Ministry of Women and Child Development<br />
celebrate International Women’s Day, 8 March <strong>2008</strong><br />
International Women’s Day (IWD) is celebrated each year the world over<br />
on 8th March with a plethora of programmes including meetings, seminars,<br />
workshops, mass campaigns, road shows and awards for excellence to women<br />
achievers, etc. to focus attention on the status of women. The objective is to<br />
ensure that the world recognises women as a force for according a better<br />
status to her at family, society, community and national levels. The status of<br />
women is gradually improving but as our Hon’ble President Smt. Pratibha<br />
Patil said, ‘much has been achieved but much needs to be achieved, our<br />
efforts have to continue’. The case of Ms. Shanthi Duraisamy of Tamil Nadu<br />
who established a business empire and Ms. Sandhya Raman in theatrics<br />
illustrate that, given the opportunity, women can excel in any field. These<br />
are incidentally among Stree Shakti Puraskar recipients on International<br />
Women’s Day Programme at Siri Fort Auditorium, New Delhi.<br />
At a press meet before the week-long celebrations by the Ministry of Women<br />
and Child Development to mark the International Women’s Day, Smt. Renuka<br />
Chowdhury, Hon’ble Minister of State (Independent Charge) talked about<br />
the 24 percent hike in the budget outlay for women and child development,<br />
50 percent rise in salaries of Anganwadi Workers and launch of two special<br />
schemes for women’s empowerment-Dhanalakshmi and Ujjwala, the former<br />
being a conditional cash transfer scheme for growth of girl child and latter,<br />
for rescue and rehabilitation of trafficked women. She added that the proposals<br />
submitted would be handled by a computerised tracking system to ensure<br />
transparency.<br />
A major highlight of IWD celebrations was the launch of public-private<br />
partnership between VLCC, ITC, and Self-Help Groups for vocational<br />
programmes to economically empower women. Other events included a<br />
Conference on Prevention of Trafficking at Vigyan Bhawan and a Workshop<br />
on Prevention of Female Foeticide at YMCA and Health Melas organised by<br />
FNB at India Gate Lawns and by the Ministry at Select City Walk and Siri<br />
Fort.<br />
With the dynamism of our Minister Smt. Renuka Chowdhury and enthusiasm<br />
of the officers, we are striving towards a more inclusive and positive world<br />
for women and children.<br />
I also wish all women a Happy Mother’s Day falling on 11 May <strong>2008</strong>.<br />

Online Sex Education Counselling<br />
In the wake of the alarming rise in teenage pregnancies and scanty knowledge about sex, the Ministry of Women<br />
and Child Development has developed a plan to launch online counselling on sex education.<br />
About 40 pecent population in India consists of children who need to be educated on sex and other issues, said<br />
Smt. Renuka Chowdhury, Minister of State for Women & Child Development (Independent Charge). In online<br />
consultation, children will be provided proper information on biological and reproductive systems etc, by experts<br />
like Dr. Prakash Kothari and Dr. Sudhakar Krishnamurthy.<br />
Malnutrition among School Children: Ministry of State has suggested nutrition monitors in schools to<br />
tackle the malnutrition problem among school children. She advised a gathering of school principals to ensure<br />
nutritional value of snacks being served on educational premises.<br />
Safe Environment for Children: A 24-hour helpline has already been launched for help of children who face<br />
abuses of various kinds including corporal punishment. The child abuses sometimes claim their lives, which<br />
make it imperative to provide relief.<br />

