, attended the meeting <strong>and</strong><br />

presented a briefing note regarding the Management <strong>of</strong><br />

Community Facilities at Failsworth Town Hall.<br />

The Partnership were informed that meetings were to take place<br />

regarding the future use <strong>of</strong> the function hall, including potential<br />

management options.<br />

RESOLVED – That the information be noted.<br />

9 FAILSWORTH & HOLLINWOOD DISTRICT PARTNERSHIP<br />

- BUDGET REPORT<br />

The District Partnership considered a report advising <strong>of</strong> the<br />

breakdown <strong>of</strong> expenditure for 2010-11, the delegated budgets<br />

allocated to the District Partnership for 2010-11, <strong>and</strong> highlighted<br />

the current commitments <strong>and</strong> spend in respect <strong>of</strong> Elected<br />

Members individual budgets, the District Partnership budget <strong>and</strong><br />

the Safe Clean <strong>and</strong> Green budget.<br />

RESOLVED – That the report be noted.<br />

10 FAILSWORTH & HOLLINWOOD DISTRICT PLAN<br />

The District Partnership considered a report informing <strong>of</strong><br />

progress made on the Failsworth <strong>and</strong> Hollinwood District Plan<br />

<strong>and</strong> considered funding bids for projects which would address<br />

issues within the plan.<br />

Penny Barratt, Acting Neighbourhood Manager, informed the<br />

Partnership:


- That the Brown Street Signage <strong>and</strong> Road Markings<br />

funding application had been agreed to be funded from<br />

Councillor Barker’s Individual budget.<br />

- That the Signage at Hollinwood “Welcome to Hollinwood”<br />

funding application had been agreed to be funded from<br />

Hollinwood Councillors Individual budgets.<br />

- That the Signage for Car Park, Old Road funding<br />

application had been agreed to be funded from Councillor<br />

Butterworth’s Individual budget if it could not be funded<br />

through the Metrolink works.<br />

Sheena Macfarlane, Head <strong>of</strong> Heritage, Libraries & Arts,<br />

presented the Catalyst - Arts Engagement Project funding<br />

application.<br />

Mike Beaman, Housing 21, presented the ‘Growing Your Own’<br />

Project funding application.<br />

Steve Henthorn, Streetscene, presented the Rochdale Canal<br />

Improvement Scheme funding application.<br />

An itemised list had been provided from Failsworth Carnival<br />

stating what items the requested £4,000 was to be spent on,<br />

<strong>and</strong> was circulated to the Partnership. The items were: walkie<br />

talkies, insurance, carnival magazine, childrens entertainer,<br />

clown, gazebo & weights, dance troup competition, fence posts<br />

to mark out field.<br />

RESOLVED: -<br />

1. That the report <strong>and</strong> District Plan be noted.<br />

2. That Heritage, Libraries & Arts be granted £10,000 towards<br />

the Catalyst - Arts Engagement Project, to be funded from<br />

the District Partnership budget.<br />

3. That Housing 21 be granted £5,000 towards the ‘Growing<br />

Your Own’ Project, to be funded from the District Partnership<br />

budget.<br />

4. That be granted Streetscene £10,000 towards the Rochdale<br />

Canal Improvement Scheme, to be funded from the District<br />

Partnership budget.<br />

5. That Failsworth Carnival be granted £4,000 towards the<br />

following items, to be funded from the District Partnership<br />

budget: walkie talkies, insurance, carnival magazine,<br />

childrens entertainer, clown, gazebo & weights, dance troup<br />

competition, fence posts to mark out field.<br />
