data shows that government <strong>gambl<strong>in</strong>g</strong> revenue <strong>in</strong> 2009 is 15.9 times higher than it was <strong>in</strong> 1989,<br />

compared to 9.5 times higher for property taxes, 4.8 for <strong>in</strong>come taxes, 3.1 for <strong>in</strong>vestment<br />

<strong>in</strong>come 61 , 2.6 for alcohol and tobacco, and 2.4 for other revenue). However, the annual<br />

<strong>in</strong>creases <strong>in</strong> <strong>gambl<strong>in</strong>g</strong> revenue only outpaced other sources <strong>of</strong> revenue up to about 1999. After<br />

1999 the magnitude <strong>in</strong>crease <strong>in</strong> <strong>gambl<strong>in</strong>g</strong> revenue (2.1) is actually slightly less than the<br />

magnitude <strong>in</strong>crease <strong>in</strong> all sources <strong>of</strong> government revenue (2.3).<br />

As seen <strong>in</strong> Table 29, the Alberta government’s proportion <strong>of</strong> revenue derived from <strong>gambl<strong>in</strong>g</strong><br />

has tended to be higher than other prov<strong>in</strong>ces. Nonetheless, with <strong>gambl<strong>in</strong>g</strong> revenue only<br />

constitut<strong>in</strong>g approximately 5% <strong>of</strong> overall prov<strong>in</strong>cial revenue, it is too strong a claim (as is<br />

sometimes made by critics <strong>of</strong> government-run <strong>gambl<strong>in</strong>g</strong>) that prov<strong>in</strong>ces such as Alberta are<br />
