Develop a protocol for the consistent follow up of young people using emergency contraception including the provision of information about local services for young people, printed information about contraception and accessing services, and the offer of an appointment with a local clinic/service. • Out of hours provision Publicise access to emergency contraception via NHS Direct. • Emergency contraception from nurses Explore protocol development for provision of emergency contraception by Community Nursing and Family Planning Staff. • New emergency contraception Encourage all prescriptions for emergency contraception to use the newly available form which is more efficient and has fewer side effects. • Dedicated young people’s services Ensure there is at least one service per PCG (ideally per main population centre) dedicated to young people, at a suitable time, with staff trained to work with young people and systematic user involvement in assessing the quality of service. • Publicity for contraceptive services Organise the collection, updating, printing and regular widespread distribution of information about sexual health advice, pregnancy testing and counselling and contraceptive provision within the PCG area. • Co-ordinated data collection Agree with all providers a co-ordinated approach to data collection in relation to uptake of contraceptive services by young people, in order to track improvements in relation to specific groups such as young men. • Reinforce condom use Support general awareness raising about appropriate contraceptive use for young people, particularly reinforcing the profile of condoms (properly used) as contraception as well as for protection from sexually transmitted infection. • Training for school nurses Ensure all school nurses are appropriately family planning trained e.g. level three training programme ‘Sexual Health’ accredited through the Tees and Region Open College Network. To ensure competence of those providing the service. • Drop in time maintained Ensure school nursing services are able to sustain ‘drop in time’ in each secondary school as a source of sexual health information and advice among other things. There is evidence that the role of school nurses can be effective. • Pilot condom distribution by school nurses Seek schools which are prepared to pilot school nurses distributing condoms in accordance with a suitable protocol. 31
• Training for teachers Because of devolved budgets the training need expressed by personal social and health education co-ordinators must complete a six stage process in order to effect greater provision. 1. Persuade Head Teacher 2. Need identified to LEA 3. LEA offers training 4. INSET co-ordinator informs teachers 5. Teacher applies 6. Head agrees to provide cover. This sequence can break down at any stage. The recommendation is both to work hard on all stages of the process; and for the Teenage Pregnancy Unit to identify ring fenced funding. Teachers should be encouraged to take up the level three sexual health training module accredited through the Tees and Region Open college network. • Resources for teachers The range of resources available to assist teachers in delivering sex and relationships education should be expanded. Allocation of a specific budget for provision in this area would be an important step forward on a school by school basis. Enhancement of the resources available from Specialist Health Promotion Services could be a cost effective way of increasing access to up to date relevant materials. • Curriculum development in years 8 & 9 On going work with personal, social and health education co-ordinators should emphasise the importance of developmental delivery including years 8 & 9, and addressing areas important to young people particularly relationships skills, practical approaches to using contraceptives, and access to local contraceptive advice. Research elsewhere shows the importance of skills in practical negotiation. The teacher needs to be relevant to high risk situations e.g. after drinking alcohol. • School governor training There has been an input to school governor training in County Durham LEA for some time. This work needs to be enhanced. • Fair Play Encourage the development of all projects that increase the scope of young people aspirations. • Connexions As part of the longer term action plan the Careers Service will be working more closely with the Youth Service, Educational Welfare, and Learning Support Service in order to develop a holistic approach.
