July—27,000—were concentrated
In six agencies—Treasury, Veterans',
Agriculture, Maritime, War
and Navy. The majority of other
agencies also reported lay-offs,
though in smaller numbers.
Among employees working outside
the U. S. proper, 7.044 firings
took place, most of them in Maritime
and War aiid Navy.
Reductions in force v/ere much
higher in June than In July. Almost
57,000 workers lost their
jobs in tb(? earlier period,
Layoffs Down
Contraiy to the general im-
pres.sion that lay-offs in the Federal
service have been particularly
heavy in recent months, a check
of U. S. Civil Service Comniis.sion
records for the past fiscal year
(July 1946 to July 1947) discloses
that actually the heaviest layoffs
occurred in Noveniber and
September of 1946.
In November 1946, net reduction
In force totaled 101,448. These
were chiefly in War and the Post
Office Departments and in the
Labor Department which lost
22,731 employees through the
shift of the U. S. Employment
Service to State control. In September
1946, 78,352 lay-offs took
place, practically all of them in
War and Navy.
Open House was held for the
members and their invited guests.
Most impressive to the members
was unionism In full force. Instead
of legal counsel, the up-to-
date equipment used for advantageous
purposes In furthering
their work for the general good
and welfare was In evidence.
Late-type Equipment
A latest type mimeograph m achine,
equipped with a motor
capable of printing 170 copies a
minute, a mailing list that includes
every officer in the Fire
Department, officers of every
other Fire Department, organization,
all city newspaper editors,
all members of the City Council,
Board of Estimate, State Assemblymen
and Senators, prominent
citizens, clergymen, labor leaders,
every union affiliated with
the Greater N. Y. Central Trades
and Labor Council, radio commentators,
newspaper columnists, etc.
A new graphotype machine to
make plates for the latest model
Addressograph which addresses
envelopes as fast as they can be
fed, in addition to other usual
office equipment was demonstrated.

WASHINOTON, Sept. 15 ■— The
U. S. Civil Service Commission
last week revoked a provision in
the civil servic regulations which
required Federal employees to secure
relases from the agecies in
which they were employed before
they could be considered for employment
In other agencies.
Releases were formerly required
of all employees except those
whose appointments were limited
to six months or less.
The practice of requiring releases
t^gan in 1940, because erf
the tightening of the labor market
in the emergency period.
Now that wide-scale firings are
under way in the Federal service,
and most of the emergency activities
of the Government have been
discontinued, the need for releases
no longer exists.

of positions are as follows:
Positions in Adak, Alaska
4 Shipwrights, $1.76 per hr.
Positions in Okinawa
1 Senior ElectriciMi (Marine),
$1.70 per hr.
1 Welder (Electric Arc), $1.65 per
hr. (knowledge of gas).
2 Machinists, $1.55 per. hr.
1 Steamfltter (Plumber), $1.55 per,
hr.
1 Radio Repairman (Marine),
$1.30 per. hr.
There are definite requirements
for each of the above positions,
but in general, completion of the
normal apprenticeship or journeyman
experience is qualifying.
Wherever applicable, experience
must have included working from
sketches, drawings, blueprints and
diagrams. ^ ^
Age limits have been waived
for positions in Adak. They are
normally 21 to 50 years for positions
in Okinawa. Veterans will
be given priority in appointment
but status as a veteran is not essential.
Appointments will be
made for a minimum period of
one year. Tours of duty are forty
hours per.week.
Living quarters (Quonset huts)

Okinawa and $6 a month in Adak
Government messing facilities are
available at an approximate cost
of $22.50 per month Including
service charge. There are also
recreational facilities.
