VIRGINIA SMALL ANIMAL FEEDING OPERATIONS SELF ASSESSMENT CHECKLIST The Virginia Department of Environmental Quality (DEQ) and the Virginia Department of Agriculture and Consumer Services (VDACS) have collaborated on the development of a strategy to address water quality risks or impacts from small animal feeding operations (AFOs). This strategy emphasizes voluntary implementation of best management practices (BMPs) and applies to AFOs that fall below the animal number threshold that requires a Virginia Pollution Abatement (VPA) permit from DEQ. The intent of this self assessment checklist is to assist the farmer in evaluating their operation from a water quality standpoint, and to also show the farmer many of the specific items that would be considered in an on-site assessment performed by DEQ or VDACS. This form is for your informational purposes only and should not be returned to any DEQ/VDACS office. Does Virginia’s Small Animal Feeding Operation Strategy Program apply to my agricultural operation? An animal feeding operation is a lot or facility where both of these conditions are met: Animals are stabled or confined, and fed or maintained, for 45 days or more in any 12-month period, and Crops, vegetation, forage growth or post-harvest residues are not sustained in the normal growing season over any portion of the confinement areas (i.e. the ENTIRE lot lacks vegetative growth during the growing season).
