1. Introduction A. Site Location and Study Area Patton Harris Rust & Associates (PHR+A) has prepared this document to present the traffic impacts associated with the proposed New Baltimore Costco development to be located in the New Baltimore Service District and is bounded by Route 29/15 (Lee Highway) and Route 600 (Broad Run Church Road), in Fauquier County, Virginia. Access to the development will be provided via a proposed Cross Creek Site-Driveway, opposite the future Cross Creek Drive; which will connect to Route 29/15 to the north and Route 600 to the south. The proposed development is within an area currently designated and zoned for highway commercial uses. More specifically, the Costco site is within a +/- 39 acre tract commonly referred to as Cross Creek. B. Existing and Proposed Site Uses The site is on vacant land currently zoned for highway commercial uses. The proposed development east of proposed Cross Creek Site-Driveway will consist of 33,000 square feet of retail, 154,000 square feet of discount club, two (2) 4,900 square foot restaurants, a 3,200 square foot fast-food restaurant without drivethru, a 1,400 square foot and a 3,200 square foot fast-food restaurants with drivethru and a 12-pumps gas station. The proposed development west of the proposed Cross Creek Site-Driveway will consist of 32,000 square feet of retail, 14,000 square feet of pharmacy store with drive-thru, a 6,400 square foot drive-in bank, a 4,900 square foot restaurant and a 5,000 square foot automated car wash. Build-out is anticipated to occur by the Year 2012 over one transportation phase. Figure 1 is provided to illustrate the location of the New Baltimore Costco development with respect to the surrounding roadway network. C. Existing and Proposed Nearby Uses The surrounding area is comprised of a variety of commercial related uses. D. Existing Roadways and Programmed Improvements The study area includes Route 29/15 (Lee Highway) from Route 600 (Broad Run Church Road) to Route 215 (Vint Hill Road). The posted speed limit is 55 mph along Route 29/15 and Route 215, 35 mph and 45 mph along Route 600 and 40 mph along Route 676. PHR+A assumes no off-site transportation improvements.
