Recommendations US 29 / 15 Lee Highway & Route 215 Vint Hill Road DRAFT Evaluation & Recommendations After evaluating the mitigation measures and concept alternatives developed to potentially address the traffic safety and operational issues at this intersection, we recommend the following: Short-Term Recommendations We recommend that the following measures be addressed as soon as possible. 1. Trim the tree branches back that are limiting the visibility of the advanced warning signs on US 29 northbound in advance of the Vint Hill Road intersection. 2. Eradicate the stop bar at the existing mast arm pole with flashers at the crest of the hill on US 29 northbound in advance of the Vint Hill Road intersection. 3. On US 29 at the Vint Hill Road intersection, perform work necessary to bring the pavement markings up to current standards. 4. Repair the roadway lighting at the intersection. 5. Prohibit left turns from US 29 northbound at the Vint Hill Road intersection. Install additional signs in advance of the intersection for both the left turn and U-turn prohibitions. Also, ensure that the turn prohibition signs at the intersection are visible at night. NOTE: VDOT has already implemented items 2 and 5. These items were implemented after identification as a concern during this study. For short-term projects for addressing the primary operational and safety concerns in the vicinity of the US 29 and Vint Hill Road intersection we recommend the following measures be considered. 1. Change the existing mast arm mounted flashers and signs Signal Red Ahead signs. Give consideration to the “red” indicator being turned on in time to notify drivers that the signal will be red when they arrive and staying on for a few seconds after the signal has turned green to allow some queue clearance time. 2. Install queue detection along 29 northbound with signing to indicate stopped traffic XXX feet ahead. 3. Replace the existing stop sign with mast arm pole signals, for the channelized right-turn lane from Vint Hill Road to US 29 northbound. 4. Evaluate reducing the speed on US 29 northbound or utilizing warning signs with speed placards in advance of the crest curves and median cross-overs. The signal red ahead signs are recommended as they can likely be implemented quicker than the queue detection measure. However, the signal red ahead signs are not expected to be as effective as the queue detection mitigation measure, the recommended concept alternative combination, or the long-term alternatives. Intermediate-Term Recommendations For intermediate-term projects to address the operational and safety concerns in the vicinity of the US 29 and Vint Hill Road intersection we recommend the following alternative be developed and constructed. 1. Construct an indirect left turn for US 29 southbound to Vint Hill Road and maintain the turn prohibitions for US 29 northbound. 2. In conjunction with the indirect left turn for US 29 southbound to Vint Hill Road, channelize the intersection median to permit left turns from Vint Hill Road only The short-term signing, queue detection, striping, and lighting work discussed above would remain in place with the construction of this alternative. The combination of this intermediate-term alternative and the short-term work, would address several of the identified operational and safety concerns in the vicinity of the intersection. Along with this recommended alternative, the following other alternative items could be considered either as part of the same construction project or as a later phase of construction. US 29 / 15 Lee Highway & Route 215 Vint Hill Road DRAFT Evaluation & Recommendations 3. Construct an acceleration lane for right turns from Vint Hill Road on to US 29 northbound. 4. Re-grade the US 29 northbound edge of the hill between the Vint Hill Road left turn and right turn lanes. 5. Widen the left turn lane on Vint Hill Road. 6. Install signal red ahead signs or queue length detection system in advance of the signal installed at the southbound to northbound U-turn median crossing. These intermediate projects should address the immediate operational and safety concerns at this intersection. Depending on traffic growth in the area longer-term solutions may still be needed.
