Terms of Reference for evaluation of the research of the
Statens Museum for Kunst 2002-2006

Background
In the Performance Contract for the period 2006-2009 between the Ministry of Cultural Affairs and the
Statens Museum for Kunst, one of the objectives for 2007 is to agree on realising an external evaluation of
the research of the Museum. The evaluation shall concern the research of the Museum during the last 5
years.
The evaluation must be implemented in accordance to this and in compliance with Vejledende retningslinier
for forskningsevalueringer under Kulturministeriet af 11.12.1997 (Guidelines for research evaluations under
the Ministry of Cultural Affairs of 11.12.1997).
Purpose
The purpose of the evaluation is, on basis of an unbiased and independent assessment of the last 5 years of
research at the Statens Museum for Kunst, to establish an assessment of the quality level of the research of
the Museum, nationally as well as internationally.
Taking basis in this assessment of the research during 2002-2006, the evaluation shall point forward, with
weight on future-oriented recommendations for the research and its organisation at the Statens Museum for
Kunst.
Evaluation panel
The evaluation will be carried out by an external evaluation panel composed of a chairman and 3
internationally recognised experts, primarily from the Nordic countries and Europe.
The Ministry of Cultural Affairs appoints the panel chairman and the other panel members on basis of
proposal of the Statens Museum for Kunst, and after hearing of the Research Committee of the Ministry of
Cultural Affairs (KUF), cf. point 5 in “Vejledende retningslinier for forskningsevalueringer under
Kulturministeriet”.
Method
The evaluation comprises an assessment of the research as a whole at the Statens Museum for Kunst, with
particular aim at future-oriented recommendations for the research and its organisation in the coming years.
The evaluation includes research activities in Samlings- og Forskningsafdelingen (SAFO, Department of
Collections and Research), Bevaringsafdelingen (BVA, Department of Conservation), Formidlingsafdelingen
(FORM, Department of Education) and Forskningscenter for Tegnekunst (Center for Advanced Studies in
Master Drawings).
The panel can assess research areas and individual larger research projects or actions, including centres.
But the evaluation does not include assessment of individual researchers.
Topics for assessment:
The evaluation must include assessments and future-oriented recommendations as regards the following
issues:

• The quality and relevance of the research results in relation to the purpose of the museum activities
and to the standards of research of international quality.
• To which degree are the research results made known and used in the exhibition, education and
other dissemination activities of the museum?
• The extent and quality of the co-operation with Danish and foreign researchers and research
institutions as well as the internal research climate in the museum.
• The planning and organisation of the research.
• Framework and conditions for the research, including financial resources, dimensions and overall
strategies.
• Implementation of the recommendations from the last evaluation.
The evaluation is completed on basis of:
- Dialogue between management and researchers and other “stakeholders”, including the External
Research Committee of the Statens Museum for Kunst.
- Written material: Research reports, research plans and other relevant documents
- Visit at the Statens Museum for Kunst with the aim of oral dialogue.
Evaluation report
The evaluation is completed with a report in English.
Division of responsibility
The Ministry of Cultural Affairs is responsible for the evaluation.
Procedure for the evaluation
The management of the Statens Museum for Kunst appoints a reference group with members from the
research staff. The objective of the group is to discuss important issues related to the evaluation and to act
as advisory group for the evaluation panel.
The Ministry of Cultural Affairs appoints an external consultant who will act as academic secretary and
consultant for the evaluation panel.
The Statens Museum for Kunst arranges visits and meetings in accordance with a plan approved by the
panel, and together with The Ministry of Cultural Affairs provide the necessary information, including written
material, to the evaluation panel.
All written material received by the evaluation panel during the evaluation must appear from the evaluation
report.
The reference group and the management of the Statens Museum for Kunst receive a draft for
review/examination/inspection before the panel completes the final evaluation report. The reference group
can comment on, and propose corrections to, the report. The panel decides in sovereignty, whether it will
follow the received proposals to changes.
The detailed process of the evaluation is planned in co-operation between the panel chairman, the Ministry
of Cultural Affairs and the Statens Museum for Kunst with assistance from the external consultant.

