Guidelines for MSDE Credit Courses

A. Definition of Terms

1. MSDE Credit CoursesMSDE maintains a database of all state approved credit courses

that are available to Maryland local school systems. The database may only be accessed

by the local school system MSDE CPD Liaison (FCPS Lead Teacher Specialist for

Professional Development and University Partnerships).

a. MSDE credit for a professional development experience may only be earned once

during the five year certificate renewal cycle.

b. MSDE credits are recognized for advancement on the salary scale.

c. Professional development experiences held during the workday are not eligible for

MSDE credits.

d. MSDE credits may be earned for a professional development opportunity for which

participants receive monetary compensation only if MSDE credits are available for

the experience and are approved by FCPS.

e. Twelve month employees and school system administrators are not eligible to receive

MSDE credits for experiences that take place during the work day and are within the

scope of their job description.

f. MSDE courses offered by FCPS are carefully planned each semester (fall, spring,

summer) to meet the recertification needs of school system staff and to support school

system master plan initiatives. All credit courses must be registered with the MSDE

CPD Liaison.

g. FCPS maintains a cooperative arrangement with local area teachers and teachers

within the Western Maryland Regional Professional Development Network. Non-

FCPS staff may register and enroll in FCPS courses.

h. New courses may be proposed at any time. An MSDE Course Proposal form must be

submitted to the Lead Teacher Specialist for Professional Development and

University Partnerships for consideration. Courses must be designed using the MSDE

Course Approval Request electronic template. Course designers submit an electronic

copy of the MSDE Course Approval Request form to the Lead Teacher Specialist for

Professional Development and University Partnerships. Newly designed courses are

submitted for state approval through the Department of Curriculum and Professional

Development.

i. A newly designed course, once approved by MSDE, is issued an MSDE course

approval number. The approval number consists of a six or seven digit code that

represents the following:

“11” represents the year approved;

“10” represents the originating school system or agency (FCPS is 10);

“23” represents that this is the 23 rd submission from that school system or agency in

the current year

The course number is valid for a five-year period. After December 31 st of the fifth

year, the course must be resubmitted to MSDE for approval.

j. MSDE Courses may be renewed one time without major revisions for an additional

five year period. Courses renewed by MSDE are issued an MSDE course number

that is followed by the letter “R.”

k. All Maryland school systems may use any MSDE approved course that is available

on the MSDE database. FCPS may “borrow” courses from other systems to meet

school system professional development needs. The Lead Teacher Specialist for

Professional Development and University Partnerships will contact the CPD Liaison

of the county that designed the course to request a copy of their course syllabus.

l. MSDE credit courses fall into two general categories:

2. MSDE Courses Two-Year Cycle – The Lead Teacher Specialist for Professional

Development and University Partnerships will plan a two year cycle of MSDE course

offerings based on school system data and master plan. The two year cycle of courses

will be posted on the professional development page of the FCPS school system website.

3. FCPS Professional Development Experience Units

a. You must hold an Advanced Professional Certificate and your MD reading and

special education requirements must be met to be eligible to request Professional

Development units.

b. Professional Development Experience Units can be earned for professional

development experiences that are not eligible for MSDE credit.

c. Professional Development units are not recognized for advancement on the salary

scale.

d. Professional Development Units must support the goals of the individual’s

Professional Development Plan.

e. Professional Development Units must be discussed and approved by immediate

supervisor PRIOR to enrollment or participation.

f. Professional Development Units must have a direct impact/relationship to your

teaching responsibilities/work assignment and be beneficial to FCPS students.

g. Each experience completed for Professional Development units must be a minimum

of 15 hours per unit.

h. Professional Development experiences held during the workday are not eligible for

PD units.

i. Routine school and/or feeder committee work is not eligible for PD units.

j. A maximum of 3 units may be earned in any one option during a renewal period.

k. Professional development experiences must be completed during the validity period

of the current APC.

l. A separate request form must be submitted for each experience.

B. Responsibilities of the Lead Teacher Specialist for Professional Development and

University Partnerships

1. Send an email advertising MSDE course instructor job openings prior to each semester

(email is distributed to all key communicators to share with staff).

2. Collect and organize MSDE course instructor application materials (letter of interest,

resume, and reference form).

3. Contact MSDE course instructor applicants to either hire or decline services for the

designated semester.

4. Send each MSDE instructor the MSDE Credit Course Instructor Form to complete and

return that provides course schedule information.

