The purchaser will have the option of taking, in lieu<br />

of a grant of the fee simple, a lease under the Regulations<br />

at the scheduled capital value nearest the upset<br />

price for the term of 99 years, on payment of a premium<br />

equal to the amount of his bid in excess of the upset<br />

price.<br />
