Formula For Working Out Escalation/ De-Escalation In Transportation Rates On Account Of<br />

Increase/ Decrease In Retail Selling Price Of HSD.<br />

Increase/ decrease in the transportation rate in Rs. Per KL Per KM is given by the<br />

Formula:<br />

Increase / Decrease in Retail Selling Price (RSP) 1 litre of HSD at State Capital cities (within<br />

municipal limits) of the concerned supply point, Inclusive of taxes (with following clarifications)<br />

Q x 4<br />

Where Q represents <strong>no</strong>tional capacity of a Tank Truck and it is taken as 12 KL and 4 represents<br />

the average distance (4 KMs), which a Tank Truck can run with 1 lit of HSD (loaded or otherwise)<br />

for the purpose of calculations.<br />

Note:<br />

1. The retail-selling price of HSD as on the date of opening of the <strong>tender</strong> will be the base<br />

price.<br />

2. The escalation/ de-escalation of transportation rates will be allowed every quarter i.e. on 1 st<br />

January, 1 st April, 1 st July and 1 st October.<br />

3. Escalation/ de-escalation shall be applicable as per increase/ decrease in RSP (Retail<br />

Selling Price) of HSD, which will be the weighted average of RSPs of HSD during<br />

immediate previous three months, and the new transportation rates arrived at on the above<br />

dates shall be applicable for a period of subsequent three months.<br />

4. Only the increase/ decrease in RSP of HSD at the State Capital cities (Within Municipal<br />

Limits) of the concerned supply point shall be considered and the escalation/ de-escalation<br />

factor shall apply for all the Locations coming under the respective State. In case of any<br />

dispute, the decision of the Oil Company shall be final and binding.<br />

Formula For Working Out Escalation/ De-Escalation In Transportation Rates For Local<br />

Deliveries Within 39 Kms.<br />

Increase/ decrease in transportation rate: In Rs. Per KL.<br />

Increase/ decrease in transportation rate in Rs. Per KL, only for local deliveries, shall be<br />
