1. Welcome by Chairman<br />
Mr Sch<str<strong>on</strong>g>of</str<strong>on</strong>g>ield welcomed visitors to <str<strong>on</strong>g>the</str<strong>on</strong>g> Sand<strong>on</strong> Dog Unit.<br />
2. Apologies for Absence<br />
Apologies were received from Linda Belgrove, Richard Speakman and Clare<br />
Seymour. The group were informed that Wendy Herd was no l<strong>on</strong>ger a member <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Authority, so would not be attending <str<strong>on</strong>g>the</str<strong>on</strong>g> meeting. It was suggested <str<strong>on</strong>g>the</str<strong>on</strong>g> new Member<br />
for Thurrock be invited to join <str<strong>on</strong>g>the</str<strong>on</strong>g> Panel. GF said this would be decided at <str<strong>on</strong>g>the</str<strong>on</strong>g> Full<br />
Authority meeting <strong>on</strong> 6 June 2011.<br />

3. Introducti<strong>on</strong>s<br />
Introducti<strong>on</strong>s were carried out.<br />
4. Update Arising From Minutes <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Meeting</str<strong>on</strong>g> <strong>on</strong> 8 November 2010 and Annual<br />
Report Dated 28 February 2011<br />
In resp<strong>on</strong>se to a questi<strong>on</strong> from Mr Sch<str<strong>on</strong>g>of</str<strong>on</strong>g>ield, T/CI Beattie c<strong>on</strong>firmed that <str<strong>on</strong>g>the</str<strong>on</strong>g>re would<br />
be a family day at <str<strong>on</strong>g>the</str<strong>on</strong>g> Mounted Unit <strong>on</strong> 24 July 2011, which is expected to run from<br />
10am – 4pm (TBC) and an open day at <strong>Police</strong> HQ, in c<strong>on</strong>juncti<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>Essex</strong><br />
<strong>Police</strong> Museum, <strong>on</strong> 18 September. T/CI Beattie agreed to send all details <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
events to CM.<br />
T/CI Beattie c<strong>on</strong>firmed that <str<strong>on</strong>g>the</str<strong>on</strong>g> horses had been hired out to o<str<strong>on</strong>g>the</str<strong>on</strong>g>r forces for various<br />
events, such as football matches.<br />
The group were told that a meeting to discuss <str<strong>on</strong>g>the</str<strong>on</strong>g> producti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a police horse and<br />
dog calendar had not yet taken place. It was agreed that JS and LB would meet to<br />
discuss marketing potential and sp<strong>on</strong>sorship. It was suggested that Marriages or<br />
Royal Canine be approached for sp<strong>on</strong>sorship. CM agreed to c<strong>on</strong>tact a friend who<br />
may be willing to take photos for <str<strong>on</strong>g>the</str<strong>on</strong>g> calendar and to explore costings. (It has since<br />
been agreed that <str<strong>on</strong>g>the</str<strong>on</strong>g> producti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> calendar will not be pursued).<br />
There was an acti<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> previous minutes, for <str<strong>on</strong>g>the</str<strong>on</strong>g> Panel to m<strong>on</strong>itor all <strong>on</strong>going<br />
acti<strong>on</strong>s in relati<strong>on</strong> to Sand<strong>on</strong> Dog Unit. The Panel asked to be updated <strong>on</strong> any<br />
outstanding acti<strong>on</strong>s in relati<strong>on</strong> to this. T/CI Beattie agreed to provide an update. (A<br />
meeting with Authority Members and <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Animal</str<strong>on</strong>g> <str<strong>on</strong>g>Welfare</str<strong>on</strong>g> Lay Visiting Panel to discuss<br />
and dem<strong>on</strong>strate completed and <strong>on</strong>-going acti<strong>on</strong>s at Sand<strong>on</strong> Dog Unit with T/CI<br />
Beattie, has since been arranged for 28 th June). A report to <str<strong>on</strong>g>the</str<strong>on</strong>g> EPA Performance<br />
Committee had also addressed acti<strong>on</strong>s and improvements at Sand<strong>on</strong> Dog Unit.<br />
There was also an acti<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> previous minutes for GF to recruit a vet to <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Animal</str<strong>on</strong>g><br />