International Women’s Day Celebration<br />
ANANYA : SURVIVAL TO SUCCESS - CELEBRATE HER LIFE<br />
International Women’s Day was celebrated on 8 March<br />
<strong>2008</strong>. The theme for the Ministry of Women and Child<br />
Development for <strong>2008</strong> was “Survival to Success -<br />
Celebrate her Life”<br />
The week-long celebration commenced on 3 March <strong>2008</strong><br />
with a press conference as curtain raiser. Smt. Renuka<br />
Chowdhury, Hon’ble Minister of State (Independent<br />
Charge) for Women and Child Development spoke to the<br />
press about the 24% hike in allocation for women and<br />
child development, a rise of 50% in the salaries to<br />
Anganwadi Workers and two special schemes for<br />
women’s empowerment - Dhanalakshmi (a conditional<br />
cash transfer scheme which monitors the growing up of<br />
the girl child) and Ujjwala (a scheme for rescue and<br />
rehabilitation of trafficked women). She also announced<br />
that proposals submitted to the Ministry would by handled<br />
by a computerised tracking system which will ensure<br />
greater transparency.<br />
Smt. Renuka Chowdhury also announced the launch of a<br />
public-private-partnership between VLCC, ITC and the<br />
Central Social Welfare Board for a Vocational Training<br />
Programme. Under this initiative, VLCC and ITC will<br />
sponsor the training of women inmates of Short Stay<br />
Homes in beauty care and house keeping so that they,<br />
become capable of taking up jobs in the private sector.<br />
On 4 March <strong>2008</strong>, a Conference on Prevention of<br />
Trafficking at Vigyan Bhawan was organised in<br />
collaboration with United Nation’s Office on Drugs and<br />
Crimes (UNODC) and IOM. The forum was represented<br />
by all stakeholders and the Conference was inaugurated<br />
by Hon’ble Minister of State (Independent Charge),<br />
Ministry of Women and Child Development and Shri<br />
Vyalar Ravi, MOIA was the guest of honour.<br />
On 5 March <strong>2008</strong>, a Workshop on Prevention of Female<br />
Foeticide was organised at YWCA. It was inaugurated<br />
by Hon’ble Minister of State (Independent Charge) for<br />
Women and Child Development and was well attended<br />
by various stakeholders from the Media, NGO community<br />
and spiritual organisations.<br />
On 8 March <strong>2008</strong>, presentation of Stree Shakti Puraskaar<br />
at Siri Fort auditorium was organised. Fifteen women<br />
were awarded Stree Shakti Puraskar by Smt. Sonia<br />

Gandhi, Chairperson, UPA in the presence of<br />
Smt.Gursharan Kaur, wife of Hon’ble Prime Minister of<br />
India. The awards are given in the names of Jhansi Ki<br />
Rani Lakshmi Bai, Kannagi, Rani Gaidenlieu, Devi Ahilya<br />
Bai and Mata Jija Bai. The award carries a cash prize of<br />
Rs.3 lakh and a citation. The awardees are selected by the<br />
National Screening Committee on the basis of nominations<br />
received from State Governments.<br />
Food and Nutrition Board organised a Health Exhibition<br />
at Siri Fort, and an Exhibition on Nutrition from 8-10<br />
March <strong>2008</strong> on the Lawns of India Gate by the Nutrition<br />
Exhibition was inaugurated by Hon’ble Speaker of Lok<br />
Sabha, Shri Somnath Chatterjee in the presence of Smt.<br />
Renuka Chowdhury, Hon’ble Minister of State for Women<br />
and Child Development (Independent Charge) on 8 March<br />
<strong>2008</strong>.<br />
A wall calendar on nutrition for the year <strong>2008</strong>-09 was<br />
released by the Hon’ble Speaker of Lok Sabha, Shri<br />
Somnath Chatterjee on the occasion of International<br />
Women’s Day.<br />
A booklet on nutritious recipies for complementary<br />
feeding of infants and young children developed by the<br />
Food and Nutrition Board was also released by the<br />
Hon’ble Speaker of Lok Sabha, Shri Somnath<br />
Chatterjee.<br />
The Ananya Flag on empowerment of women was<br />
hoisted by Smt. Sonia Gandhi. The message of Mr. Ban<br />
Ki moon, UN Secretary General, was read out by the<br />
Derector, UN Information Centre and Spokesperson of<br />
UN Secretary General.<br />
The Ananya Flag<br />
The Ananya Flag signifies the hopes and dreams<br />
of Indian women. Emanating from the east, the<br />
rainbow colours signify a new rising; bursting forth<br />
in freedom and unfurling the new hopes of the<br />
Indian women. Ananya, meaning ‘the<br />
incomparable’ is the theme of the festival.<br />
On this occasion, the Ministry of Women and Child<br />
Development also distributed specially designed<br />
bangles and bands in the ‘Ananya’ colours. The<br />
new logo of the campaign by the Central Social<br />
Welfare Board was also released by Smt. Renuka<br />
Chowdhury.<br />

carries a citation and a cash prize of<br />
Rs. 3 lakh.<br />

the programmes and policies initiated<br />
recently by the Government would<br />
bring forth perceptible improvement in<br />
the socio-economic status of women.<br />
The Minister emphasised the<br />
importance of such scheme as ‘Dhanlakshmi’<br />
which has been recently launched to encourage<br />
the family of girl child and to check female foeticide by<br />
giving cash incentives and ‘Ujjwala’ for rehabilitation of<br />
trafficked victims. But the Government’s efforts would<br />
not suffice until women come forward to assert<br />
themselves, she said.<br />

