2. raising awareness about the variety of existing, widely recognised CSR instruments and<br />

initiatives;<br />

3. fostering exchanges of experiences and exchanges about CSR practices and instruments,<br />

thereby enabling a c<strong>on</strong>structive dialogue about c<strong>on</strong>crete cases and issues.<br />

It would however be inappropriate to c<strong>on</strong>ceive the forum as a place where the participants<br />

are expected to negotiate or defi ne guidelines or guiding principles. Businesses should be<br />

encouraged and not hindered in their attempts to fi nd dynamic and innovative soluti<strong>on</strong>s.<br />

Challenges facing business such as calls for c<strong>on</strong>vergence, transparency and accountability of<br />

their CSR practices will be taken up by business itself. Whereas it is useful to have a debate<br />

about these challenges, they will and have to be addressed through market-driven resp<strong>on</strong>ses.<br />

There is no room at this stage for prescriptive approaches.<br />

A balanced compositi<strong>on</strong> of the <str<strong>on</strong>g>Forum</str<strong>on</strong>g> and particularly its Round Tables is an important<br />

factor for the <str<strong>on</strong>g>Forum</str<strong>on</strong>g>’s success. Ensuring an appropriate involvement of employer and<br />

business organisati<strong>on</strong>s is crucial, as is the involvement of “CSR practiti<strong>on</strong>ers” (companies). It<br />

would be a fundamental error to disregard the fact that CSR is essentially a company management<br />

issue, and therefore companies have a main role to play in informing the debate.<br />

UNICE welcomes the creati<strong>on</strong> of four Round Tables around the proposed broad themes.<br />

For practical and organisati<strong>on</strong>al reas<strong>on</strong>s, the Round Tables need to be launched successively<br />

and in a balanced way. We look forward to discussi<strong>on</strong>s in the coordinati<strong>on</strong> committee to<br />

organise the <str<strong>on</strong>g>Forum</str<strong>on</strong>g> in the most logical, effective and transparent way.<br />

Appropriate time needs to be given to designing the follow-up structure and<br />

preparing future work, in order to get the process off <strong>on</strong> the right footing and establish the<br />

<str<strong>on</strong>g>Forum</str<strong>on</strong>g> as a central place for debating CSR and taking the issue forward at <str<strong>on</strong>g>EU</str<strong>on</strong>g> level.<br />

En tant qu’associati<strong>on</strong> d’employeurs, le CEEP partage le point de vue déjà exprimé que ces<br />

démarches gardent un caractère vol<strong>on</strong>taire, qu’il n’y a sans doute pas de soluti<strong>on</strong> unique<br />

passe partout et fi gée, et d<strong>on</strong>c que la recherche d’harm<strong>on</strong>isati<strong>on</strong> des méthodes ou des instruments<br />

est illusoire. La positi<strong>on</strong> spécifi que que le CEEP souhaite exprimer ne porte d<strong>on</strong>c<br />

pas sur ces grandes opti<strong>on</strong>s là ; elle c<strong>on</strong>siste a faire valoir une visi<strong>on</strong> et une opini<strong>on</strong> plus en<br />

am<strong>on</strong>t, plus globale.<br />

Ayant vocati<strong>on</strong> à représenter des entreprises et organisati<strong>on</strong>s de services éc<strong>on</strong>omiques<br />

d’intérêt général, le CEEP souligne qu’il se sent au cœur de la problématique de la resp<strong>on</strong>sabilité<br />

sociétale des entreprises.<br />

En effet, dans un envir<strong>on</strong>nement de compétiti<strong>on</strong> éc<strong>on</strong>omique, les 3 pôles cités dans<br />

les documents, que s<strong>on</strong>t l’Ec<strong>on</strong>omique, le <strong>Social</strong> et l’Envir<strong>on</strong>nement, habituellement<br />

perçus comme c<strong>on</strong>currents ou c<strong>on</strong>tradictoires, en tous cas sur le court terme, doivent en<br />

réalité être compatibles et c<strong>on</strong>vergents sur le moyen et le l<strong>on</strong>g terme, dès lors que<br />

la fi nalité relève d’un intérêt général pour la société. L’optimum du « triptyque :<br />

Ec<strong>on</strong>omique/ <strong>Social</strong>/ Envir<strong>on</strong>nement » à l<strong>on</strong>g terme n’est pas le résultat des optima<br />

à court terme de chacun des pôles, même corrigé par les rapports de force entre les<br />

acteurs. Cet équilibre entre ces 3 piliers peut illustrer l’intérêt général.