<str<strong>on</strong>g>Welfare</str<strong>on</strong>g> Panel. GF said that he had attempted to follow this acti<strong>on</strong> up; however he<br />
had not been successful. He said that a retired vet, vet or veterinary nurse would be<br />
sufficient to carry out <str<strong>on</strong>g>the</str<strong>on</strong>g> role. The group were told that this pers<strong>on</strong> would <strong>on</strong>ly be<br />
expected to support <str<strong>on</strong>g>the</str<strong>on</strong>g> authority, by giving a pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al opini<strong>on</strong> and would not be<br />
required to carry out veterinary duties. RR (RSPCA) said she would be happy to<br />
assist in finding some<strong>on</strong>e suitable and agreed to c<strong>on</strong>tact GF should she find an<br />
interested candidate. JF also agreed to speak to her neighbour, who is a vet, to find<br />
out if he, maybe willing to help. DA (RSPCA) suggested c<strong>on</strong>tacting large equine<br />
practices to find out if <str<strong>on</strong>g>the</str<strong>on</strong>g>y have any<strong>on</strong>e suitable.<br />
T/CI Beattie c<strong>on</strong>firmed that in resp<strong>on</strong>se to an acti<strong>on</strong> from <str<strong>on</strong>g>the</str<strong>on</strong>g> last meeting a tracking<br />
system had been set up to allow <strong>Essex</strong> <strong>Police</strong> to c<strong>on</strong>tact retired police dog owners<br />
annually to check <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> welfare and whereabouts <str<strong>on</strong>g>of</str<strong>on</strong>g> retired police dogs. It was also<br />
reported that handlers who take <strong>on</strong> retired police dogs are now <str<strong>on</strong>g>of</str<strong>on</strong>g>fered <str<strong>on</strong>g>the</str<strong>on</strong>g> opportunity<br />
to buy dog food from <strong>Essex</strong> <strong>Police</strong> at a reduced rate, in order to assist with <str<strong>on</strong>g>the</str<strong>on</strong>g> costs<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> taking <strong>on</strong> a dog. (Since <str<strong>on</strong>g>the</str<strong>on</strong>g> meeting it has been established that <str<strong>on</strong>g>the</str<strong>on</strong>g>se two<br />
initiatives have not commenced and will be reviewed).<br />

T/Insp Elford questi<strong>on</strong>ed whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g> tracking system would be purely for retired<br />
police dogs <strong>on</strong>ly or whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r dogs that have failed training or become unsuitable were<br />
also to be included. The Panel agreed that <str<strong>on</strong>g>the</str<strong>on</strong>g> tracking system should apply to those<br />
who have completed a reas<strong>on</strong>able length <str<strong>on</strong>g>of</str<strong>on</strong>g> service and that o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs would be<br />
c<strong>on</strong>tacted <strong>on</strong> merit. DA (RSPCA) said that if <str<strong>on</strong>g>the</str<strong>on</strong>g>re were any c<strong>on</strong>cerns raised by <strong>Essex</strong><br />
<strong>Police</strong> in regards to <str<strong>on</strong>g>the</str<strong>on</strong>g> welfare <str<strong>on</strong>g>of</str<strong>on</strong>g> a re-homed police dog, <str<strong>on</strong>g>the</str<strong>on</strong>g>n <str<strong>on</strong>g>the</str<strong>on</strong>g> RSPCA would be<br />
happy to assist.<br />
There was a discussi<strong>on</strong> regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> payment <str<strong>on</strong>g>of</str<strong>on</strong>g> retired police dogs vet bills. GF said<br />
that in <str<strong>on</strong>g>the</str<strong>on</strong>g> notes from <str<strong>on</strong>g>the</str<strong>on</strong>g> animal welfare meeting <strong>on</strong> 15 November 2007, it was<br />
agreed under <str<strong>on</strong>g>the</str<strong>on</strong>g> previous Chief C<strong>on</strong>stable and EPA Chairman, that where a vet bill<br />