5. Create an MSDE course offerings chart each semester that displays the course schedule

and pertinent details for each course. The chart is to be given to the department support

employee designated to support MSDE courses by the agreed upon due date (summer

courses – April; fall courses – July; spring courses – October). The chart is to be posted

on the school system website for public viewing at least one week prior to the start of

online registration.

6. Prepare MSDE course instructor contracts for each hired instructor and distribute for

signatures.

7. Conduct MSDE course instructor training for new instructors (adult learning, course

paperwork, etc.).

8. Provide each MSDE instructor with a copy of the Professional Development Guidelines

for MSDE Course Instructors and an electronic copy of the FCPS MSDE course syllabus

template.

9. Serve as a contact for new and experienced instructors.

10. Maintain an organized record of FCPS MSDE approved courses.

11. Maintain an organized record of FCPS MSDE instructor applications, resumes, reference

forms, contracts, and course syllabi.

12. Review FCPS MSDE participant course evaluation summaries.

13. Attend MSDE CPD Liaison meetings twice per year (fall and spring).

C. Selection Process for MSDE Instructors

1. Three times per year the Department of Curriculum and Professional Development

solicits applications for MSDE instructors. All FCPS staff is invited to submit an

application via email.

2. FCPS Staff interested in teaching an MSDE course must submit the following to the Lead

Teacher Specialist for Professional Development and University Partnerships by the date

designated:

a. Letter of Interest

b. Resume

c. FCPS Reference Form (must be completed by immediate

supervisor/administrator)

C. MSDE Instructor Compensation

1. MSDE instructor compensation will be allocated according to the number of hours taught

(hourly rate per the negotiated agreement). Co-teaching will be considered on a case-bycase

basis with instructors splitting the total hours taught per the current hourly rate.

Instructors are not compensated for planning time. Additional compensation includes

receiving MSDE credit for serving as a course instructor. The number of credits given

will equal the number of credits for the course that is taught. Credit will be awarded at

the completion of the course. MSDE credit for serving as a course instructor may only be

earned once during the five year renewal cycle.

MSDE course instructors must submit a copy of their teaching certificate to the Lead

Teacher Specialist for Professional Development and University Partnerships prior to

receiving the MSDE credit for serving as a course instructor. This will serve as the

“course approval” document. Therefore, MSDE Course Instructors do not need to

submit a course approval form to HR for this experience.

2. If an instructor acquires approval by the Lead Teacher Specialist for Professional

Development and University Partnerships to design a new course or make major

revisions to an expiring course, compensation will be paid at the presenter hourly rate per

the negotiated agreement (3-5 hours of preparation time determined by the number of

course credits). As an alternative, the instructor can request a substitute for one-half or

one full work day, also determined by the number of course credits.

3. Teacher Specialists teaching an MSDE course will be compensated at the MSDE hourly

rate per the negotiated agreement.

D. Resources and Materials for MSDE Courses

1. The Department of Curriculum and Professional Development budgets for instructor

supplies, texts for courses, and copying. A ream of paper will be supplied upon request.

Instructors should limit copying costs. Instructors may have access to copy machines

located in the Department of Curriculum and Professional Development. Please make an

appointment for copier use by calling the department secretary.

2. Course instructors should not purchase supplies or texts independently, as no

reimbursement is available.

3. MSDE course instructors may invite one FCPS staff guest speaker to conduct a one hour

presentation during a class session. The guest speaker will be compensated at the hourly

rate per the negotiated agreement for “presenters.”

E. Responsibilities of the MSDE Course Instructor

1. Determine the dates and times of the course and reserve a course location.

2. Submit the course instructor form to the Lead Teacher Specialist for Professional

Development and University Partnerships by the given deadline.

3. Submit the course syllabus to the Lead Teacher Specialist for Professional Development

and University Partnerships prior to the first evening of class.

4. Sign and submit the MSDE Credit Course Instructor Contract (the contract serves as your

commitment to teach the course for that given semester) to the Lead Teacher Specialist

for Professional Development and University Partnerships prior to the first evening of

class.

5. The list of participants (class roster) is carefully prepared for all MSDE courses.

IMPORTANT: If a new participant (someone not on your roster) arrives, the course

instructor is to email the secretary in the Department of Curriculum and Professional

Development with the name(s) of the participant(s) not on the roster. Ask the

participant(s) to call the secretary in the Department of Curriculum and Professional

Development the following morning to confirm the registration. This does not guarantee

a spot in the class.

