US 29 / 15 Lee Highway & Route 215 Vint Hill Road DRAFT Evaluation & Recommendations Two mitigation measures were identified as having the potential to address the rear-end collision concerns on US 29 northbound without the construction of a concept alternative. (Numbered per their respective number from the description list previously presented) 10. Install Queue length detectors along US 29 northbound that can trigger dynamic message signs to display approximate distance to stopped vehicles. 11. Install a traffic camera and full matrix, color dynamic message sign to display roadway conditions to approaching traffic where the crest curve currently limits sight distance. Most of the combinations of concept alternatives included Synchro and Simtraffic analysis, but some of the alternatives did not warrant this level of effort. The alternatives that were not modeled are listed below (numbered per their respective number from the description list previously presented). 1. Construct a left turn lane on US 29 northbound at Vint Hill Road. 2. Modify the ends of the unpaved median and / or construct an island in the median of the intersection to block left turns and U-turns from US 29 northbound. 7. Re-grade the vertical curve on US 29 northbound approaching Vint Hill Road to improve stopping sight distance. 8. Relocate Vint Hill Road to allow for a grade separation between US 29 northbound and Vint Hill Road. Of the non-modeled alternatives the first two (1 and 2) on their own would not significantly address the operational and safety concerns, though each may be included with the one of the alternatives under further consideration if appropriate. The second two non-modeled alternatives (7 and 8) are inherently much more expensive than the other alternatives and should be considered as potential long-term alternatives. Since the primary focus of this study is to identify short-term to intermediate-term solutions to address the intersection concerns, these two more costly but potential long-term solutions were not selected for further investigation. The following table presents a summary of the results of the Simtraffic analysis for different combinations of alternatives. Please note that alternatives with “West” are referring to indirect lefts from US 29 SB to Vint Hill Road – the median U-turn location is west of the intersection per map North. Similarly alternatives with “East” are referring to indirect lefts from Vint Hill Road to US 29 southbound – the median U-turn location is east of the intersection per map North.
