Mana g er is hereby authorized and directed to employ from time to time checkers upon the munic ipal docks, piers anci other facilities, workman for load ing and unloading cars, and laborers and other persons upon a per diem basis, and to arrange for the payment of extra compensation for overttle work, when, in his juugment, the services of such checkers, workme", laborers or persons may be reeuired to expedite the administration, operations or business of the cert.
