1 APOLOGIES FOR ABSENCE
Apologies for absence had been received from John Alder, John
Crompton, Debbie Holland, Michael Kelly and Debbie Lyons.
2 URGENT BUSINESS
There were no items of urgent business received.
3 DECLARATIONS OF INTEREST
Mel Garner declared a personal internet in Item 10 on the
agenda, 'Failsworth & Hollinwood District Plan', as the Chair for
the organising Committee for Failsworth Carnival. He informed
the Partnership that he would leave the room if further
discussion was required on the application.
4 PUBLIC QUESTION TIME
One Public Question was submitted.
The following question was received from Mel Garner:
“I raised a question over 12 months ago about disabled facilities
at Higher Memorial Park in Failsworth.
To this date nothing has been done.
This is a lovely little park for children, but what are the poles
planted in the ground for?
Grafitti is starting to appear, and the park is currently covered in
decaying leaves.
When can I expect something for disabled children?”
The following officer response was read out by the Chair:

“Regarding the play facilities for disabled people. The current
play area comprises of a Multiplay unit with wheelchair transfer
platforms and a double slide, which is an inclusive piece of kit
suitable for able bodied and disabled people.
There is also a 'Sit in' springy which is enclosed on all sides and
cradle swings for the toddler age group whether able bodied or
disabled children.
We are currently investigating three possibilities for a seat
capable of accommodating disabled children. We have however
come across a number of obstacles:-
A harness will need to be provided, but cannot be left in situ due
to the likelihood of vandalism and theft.
Option 1) Mirage with harness. Decision needs to be taken as to
who purchase the harness : the parent or available at a central
point for booking/hire? If this option is chosen we need to agree
this location but on the strict basis that use is supervised by a
parent or guardian at all times and a deposit of some description
is left.
Option 1a) The Mirage seat can be used by able bodied children
on the basis that they hold onto the chains whilst in operation. A
suitable sign will be fitted to show the method of use. We will
also need to have agreement with the insurance company for
Oldham Council as there has been some resistance to this type
of seat being fitted in other authorities.
Option 2) Little Tykes inclusive swing seat:- Due to a change by
the manufacturer we now feel this fixed harness has to be
manually locked a could therefore pose a problem for users if
not correctly locked in place by the user and could leave the
council vulnerable. We therefore do not recommend this option.
Option 3) Sutcliffe Play Inclusive seat:- This hammock style seat
provides no harness and therefore no security for disabled
children. We therefore do not recommend this option.
We are not aware of any other swing seat that is currently
available on the market today. But we continue to look.
In addition we are currently restricted to a spending limit
whereby further approval will be required before we can proceed
with the purchase of any of these options. It is therefore likely
that any purchase will now not take place until the new financial
year.”
Following the response, a Partner suggested that a specialist
disability playgroup or special school could be contacted for
alternative suggestions.
RESOLVED - That the question and response be noted.
5 MINUTES OF PREVIOUS MEETING

RESOLVED – That the Minutes of the meeting held on 25 th
November 2010 be approved as a correct record, subject to the
correction of the word ‘internet’ to ‘interest’ on paragraphs 1, 2, 3
and 4 on Item 3, ‘Declarations of Interest’.
6 FAILSWORTH & HOLLINWOOD PACT REPORT
The District Partnership considered a report detailing
discussions from the Failsworth and Hollinwood PACTs.
RESOLVED – That the report be noted.
7 FAILSWORTH & HOLLINWOOD NEIGHBOURHOOD
POLICING TEAM REPORT
Inspector Muzemil Kernain, Greater Manchester Police,
attended the meeting and presented a report giving updates on
Police activity covering the Failsworth & Hollinwood area,
including an update on body worn cameras.
RESOLVED – That the Police update be noted.
8 MANAGEMENT OF COMMUNITY FACILITIES AT
FAILSWORTH TOWN HALL
Akeel Shafiq, Development Officer, attended the meeting and
presented a briefing note regarding the Management of
Community Facilities at Failsworth Town Hall.
The Partnership were informed that meetings were to take place
regarding the future use of the function hall, including potential
management options.
RESOLVED – That the information be noted.
9 FAILSWORTH & HOLLINWOOD DISTRICT PARTNERSHIP
- BUDGET REPORT
The District Partnership considered a report advising of the
breakdown of expenditure for 2010-11, the delegated budgets
allocated to the District Partnership for 2010-11, and highlighted
the current commitments and spend in respect of Elected
Members individual budgets, the District Partnership budget and
the Safe Clean and Green budget.
RESOLVED – That the report be noted.
10 FAILSWORTH & HOLLINWOOD DISTRICT PLAN
The District Partnership considered a report informing of
progress made on the Failsworth and Hollinwood District Plan
and considered funding bids for projects which would address
issues within the plan.
Penny Barratt, Acting Neighbourhood Manager, informed the
Partnership:

- That the Brown Street Signage and Road Markings
funding application had been agreed to be funded from
Councillor Barker’s Individual budget.
- That the Signage at Hollinwood “Welcome to Hollinwood”
funding application had been agreed to be funded from
Hollinwood Councillors Individual budgets.
- That the Signage for Car Park, Old Road funding
application had been agreed to be funded from Councillor
Butterworth’s Individual budget if it could not be funded
through the Metrolink works.
Sheena Macfarlane, Head of Heritage, Libraries & Arts,
presented the Catalyst - Arts Engagement Project funding
application.
Mike Beaman, Housing 21, presented the ‘Growing Your Own’
Project funding application.
Steve Henthorn, Streetscene, presented the Rochdale Canal
Improvement Scheme funding application.
An itemised list had been provided from Failsworth Carnival
stating what items the requested £4,000 was to be spent on,
and was circulated to the Partnership. The items were: walkie
talkies, insurance, carnival magazine, childrens entertainer,
clown, gazebo & weights, dance troup competition, fence posts
to mark out field.
RESOLVED: -
1. That the report and District Plan be noted.
2. That Heritage, Libraries & Arts be granted £10,000 towards
the Catalyst - Arts Engagement Project, to be funded from
the District Partnership budget.
3. That Housing 21 be granted £5,000 towards the ‘Growing
Your Own’ Project, to be funded from the District Partnership
budget.
4. That be granted Streetscene £10,000 towards the Rochdale
Canal Improvement Scheme, to be funded from the District
Partnership budget.
5. That Failsworth Carnival be granted £4,000 towards the
following items, to be funded from the District Partnership
budget: walkie talkies, insurance, carnival magazine,
childrens entertainer, clown, gazebo & weights, dance troup
competition, fence posts to mark out field.

RESOLVED – That the following dates for the Failsworth &
Hollinwood District Partnership be noted:
- 16th March 2011
- 22nd June 2011
- 28th September 2011
- 23rd November 2011
- 26th January 2012
- 27th March 2012

Centre, Oldham.
