Letter to Readers<br />
Dear Collector,<br />
National Stamp Collecting Month is with us again this<br />
October … a time to focus public attention on the hobby<br />
and to encourage children to collect <strong>stamp</strong>s.<br />
One of the lessons we have learned from many years<br />
seeking to encourage children to collect <strong>stamp</strong>s is that there<br />
is little point in telling children it is fun and interesting. The<br />
secret is to have <strong>stamp</strong> subjects and design treatments which<br />
appeal to children and their friends. If we can attract<br />
children to the subject matter then we are in a much better<br />
position to go to the next step and attract them to the<br />
<strong>stamp</strong>s and the hobby.<br />
We are very conscious of this when selecting subjects for<br />
our Stamp Collecting Month issue each year. The subject<br />
must appeal to children, and it must have educational value,<br />
because we want teachers and parents to support us in<br />
encouraging children to collect the <strong>stamp</strong>s.<br />
This year’s issue, Small Pond, features a subject universally<br />
loved by children – frogs. Did you collect ‘taddies’ as a child or<br />
watch them swim in a jar in the classroom as they turned into<br />
frogs? I think that is a very <strong>Australia</strong>n experience, and one<br />
that’s just as popular today as when you and I were children.<br />
Don’t think for a moment that frogs appeal only to boys.<br />
Literature shows that girls have a real interest in kissing frogs!<br />
Occasionally I receive letters saying that the October<br />
issues do not commemorate matters of significance and are<br />
aimed at children rather than the majority of the population.<br />
While I would argue that subjects like frogs, underwater<br />
creatures, etc do deal with matters of significance, I accept<br />
entirely that our October designs appeal to children – that’s<br />
exactly what we intend them to do.<br />
It may not be easy being green, but it can be a lot of fun.<br />
Finally, allow me to wish you and your family a very<br />
happy Christmas and a festive new year period.<br />

IN THESE DAYS WHEN THE BIG<br />
picture sometimes seems like the only<br />
picture, we must take extra care to remind<br />
ourselves that small is still beautiful. Small is<br />
important too – with such microcosmic<br />
environments as the small pond highlighted<br />
in this year’s Stamp Collecting Month issue<br />
becoming all the more urgent to preserve.<br />
These small slices of life are also the small<br />
habitats of some of our most appealing<br />
natural wildlife.<br />
The creatures living in and around the<br />
Small Pond, the theme for Stamp Collecting<br />
Month 1999, are intricately linked – be they<br />
prey or predators. While the ‘small pond’<br />
illustrated in the Stamp Collecting Month<br />
miniature sheet is situated in the Kimberley<br />
with its specific frogs and creatures, the scene<br />
is representative of ponds across <strong>Australia</strong>.<br />
Frogs feature dramatically in this Small<br />
Pond environment. They can be predators in<br />
this small habitat – feasting on the bees,<br />
wasps, beetles, bugs, dragonflies and other<br />
small, moving prey drawn to the pond –<br />
or the prey of other creatures. Birds and<br />
snakes are a frog’s worst enemies, and<br />
dragonflies are also a threat to survival –<br />
eating frogspawn and tadpoles.<br />
Sheet at 77% of actual size<br />
1 October 1999<br />
The <strong>stamp</strong>s in the Small Pond issue<br />
feature the following creatures:<br />
45c Magnificent Tree Frog<br />
(Litoria splendida) – the largest tree frog in<br />
<strong>Australia</strong>; the head and body are rich green<br />
and bear small, scattered sulphur-coloured<br />
patches, the backs of the thighs are yellow<br />
or orange. It is found in the north-west of<br />
Western <strong>Australia</strong> and the adjacent margin<br />
of the Northern Territory. During the day it<br />
enters caves and crevices beneath boulders.<br />
It breeds early in the wet season –<br />
December to January.<br />
45c Sacred Kingfisher<br />
(Todiramphus sanctus) – the Sacred<br />
Kingfisher is a land kingfisher and the<br />
most familiar of the smaller <strong>Australia</strong>n<br />
kingfishers. It is encountered widely and<br />

