Recommendation 3 (Development <strong>of</strong> <strong>Research</strong> and Technology Organisations in the Landscape)<br />
To fill an apparent gap in the Irish spectrum <strong>of</strong> RDI centres that is populated in the comparator<br />
locations, it is recommended that:<br />
A funding scheme be initiated by State funders to support the evolution <strong>of</strong> some existing Group 2<br />
and current Group 3 centres and/or the introduction <strong>of</strong> new centres, with a view to developing a<br />
small number <strong>of</strong> <strong>Research</strong> and Technology Organisations (RTOs) in the Irish research centre<br />
landscape. This scheme should be aimed at supporting centres to develop the full set <strong>of</strong> RTO<br />
characteristics as listed in the report, in a phased manner over a credible time frame (circa 10<br />
years).<br />
The RTO centres should be developed within the landscape, in synchronisation with and actively<br />
supporting the maturing capability and capacity in particular <strong>of</strong> the Irish-owned company base to<br />
engage in external applied R&D. Credible market potential should be used as the key tool for<br />
guiding the research areas which such RTOs should be focused on.<br />
In addition to output performance metrics, a clear set <strong>of</strong> stage gate milestones must be defined<br />
for the transition <strong>of</strong> activities and centre characteristic to those <strong>of</strong> RTO centres. To qualify as an<br />
RTO, such centres must be set up to operate a business-like culture, and a mature established<br />
centre should demonstrate all <strong>of</strong> the characteristics listed in the report. Funding in this case<br />
should be provided on a multi-annual continuing basis and continuation <strong>of</strong> base-centre-funding<br />
should be dependent on centres achieving both output metrics and stage gate milestones.<br />
Initially these RTO centres should utilise the infrastructural capacity in the Irish HEIs.<br />
Appropriate Governance options for RTOs should be investigated and selected based on the<br />
practice in other locations and on the Irish context.<br />
