Petiti<strong>on</strong>s and letters<br />
Residents have manifested their disapproval,<br />
through the means of a petiti<strong>on</strong>, of a<br />
project proposed by Louis Prévost. The resident<br />
planned to build a six storey residence<br />
near 35 St-Elzéar in an area z<strong>on</strong>ed, up until<br />
recently, for single-family dwellings.<br />
In the P<strong>on</strong>t-Viau area, residents c<strong>on</strong>cerned<br />
over public safety are asking that a street<br />
lamp be installed <strong>on</strong> Patenaude Street. A<br />
petiti<strong>on</strong> was submitted by Juliette Drouin.<br />
The collective agreement between the Sir<br />
Wilfrid Laurier School Board and the city is<br />
in dire need of renegotiati<strong>on</strong>, according to a<br />

CityWatch<br />

letter sent by Robert Vallerand, the school<br />
board’s assistant director general. The antiquated<br />
agreement dates from 1989 and c<strong>on</strong>tains<br />
references to former Laurenval buildings.<br />
Legal acti<strong>on</strong><br />
A lawsuit in the amount of $849,044.47 has<br />
been filed against the city by friends and<br />
members of the Pelletier family, following a<br />
swimming pool drowning that occurred <strong>on</strong><br />
October 20th. <strong>Laval</strong> will be spending<br />
$10,000 in legal fees towards its defence in<br />
this matter.<br />
Following a $7,633.65 lawsuit filed against<br />
the city by Robert Ménard regarding damage<br />
caused by a broken water main, the city<br />
has decided to settle the issue out of court<br />
for $2,000.<br />
A similar case involving the flooding of a<br />
basement at 1768 LeRoyer Street, asking<br />
for $9,695.47, was settled out of court for<br />
$9,047.00.<br />
Those who are in arrears with their property<br />
tax payments should be sure to pay up by<br />
August; the city plans to send out notices<br />
threatening repossessi<strong>on</strong> of any property<br />
with unpaid taxes.<br />
Community and cultural funding<br />
The <strong>Laval</strong> Tourism Office just got a<br />
$274,000 financial boost, $30,000 of which<br />
is to be used for publicity.<br />
In order to hold the 2002 Dunamis Gala, the<br />
city has allocated $20,000 to <strong>Laval</strong>’s<br />
Chamber of Commerce and Industry.<br />
The 2002 Christmas Parade, to be held by<br />
Allégorie Inc., will cost $10,000.<br />
Look for a new n<strong>on</strong>-profit café to open adjacent<br />
to the Mais<strong>on</strong> André-Benjamin-<br />
Papineau. The Centre de bénévolat de <strong>Laval</strong><br />
will receive $5,000 to start the project<br />
designed to get young people involved in<br />
the community.<br />
An administrative c<strong>on</strong>tract worth $483,000<br />
has been renegotiated with Salle André-<br />
Mathieu for the Mais<strong>on</strong> des arts.<br />
The Ste-Dorothée Community Centre has<br />
renewed its lease for the next five years, at<br />
a cost of $81,326 per year.<br />
Expenses<br />
A bill for $20,875.95 was received at the<br />
beginning of April from the <strong>Laval</strong> School<br />
Commissi<strong>on</strong>, c<strong>on</strong>cerning the use of its<br />
buildings this past November to hold<br />
municipal electi<strong>on</strong>s.<br />
Hazardous waste removal will cost <strong>Laval</strong> an<br />
estimated $200,000 over a three-year period.<br />
The public works and envir<strong>on</strong>ment department<br />
will spend over $5 milli<strong>on</strong> to replace<br />
several of its vehicles which are in poor<br />
c<strong>on</strong>diti<strong>on</strong>.<br />
Public investment<br />
A $25,000 grant from the provincial government<br />
may so<strong>on</strong> make its way to the city’s<br />
coffers, to further ec<strong>on</strong>omic development in<br />
the regi<strong>on</strong>. The funding is c<strong>on</strong>tingent <strong>on</strong><br />
<strong>Laval</strong>’s Technopole’s 2001 annual report<br />
and its 2002 acti<strong>on</strong> plan.<br />
A number of term deposit certificates were<br />
purchased by the City of <strong>Laval</strong> in January.<br />
In total, they are worth over $1.7 milli<strong>on</strong><br />
and will generate $12,528.68 worth of interest.<br />
Public transit expenses<br />
The STL has taken almost $250,000 from its<br />
reserves to help cover unexpected expenses.<br />
$70,000 is due to extra surveillance and<br />
another $22,000 is for insurance costs. Also,<br />
another $57,000 in funds have been transferred<br />
from another source to cover other<br />
expenses.<br />
Public c<strong>on</strong>tracts<br />
A c<strong>on</strong>tract for collecti<strong>on</strong> of organic material<br />
in the Chomedey area was awarded to the<br />
lowest bidder, Entreprise sanitaire F. A.<br />
Ltée., following a call for offers. The c<strong>on</strong>tract<br />
is worth $18,395.58 and runs until the<br />
end of March 2003.<br />
Another c<strong>on</strong>tract worth $39,972 was awarded<br />
to Pièces d’équipement Bergor, c<strong>on</strong>cerning<br />
the rental of a street sweeper. Only <strong>on</strong>e<br />
company applied for the offer.<br />
A five-year c<strong>on</strong>tract has been awarded to<br />
Les équipements Omnibac Inc. to provide<br />
the city with ventilated bins <strong>on</strong> wheels. The<br />
c<strong>on</strong>tract is worth close to $14,000 a year.<br />
Street signs<br />
The city has rejected Alain Leclerc’s request<br />
to install an “Attenti<strong>on</strong> à nos enfants” sign<br />
at a locati<strong>on</strong> between Cartier and Des<br />
Prairies Boulevards because there is already<br />
<strong>on</strong>e at the corner of Des Prairies. However,<br />
they will install a bicycle crossing sign at<br />
the end of that same block<br />
Community events<br />
The Delta Soccer Club will celebrate the<br />
beginning of the soccer seas<strong>on</strong> <strong>on</strong> May 25 th<br />
in Ste-Dorothée’s Jolibourg Park.<br />
A.P.A.R.L., a group that helps the elderly in<br />
<strong>Laval</strong>, has received authorizati<strong>on</strong> to hold a<br />
garage sale <strong>on</strong> May 25 th at the Groulx<br />
Community Centre.<br />
Lights! Camera! Acti<strong>on</strong>!<br />
A producti<strong>on</strong> company had received authorizati<strong>on</strong><br />
to shot the film “Wicked Minds” <strong>on</strong><br />
April 18 th and 19 th . The shooting required<br />
traffic to be interrupted, from time to time,<br />
near 398 des Prairies.<br />
C<strong>on</strong>structi<strong>on</strong><br />
A call for offers worth about $30,000 has<br />
been put out for phase II of the St-Martin<br />
East Police Stati<strong>on</strong> renovati<strong>on</strong>. Finally, the<br />
extensi<strong>on</strong> of Daniel-Johns<strong>on</strong> Blvd. between<br />
Notre-Dame and Du Souvenir has been<br />
rerouted to make room to build a hospital<br />
centre.