is usually solitary, only pairing for<br />
breeding. Afterwards the birds form family<br />
groups for a short period before dispersing<br />
in the autumn. Their diet consists mainly<br />
of small reptiles, crickets, grasshoppers,<br />
beetles and their larvae, and when the birds<br />
are near water, fish, frogs and both<br />
freshwater and saltwater crustaceans.<br />
Sacred Kingfishers spend much of their<br />
time perched on small, bare, fairly low<br />
branches, sitting very still and occasionally<br />
bobbing their heads as they watch for prey,<br />
plunging down on to it, grasping it in their<br />
bills and flying back up to a perch to eat.<br />
50c Javelin Frog<br />
(Litoria microbelos) – this frog with a long<br />
and sharply pointed snout, is the smallest<br />
of the <strong>Australia</strong>n tree frogs. It is tiny, lightbodied<br />
and fast-moving, taking off through<br />
the air like a well-aimed javelin. The Javelin<br />
Frog is usually found among long grass in<br />
marshy areas and around ponds and has a<br />
high pitched buzzing call.<br />
50c Northern Dwarf Tree Frog<br />
(Litoria bicolor) – is a small, slender frog<br />
with a narrow head. Mainly green in<br />
colour, there is a flash of orange in the<br />
groin and thigh. It is a wet dependent<br />
species and can be found around<br />
permanent or semi-permanent streams in<br />
marshy areas from northern Western<br />
<strong>Australia</strong> to Bowen, Northern Queensland.<br />
The Dwarf Tree Frog is usually found close<br />
to water, often among the foliage like<br />
grasses and reeds, by day and night.<br />
Occasionally it climbs as high as four<br />
metres in trees.<br />
First Day Cover<br />
45c Roth’s Tree Frog<br />
(Litoria rothii) – a mainly tropical frog,<br />
Roth’s Tree Frog calls commonly from<br />
branches above water in a loud chuckle-like<br />
call and often uses pandanus branches as a<br />
refuge in arid conditions. The backs of its<br />
thighs are predominantly black with a few<br />
small yellow or orange patches while part<br />
of the iris is a deep wine-red. Breeding<br />
takes place between November to March<br />
and spawn is deposited in small clumps in<br />
temporary pools or ponds.<br />
45c Dragonfly<br />
(Rhyothemis graphiptera) – brightly<br />
coloured and fast-flying dragonflies are<br />
spectacular insects. The adults are often<br />
found near streams, lakes or dams where<br />
they chase and catch other insects in<br />
acrobatic displays. Dragonflies’ legs are<br />
arranged so that they can seize prey such<br />
as smaller flying insects in mid-flight. Their<br />
wings are membranous, supported by a<br />
complex and beautiful lacework of veins.<br />
They have existed for millions of years in<br />
forms very similar to those we now see.<br />
They can twist and turn in flight, changing<br />
direction so suddenly that their movements<br />
cannot be followed by the eye. This skill is<br />
essential for an insect that survives only on<br />
prey caught in the air. The surface of each<br />
of their huge globular eyes may contain up<br />
to ten thousand individual lenses which<br />
assists in their remarkable agility in the air<br />
and their capacity to catch prey. Their<br />
aquatic larvae feed on tadpoles.<br />
The miniature sheet<br />
The creatures featured in the miniature<br />
sheet are those in the <strong>stamp</strong>s themselves as<br />
well as a Cream-spotted Ichneumon<br />
(Echthromorpha intricatoria), Green Tree<br />
Ants (Oecophylla smaragdina), a red<br />
Dragonfly (Diplacodes haematodes), a<br />
caterpillar and a stick insect. A fig tree,<br />
waterlilies, pandanus and grasses complete<br />
the scene.<br />
Foil has been added to the dragonfly’s<br />
wings to give them a shimmering,<br />
translucent look. This special foil on the<br />
dragonfly wings only appears in the miniature<br />
sheet, and not on the regular <strong>stamp</strong>s.<br />
Miniature Sheet<br />
Self-adhesive <strong>stamp</strong>s<br />
A self-adhesive booklet of ten x 50c <strong>stamp</strong>s<br />
(the Northern Dwarf Tree Frog and Javelin<br />
Frog) has been produced for this issue. A<br />
change in the rates for overseas letters has<br />
necessitated the introduction of a new<br />
50c rate.<br />
A roll of 100 x 45c self-adhesive <strong>stamp</strong>s<br />
has also been produced. This roll of <strong>stamp</strong>s<br />
features the Magnificent Tree Frog and<br />
Sacred Kingfisher.<br />
The 50c <strong>stamp</strong>s will not appear on a<br />
separate first day cover. The first day covers<br />
will feature all the gummed <strong>stamp</strong>s, the<br />
complete miniature sheet, or the selfadhesive<br />
45c <strong>stamp</strong>s only.<br />
Small Pond sticker activity book<br />
A Small Pond sticker and activity book has<br />
been produced to help children, students,<br />
teachers and parents learn more about the<br />
Small Pond environment and its<br />
inhabitants. The book is priced at $7.95<br />
and features colourful stickers and<br />
interesting activities for young frog<br />
enthusiasts to explore the world of frogs,<br />
the small pond and <strong>stamp</strong>s.<br />

