WELFARE OF SCs/STs/OBCs/MINORITIES<br />

An SC/ST Cell has been functioning in the <strong>Ministry</strong> since<br />

the early nineties under the direct control <strong>of</strong> the Deputy<br />

Secretary (Administration) who is also the Liaison Officer for<br />

Scheduled Castes and Scheduled Tribes. SC/ST Cell also<br />

assists the Liaison Officer for OBCs. The Cell monitors the<br />

implementation <strong>of</strong> reservation policies <strong>of</strong> the Government<br />

<strong>of</strong> India in respect <strong>of</strong> Scheduled Castes, Scheduled<br />

Tribes, Other Backward Classes, in the ministry as well<br />

as Autonomous Bodies/CPSUs under the administrative<br />

control <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>.<br />

2. The total strength <strong>of</strong> employees and representation <strong>of</strong><br />

Scheduled Castes, Scheduled Tribes and Other Backward<br />

classes in the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> is indicated in the following<br />

statement:<br />

3. With a view to ensuring proper implementation <strong>of</strong><br />

reservation policy, annual inspections <strong>of</strong> reservation<br />

rosters maintained by the various organizations under its<br />

administrative control, were carried out by the Liaison Officer<br />

CEA<br />

Representaiton <strong>of</strong> Scheduled Castes & Scheduled Tribes As on 31.12/2005<br />

(SC/ST) and the inspection reports sent to the concerned<br />

Appointing Authorities for rectifying the discrepancies<br />

found, if any, during inspection. During inspections, LO<br />

(SC/ST) also had interactions with employees belonging to<br />

reserved categories. These interactions helped to obviate<br />

many <strong>of</strong> their misconceptions/misapprehensions and<br />

promote better understanding <strong>of</strong> the reservation policy <strong>of</strong><br />

the Government.<br />

4. <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> recognizes the importance and<br />

need to fill up all vacant reserved posts by appointment<br />

<strong>of</strong> candidates from respective categories and various<br />

Special Recruitment Drives to fill reserved vacancies<br />

in the various organizations under its administrative<br />

control, have been carried out by the <strong>Ministry</strong> in the past.<br />

As part <strong>of</strong> the Common Minimum Programme <strong>of</strong> the<br />

Government, in September, 2004, the <strong>Ministry</strong> launched a<br />

Special Recruitment Drive to fill up the backlog vacancies<br />

reserved for Scheduled Castes and Scheduled Tribes.<br />

Various organizations under the administrative control <strong>of</strong><br />

the <strong>Ministry</strong> were instructed to carry out such Special Drive<br />

in accordance with prescribed time schedule.<br />

5. The progress <strong>of</strong> the above Special Drive was closely<br />

monitored through various progress reports and senior<br />

level meetings. In the first phase, most <strong>of</strong> the Organisations<br />

under the <strong>Ministry</strong> had completed the Drive by May, 2005.<br />

The backlog reserved vacancies still remaining unfilled<br />

were re-advertised and the selection was completed by<br />

December, 2005. As a result <strong>of</strong> special efforts put in by the<br />

<strong>Ministry</strong> about 88% <strong>of</strong> backlog reserved vacancies in the<br />

various organizations under the <strong>Ministry</strong> had been filled by<br />

December, 2005.<br />

Separate schemes do not exit in the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> for<br />

welfare <strong>of</strong> the minorities. However, the schemes, if any<br />

recommended for their welfare from time to time by the<br />

Government agencies concerned are implemented<br />
