The resident planned to build a six storey residence near 35 St-Elzéar in an area zoned, up until recently, for single-family dwellings. In the Pont-Viau area, residents concerned over public safety are asking that a street lamp be installed on Patenaude Street. A petition was submitted by Juliette Drouin. The antiquated agreement dates from 1989 and contains references to former Laurenval buildings. Legal action A lawsuit in the amount of $849,044.47 has been filed against the city by friends and members of the Pelletier family, following a swimming pool drowning that occurred on October 20th. Laval will be spending $10,000 in legal fees towards its defence in this matter. Following a $7,633.65 lawsuit filed against the city by Robert Ménard regarding damage caused by a broken water main, the city has decided to settle the issue out of court for $2,000. A similar case involving the flooding of a basement at 1768 LeRoyer Street, asking for $9,695.47, was settled out of court for $9,047.00. Those who are in arrears with their property tax payments should be sure to pay up by August; the city plans to send out notices threatening repossession of any property with unpaid taxes. Community and cultural funding The Laval Tourism Office just got a $274,000 financial boost, $30,000 of which is to be used for publicity. In order to hold the 2002 Dunamis Gala, the city has allocated $20,000 to Laval’s Chamber of Commerce and Industry. The 2002 Christmas Parade, to be held by Allégorie Inc., will cost $10,000. Look for a new non-profit café to open adjacent to the Maison André-Benjamin- Papineau. The Centre de bénévolat de Laval will receive $5,000 to start the project designed to get young people involved in the community. An administrative contract worth $483,000 has been renegotiated with Salle André- Mathieu for the Maison des arts. The Ste-Dorothée Community Centre has renewed its lease for the next five years, at a cost of $81,326 per year. Expenses A bill for $20,875.95 was received at the beginning of April from the Laval School Commission, concerning the use of its buildings this past November to hold municipal elections. Hazardous waste removal will cost Laval an estimated $200,000 over a three-year period. The public works and environment department will spend over $5 million to replace several of its vehicles which are in poor condition. Public investment A $25,000 grant from the provincial government may soon make its way to the city’s coffers, to further economic development in the region. The funding is contingent on Laval’s Technopole’s 2001 annual report and its 2002 action plan. A number of term deposit certificates were purchased by the City of Laval in January. In total, they are worth over $1.7 million and will generate $12,528.68 worth of interest. Public transit expenses The STL has taken almost $250,000 from its reserves to help cover unexpected expenses. $70,000 is due to extra surveillance and another $22,000 is for insurance costs. Also, another $57,000 in funds have been transferred from another source to cover other expenses. Public contracts A contract for collection of organic material in the Chomedey area was awarded to the lowest bidder, Entreprise sanitaire F. A. Ltée., following a call for offers. The contract is worth $18,395.58 and runs until the end of March 2003. Another contract worth $39,972 was awarded to Pièces d’équipement Bergor, concerning the rental of a street sweeper. Only one company applied for the offer. A five-year contract has been awarded to Les équipements Omnibac Inc. to provide the city with ventilated bins on wheels. The contract is worth close to $14,000 a year. Street signs The city has rejected Alain Leclerc’s request to install an “Attention à nos enfants” sign at a location between Cartier and Des Prairies Boulevards because there is already one at the corner of Des Prairies. However, they will install a bicycle crossing sign at the end of that same block Community events The Delta Soccer Club will celebrate the beginning of the soccer season on May 25 th in Ste-Dorothée’s Jolibourg Park. A.P.A.R.L., a group that helps the elderly in Laval, has received authorization to hold a garage sale on May 25 th at the Groulx Community Centre. Lights! Camera! Action! A production company had received authorization to shot the film “Wicked Minds” on April 18 th and 19 th . The shooting required traffic to be interrupted, from time to time, near 398 des Prairies. Construction A call for offers worth about $30,000 has been put out for phase II of the St-Martin East Police Station renovation. Finally, the extension of Daniel-Johnson Blvd. between Notre-Dame and Du Souvenir has been rerouted to make room to build a hospital centre.
Frustration at Cosmodome losing $2 million a year by Steve Hatton In response to reports that Cosmodome is losing $2 million a year, angry former opposition leader Philippe Garceau suggested that something drastic needs to be done, even if it means shutting down the Laval landmark. “Honestly… I think that if [there’s] no short term solution, I’m not sure that we shouldn’t close it down and sell it to private interests,” Garceau told TCN on Monday. He pointed out that the Cosmodome is only attracting 125,000 visitors a year and argued that they will never be able to eliminate their losses with that attendance figure. In contrast, the Biodome in Montreal attracts some 2 million visitors a year. He also added that his party maintained from the beginning that the Cosmodome would end up costing taxpayers roughly $2 million a year. “Since 2 or 3 years, mayor Vaillancourt affirmed that the Cosmodome would pay for itself,” Garceau noted on April 25th. “We realize today that he has once again misled the population as usual… Vaillancourt had accused me of digging up the past to ruin Laval’s reputation. It’s easier to deny than to find a solution…” Meanwhile, both the city and the Cosmodome insist that there is no problem. Cosmodome General Manager Michel Latour said that they only rent the building from the city, and that they are not responsible for building’s losses resulting from maintenance costs. However, he also said that their rent is equivalent to 10% of their revenue surplus and that the Cosmodome’s profits also have an impact on the city’s budget. According to the city, Lavallers will only have to make up for $400,000 of the yearly Raymonde Folco M.P. for Laval-West Parliamentary Secretary to the Minister of Human Resources Development shortfall. The deficit will be shared with other municipalities, thanks to the newly created Montreal Metropolitan Community (CMM), in effect since January of this year. But that wasn’t enough to please Garceau. It’s a two-way street, and as he pointed out, Laval will now also have to pay its share of the City of Montreal attractions that are losing <strong>money</strong>. When TCN asked Garceau what his solution would be to the problem, he said that maybe we should look at other avenues and perhaps join with other projects. He saw no reason why two or three different types of attractions could not be grouped at the same location, therefore sharing fixed costs. Cosmodome’s General Manager quits As of the weekend of April 27 th , Jean-Pierre Ranger was no longer on the Cosmodome’s payroll, as he had officially resigned as General Manager to move on to bigger and better things. His replacement, Michel Latour, pointed out to TCN that his decision did not reflect any ill will towards the Cosmodome itself. Rather, it had to do with Ranger’s recent investment in Parc-Safari whereby he has big plans to relaunch the attraction, and render it more successful than it has been in recent years. “I hope he’s going to succeed,” Latour concluded, crediting Ranger for his “good job” at the Cosmodome over the past three years. He then said that Ranger’s marketing of the Cosmodome helped increase its number of visitors and overcome some of its challenges. Landlords prohibited to ask for renter’s SIN (TCN) Following Quebec’s Commission for the Access to Information’s recent decision to forbid landlords to request Social Insurance numbers from potential tenants, the CAI has issued a release outlining what information renters should – and should not – be providing. The law expressly forbids the landlord from requesting a SIN, a driver’s license number or a Medicare card number. The use of these numbers for any other use than which they were intended constitutes a violation of privacy. When negotiating a new lease, the commission states that a tenant should provide their full name, complete address and, if necessary, their date of birth. This information alone should be sufficient for a credit check. A tenant at his or her discretion may supply additional information, including their prior addresses or coordinates of previous landlords. However, the CAI emphasized that landlords are only permitted to obtain information with the consent of the applicant.