6. Send a copy of his/her teaching certificate to the Lead Teacher Specialist for Professional

Development and University Partnerships at the completion of the course in order to earn

the MSDE credit for serving as a course instructor.

7. Monitor participant attendance.

8. Evaluate participant performance (“pass/fail”) and award MSDE credit to participants

who have successfully completed all course assignments and have satisfactorily met the

course performance outcomes.

a. Participants in MSDE courses are expected to complete all course work by the last

scheduled class meeting. Only for extenuating circumstances will an “incomplete” be

assigned and only if agreed upon by the course instructor and approved by the Lead

Teacher Specialist for Professional Development and University Partnerships. In

such cases, the instructor must receive work no later than 30 days after the course has

ended if credit is to be awarded.

9. Instruct participants on the completion of MSDE certification form; substitutes, former

FCPS employees, and participants who are not employed by FCPS must record their

home address on the top right hand corner of the MSDE form.

10. Provide course evaluation forms to one participant in the course who volunteers to

distribute and collect the forms during the last class session. The participant volunteer is

to send the completed evaluation forms to the secretary in the Department of Curriculum

and Professional Development.

11. Submit completed MSDE credit forms and summary report form(s) to the secretary in the

Department of Curriculum and Professional Development within ONE WEEK of the

completion of the course.

12. Prepare FCPS timesheets to submit to the secretary in the Department of Curriculum and

Professional Development each pay period throughout the duration of the course (time

sheet must state “MSDE Instructor” in the description section).

13. Visit http://acad.fcps.org/moodle/ to request Moodle “services” if he/she is interested in

using Moodle as an online tool for the course.

F. MSDE Course Attendance

1. Each participant is expected to attend every class. However, participants are allowed one

excused absence with approval of instructor. Any exceptions will be handled on an

individual basis. Make up assignment(s) will be given by the instructor for any missed

class session.

2. If a participant misses two class sessions, he/she must contact the Lead Teacher Specialist

for Professional Development and University Partnerships to obtain approval to continue

with the course. Failure to receive such approval will result in no MSDE credit earned.

If more than two sessions are missed, no MSDE credit will be awarded, and the

participant must drop the course. The course registration fee is non-refundable.

3. In an online course, “attendance” includes timely and appropriate participation in any

course discussions and other online class or group activities. The instructor will provide

participants with expectations regarding posting deadlines and participation requirements.

Failure to meet the expectations for any given activity constitutes a “missed class” for

purposes of the required attendance guidelines as described above.

4. No classes will be held on days when schools are closed or close early for inclement

weather. When make-up classes are necessary, the instructor and participants will

reschedule those days at mutually convenient dates and times.

G. MSDE Course Registration Process

1. Individuals must register for MSDE courses online via the FCPS school system website

https://sites.fcps.org/msde2/. Registrants must pay for courses at the time of registration

via PayPal.

Registration Fees per Course (non-refundable):

$30 for FCPS staff/former FCPS staff

$100 for non-FCPS staff

Late registrations (registrations received after the deadline date) may be accepted for

courses that are not at their course limit. Late registration fees are as follows:

$50 for FCPS staff/former FCPS staff

$120 for non-FCPS staff

2. FCPS certificated staff must have MSDE credit courses approved by submitting a course

approval form to the Department of Human Resources/Certification, prior to the

start date of the class. Course approval is not required to register online. School offices

have a supply of these forms.

3. Participants in MSDE credit courses are expected to complete all course work by the last

scheduled class meeting. Only for extenuating circumstances will an “incomplete” be

assigned and only if agreed upon by the course instructor and approved by the Lead

Teacher Specialist for Professional Development and University Partnerships. In such

cases, the instructor must receive work no later than 30 days after the course has ended if

credit is to be awarded.

4. Persons who do not want credit may take MSDE classes on an “audit” basis. However,

all participants must register and pay the registration fee.

5. If course enrollment falls below 15 participants, there is a possibility that the course may

be cancelled. Instructors of cancelled courses will be notified as soon as possible.

Enrollment of online courses will be reviewed based on course limit.

6. Staff from the Maryland School for the Deaf (MSD) is welcome to participate in MSDE

credit courses. They pay the non-FCPS staff registration fee. The participant and MSD

are to provide an interpreter, if needed.
