<strong>in</strong>creased substantially dur<strong>in</strong>g this time period. This is <strong>in</strong> part attributable to the<br />

disproportionate number <strong>of</strong> non-host First Nations sited <strong>in</strong> Treaty 8 (22) compared with Treaty<br />

6 (14) and Treaty 7 (3). The FNDF fund<strong>in</strong>g distribution model also plays an important role: half<br />

<strong>of</strong> the 12.5% FNDF non-host allocation is divided equally amongst the 39 communities.<br />

Figure 51 illustrates that the per community distributions are substantially less <strong>in</strong> the Treaty 6<br />

and Treaty 8 regions compared to that <strong>of</strong> Treaty 7. The southern Treaty 7 First Nations take <strong>in</strong><br />

the highest per community FNDF disbursement. The FNDF revenue model once aga<strong>in</strong> partially<br />

accounts for the variances: half <strong>of</strong> the 12.5% non host First Nations FNDF allocations are<br />

distributed accord<strong>in</strong>g to community size, with the largest First Nations by population receiv<strong>in</strong>g<br />

the highest percentage <strong>of</strong> FNDF disbursements.<br />

As previously noted, the lack <strong>of</strong> host First Nations <strong>in</strong> the Treaty 8 region means also that charity<br />

revenues are not fuell<strong>in</strong>g local development, unlike Treaty 6 and 7 regions, whose 5 cas<strong>in</strong>os<br />

have generated $103.5 million s<strong>in</strong>ce 2006. 96<br />
