<strong>Research</strong> Approach<br />

The present analysis focuses on 1970 to the present time. This is partly because <strong>of</strong> limited data<br />

availability prior to 1970; partly because 1969 was co<strong>in</strong>cident with the beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> Alberta’s<br />

ability to <strong>in</strong>dependently provide, regulate, and license most forms <strong>of</strong> <strong>gambl<strong>in</strong>g</strong>; and partly<br />

because the most rapid <strong>in</strong>troduction and expansion <strong>of</strong> <strong>gambl<strong>in</strong>g</strong> <strong>in</strong> Alberta has occurred <strong>in</strong> this<br />

period. More specifically, the ma<strong>in</strong> changes <strong>in</strong> <strong>gambl<strong>in</strong>g</strong> availability <strong>in</strong> Alberta s<strong>in</strong>ce 1970<br />

<strong>in</strong>volve:<br />

An <strong>in</strong>creased availability <strong>of</strong> raffles.<br />

The 1973 <strong>in</strong>troduction <strong>of</strong> lotteries.<br />

An <strong>in</strong>creased availability <strong>of</strong> <strong>in</strong>stant w<strong>in</strong> ‘pull tickets’ up to 1993, and a decl<strong>in</strong>e s<strong>in</strong>ce 1993.<br />

The 1980 <strong>in</strong>troduction <strong>of</strong> cas<strong>in</strong>os <strong>of</strong>fer<strong>in</strong>g table games, expand<strong>in</strong>g to 19 cas<strong>in</strong>os by 2007.<br />

An expanded availability <strong>of</strong> b<strong>in</strong>go up to the mid 1990s (<strong>in</strong>clud<strong>in</strong>g the <strong>in</strong>troduction <strong>of</strong> satellite<br />

b<strong>in</strong>go <strong>in</strong> 1996), and decl<strong>in</strong>e after that time.<br />

The 1986 <strong>in</strong>troduction <strong>of</strong> <strong>in</strong>stant w<strong>in</strong> scratch tickets.<br />

A decl<strong>in</strong><strong>in</strong>g availability <strong>of</strong> horse race tracks and live race days, <strong>of</strong>fset to some extent by the<br />

1990 <strong>in</strong>troduction <strong>of</strong> teletheatre horse race bett<strong>in</strong>g.<br />

The 1990 <strong>in</strong>troduction <strong>of</strong> sports bett<strong>in</strong>g.<br />

The 1992 <strong>in</strong>troduction <strong>of</strong> video lottery term<strong>in</strong>als to bars/lounges.<br />

The 1996 <strong>in</strong>troduction <strong>of</strong> slot mach<strong>in</strong>es to cas<strong>in</strong>os, with the number <strong>of</strong> slot mach<strong>in</strong>es<br />

cont<strong>in</strong>u<strong>in</strong>g to <strong>in</strong>crease to the present time (12,873 <strong>in</strong> 2010).<br />

The 1996 <strong>in</strong>troduction <strong>of</strong> slot mach<strong>in</strong>es to horse race tracks, expand<strong>in</strong>g to 3 race tracks by<br />

2002.<br />

The 2006 <strong>in</strong>troduction <strong>of</strong> First Nations cas<strong>in</strong>os, expand<strong>in</strong>g to 5 First Nations cas<strong>in</strong>os by 2008.<br />

An essential aspect <strong>of</strong> our research approach to study<strong>in</strong>g socioeconomic impacts was to ‘follow<br />

the money’. Although there are many areas <strong>of</strong> the economy and society where socioeconomic<br />

impacts <strong>of</strong> <strong>gambl<strong>in</strong>g</strong> might be found, they are much more likely to be observed <strong>in</strong> the<br />

groups/<strong>in</strong>dividuals/geographic areas that are responsible for contribut<strong>in</strong>g the money and <strong>in</strong> the<br />

groups/economic sectors/geographic areas that are the recipients <strong>of</strong> the money. This approach<br />

also allowed us to establish how much money is <strong>in</strong>volved, which helped quantify the potential<br />

magnitude <strong>of</strong> these impacts.<br />

The sectors primarily <strong>in</strong>volved <strong>in</strong> the transfer and receipt <strong>of</strong> <strong>gambl<strong>in</strong>g</strong> revenue are the:<br />

Prov<strong>in</strong>cial Government; Charitable Organizations; the general Alberta Populace (Society);<br />

Private Industry; and Alberta First Nations. We then conducted a detailed exam<strong>in</strong>ation <strong>of</strong> the<br />

impacts with<strong>in</strong> each <strong>of</strong> these groups/sectors. These impacts were exam<strong>in</strong>ed by means <strong>of</strong> a)<br />

secondary analysis <strong>of</strong> changes <strong>in</strong> general economic and social <strong>in</strong>dices, b) direct <strong>in</strong>vestigation <strong>of</strong><br />

the known impacts, c) population surveys, and d) key <strong>in</strong>formant <strong>in</strong>terviews and focus groups.<br />
