pertaining to Public Sector Undertakings, Autonomous<br />

bodies, Statutory bodies and attached <strong>of</strong>fice under the<br />

administrative purview <strong>of</strong> <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>. The status <strong>of</strong><br />

Redressal <strong>of</strong> grievances is being monitored on monthly<br />

basis.<br />

POWERGRID’s TRANSMISSION SYSTEM FOR<br />

DEVELOPMENT OF NORTH EASTERN REGION (NER)<br />

At present, POWERGRID has a transmission network at<br />

different voltage levels viz. 400kV, 220kV and 132kV level for<br />

distribution <strong>of</strong> power from various central sector generating<br />

stations to different states in North-Eastern Region as well<br />

as for Export/Import <strong>of</strong> power with neighbouring states/<br />

region. POWERGRID’s transmission system in NER consists<br />

<strong>of</strong> about 5,380 ckt. kms. <strong>of</strong> transmission lines including<br />

919ckt. km. <strong>of</strong> interregional lines between NER & ER and<br />

14 sub-stations. POWERGRID has already invested over<br />

Rs. 1500 Crore in NER for development <strong>of</strong> transmission<br />

network. The transmission system contains high capacity<br />

lines viz. 400kV D/c Misa – Balipara – Bongaigaon – Malda<br />

corridor, which is operational since early 2000. However,<br />

on account <strong>of</strong> pegging <strong>of</strong> transmission tariff in NER at 35p/<br />

kwh POWERGRID has already incurred a revenue loss <strong>of</strong><br />

Rs. 684.95 Crore till 2004-05. As per current calculations,<br />

POWERGRID shall incur a total loss <strong>of</strong> Rs. 830.06 Crore by<br />

the end <strong>of</strong> 2006-07.<br />

POWERGRID is also executing few transmission<br />

lines on deposit work basis like 132kV Ziro-Daporijo-<br />

Along transmission system, 220kV Kathalguri-Deomali<br />

transmission system, and 132 kV Balipara-Khupi-Kimi<br />

transmission line which is scheduled to be completed<br />

shortly. In order to ensure reliable supply <strong>of</strong> power to<br />

the states <strong>of</strong> the North-Eastern region, POWERGRID is<br />

planning to execute “Missing Link Transmission System in<br />

NER” with a total cost <strong>of</strong> about 60cr. in near future.<br />

In future, generations projects <strong>of</strong> about 4000MW capacity<br />

comprising <strong>of</strong> Kameng(600 MW), Lower Subansiri(2000<br />

MW) and Tipaimukh HEP(1500 MW) are scheduled to<br />

come up by the end <strong>of</strong> 11th plan / early 12th plan. The<br />

transmission schemes corresponding to the above<br />

generation projects are in advance stages <strong>of</strong> finalization.<br />

Besides the projects mentioned above, Govt. <strong>of</strong> India has<br />

launched initiative <strong>of</strong> 50,000 MW hydro projects which<br />

includes 40,000MW hydro power projects in NER, Sikkim<br />

and Bhutan. Keeping in view the on-going projects in<br />

Sikkim & Bhutan and other future projects in NER, the<br />

total power need to be evacuated from NER, Sikkim and<br />

Bhutan is <strong>of</strong> the order <strong>of</strong> 50,000 MW. This power would<br />

be transferred through narrow corridor <strong>of</strong> Chicken Neck<br />

area, where there is a serious Right <strong>of</strong> Way problem, for<br />

onward distribution to deficit regions like NR and WR. In<br />

view <strong>of</strong> the requirement <strong>of</strong> transfer <strong>of</strong> huge power through<br />

narrow and difficult terrain, it is important that only high<br />

capacity transmission corridors each <strong>of</strong> ultimate capacity<br />

5000-6000 MW would need to be constructed.<br />

For evacuation <strong>of</strong> power from the future hydro projects<br />

<strong>of</strong> various capacity it is proposed to develop a number<br />

<strong>of</strong> power pooling stations, where power from the<br />

nearby generating stations would be pooled for further<br />

transmission to different regions over hybrid transmission<br />

system <strong>of</strong> high capacity HVDC and AC lines. To evacuate<br />

about 50,000 MW power from NER & Sikkim/Bhutan, it is<br />

proposed that about 6-7 nos. <strong>of</strong> 6000MW +800kV HVDC<br />

bipole and 4-5 nos. <strong>of</strong> high capacity AC lines would be<br />

required.<br />

In view <strong>of</strong> the requirement <strong>of</strong> evacuation <strong>of</strong> bulk quantity<br />

<strong>of</strong> future power from hydro projects in NER, Sikkim and<br />

Bhutan, it is important to firm up the commissioning <strong>of</strong><br />

substantial capacity <strong>of</strong> generation projects at a time so as to<br />

utilize the transmission corridors in an optimum manner. It<br />

is therefore, required to go ahead with Integrated Resource<br />

Planning so that the cost <strong>of</strong> energy transferred from NER<br />

to other regions over the high capacity transmission<br />

corridors can be optimized.