should not be stopped at any cost. Underlining the<br />

THE EVENTS : JANUARY <strong>2008</strong><br />
Seminar on Female Foeticide<br />
The Kerala State Social Welfare Board organised a oneday<br />
state level seminar on Female Foeticide on 11<br />
<strong>Jan</strong>uary <strong>2008</strong> at Rajagiri College of Sciences,<br />
Kalamassery, Ernakulam as a part of Central Social<br />
Welfare Board’s campaign against female foeticide.<br />
During the event, Smt. Rajani Patil, Chairperson, Central<br />
Social Welfare Board urged the NGOs of the state to<br />
fight against this social evil and be a model to others.<br />
The seminar drew students of medicine, nursing, social<br />
work, sociology, home science and law besides<br />
representatives from voluntary organisations and officers<br />
of the Departments of Health, Social Welfare and Women<br />
and Child Development.<br />
RASHTRIYA MAHILA KOSH<br />
During the month of <strong>Jan</strong>uary <strong>2008</strong> (up to<br />
30.01.<strong>2008</strong>), Rashtriya Mahila Kosh (RMK)<br />
sanctioned loans aggregating to Rs. 107 lakh to <strong>12</strong><br />
NGO partners. During the month, <strong>Jan</strong>uary <strong>2008</strong> (up<br />
to 30.01.<strong>2008</strong>), RMK disbursed loans aggregating<br />
to Rs. 240 lakh to <strong>12</strong> NGO partners - Rs. 175.00<br />
lakh in Andhra Pradesh to 7 NGOs, Rs. 25.00 lakh<br />
in Gujarat to 1 NGO, Rs. 22.50 lakh in Tamil Nadu<br />
to 2 NGOs, Rs. 10.0 lakh in Delhi to 1 NGO and<br />
Rs. 7.50 lakh in Orissa to 1 NGO partner.<br />
FOOD AND NUTRITION BOARD<br />
The field infrastructure of Food and Nutrition Board<br />
(FNB) organised training courses in Home Scale<br />
Preservation of Fruits and Vegetables and Nutrition for<br />
Adolescent Girls and Housewives, Nutrition Education<br />
Programmes in rural, urban and tribal areas and monitored<br />
ICDS anganwadis in respect of Supplementary Feeding<br />
and Nutrition & Health Education component. Training<br />
of trainers and orientation training courses on nutrition<br />
and health education were organised for the Child<br />
Development Project Officers, Medical Officers, Lady<br />
Health Visitors, Supervisors and grassroots level<br />
functionaries respectively.<br />
South Asia Ministerial Conference<br />
Held in New Delhi<br />
Hon’ble President of India, Smt. Pratibha Patil<br />
inaugurated the Sixth South Asia Regional Ministerial<br />
Conference, Commemorating Beijing, co-hosted by<br />
Government of India and UNIFEM South Asia Regional<br />
Office, in New Delhi from 17-<strong>19</strong> <strong>Jan</strong>uary <strong>2008</strong>.<br />
Ministers responsible for Women’s Development,<br />
SAARC Secretary General, Secretaries of the Women’s<br />
Ministries and a section of civil society through women’s<br />
organisations from the region, including Afghanistan<br />
Bangladesh, Bhutan, Maldives, Nepal, Pakistan and<br />
Srilanka, besides India, participated in the meeting. At<br />
the end of the Conference, India Forward Moving<br />
Strategies for Gender Equality <strong>2008</strong> was adopted.<br />
The conference reviewed the progress made by SAARC<br />
countries on the Beijing Platform for Action in the areas<br />
of violence against women, disaster preparedness and<br />
its management, and economic empowerment. It also<br />
identified the following thrust areas for the next two<br />
years:<br />
Preventing violence against women and enforcing<br />
gender-related enactments<br />
Promoting economic security and rights of women<br />
Buttressing women’s empowerment and their<br />
participation in decision-making processes<br />
Protecting human rights of women in conflict with<br />
law<br />
Devising modalities for follow-up of CEDAW<br />
stipulations<br />
Ensuring that women can pass on their nationality to<br />
their children.<br />
A special highlight of the conference was the launching<br />
of SAARC Gender Database, by the SAARC Secretary-<br />
General, which contains vital statistics related to violence<br />
against women including trafficking and HIV/AIDS.<br />
UNIFEM in association with the regional government<br />
holds such metings bianually as a follow-up to the Fourth<br />
World Conference on Women in Beijing in <strong>19</strong>95.<br />

