1.0 Purpose/Scope:

1.0 Purpose/Scope: Contractor shall provide all resources required for the removal, replacement and installation of one 186MBH EnerCon AAF VW-186 Vertical Water Source Heat Pump (Building ID AC- 9) and replace all damaged supply duct related to our Building AC-8 and AC-9 which were caused by a recent fire, along with some additional work as specified herein. This project and work takes place at Taylor Middle School located at 350 East Shirley Avenue, Warrenton, Virginia. The Contractor shall be responsible for providing all resources required for the scope of work in accordance with the specifications, terms and conditions included herein. This solicitation is issued by the Fauquier County Government and Public Schools Procurement Division on behalf of the Fauquier County School Board, a political subdivision of the Commonwealth of Virginia, herein referred to as “Owner”. 1.1 Contractor shall provide all new materials, not previously used or defective. All materials shall be manufactured specifically for the purposes used. The Owner is accepting bids for Carrier or Trane equipment, only. 1.2 All work shall be in accordance with applicable codes and regulations and in accordance with the manufacturers’ recommendations. Contractor shall be responsible for any and all permits necessary to complete the project. 2.0 General: 2.0.1 All work is located in the mechanical room above the auditorium/stage at Taylor Middle School. Associated tasks include mechanical, plumbing, electrical, rigging, disposal and factory recommended start-up of the replacement unit. The unit shall connect to the existing Honeywell TH-8000 thermostat. As noted, equipment shall be Carrier or Trane 208V 3Ph. 2.02 The Owner is requesting a separate price, on the bid form, for all labor and materials required to replace the return plenum for Building Unit AC-8. The Contractor shall provide a quality of work for this replacement equal to the construction of the existing return for Building Unit AC-9. Please note that this work is unrelated to fire damage, which is why it’s listed as a separate item on the Bid Form. 2.0.3 The Contractor may complete work during the building normal working hours of 8:00 a.m. to 4:30 p.m., Monday through Friday in addition to potentially starting work earlier and working later than those stated hours. Contractor shall provide continuous work operation after commencement. 2.0.4 Owner will provide a staging area on site for materials and equipment. Owner will also provide access to potable water supply and power from the existing building, if required. 2.0.5 Contractor shall clean up daily all refuse, rubbish, scrap materials, and debris caused by his operations, to the end that at all times, the site of the work shall present a neat, orderly, and workmanlike appearance. No such refuse, rubbish, scrap material, and debris shall be left within the completed work, but shall be removed from the site and properly disposed of in a licensed landfill or otherwise as required by law. Contractor shall, before final payment, remove all surplus material, false work, temporary structures, including foundations thereof, plants of any description and debris of every nature resulting from his operations and to put the site in a neat, orderly condition; to thoroughly clean and leave reasonably dust free all finished surfaces including all equipment, piping, etc., on the interior of all buildings included in the contract; and to thoroughly clean all material installed under the contract including the removal of any installation spatter and other defacements. If the Contractor shall fail to clean up at the completion of the work, the Owner may do so and charge for costs thereof to the Contractor. 2.0.6 Contractor shall take reasonable actions to prevent damages to existing facilities. 2.0.7 Contractor shall coordinate all work with the Fauquier County General Services Maintenance Division. 2.1 Quality Control: 2.1.1 Contractor shall install and test operation of all mechanical, electrical and other equipment provided herein in accordance with the manufacturers’ recommendations. 2.1.2 Contractor shall provide a comprehensive start up and operational testing on new heat pump once it is replaced. Start up and testing shall be performed by the Contractor in conjunction with the Owner’s representative prior to Owner’s acceptance. 2.1.3 Contractor shall perform functional field performance test of new heat pump with the Owner’s representative. 2.1.4 Contractor shall validate new equipment warranty per the manufacturer’s warranty verification procedures. 2.1.5 Submittals: • Contractor shall provide manufacturer’s specification sheets for replacement heat pump within ten (10) working days upon receipt of notice to provide, the following submittals to the Owner: • Upon final completion, Contractor shall provide heat pump warranties. 3.0 Optional Pre-Bid Conference: An optional pre-bid conference will be held starting at 10:00 a.m., June 18, 2013 meeting at the main front entrance of Taylor Middle School, 350 East Shirley Avenue, Warrenton, VA. The purpose of this conference is to allow potential Bidders an opportunity to present questions and obtain clarification relative to any facet of this solicitation. While attendance at this conference will not be a prerequisite to submitting a bid, Bidders who intend to submit a bid are strongly encouraged to attend. Bring a copy of the solicitation with you. Any changes resulting from this conference will be issued in a written addendum to the solicitation. 4.0 Project Schedule/Time of Completion: Contractor shall provide the Owner with their time of completion, in days after receipt of Notice to Proceed, as indicated on the Bid Form. Prompt replacement of the heat pump and other work is desired and will be a factor in the evaluation and award of this IFB. 5.0 Insurance Requirements By signing and submitting a bid under this solicitation, the Bidder certifies that if awarded the contract, it will have the insurance coverage specified on the Insurance Checklist at the time the work commences. The Bidder further certifies that the Contractor will maintain the specified coverage during the entire term of the contract and that all insurance coverage will be provided by insurance companies authorized to sell insurance in Virginia by the Virginia State Corporation Commission. During the period of the contract the Contractor shall furnish certificates of insurance for the coverage required with Fauquier County endorsed as additional insured. 6.0 Contractor Registration: Bidders shall be licensed in the Commonwealth of Virginia in accordance with Chapter 11 of Title 54.1 of the Code of Virginia.
