Leadership
• Strong Commitment to sustainability
• Acting as a role model to other cities
• History of innovation
• Commitment supported by resources
however
• Are all Councillors seen to be fully involved?
• Seems more ‘top-down than bottom-up’
• Private /public partnerships
• Cross-departmental co-ordination?
Pre-Sud

Democratic &
Community Engagement
• Some good examples communicating with the
public
• Decentralised system of service delivery to districts
• Developing an understanding of the changing
needs of the community
but
• Lack of a strategic approach to consultation
• Support and encouragement for independent
community action?
Pre-Sud

Performance Management
• Developing a new approach to performance planning
• Annual review process involving councillors in place
• Management commitment to achieving goals
• Are the targets owned?
but
• Lack of staff development for sustainablity
• Efficiency of current approach to EMAS etc.
Pre-Sud

• Increasing traffic
Pressures
• Economic growth and need for jobs
• Increasing number of non-Swedish speaking
people coming to live in Malmö
• Pollution beyond the control of the Malmö city
authority
• Climate change
Pre-Sud

Air Quality
• Council recognises air quality as a key issue
– 30 years of measuring air quality
• Strategy addresses the need to reduce car use
as one means of reducing levels of pollution
however
• Will need to ensure that approach to waste
incineration is consistent with the environmental
strategy
Pre-Sud

Water
• Have developed projects that have gained an
international reputation
– Roof gardens
– Open drainage systems
– Subsidises to support effective water management
– wetlands
Pre-Sud

Natural Resources, Nature
Conservation & Soil
• Goal set to work with industry to encourage
recycling and waste minimisation
however….
• Is there a clear set of environmental objectives for
the consideration of use of green space?
• How effective is support for organic farming given
land ownership
Pre-Sud

Waste Management
• High recycling rates - around 80% on some
estates
• Investment in composting schemes
• On-top of the issue
a question
• Could do more on composting
• Green waste separation?
• Waste reduction strategy?

Regional Co-operation
• Some good examples of regional co-operation
– high profile and active in the Öresund region
– recognises need for close relationship with
Copenhagen
– Seeking establish regional co-operation on
educational matters with Denmark
Pre-Sud

Environmental and Economic
Integration
• Aware of need to balance economic demands
with environmental issues
• Long term vision for sustainable economic growth
• University of Malmö - a living example of support
for the vision
• Strong political and civic leadership in this area
but
• Is the vision driving the action?
Pre-Sud

Energy
• Set some tough targets to reduce energy
consumption
• Bo01 - project - 100% renewable energy
resources
• Plans to get even better in terms of the
sources of energy for the district heating
system
Pre-Sud

Transport
• Diverse transport infrastructure
• Use of CNG powered vehicles
• Excellent place for cycling!
• IDIOMA project
• Do you have detailed enough information to
plan for even better progress?
• Is there the political will to tackle car drivers?
Pre-Sud

Economic and Social Integration
• Education being used as a tool to support
integration
• Seeking to manage the transition from heavy
industry to a ‘city of learning’
However
• Genuine social integration - perhaps the
biggest problem facing the city
Pre-Sud

Social and Environmental
Integration
• Malmö is clearly a good place to live
• Good quality housing stock - being continually
enhanced
• Activities in place to encourage local involvement
in environmental issues
but
• The way the city operates may not always act to
encourage local activists to act as a counterbalance
Pre-Sud

Key Recommendations
• Keep innovating and experimenting
• Ensure that you have comprehensive information on
what the public think about what you are doing and what
they want
• Corporate, shared data-sets with GIS would enhance
decision making
• Embrace a systems approach to environmental & quality
management
• Find more ways of letting other people take the lead
• Councillors to make a more visible impact on the agenda
• Develop more partnerships based on mutual gain rather
than legal contracts