CENTRAL SOCIAL WELFARE BOARD<br />
Meet on Female Foeticide in Chandigarh<br />
Prevention of Trafficking<br />
National Institute of Public Cooperation and Child<br />
Development (NIPCCD), an autonomous organisation<br />
under the Ministry of Women and Child Development,<br />
the nodal training institute for issues relating to trafficking,<br />
conducted the first training on combating trafficking, in<br />
women and children during 21-31 <strong>Jan</strong>uary <strong>2008</strong>.<br />
MWCD, in collaboration with ATSEC partners and<br />
United Nations Office on Drugs and Crimes organised<br />
Training for Researchers for Rapid Situational Analysis<br />
of Homes in the country from 21-23 <strong>Jan</strong>uary <strong>2008</strong> at<br />
YMCA, Greater Noida (UP).<br />
Chandigarh State Social Welfare Board in cooperation<br />
with eminent NGOs and social activists organised a<br />
Women’s Meet on Female Foeticide on <strong>19</strong> <strong>Jan</strong>uary <strong>2008</strong><br />
at PGI Chandigarh. The meet was inaugurated by Kumari<br />
Selja, Hon’ble Minister of State (Independent Charge),<br />
Housing and Poverty Alleviation. Shri Pawan Kumar<br />
Bansal, Hon’ble Minister of State (Ministry of Finance),<br />
was the Guest of Honour and Smt. Rajani Patil,<br />
Chairperson, Central Social Welfare Board (CSWB)<br />
presided over the function. The function was also graced<br />
by numerous dignitaries.<br />
Inaugurating the Meet, Kumari Selja called for urgent action on the declining female ratio in the northern region of<br />
the country while CSWB Chairperson suggested stringent punishment in order to deter people from such practices<br />
as sex selection. She suggested that economic empowerment of women must take place and also that 33% reservation<br />
for women in political bodies would enhance their contribution to policy and planning. Smt. Lalit Joshi, Chairperson,<br />
Chandigarh State Social Welfare Board informed the participants of the drive of the Chandigarh Board to organise<br />
50 camps for women in Chandigarh to generate awareness about the evils of female foeticide.<br />
Workshop on Safe Environment<br />
Smt. Renuka Chowdhury chaired the workshop on Safe<br />
Environment for Children organised by Ministry of<br />
Women and Child Development for School Principals<br />
of Delhi at India Habitat Centre, New Delhi on 25<br />
<strong>Jan</strong>uary <strong>2008</strong> with some schools of Delhi (Kendriya<br />
Vidyalayas, Government Schools, Public Schools and<br />
MCD Schools) and other concerned authorities in the<br />
Government and outside. The objective was to jointly<br />
devise ways to involve educational organisations and<br />
students in the joint effort to provide a safe and secure<br />
environment for children.<br />

Meeting of State Ministers/State Secretaries<br />
A conference of ministers in charge of Women and Child<br />
Development, Secretaries and other senior officers of the<br />
States and Union Territories was held on 28 and 29 <strong>Jan</strong>uary<br />
<strong>2008</strong> at PHD House, New Delhi under the Chairpersonship<br />
of Minister of State (Independent Charge), Women and Child<br />
Development.<br />
The Conference deliberated upon the status and efficacy of<br />
the programmes, schemes and legislations of the Ministry<br />
of Women and Child Development (MWCD) in their States/<br />
UTs. The subject of the implementation status of Integrated<br />
Child Development Scheme (ICDS) in various States/UTs<br />
and proposed restructuring of the ICDS was taken up on 28 <strong>Jan</strong>uary <strong>2008</strong> in detail and the constraints and<br />
problems faced by the States were discussed. Their suggestions and observations were also discussed. On the<br />
second day of the Conference, Child Protection issues and programmes related to women’s social and economic<br />
empowerment were discussed. Special focus given to on the need to provide adequate mechanisms for<br />
implementation of the important legislations such as Prevention of Domestic Violence Act 2005. The need for<br />
greater sensitisation, at par with the States/UTs, on issues relating to female foeticide and declining sex ratio,<br />
molestation and violence against women was also stressed.<br />
State Level Seminar on Women Trafficking and HIV/AIDS<br />
A two-day State Level Seminar on Women Trafficking and HIV/AIDS was organised by the Orissa State Social<br />
Welfare Board in collaboration with Women and Child Development Department, Government of Orissa and UNDP<br />
on 31 <strong>Jan</strong>uary and 1 February <strong>2008</strong> at Bhubaneshwar, was inaugurated by Shri Kanak Vardhan Singh Deo, Minister<br />
for Urban Development and Public Enterprises, Orissa. He emphasised the need of opening a HIV Testing Centre in<br />
each district of the State.<br />
Smt. Surama Padhy, Minister of State, Cooperation, Government of Orissa was the Guest of Honour. She spoke<br />
about the importance of girls in society and said that every citizen has to take up social responsibilities in their<br />
respective spheres.<br />
Presiding over the inaugural ceremony, Smt. Pravati Parida, Chairperson of the Orissa State Board apprised the<br />
gathering about the plan of action of the Board to create awareness against trafficking of women, HIV/AIDS and the<br />
social evil of female foeticide at the district level. The programme was initiated by a rally in which more than 700<br />

