FIBA’s new GAME<br />

Introducing <strong>3x3</strong> to National Basketball Federations<br />

<strong>3x3</strong> basketball


Both simple and fun to play,<br />

<strong>3x3</strong> is the most preferred<br />

format of recreational basketball<br />

played on playgrounds around the<br />

world. It is a valuable promotional<br />

activity for basketball and also<br />

increasingly played at competitive<br />

off-season tournaments.<br />

FIBA is looking to strengthen its<br />

growth and increase the number<br />

of basketball players and fans by<br />

structuring and developing <strong>3x3</strong><br />

basketball worldwide. Following<br />

the successful introduction in the<br />

2010 Youth Olympic Games in<br />

Singapore, the ultimate goal is<br />

that <strong>3x3</strong> becomes a self-sustained<br />

new FIBA discipline and enters the<br />

Olympic Games by latest 2020.<br />

FIBA will regulate the rules of the<br />

game, facilitate the promotion of<br />

the discipline and sanction the<br />

organisation of <strong>3x3</strong> tournaments<br />

with the support of Zones and<br />

National Federations.<br />

With a new game, come new opportunities<br />

<strong>3x3</strong> provides some exciting growth opportunities for all National Federations:<br />

1) Expand membership and fan base<br />

In addition to existing licensed<br />

players, <strong>3x3</strong> reaches out to a<br />

community of players and fans that<br />

may not be currently connected to<br />

organised basketball. These can<br />

be registered or licensed by the<br />

National Federations.<br />

2) Leverage grassroots and<br />

promote the game<br />

It offers an ideal format in order<br />

to work with schools and other<br />

grassroots partners to further<br />

promote basketball at a low cost.<br />

National Federations can attract<br />

the youth and new players to the<br />

game by developing grassroots<br />

programmes leveraging<br />

<strong>3x3</strong> basketball.<br />

FIBA HAS A NEW GAME - <strong>3x3</strong> BASKETBALL An INNOVATIVE approach<br />

<strong>3x3</strong> is already played around the<br />

world. It is now time to leverage<br />

all these activities in order to<br />

grow the game of basketball.<br />

In line with modern trends that<br />

promote freedom, individuality and<br />

technology, FIBA is developing an<br />

online digital platform to create<br />

a worldwide <strong>3x3</strong> community<br />

where players can register and<br />

tournament organisers can manage<br />

their competitions. The digital<br />

platform will be rolled out in<br />

steps, tested during 2011 and fully<br />

operational in 2012.<br />

3) Accelerate development<br />

<strong>3x3</strong> provides an alternative route<br />

for emerging basketball countries<br />

and more opportunities for all<br />

countries to have their players<br />

compete at a high level and to<br />

have their teams ranked for<br />

international competitions.<br />

FIBA and National Federations<br />

will see new stars emerging<br />

from <strong>3x3</strong> basketball.<br />

4) Build new assets<br />

More events and competitions<br />

will create new promotional<br />

opportunities. The simplicity of <strong>3x3</strong><br />

tournaments allows for games to<br />

be played outside the traditional<br />

venues: city centres, squares,<br />

shopping malls and<br />

other creative new locations.<br />

The digital platform will consist<br />

of a specifi c <strong>3x3</strong> website with:<br />

• <strong>3x3</strong> Rules of the Game<br />

• Information about upcoming<br />

sanctioned events<br />

• News on the sport<br />

• Handbooks for National<br />

Federations<br />

• Freeware for the organisation<br />

of tournaments<br />

• Guides for other stakeholders<br />

• Features for players<br />

• FIBA Global Ranking<br />

• Features for players<br />

• Etc...<br />

Players registered on the FIBA <strong>3x3</strong><br />

digital platform will be entered<br />

into an individual FIBA Global<br />

Ranking system that will be<br />

updated and monitored online.<br />

The ranking system will allow<br />

for comparison between players,<br />

incentivise participation and glue<br />

the worldwide <strong>3x3</strong> community<br />

together. It will also allow for<br />

National Federation rankings and<br />

rankings by gender and categories.<br />

The urban nature makes it easy<br />

to have solid public sector<br />

partnerships, while the fun &<br />

feel-good factors will attract new<br />

sponsors and partners.<br />

FIBA, Zones and National<br />

Federations: it’s time to play <strong>3x3</strong>!<br />

FIBA’s digital platform will<br />

offer a freeware to facilitate the<br />

organisation as well as to set<br />

standards for the organisation<br />

of tournaments.<br />

FIBA’s vision is to organise <strong>3x3</strong><br />

basketball around tournaments<br />

of different categories and national<br />

tours. Once the digital platform is<br />

fully implemented, FIBA, National<br />

Federations and Zones will work<br />

closely with promoters and cities<br />

to develop numerous tournamentcentric<br />

tours and competitions.<br />

Whether you are an established<br />

or emerging federation, your <strong>3x3</strong><br />

basketball players may make it to<br />

the <strong>3x3</strong> World Championship or<br />

even to the Olympic Games.<br />

The timeline<br />

Following the approval of the<br />

<strong>3x3</strong> Basketball Road Map by<br />

the FIBA Central Board in March<br />

2011, the development over the<br />

coming months is as follows:<br />

March - April 2011:<br />

FIBA Central Board<br />

decision to launch<br />

new <strong>3x3</strong> discipline and<br />

creation of a dedicated<br />

<strong>3x3</strong> team within FIBA.<br />

MAY 2011:<br />

Handbook for National<br />

Federations will be published.<br />

National Federations interested in<br />

running test events should contact<br />

FIBA at least one month prior to<br />

the test event.<br />

Leading into the summer, FIBA will<br />

continue to test and implement <strong>3x3</strong><br />

Basketball. National Federations<br />

are encouraged in the upcoming<br />

months to fully embrace <strong>3x3</strong>,<br />

collaborate with existing promoters<br />

and work on potential National<br />

Tours to be in place<br />

as of 2012.<br />

A <strong>3x3</strong> newsletter will be published<br />

regularly to provide updates on<br />

the latest events and progress<br />

being made.<br />

National Federation’s involvement<br />

Even in this initial phase, National<br />

Federations can and should get<br />

involved with <strong>3x3</strong> basketball:<br />

• Name a <strong>3x3</strong> dedicated person<br />

within your organisation.<br />

• Join the group of National<br />

Federations interested in<br />

test events and sign the<br />

Memorandum of<br />

Understanding with FIBA.<br />

• Organise <strong>3x3</strong> tournaments to test<br />

the rules and use the provided<br />

FIBA freeware.<br />

JUNE 2011:<br />

The <strong>3x3</strong> initial website will be launched.<br />

A tournament freeware will be provided<br />

to National Federations and promoters.<br />

Guidelines for educational institutions will<br />

be published.<br />

2012:<br />

• Convince city halls to organise<br />

<strong>3x3</strong> tournaments in any major<br />

• Identify and liaise with local<br />

promoters and connect them<br />

to the <strong>3x3</strong> FIBA team.<br />

institutions in order to introduce<br />

<strong>3x3</strong> in schools and universities.<br />
