Statement from the Minister Significant Achievements in 2008-09: • I am pleased to report that in 2008-09, the first full fiscal year of our mandate, the Ministry has fulfilled a long list of commitments. The 2008-09 fiscal year was an exciting time for the Ministry of Highways and Infrastructure – the highways, roads and transportation budget was the largest budget in history ($513 million), many new projects were started and fresh direction was received from Saskatchewan’s new government. The Ministry is placing an emphasis on innovation, including new construction technology and techniques by establishing the Saskatchewan Centre of Excellence for Transportation and Infrastructure at the University of Saskatchewan. This Centre will help to re-establish Saskatchewan as a North American leader in the construction, operation and management of transportation systems and infrastructure. Based on these successes, the Ministry will continue to work to improve the provincial transportation system in a manner that focuses on sustaining economic growth, enhancing motorist safety and maintaining organizational excellence. The Ministry enhanced Gateway Corridors to provide for the safe and efficient movement of goods and services to regional, provinicial, nationall and international markets. In an effort to realign the provincial highway system to respond to the current and future development of the province’s economic sectors, the Ministry upgraded 84 km of rural highways under the Rural Highway Strategy. Jim Reiter Minister of Highways and Infrastructure • New lanes of traffic were opened in November 2008 on Highway 1 East recognizing the complete twinning of the Trans Canada Highway across Saskatchewan. Approximately 20 km of traffic was opened to traffic as part of the Highway 11 twinning between Warman and Hague. Work has been done on highways, roads and bridges not only to support economic development, but to ensure Government of Saskatchewan • Ministry of Highways and Infrastructure greater safety for those that are using the transportation system. The Ministry completed 397 km of repavinig proviniclal highways. Expenditures dedicated to highways, roads and transportation infrastructure was equivalent to 70 per cent greater than the fuel tax revenues collected, an increase of 42 per cent over the last year. • The Ministry accelerated expenditures of $140 million from the sale of the NewGrade Upgrader sale proceeds - two years ahead of schedule. Among the many projects to be benefit from the proceeds of the sale for future economic growth was the Global Transportation Hub, infrastructure near Yorkton, and new interchanges at Swift Current and Regina. 2008-09 Annual Report Highlights