Girl Child and Sex Ratio<br />

Regional Seminar on Combating Foeticide and Infanticide, organised by NCPCR at Chandigarh, and made a<br />
presentation on the initiatives of this Ministry on the issue.<br />

Madam President Gives Away Dr. Durgabai Deshmukh Awards<br />
On 5 February <strong>2008</strong>, H.E. Smt. Pratiba Devisingh Patil,<br />
Hon’ble President of India conferred the Dr. Durgabai<br />
Deshmukh Awards (2003 and 2004) for women’s<br />
development on the organisations ‘Abhaya’ of<br />
Thiruvananthapuram, Kerala and ‘Women’s Welfare<br />
Society’ of Belgaum, Karnataka. The award is given every<br />
year to an organisation that has done exemplary work<br />
for the empowerment of women.<br />
Addressing the gathering H.E. Smt. Pratibha Devisingh<br />
Patil said, “...my deep concern is that women still do not<br />
have the same opportunities as men. Real development<br />
cannot take root if it bypasses women, who represent the<br />
very pivot around which social change takes shape. For<br />
achieving our objective of growth with equity and<br />
delivery of services with people’s participation, the<br />
mainstreaming of women into the national development<br />
process is essential.”<br />
Smt. Renuka Chowdhury, Hon’ble Minister of state for<br />
Women and Child Development (Independent Charge)<br />
described the occasion as ‘a day we will mark in our<br />
personal milestones’. She elucidated the human need to<br />
recognise the work being done in society. Smt.<br />
Chowdhury emphasised the need for team work and to<br />
collectively address issues in order to carry forward the<br />
torch of women’s empowerment.<br />
Dr. Durgabai Deshmukh award was instituted in <strong>19</strong>97,<br />
the Golden Jubilee Year of India’s Independence, in<br />
memory of Dr. Durgabai Deshmukh, the founder<br />
Chairperson of the Central Social Welfare Board. The<br />
award carries a cheque of Rs. 5 lakh, a citation and a<br />
shawl.<br />
The sixth Dr. Durgabai Deshmukh Award for the year<br />
2003 was awarded to Abhaya of Thiruvananthapuram for<br />
its work to improve the condition of women mental<br />
patients in Kerala.<br />
The seventh Dr. Durgabai Deshmukh Award for the year<br />
2004 was awarded to Women’s Welfare Society, Belgaum,<br />
for its work for the development of women in Karnataka.<br />

FOOD AND NUTRITION BOARD<br />
The meeting of the Shadow Committee of Codex<br />
Committee on Nutrition and Foods for Special<br />
Dietary Uses (CCNFSDU) was held on 1 February<br />
<strong>2008</strong> under the Chairpersonship of Ms. P. Bolina,<br />
Joint Secretary, to discuss the proceedings of the 29th<br />
Session of the CCNFSDU held at Germany from<br />
<strong>12</strong>-16 November 2007 and deliberate on the further<br />
course of action.<br />
The field infrastructure of FNB organised training<br />
courses in Home Scale Preservation of Fruits and<br />
Vegetables and Nutrition for adolescent girls and<br />
housewives, nutrition education programmes in<br />
rural, urban and tribal areas and monitored ICDS<br />
anganwadis in respect of Supplementary Feeding<br />
and Nutrition and Health Education component.<br />
TOTs and OTCs were organised on nutrition and<br />
health education for the CDPOs, Medical Officers,<br />
LHVs, Supervisors and grassroots level<br />
functionaries, respectively.<br />
Fighting Human Trafficking<br />
Hon’ble Minister of State (Independent Charge) led a<br />
delegation comprising officers from Ministry of Women<br />
and Child Development, Ministry of Home Affairs, and<br />
Labour Ministry to attend the Vienna Forum to Fight<br />
Human Trafficking during 13-15 February <strong>2008</strong>.<br />
Workshop on Gender Budgeting<br />
The Ministry of Women and Child Development<br />
organised a two-day workshop on 7-8 February <strong>2008</strong><br />
for Joint Secretary level officers of various Ministries/<br />
Departments of Government of India at Kuchesar in U.P.<br />
More than 13 senior officials of various Ministries/<br />
Departments participated and were given intensive<br />
training on outcome budget, indicators and other tools<br />
and strategies of gender-budgeting.<br />
On 11 February <strong>2008</strong>, Economic Adviser, Ministry<br />
of Women and Child Development addressed a group<br />
of NGOs on the theme of Financing for Gender Equity<br />
at the Bahai House.<br />
On 15 February <strong>2008</strong>, representatives of this Ministry<br />
participated in the Research Advisory Committee of<br />
the Council for Social Research and guided them on<br />
their project on “Women Managers-Breaking of the<br />
Glass Ceiling.”<br />
Illegitimate Children Can Claim<br />
Maintenance: SC<br />
The Supreme Court has ruled that illegitimate children<br />
have a right to claim maintenance from their biological<br />
father. The judgment came on a petition filed by a girl<br />
from Himachal Pradesh.<br />
The apex court directed the father to pay a monthly<br />
maintenance and clear the amount due from the date<br />
of the trial court’s verdict within three months.<br />
Women Get Little or No Payment for Work Done: NFHS<br />
National Family Health Survey 3 has revealed that women are often made to work without being<br />
paid. According to the survey, one out of four women did not receive any payment for the work done<br />
by her. In contrast, 92 percent of the men earned cash for their work and only 5 percent did not get<br />
paid. What is worse, one in six women, who did get paid, did not have any say on how she could<br />
spend her earnings. Her husband or in-laws were the decision makers. Freedom of movement outside<br />
the home was also a luxury for most women. Whereas only about half of them were allowed to go to<br />
the market or to a health facility alone, only 38 percent were allowed to travel alone outside their city<br />
or village.<br />