was over £500 in respect <str<strong>on</strong>g>of</str<strong>on</strong>g> a retired police dog, <str<strong>on</strong>g>the</str<strong>on</strong>g> Force would refund <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
difference between £500 and <str<strong>on</strong>g>the</str<strong>on</strong>g> total bill. T/CI Beattie said she was un-aware <str<strong>on</strong>g>of</str<strong>on</strong>g> this<br />
agreement and asked for a copy <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> notes to be forwarded to her, in order to follow<br />
up.<br />
GF reported that <str<strong>on</strong>g>the</str<strong>on</strong>g> Terms <str<strong>on</strong>g>of</str<strong>on</strong>g> Reference for <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Animal</str<strong>on</strong>g> <str<strong>on</strong>g>Welfare</str<strong>on</strong>g> Lay Visiting Scheme<br />
were to be updated and would be re-issued after 6 June 2011.<br />

5. Matters Arising<br />
There were no fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r matters.<br />
6. General update report from T/CI Louise Beattie<br />
The report from T/CI Beattie had been circulated in advance to Panel Members with<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> agenda. T/CI Beattie read through <str<strong>on</strong>g>the</str<strong>on</strong>g> report, amplified key points and answered<br />
questi<strong>on</strong>s raised by Panel Members.<br />
Dog Secti<strong>on</strong><br />
Injuries <strong>on</strong> duty to Officers<br />
T/CI Beattie gave an update <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> number <str<strong>on</strong>g>of</str<strong>on</strong>g> injuries to Officers. It was reported that<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g>re had been a rise in injuries during training, which has been highlighted at a<br />
health and safety meeting and is being looked into.<br />

Injuries to <strong>Police</strong> Dogs<br />
T/Insp Elford gave an update <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> number <str<strong>on</strong>g>of</str<strong>on</strong>g> injuries to <strong>Police</strong> Dogs. He highlighted<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> accident with Buddy <str<strong>on</strong>g>the</str<strong>on</strong>g> police dog who was run over in March 2011. It was<br />
c<strong>on</strong>firmed that a full investigati<strong>on</strong> had been carried out and <str<strong>on</strong>g>the</str<strong>on</strong>g> area Buddy was<br />
exercised in at <str<strong>on</strong>g>the</str<strong>on</strong>g> time <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> accident had been risk assessed and is still deemed<br />
suitable for exercising police dogs.<br />
Purchases in <str<strong>on</strong>g>the</str<strong>on</strong>g> last six m<strong>on</strong>ths<br />
It was reported that police dog Frayer had given birth to 9 puppies <str<strong>on</strong>g>of</str<strong>on</strong>g> which 5 are<br />
suitable police dogs and 4 have been sold. Frayer has now left <str<strong>on</strong>g>the</str<strong>on</strong>g> dog secti<strong>on</strong> and<br />
has remained with <str<strong>on</strong>g>the</str<strong>on</strong>g> part time kennel staff; this is because she turned <strong>on</strong> her pups,<br />
which had to be removed from her after <str<strong>on</strong>g>the</str<strong>on</strong>g>y were a few days old.<br />
Incidents <str<strong>on</strong>g>of</str<strong>on</strong>g> note<br />
It was reported that PC Pickard and PC Ar<str<strong>on</strong>g>the</str<strong>on</strong>g>y represented <strong>Essex</strong> <strong>Police</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
nati<strong>on</strong>al dog trials in March 2011, coming 11 th and 18 th place respectively.<br />
Mounted Unit<br />
Injuries <strong>on</strong> Duty<br />
T/CI Beattie said that since <str<strong>on</strong>g>the</str<strong>on</strong>g> increase in patrol hours <str<strong>on</strong>g>the</str<strong>on</strong>g>re had also been an<br />
increase in complaints from <str<strong>on</strong>g>the</str<strong>on</strong>g> public regarding <strong>Police</strong> Horse mess not being cleared<br />
up. T/CI Beattie said it would not be possible for <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers to clean up after <str<strong>on</strong>g>the</str<strong>on</strong>g>ir horses,<br />