Stamp Pack
Kevin Stead – illustrator<br />
Kevin Stead’s inspiration for the Small<br />
Pond <strong>stamp</strong>s came from a number of<br />
sources, including real frogs. Said Kevin,<br />
"The biggest challenge in designing the<br />
miniature sheet was placing the various<br />
creatures in an entire scene so they looked<br />
aesthetically pleasing as well as making<br />
them look good individually".<br />
Once he has his material together, Kevin<br />
selects elements such as a leg from one picture,<br />
the head from another and combines<br />
them to form a complete image of the<br />
creature. Kevin then starts sketching …<br />
and keeps on sketching until he gets the<br />
creature looking just right.<br />
Once the individual sketches have been<br />
completed, the scene begins to take life.<br />
Kevin uses gouache (a thick, opaque paint)<br />
to create his life-like colours by first applying<br />
a base colour with an airbrush and then<br />
finishing the details with a hair-fine brush.<br />
From start to finish, the Small Pond<br />
miniature sheet took Kevin six months and<br />
more than 250 pages of sketches to complete.<br />

The Salisbury Philatelic Society will hold<br />

October. Stamp dealers will be in<br />
attendance at the Fair and will hold two<br />

THE Tiwi Art frama design will be released<br />
nationally on 6 October. It is taken from a<br />
design by Tiwi artist Maria Josette Orsto<br />
commissioned by <strong>Australia</strong> <strong>Post</strong> and used<br />
for the set of postage prepaid envelopes<br />
issued in September 1997.<br />
The design depicts Jilamara, which<br />
is a Tiwi word for body painting. Body<br />

this release as they were issued with the<br />

vending machines located at GPOs (except<br />
Darwin and Perth) and major post offices<br />
throughout <strong>Australia</strong>. The machines at the<br />
capital city GPOs dispense <strong>stamp</strong>s which<br />
show the relevant postcode. All other<br />
machines dispense <strong>stamp</strong>s with a number<br />
identifying each vending machine.<br />
These numbers were introduced as a<br />
security measure.<br />
The Tiwi Art Frama were first released<br />
on 19 March at <strong>Australia</strong> 99. The <strong>stamp</strong>s<br />
featured a special <strong>Australia</strong> 99 literal, and<br />
were also available on a first day cover and<br />
maximum card.<br />

Well-known <strong>Australia</strong>n painter and<br />
tapestry designer, John Coburn, has<br />
designed this year’s Christmas <strong>stamp</strong>s.<br />
To be released on 1 November, the<br />
<strong>stamp</strong>s feature the Madonna and Child<br />
and an abstract Tree of Life. As part of this<br />
<strong>stamp</strong> issue an aerogramme featuring the<br />
Christ child will also be released.<br />
Coburn’s paintings favour large,<br />
stylised shapes, are simply designed and<br />
often painted in glowing colours. His<br />
work radiates an intense joy that has no<br />
counterpart in <strong>Australia</strong>n painting. His<br />
artwork also appeared on the 1969 25c<br />
Christmas <strong>stamp</strong>.<br />
Born at Ingham, Queensland, in 1925,<br />
Coburn left school at fifteen and worked<br />
in a bank, leaving to join the Navy in 1942<br />

<strong>Australia</strong> (AM) in 1980 and an honorary<br />
doctorate at James Cook University,<br />
Townsville in 1991.<br />

Christmas cards. A 45c Christmas <strong>stamp</strong><br />
was released on 1 September as part of the<br />
Personal Greetings <strong>stamp</strong> issue.<br />
This year’s Christmas designs are by well-known<br />
<strong>Australia</strong>n artist, John Coburn. Coburn’s paintings favour large,<br />
stylised shapes, often painted in glowing colours, radiating an intense<br />
joy that has no counterpart in <strong>Australia</strong>n painting. He is one of very<br />
few painters who have succeeded in endowing non-figurative work<br />
with genuine religious feeling.<br />
Born at Ingham, Queensland, in 1925, Coburn began studying<br />
art at the National Art School, East Sydney Technical College,<br />
under the Ex-serviceman’s Rehabilitation Scheme after the war.<br />
He had his first one-man show in 1957 at the Gallery of<br />
Contemporary Art in Melbourne. He has since held many exhibitions<br />