For the specific planning and provision of relevant information, the Statens Museum for Kunst has appointed
the Head of Research Peter Nørgaard Larsen as contact person between the evaluation panel and the
Museum.
Time schedule
The evaluation panel is appointed in Spring 2007. The evaluation is carried through and reported during
autumn 2007/beginning of 2008.
Economy
The Ministry of Cultural Affairs and the Statens Museum for Kunst will each pay half of the external costs of
the evaluation. A budget, which is approved by the Ministry and the Museum, is elaborated before the start
of the evaluation.

Time schedule and work plan
(The tasks of the Secretariat are conducted in close collaboration with the Chairman).
June-July The composition of the Evaluation Panel is decided. The Ministry of Cultural Affairs
sends the formal confirmations to the Panel Members.
4 July 11.00 Meeting at Frederiksborgmuseet. Overall agenda: Planning of the evaluation,
including planning of the content and process of the Panel’s three days visit to
Statens Museum for Kunst (SMK). Participants: the Panel Chairman, the
Representative of the Ministry of Cultural Affairs, the Head of Research of SMK, the
Panel Secretary.
July The Ministry of Cultural Affairs contacts the Panel Members for agreement of the
dates for the Panel’s three days visit to SMK.
August The Secretariat prepares a draft time schedule and work plan. The Head of
Research of SMK prepares a draft programme for the three days visit.
August/September SMK organises accommodation etc. for the Panel’s three days visit 20-22 November
(Panel arrives 19 November in the evening).
1 September The Head of Research of SMK and the Representative of the Ministry send
background material to the Chairman and the Secretariat.

- The Secretariat prepares a draft for the structure of the evaluation report.
- Further planning and preparatory issues: Possible further background documents,
further translations/summaries. Elaboration of various other documents (e.g. list of
issues to discuss during the Panel’s visit, process of the meetings during visit).
Discussion of other issues: e.g. the concept of research, the (research) conditions
for the employed researchers, comparison with other countries’ National Galleries
with focus on research and research resources).

various meetings during the Panel’s November visit at SMK. (2) Structure of the
evaluation report. (3) The concept of research. (4) Status on comparison with other
countries’ National Galleries with focus on research and research resources. (5)

8 November 14.00 The Chairman and the Secretary meet with the Reference Group of SMK regarding

19 November The Panel arrives in the evening. Dinner at 19.00, including brief discussion of the
plans for the next three days.
20-22 November The Panel’s three days visit to SMK.
Meetings with the Management and the different Units/Departments; and possibly
with different groups of employees and/or external collaboration partners or other
“share-holders”. Panel sessions. Visit/meetings end 22 November at 18.00. (The
programme/agenda for the three days is under preparation.)
29 November 14-15 The Chairman and the Secretary meet with the SMK director, Karsten Ohrt
Agenda: Presentation and brief discussion of the preliminary main
conclusions of the Evaluation Panel.
7 December The Panel Members provide their assessments of the quality, relevance and extent
of the research of SMK (for their respective areas of expertise), including possible
assessments/recommendations on how the respective SMK units/departments have
organised their research activities, staff, etc. (This may be done partly or fully during
the three days visit, if time. Alternatively, the Panel Members mail their assessments
and recommendations to the Chairman and Secretary, after the visit.
Late Nov./Dec. With assistance from the Secretary, the Chairman prepares the draft evaluation
report.
Early January The Secretariat e-mails the draft report to the Panel Members.
17 January A possible Panel meeting for discussion of the draft report. (This may be necessary
in case that Panel’s comments/corrections are comprehensive or lead to significant
amendments of the report. Alternatively, the Panel members send their comments
by e-mail/telephone (via the Secretariat) or a telephone meeting can be arranged on
17 January.) The meeting turned out to be not necessary, and was thus not held.
Mid/late January With assistance from the Secretariat, the Chairman finalises the evaluation report by
including the Panel’s comments/corrections.
31 January On behalf of the Panel, the Secretariat e-mails the evaluation report to the Head of
Research of SMK, for SMK’s possible commenting on factual errors and
misunderstandings.
11 February 12.00 SMK e-mails its possible comments to the Panel (via the Secretariat).
22 February Date for a possible further Panel meeting (may be necessary in case that Reference
Group’s corrections are comprehensive). The meeting turned out to be not
necessary, and was thus not held.