as <str<strong>on</strong>g>the</str<strong>on</strong>g> weight <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> mess would hurt <str<strong>on</strong>g>the</str<strong>on</strong>g> horse’s backs and would make it impossible<br />
for <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers to carryout <str<strong>on</strong>g>the</str<strong>on</strong>g>ir duties properly. She said that <str<strong>on</strong>g>of</str<strong>on</strong>g>ten <str<strong>on</strong>g>the</str<strong>on</strong>g> horses are <strong>on</strong><br />
patrol for up to 5 hours without access to <str<strong>on</strong>g>the</str<strong>on</strong>g> horse vehicle, so it would not be<br />
possible to put <str<strong>on</strong>g>the</str<strong>on</strong>g>ir mess inside <str<strong>on</strong>g>the</str<strong>on</strong>g> horse box. The Panel were told that Councils will<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g>ten clear up after <str<strong>on</strong>g>the</str<strong>on</strong>g> horses, if some<strong>on</strong>e is available to do so. T/CI Beattie agreed<br />
to canvas <str<strong>on</strong>g>the</str<strong>on</strong>g> local Councils to find out if <str<strong>on</strong>g>the</str<strong>on</strong>g>y would be willing to assist.<br />
There was an update given in respect <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> dog that attacked police horses Biscuit<br />
and Bella, in January 2011. It was reported that <str<strong>on</strong>g>the</str<strong>on</strong>g> dog was seized and assessed by<br />
<strong>Essex</strong> <strong>Police</strong> and was not deemed to be a pitbull. The owner was taken to court and<br />
c<strong>on</strong>victed <str<strong>on</strong>g>of</str<strong>on</strong>g> having a dog dangerously out <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>trol and was ordered to get <str<strong>on</strong>g>the</str<strong>on</strong>g> dog<br />
neutered and to fix her garden fence before <str<strong>on</strong>g>the</str<strong>on</strong>g> dog could be returned to her. The<br />
owner has failed to comply, <str<strong>on</strong>g>the</str<strong>on</strong>g>refore a destructi<strong>on</strong> order has been placed <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> dog,<br />
as <str<strong>on</strong>g>of</str<strong>on</strong>g> 24 th May 2011 and <str<strong>on</strong>g>the</str<strong>on</strong>g> owner has 21 days from <str<strong>on</strong>g>the</str<strong>on</strong>g>n to appeal. The Panel were<br />
told that both horses had recovered well from <str<strong>on</strong>g>the</str<strong>on</strong>g>ir injuries and both riders were unharmed.<br />
It was reported that in April 2011, PC Pitt had been thrown <str<strong>on</strong>g>of</str<strong>on</strong>g>f her horse, Patrick,<br />
during deployment. It was reported that <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer was <strong>on</strong> patrol in Rayleigh with PC<br />
De Ferry, who was riding police horse Carlsberg. Both <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers decided to canter <str<strong>on</strong>g>the</str<strong>on</strong>g>ir<br />
horses. Patrick bucked PC Pitts <str<strong>on</strong>g>of</str<strong>on</strong>g>f and <str<strong>on</strong>g>the</str<strong>on</strong>g> horse bolted. Patrick <str<strong>on</strong>g>the</str<strong>on</strong>g>n came back<br />
towards <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r horse and collided with him. T/CI Beattie said that both riders have<br />
been advised regarding safety and <str<strong>on</strong>g>the</str<strong>on</strong>g> horses have been reassessed. <strong>Police</strong> horse<br />
Patrick has caused c<strong>on</strong>cerns in <str<strong>on</strong>g>the</str<strong>on</strong>g> past regarding his tendency to buck; however he<br />

has been assessed and is back <strong>on</strong> duty. It has been agreed that from now <strong>on</strong> horses<br />
will <strong>on</strong>ly canter <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir days <str<strong>on</strong>g>of</str<strong>on</strong>g>f and in a safe envir<strong>on</strong>ment.<br />
