At its <strong>January</strong> meeting, the Parks <strong>and</strong> <strong>Wildlife</strong> <strong>Commission</strong> will<br />

consider a Citizen Petition for Rulemaking related to Off-<br />

Highway Vehicles (OHVs), as follows:<br />

A Citizen Petition for rulemaking requesting the <strong>Commission</strong><br />

to allow exemptions to existing statewide OHV regulations<br />

for Hinsdale, Ouray, San Juan <strong>and</strong> San Miguel Counties,<br />

including, but not limited to, recognizing those counties’<br />

ordinances requiring OHV operators to possess a valid driver’s<br />

In order to increase the Parks <strong>and</strong> <strong>Wildlife</strong> <strong>Commission</strong>’s efficiency <strong>and</strong> allow more time for consideration of wildlife policy <strong>and</strong><br />

contested issues, the listed items are noticed for action by the <strong>Commission</strong> as part of the <strong>January</strong> <strong>2013</strong> “Consent <strong>Agenda</strong>.”<br />

Note: The process for placing matters on the Consent <strong>Agenda</strong> is as follows:<br />

The Director identifies matters where the recommended action follows established policy or precedent, there has been agreement<br />

reached or the matter is expected to be uncontested <strong>and</strong> non-controversial. Staff will provide written memos to the Parks <strong>and</strong><br />

<strong>Wildlife</strong> <strong>Commission</strong> members explaining the matters on the Consent <strong>Agenda</strong>. Copies of the memos will be available to the<br />

public.<br />

Matters on the Consent <strong>Agenda</strong> are noticed for hearing at the same time <strong>and</strong> in the same manner as other agenda items. If a<br />

Open for annual review of the entire chapter including, but not limited to:<br />

Establishing property-specific regulations to Boyd Ponds State <strong>Wildlife</strong> Area.<br />

Exempting waterfowl hunting from boats from November through the end of dark<br />

goose season for Jackson Lake <strong>and</strong> from October 1 through the end of the duck<br />

season for Jumbo Reservoir.<br />

Establishing reservation requirements for Mitani-Tokuyasu State <strong>Wildlife</strong> Area.<br />

Allowing public access to Ruby Mountain <strong>and</strong> Bighorn Springs fishing easements on<br />

the Arkansas River, in Chaffee County.<br />

Adding Karney Ranch State <strong>Wildlife</strong> Area Easment to the State Trust L<strong>and</strong> program.<br />

Modifying regulation to include language closing a portion of La Jara State Trust<br />

L<strong>and</strong> to vehicle access from the first day of big game archery season to the end of<br />

the regular rifle season.<br />

Re-establishing regulations on a 640-acre parcel of Mud Springs State Trust L<strong>and</strong>,<br />

which were removed due to an administrative error.<br />

Re-establishing regulations on Ted’s Canyon State Trust L<strong>and</strong> which were removed<br />

due to an administrative error.<br />
