2. Analysis of 2007 Existing Conditions A. Daily and Peak Hour(s) Traffic Volumes PHR+A conducted Weekday AM/PM peak hour and Saturday mid-day peak hour manual turning movement counts at the intersections of Route 29/15 (Lee Highway)/Route 600 (Broad Run Church Road), Route 29/15 (Lee Highway)/Route 676 (Riley Road), Route 215 (Vint Hill Road)/Route 600 (Broad Run Church Road), Route 600 (Broad Run Church Road)/Route 676 (Riley Road), Route 29/15 (Lee Highway)/Cross Creek Drive, Route 29/15 (Lee Highway)/Commerce Court and Route 600 (Broad Run Church Road)/Kelly Road. PHR+A also conducted 24-hour counts at three locations in October 2006 to determine the ADT (Average Daily Traffic) along the study area roadway links. Based on these counts, a “k” factor (the ratio of Weekday AM/PM peak hour traffic volumes to 24-hour traffic volumes) of 6.7%, 9.1%, and 11.7% was determined for Route 29/15, Route 600 and Route 676, respectively. In addition, a “k” factor of 8.4% was utilized based upon traffic data published by the Virginia Department of Transportation (VDOT) to determine the ADT along Route 215. A “k” factor of 8.5% for Route 29/15, Route 676 and Route 215 and 8.1% for Route 600 was assumed to determine Saturday ADT. Figure 2 shows the existing Weekday and Saturday ADT as well as Weekday AM/PM peak hour and Saturday mid-day peak hour traffic volumes at key locations within the study area. B. Capacity Analyses and Level of Service Figure 3 shows the existing lane geometry and Weekday AM/PM peak hour and Saturday mid-day peak hour levels of service of the study area intersections. PHR+A has provided Table 1 to show the existing Weekday AM/PM and Saturday mid-day peak hour levels of service and 95 th percentile back of queue for each lane group.
