(Indian Act, 1985). The latter could be the result <strong>of</strong> a band council resolution becom<strong>in</strong>g a bylaw<br />

restrict<strong>in</strong>g researcher community access; or at the very least compell<strong>in</strong>g them to obta<strong>in</strong> a<br />

license before enter<strong>in</strong>g the community.<br />

The second effective strategy has been for First Nations and their partnered cas<strong>in</strong>o operators to<br />

cite proprietary <strong>in</strong>terest as a shield to immunize them aga<strong>in</strong>st forced disclosure <strong>of</strong> certa<strong>in</strong> data.<br />

If these data are released, it is argued, cas<strong>in</strong>o operations could be severely underm<strong>in</strong>ed thereby<br />

jeopardiz<strong>in</strong>g the operator’s ability to effectively ma<strong>in</strong>ta<strong>in</strong> cas<strong>in</strong>o pr<strong>of</strong>itability, thus hurt<strong>in</strong>g the<br />

host First Nation community’s economic growth and socio-economic stability. All <strong>of</strong> the First<br />

Nations contacted for this project have either formally or <strong>in</strong>formally <strong>in</strong>formed us that we would<br />

not be privy to any <strong>in</strong>formation other than public records <strong>in</strong>dicat<strong>in</strong>g slot mach<strong>in</strong>e revenues.<br />

Accord<strong>in</strong>gly, table games data is unavailable at this po<strong>in</strong>t. First Nations manag<strong>in</strong>g cas<strong>in</strong>os with<br />

hotels have also refused to disclose important data such as number <strong>of</strong> employees, for example,<br />

which would help with our analyses <strong>of</strong> the overall regional and prov<strong>in</strong>cial impact <strong>of</strong> the cas<strong>in</strong>o.<br />

Fears <strong>of</strong> Fund<strong>in</strong>g Cuts<br />

This topic is to date the most cited reason for deny<strong>in</strong>g research access to Alberta First Nations<br />

communities. Specifically, community leaders and the general membership are concerned that<br />

their success as cas<strong>in</strong>o managers and revenue generators will be held aga<strong>in</strong>st them through<br />

federal fund<strong>in</strong>g cuts. Ironically, First Nations leaders looked to <strong>gambl<strong>in</strong>g</strong> to <strong>of</strong>fset devastat<strong>in</strong>g<br />

economic trends by establish<strong>in</strong>g local control over economic development.<br />

As discussed earlier, First Nations receive annual federal allotments from Indian and Northern<br />

Affairs Canada (INAC). A formula-based model structured to provide more equitable support<br />

between communities, consideration is given to a range <strong>of</strong> components <strong>in</strong>clud<strong>in</strong>g: support for<br />

First Nation Council costs (based on the registered membership); basic overhead; unit costs for<br />

major services; location costs; audit and pr<strong>of</strong>essional fees; and service employee <strong>of</strong>fice costs. It<br />

further takes <strong>in</strong>to account the population, geographic location and the programm<strong>in</strong>g<br />

responsibilities <strong>of</strong> <strong>in</strong>dividual First Nation governments. All funds must flow to the First Nation<br />

Council, which <strong>in</strong> turn determ<strong>in</strong>es and manages community specific arrangements.<br />

This program is <strong>in</strong>tended to provide a reasonable contribution to the costs <strong>of</strong> governance, with<br />

a specific focus on the costs associated with the adm<strong>in</strong>istration <strong>of</strong> departmentally funded<br />

programs and services. As Indian and Northern Affairs Canada (INAC) <strong>of</strong>ficials will state,<br />

however, “This support does not accommodate all circumstances and there is an assumption<br />

that citizens will also contribute to their costs <strong>of</strong> community governance” (Canada, 2009; also<br />

Pr<strong>in</strong>ce & Abele, 2005). Additional fund<strong>in</strong>g is found <strong>in</strong> the form <strong>of</strong> various federal programs with<br />

assigned responsibilities for Aborig<strong>in</strong>al peoples. Contributions to band f<strong>in</strong>ancial operations is<br />

provided by but not restricted to Health Canada, the Canadian Mortgage and Hous<strong>in</strong>g<br />

Corporation (CMHC), Canadian Heritage, the Privy Council Office.<br />

Gambl<strong>in</strong>g revenues are considered supplemental fund<strong>in</strong>g needed for First Nations to compete<br />

socially, politically and economically. Many project participants identified a fear among<br />