Mid-late February In communication with the Panel, the Chairman (assisted by the Secretariat) makes
possible corrections of the report, based on the comments from the Reference
Group.
Mid-late February On behalf of the Panel, the Chairman e-mails the final evaluation report to the
Ministry and SMK. (The final report was mailed 20 February.)

List of issues to address in the evaluation of the research of
SMK
This document suggests a number of sub-topics which the Panel could address in the evaluation of the
research of SMK 2002-2006. The sub-issues are collected in six main points which are equal to the six
“topics for assessment” in the Terms of Reference for the evaluation topics plus a horizontal issue (visions
and expectations to the future).
In particular the document could be used as an assisting tool in the Panel sessions during the
Panel’s visit at SMK 20-22 November.
1. The quality and relevance of the research results in relation to the purpose of the
museum activities and to the standards of research of international quality
1.A The extent, scientific quality and scientific relevance of the research:
- the definition of research (the concept of research), applied by the museum
- the extent of basic and strategic research (as a basis for maintaining/advancing the scientific
knowledge base of the Museum) versus the extent of applied research and development which
is driven by user needs and other needs directly related to SMK’s obligations as National
Gallery).
- quality and relevance of SMK’s research publications (to be assessed, partly, on basis of the
Panel’s reading of the selected publications)
- number of publications, per Full Time Equivalent researcher

6. Implementation of the recommendations from the previous evaluation
The main conclusions and recommendations of the previous evaluation includes:
- To which extent and how has SMK acted in relation to the conclusions and recommendations of the
previous evaluation?
The previous evaluation report indicates the following main conclusions and recommendations:
“..taking into account the results attained during the period 1997-2001, and with a view to the future in the
light of the circumstances prevailing since the structural changes of April 1st 2002. With reference to the
mandate provided by the Ministry of Culture, they may be summarised as being:
that the quality and relevance of research results have been of a high standard for the period under review,
entirely in keeping with the purpose of the Museum and with the requirements for research carried out at an
international level,
that the scope of research has made a good and efficient use of resources,
that the scope and quality of the co-operation with foreign researchers and research institutions has
generally been admirable at an international level in the Old Master field, but that within Denmark more
needs to be done on a formal as well as an informal basis, particularly in relation to the Museum’s
responsibility towards Danish art,
that the research climate within the Museum is to be commended as far as individual initiative is concerned,
but that it would benefit from better mechanisms for both internal and external discussion and evaluation of
all research-related issues.
The Panel recommends
that the Statens Museum for Kunst should have its own External Research Board,
that the organisation of research needs to be fully integrated at the most senior level within the setting of the
Museum’s overall objectives, and the strategic planning towards their attainment. To this end the Chief
Curator/Head of Research should be a member of the main management board.
The remaining items on the mandate are addressed in the detailed recommendations.”

This document suggests agendas in the form of un-numbered and un-prioritised lists of items which could be
presented and discussed at different (types of) meetings during the Panel’s November visit at SMK. The
agendas are catalogues from which the presentations/discussion can take off. Thus, particularly in the
meetings with the individual researchers, each presentation/discussion does not necessarily include all the
items. Furthermore, other issues may be addressed than those in the agendas.
In another document (annex 5) there are a further number of sub-issues which can be
addressed. That list is divided into the six main topics which are to be assessed by the Panel plus a
horizontal issue.
The Panel’s first meeting and dinner, Monday 19 November 2007
19.00: Panel members and consultant meet in the foyer of the hotel
19.15-21.00: Dinner. Informal meeting on preparation of the work of the Panel.
The dinner/informal meeting may include the following items (Chaired by Mette Skovgaard):