National Workshop on Pubic-Private Partnership in ICDS<br />
A National Workshop on Public-Private Partnership<br />
(PPP) in Integrated Child Services (ICDS) was<br />
organised at PHD House, New Delhi by the National<br />
Institute of Public Cooperation and Child Development<br />
(NIPCCD) in collaboration with the Ministry of Women<br />
and Child Development (MWCD) on 11 February <strong>2008</strong>.<br />
The main objectives of the workshop were to: discuss<br />
the scope, nature and extent of Public-Private Partnership<br />
in ICDS; identify areas of ICDS for PPP; evolve suitable<br />
modalities/mechanisms for translating it into a<br />
Memorandum of Understanding between the effective<br />
partners to encourage PPP in ICDS; and share the<br />
initiatives undertaken by the States/UTs on PPP in ICDS.<br />
Seventy-two participants attended the workshop.<br />
Inaugurating the Workshop Smt. Renuka Chowdhury,<br />
Ministry of State (Independent Charge), MWCD said that<br />
the organisation of the said Workshop was very timely<br />
as children are our future resource. The ICDS is the largest<br />
programme in the world catering to young children below<br />
six years of age. Given the overall potential of the<br />
programme, the Eleventh Five-year Plan has outlined<br />
commitments for universalisation of ICDS by laying<br />
emphasis on enhancing its overall quality.<br />
She was optimistic that the present workshop would lead<br />
to a fruitful dialogue and enlist the participation of credible<br />
institutions in ICDS Scheme so as to eventually increase<br />
the reach and coverage of ICDS services.<br />
Shri Anil Kumar, Secretary, MWCD, said that<br />
PPP is one of the effective strategies to address<br />
the myriad challenges that development of the<br />
nation poses. He stated that corporate<br />
philanthropy has a long history in India,<br />
however, the synergies between welfare and<br />
corporate philanthropy were never more<br />
relevant than it is today. This Workshop, he<br />
opined, has primarily created a platform for<br />
all those present on the occasion to deliberate<br />
on the manner in which PPP could be explored<br />
and used in the context of ICDS. The<br />
proposed tie-ups could take a multitude of<br />
forms, both in scale, period of association and<br />
intensity, the Secretary said. Not only this, the identified<br />
activities could be further fortified under mutually<br />
agreeable Memorandums of Understanding (MOU) .<br />
Highlighting the objectives of the ICDS, its convergence<br />
with other Ministries/Departments for better services, its<br />
restructuring and universalisation, Ms. P. Bolina, Joint<br />
Secretary, MWCD dwelt on the evolution of PPP in the<br />
social sector. She said, PPP in ICDS would lead to<br />
enormous benefits for the community in terms of better<br />
service delivery, skill development, improved access to<br />
unreached areas, effective monitoring and better<br />
infrastructure in Anganwadi Training Centres and ICDS<br />
projects.<br />
Welcoming the MOS, Secretary MWCD, other dignitaries<br />
and the delegates of the Workshop, Dr. A.K. Gopal,<br />
Director NIPCCD said that the ICDS Scheme is the<br />
world’s largest Governmental programme addressing the<br />
issues of malnutrition, health care, mother and child care<br />
needs as also the school readiness of a substantial<br />
population. It is a single-window system for making<br />
available services and counselling to parents and<br />
communities. Dr. Gopal said, PPP offers a mutually<br />
beneficial position for all parties concerned. The return<br />
on investment (ROI) in social projects is in the form of<br />
improved quality of life, a healthier population and skilled<br />
manpower.<br />