It was reported that a letter <str<strong>on</strong>g>of</str<strong>on</strong>g> thanks had been received from an ACC in Ipswich<br />
regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> mounted unit’s assistance at a recent Norwich v Ipswich football match.<br />
It was also reported that <str<strong>on</strong>g>the</str<strong>on</strong>g> Mounted Unit had been used at Stansted Airport during<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> arrival <str<strong>on</strong>g>of</str<strong>on</strong>g> President Obama and <str<strong>on</strong>g>the</str<strong>on</strong>g> dogs were used to carryout checks <strong>on</strong><br />
vehicles before his arrival. The Mounted Unit c<strong>on</strong>tinue to provide high visibility<br />
mounted patrols in rural and town areas, and support policing operati<strong>on</strong>s across <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
County.<br />
7. Assistance with vet bills<br />
This item was covered earlier in <str<strong>on</strong>g>the</str<strong>on</strong>g> meeting.<br />
8. Visiting Statistics<br />
Visit statistics had been circulated with <str<strong>on</strong>g>the</str<strong>on</strong>g> agenda.<br />
It was noted that no visits had been carried out at Laind<strong>on</strong>, JS said he would carryout<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g>se visits from now <strong>on</strong>.<br />
9. Reports and issues from Lay Visitors<br />
It was reported that new dog runs had been c<strong>on</strong>structed at Sand<strong>on</strong> Dog Unit and are<br />
currently waiting for shelters to be installed. It has been agreed that existing shelters<br />
will be utilised for this purpose. It was also reported that numbers had been painted<br />
<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> fence outside <str<strong>on</strong>g>the</str<strong>on</strong>g> kennels to assist with evacuati<strong>on</strong> procedures in <str<strong>on</strong>g>the</str<strong>on</strong>g> unlikely<br />
event <str<strong>on</strong>g>of</str<strong>on</strong>g> a fire.<br />
A c<strong>on</strong>cern was raised in regard to infecti<strong>on</strong> spreading under <str<strong>on</strong>g>the</str<strong>on</strong>g> rubber attached to<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> new dog beds. The RSPCA said <str<strong>on</strong>g>the</str<strong>on</strong>g>y would check <str<strong>on</strong>g>the</str<strong>on</strong>g>se.<br />
It was reported that during a recent visit to Chigwell Dog Unit, <str<strong>on</strong>g>the</str<strong>on</strong>g>re had been no dogs<br />
present. It was c<strong>on</strong>firmed that dogs are rarely kept at Chigwell and that <str<strong>on</strong>g>the</str<strong>on</strong>g> kennels<br />
are <strong>on</strong>ly used to hold dogs while <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers clean <str<strong>on</strong>g>the</str<strong>on</strong>g>ir vehicles. The emphasis is <strong>on</strong><br />
dogs being utilised <strong>on</strong> patrol.<br />
There was a questi<strong>on</strong> raised in regards to <str<strong>on</strong>g>the</str<strong>on</strong>g> hiring <str<strong>on</strong>g>of</str<strong>on</strong>g> Kent <strong>Police</strong> Force’s passive<br />
dogs. T/CI Beattie was asked why <strong>Essex</strong> does not have <str<strong>on</strong>g>the</str<strong>on</strong>g>ir own. She said that this<br />
was due to <str<strong>on</strong>g>the</str<strong>on</strong>g>re not being sufficient work to justify purchasing this type <str<strong>on</strong>g>of</str<strong>on</strong>g> dog.<br />
T/CI Beattie said that <strong>Essex</strong> <strong>Police</strong> are currently looking to install a fire alarm system<br />
at <str<strong>on</strong>g>the</str<strong>on</strong>g> Mounted Unit; however <str<strong>on</strong>g>the</str<strong>on</strong>g>re are c<strong>on</strong>cerns that <str<strong>on</strong>g>the</str<strong>on</strong>g> heat coming from <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
horses may set <str<strong>on</strong>g>the</str<strong>on</strong>g> alarm <str<strong>on</strong>g>of</str<strong>on</strong>g>f. It was c<strong>on</strong>firmed that this is being looked into.<br />
