Figure 26 shows average video lottery term<strong>in</strong>al revenue per Alberta census division for the<br />

period 1994 to 2008 with the prov<strong>in</strong>cial average <strong>of</strong> $327 be<strong>in</strong>g illustrated by a vertical red l<strong>in</strong>e.<br />

The same north – south pattern tends to appear, with three out <strong>of</strong> the top four census divisions<br />

with the highest per capita revenues be<strong>in</strong>g from northern Alberta (Hanna be<strong>in</strong>g an exception),<br />

and the lowest two census divisions <strong>in</strong> terms <strong>of</strong> per capita revenue be<strong>in</strong>g from southern Alberta<br />

(i.e., Fort MacLeod, Rocky Mounta<strong>in</strong> House,).<br />

However, an additional urban – rural difference is apparent <strong>in</strong> this figure, with lower per capita<br />

VLT revenue occurr<strong>in</strong>g for Alberta’s four largest urban centres (Edmonton, Calgary, <strong>Lethbridge</strong>,<br />

Red Deer) relative to all other areas. However, this is also related to the fact that the physical<br />

availability/density <strong>of</strong> VLTs tends to be lower <strong>in</strong> these four cities, presumably due to the much<br />

greater availability <strong>of</strong> slot mach<strong>in</strong>e <strong>gambl<strong>in</strong>g</strong> <strong>in</strong> cas<strong>in</strong>os. Similarly, the very low per capita<br />

revenue <strong>in</strong> Rocky Mounta<strong>in</strong> House census division is related to the total removal <strong>of</strong> VLTs from<br />

the town <strong>of</strong> Rocky Mounta<strong>in</strong> House <strong>in</strong> 1997 follow<strong>in</strong>g a local plebiscite.<br />