Workshop on Child Budgeting<br />
Analysis of the Government budget allocations and<br />
actual expenditures on sectors that have an impact<br />
on children’s well-being reveals these priorities as<br />
well as the ability of government programmes to reach<br />
India’s children, who now constitute 40% of the<br />
country’s population. With the understanding that<br />
analysis of resource allocations for children in Union<br />
and State Government budgets can provide crucial<br />
insights on the deficiencies in public policy towards<br />
children in India, Ministry of Women and Child<br />
Development has since 2006 been undertaking<br />
analysis of Union and State Budgets in partnership<br />
with the Centre for Budget and Governance<br />
Accountability (CBGA) and UNICEF.<br />
In order to address both the issues of allocations and<br />
effective utilisation of funds earmarked for children,<br />
the Ministry of Women and Child Development<br />
convened a one-day National Consultation on<br />
Budgeting for Children: Tracking Outlays, Achieving<br />
Outcomes on <strong>12</strong> February <strong>2008</strong> in New Delhi to<br />
identify issues, challenges and opportunities in<br />
accelerating progress towards quality service delivery<br />
through improved planning, allocations and resource<br />
utilisation. The consultation focused on identifying<br />
priority actions that can help remove procedural<br />
constraints that are resulting in under-utilisation of<br />
allocated resources, and the low absorption capacity<br />
of implementing agencies. The consultation also<br />
developed recommendations for improving planning<br />
and budgetary processes within an outcomes-based<br />
framework.<br />
The workshop was attended by representatives of<br />
concerned Ministries and Departments, Planning<br />
Commission, Finance, Planning and Women and<br />
Child Development/Social Welfare Departments of<br />
State Governments, national and international NGOs,<br />
UN agencies and others organisations. Minister of<br />
State (Independent Charge) Smt. Renuka Chowdhury<br />
chaired the workshop.<br />

The representative of this Ministry of women and Child<br />

India at ASCI, Hyderabad on 6 and 7 March <strong>2008</strong><br />
before a 30-member delegation from Afghanistan.<br />
FOOD AND NUTRITION BOARD<br />
Exhibition on Nutrition: Food and Nutrition Board<br />
organised an Exhibition on Nutrition from 8-10 March<br />
<strong>2008</strong> on the lawns of India Gate on the occasion of<br />
International Women’s Day Celebrations, <strong>2008</strong> as a<br />
historic event. The Exhibition was inaugurated by<br />
Hon’ble Speaker of Lok Sabha, Shri Somanath Chatterjee<br />
in the presence of Smt. Renuka Chowdhury, Hon’ble<br />
Minister of State for WCD (Independent Charge) on 8<br />
March <strong>2008</strong>. A Wall Calendar on Nutrition for the year<br />
<strong>2008</strong>-09 and a booklet on Nutritious Recipes for<br />
complementary feeding for infants and young children<br />
were also released by the Hon’ble Speaker.<br />
Shri Anil Kumar, Secretary (Women and Child<br />
Development) delivered the key note address. Earlier, Ms.<br />
P. Bolina, Joint Secretary (Women and Child<br />
Development) welcomed the Hon’ble Speaker of Lok<br />
Sabha, Hon’ble Minister of State for WCD and the august<br />
gathering. Dr. Jai Singh, Technical Adviser (In-charge)<br />
of FNB delivered the vote of thanks.<br />
About 45 panels depicting the nutrition scenario in the<br />
country, simple and economical sources of food for better<br />
nutrition for infants, young children, pregnant and<br />
lactating women, adolescent girls and family were put<br />
up. Important nutrition messages conveying Dos and<br />
Don’ts for good health were also exhibited.<br />
Prevention of Trafficking<br />
The Ministry of Women and Child Development<br />
(MWCD) in partnership with United Nations Office on<br />
Drugs and Crimes (UNODC) and Corporate Sector<br />
organised a Conference on Issues of Trafficking in Supply<br />
Chains in Garment Industry on 15 March <strong>2008</strong>. Secretary,<br />
MWCD delivered the inaugural address on the need and<br />
priority to prevent trafficking of vulnerable sections of<br />
population, especially women and children.<br />
Consultative Committee Meeting<br />
The meeting of the Consultative Committee of Parliament<br />
on Malnutrition was held under the Chairpersonship of<br />
Hon’ble Minister of State (Independent Charge) on<br />
18 March <strong>2008</strong> in the Parliament House Annexe. The<br />
Committee recommended strengthening the infrastructure<br />
of Food and Nutrition Board to make its presence felt up<br />
to the district level to eradicate malnutrition in the country<br />
by way of nutrition education and awareness, which is a<br />
long-term sustainable intervention.<br />
Government offers Rs. 1 lakh if girl<br />
turns 18<br />
Scheme To Help Correct Gender Ratio in 5<br />
States<br />
India is getting serious about saving the girl child,<br />
both born and unborn. In a serious bid to save the girl<br />
child, government has decided to launch a scheme<br />
which will provide upto Rs. 1.4 lakh each to families<br />
of girl child in the 10 poorest districts and those having<br />
the worst gender ratio in 5 states, including Punjab<br />
and Haryana, where female foeticide is rampant.<br />
Ministary of Women and Child Development is giving<br />
final shape to the scheme which is also to be<br />
implemented in Bihar, Orissa and Jharkhand in<br />
collaboration with Life Insurance Corporation of<br />
India.<br />

