Strategic Goal 1: Prevail in Today’s Wars<br />

The Afghan National Security Force (ANSF) is the backbone <strong>of</strong> long-term security and<br />

stability plans for Afghanistan (Strategic Objective 1.1-OCO). The ANSF is on schedule to<br />

achieve its October <strong>2012</strong> surge end strength recruitment goal <strong>of</strong> 352,000, including the<br />

subordinate goals <strong>of</strong> 195,000 soldiers and 157,000 police. The ANSF has grown to a force <strong>of</strong><br />

over 337,000, including 185,000 soldiers, 147,000 police and 5,500 airmen. As the Afghan<br />

National Army and the Afghan National Police have achieved growth goals, the ANSF and<br />

the North Atlantic Treaty Organization (NATO) Training Mission – Afghanistan (NTM-A) have<br />

shifted focus from force generation to training and development. The ANSF continues to<br />

develop into a force capable <strong>of</strong> assuming the lead for security responsibility throughout<br />

Afghanistan by the end <strong>of</strong> 2014.<br />

Goal 2: Prevent and Deter Conflict<br />

Four performance results are key to satisfying the Department’s deterrence missions and<br />

achieving its national security objectives. Our deterrent remains grounded in land, air, and<br />

naval forces capable <strong>of</strong> fighting limited and large-scale conflicts (Strategic<br />

Objective 2.1-1F1). The ability to successfully<br />

execute military operational plans is a core<br />

competency <strong>of</strong> the Department. By the end <strong>of</strong><br />

the third quarter, the DoD Combatant<br />

Commanders were meeting all <strong>of</strong> their<br />

readiness goals and actually exceeding the<br />

DoD goal for being ready to execute<br />

contingency plans. In FY <strong>2012</strong>, the Army<br />

completed the modular conversion <strong>of</strong> 228 <strong>of</strong><br />

its 229 planned Multi-Functional and<br />

Functional (MFF) brigades, with the final MFF<br />

brigade activation scheduled for the fourth<br />

quarter <strong>of</strong> FY 2013. In addition, Defense<br />

Nuclear Surety Inspection results have<br />

consistently improved over the last four <strong>year</strong>s<br />
