encourage local activists to act as a counterbalance<br />

• Keep innovating and experimenting<br />
• Ensure that you have comprehensive information on<br />
what the public think about what you are doing and what<br />
they want<br />
• Corporate, shared data-sets with GIS would enhance<br />
decision making<br />
• Embrace a systems approach to environmental & quality<br />
management<br />
• Find more ways of letting other people take the lead<br />
• Councillors to make a more visible impact on the agenda<br />
• Develop more partnerships based on mutual gain rather<br />
than legal contracts