It promises to be the New Year of a lifetime<br />
because millions of people in the Western<br />
world view 1 January 2000 as the advent of<br />
the new millennium. The fact that the new<br />
millennium will not begin until 2001 will<br />
not deter people from celebrating – the<br />
dawn of the year 2000 just sounds more<br />
magical than the dawn of 2001.<br />
People are more excited about 2000,<br />
partly because it is the first time in history<br />
First Day Cover<br />
1 November 1999<br />
that so many people have shared the<br />
consciousness that a thousand-year time<br />
cycle is about to end. Even the Old Royal<br />
Observatory at Greenwich, although<br />
maintaining that 2001 is the start of the<br />
next millennium, is planning to celebrate<br />
in 2000.<br />
World media are making every effort to<br />
capture the first light of the New Year by<br />
television cameras in order to beam it<br />
throughout the world. Exactly where that<br />
might be is also the subject of controversy.<br />
The difference between competing claims<br />
might only be a matter of minutes or even<br />
seconds. Media attention will undoubtedly<br />
be focussed on the Pacific. The first rays of<br />
the rising sun of the year 2000 in <strong>Australia</strong><br />
(presuming clear weather at the time) will<br />
fall on Tasman Island, east of Tasmania.<br />
The Celebrate 2000 <strong>stamp</strong> is to be issued<br />
by <strong>Australia</strong> <strong>Post</strong> on 1 November. Reflecting<br />
the innovations in technology and the<br />

changing of the year, a hologram switching<br />
between the years 1999 and 2000 is inset<br />
into the <strong>stamp</strong>. Fireworks, often used to<br />
ring in the New Year, also feature in the<br />
colourful design.<br />

with a tab (reading ‘Celebrate 2000’)<br />
which is available for personalising using<br />
the Personalised Stamps service (refer<br />

CREATING THE HOLOGRAM<br />
The hologram featured in the Celebrate<br />
2000 <strong>stamp</strong>s will show the year dates 1999<br />
and 2000. The dates alternate as the viewer<br />
moves the <strong>stamp</strong>s to different positions.<br />
There are also fireworks in the background<br />
of the hologram, providing extra ‘motion’<br />
and ‘life’ to the image.<br />
The hologram image is created by<br />
exposing tiny individual holographic pixels,<br />
and within this specific Celebrate 2000<br />
image there are over 100,000 holographic<br />
pixels. Each pixel is created so that it will<br />
reflect incidental light as a full colour<br />
‘rainbow’ and at one of 255 predetermined<br />
angles of view. The angle of each pixel can<br />
be precisely controlled to a fraction of a<br />
degree and the combination of all the pixels<br />
uses the natural light to create a smooth,<br />
colourful and complex image easily seen in<br />
all lighting conditions.

The release of six Personal Greetings<br />
<strong>stamp</strong>s and the Polly Woodside ‘Best<br />
Wishes’ <strong>stamp</strong> on 1 September heralded<br />
the start of a new era for <strong>Australia</strong> – the<br />
introduction of Personalised Stamps<br />
(P Stamps). This innovative service, which<br />
enables you to have your photograph<br />
printed on the tab of a valid <strong>Australia</strong>n<br />

Instead of the Splendid Fairy-wren (Malurus<br />
splendens), an illustration of the Superb<br />
Fairy-wren (Malurus cyneus) appears on the<br />
envelope. When it is reprinted, the correct text<br />
for the bird depicted will be inserted.<br />
Santa Card<br />
The <strong>Australia</strong>n Philatelic Federation 1999<br />
Santa Card illustration depicts Santa<br />
arriving by speedboat. A 1999 <strong>Australia</strong>n<br />
Christmas <strong>stamp</strong> will be affixed to cards<br />
and cancelled with a Christmas Hills<br />
pictorial postmark featuring Santa. The<br />
fully serviced cards may be personalised<br />
with the recipient’s name, priced at $2.00<br />
each as postcards, or sent blank enclosed<br />
in a separate cover at $2.50 each or $3.00<br />
for airmail overseas.<br />

ordinary <strong>Australia</strong>ns, representing all<br />
<strong>Australia</strong>ns at the start of the year 2000.<br />
Earlier this year, a national search was<br />
conducted to be one of the ‘Faces of<br />
<strong>Australia</strong>’. More than 30,000 entries were<br />
received! The final selections have now been<br />
made and will be announced on 20<br />
November. A black tie dinner in Sydney will<br />
be held on that evening to honour the ‘faces’<br />
and their photographers.<br />

various Olympic venues, included the<br />
MCG, Olympic Park, Richmond Park,<br />

catalogue contains listings and colour<br />

Pre-Decimal and Decimal <strong>stamp</strong>s issued<br />
from 1913 to July 1999.<br />
Stamp values, issue date, perforations,<br />
designer, printer, paper, printing process,<br />
sheet format plus detailed background<br />

The catalogue is printed on heavy matt<br />
art paper, which cuts down reflected glare<br />