Parliamentary Standing Committee<br />
A Meeting of the Parliamentary Standing Committee on Human Resource Development for examination of Demands<br />
for Grants (<strong>2008</strong>-09) of the Ministry of Women and Child Development was held on 28 March <strong>2008</strong> under the<br />
Chairmanship of Shri <strong>Jan</strong>ardan Dwivedi in Parliament Annexe. Secretary (WCD) made an in-depth presentation on the<br />
schemes and programmes of the Ministry and its achievements as well as the initiatives for <strong>2008</strong>-09. The committee<br />
deliberated on various issues pertaining to the Ministry on the Demands for Grants <strong>2008</strong>-09.<br />
Panel to Decide Upper Age Limit of Childhood<br />
When does childhood end? At 18, when a girl can marry; 16, when she can give consent for sex; or 14, when a<br />
person can work in hazardous jobs? These legal ambiguities may soon be history with moves afoot to hammer<br />
out a uniform definition of “child” in India.<br />
The National Commission for Protection of Child Rights (NCPCR) has constituted a committee, comprising<br />
representatives from ministries of HRD, labour and women and child development, to redefine the upper age<br />
limit of childhood in the country. The committee, chaired by NCPCR member Deepa Dikshit, is likely to follow<br />
the UN Convention on the Rights of the Child while arriving at a common age, after which a person should not<br />
be legally regarded as a child.<br />
According to Article 1 of United Nations Convention on Rights of Child (UNCRC), “a child means every human<br />
being below the age of 18 years unless, under the law applicable to the child, majority is attained earlier”. The<br />
Article, however, grants individual countries the discretion to determine by law whether childhood ceases at <strong>12</strong>,<br />
14, 16 or whatever age is found appropriate. Being a signatory to UNCRC, NCPCR in its preamble, vows to<br />
protect the rights of anyone under the age of 18.<br />
Having a single definition of childhood age will have far-reaching consequences. “There are multiple variations<br />
in India about the definition of a child. NCPCR believes that UNCRC’s definition of a child should be universally<br />
accepted by the government for right to education, prevention of child labour, booking anyone under criminal<br />
law or any other purpose. This would certainly be a step forward for protection of child rights in education, as<br />
lakhs of children in the age group of 15-18 years will then be able to avail of government schemes of free and<br />
compulsory education. Currently the right to education is restricted to the age of 14, when a child is in Class VIII<br />
or IX. There should be compulsory education till 18 years, when they can at least study till Class XII, NCPCR<br />
chairperson Shantha Sinha told TOI.<br />
There are wide variations regarding the definition of a child in India. For purposes of legal protection against<br />
kidnapping and related offences, it’s 16 years for boys and 18 for girls. But for special treatment under the<br />
Juvenile Justice (Care and Protection of Children) Act 2000, the age is 18 for both boys and girls. And the<br />
Protection of Women from Domestic Violence Act 2005 defines a child as any person below the age of 18, and<br />
includes an adopted step or foster child.<br />
“Article 21A of the Constitution of India says that the state shall provide free and compulsory education to all<br />
children within the ages of six and 14, while Article 45 specifies that the state shall endeavour to provide early<br />
childhood care and education for all children until they complete the age of six.” Sinha said.<br />

Executive Committee/ General Body Meetings of NIPCCD<br />
The 59th meeting of the Executive Council of the National<br />
Institute of Public Cooperation and Child Development<br />
(NIPCCD) was held on 31 March <strong>2008</strong> at NIPCCD<br />
premises, New Delhi. The Executive Committee reviewed<br />
the activities and programmes of the Institute during the<br />
year and expressed satisfaction on the same.<br />
The 39th General Body Meeting of the Institute was held<br />
on 31 March <strong>2008</strong> in the PHD House. The performance<br />

As an institution involved in empowering the women’s organisations, we find this quarterly is a good resource<br />
material in our endeavour. In the July-Sept 2007 issue, the items like Do You Know and Dealing with Rape Victims<br />
and highlights on nutrition were particularly useful and relevant. However, we suggest that advance information be<br />
provided on forthcoming training courses and workshops so that interested persons can participate in the same.<br />
