42 Goal To ensure Council’s assets and infrastructure are provided and managed in an appropriate, affordable and fair manner which meets the community service delivery needs. ASSETS AND INFRASTRUCTURE OBJECTIVES Ensure the preservation of existing required assets and • maintenance of current assets at standards specified Identify and plan for any new assets required to meet • identified additional service needs
ACHIEVEMENTS √ Implementation of Council’s Footpath Asset Management Plan has taken place with footpath works being undertaken in many areas around the Shire including Carbine St, Coronation St, Wellington St and Wattle Ave in Kerang. Footpaths in Cohuna include Channel Street, Belmont St, George St. and Island Rd. Footpaths in Leitchville include Finlay Ave, King Albert St, and Hawkin St. √ The Drainage Asset Management Plan has been approved by Council and implemented. √ 1,376km of gravel roads were graded (including 231km of flood works by outside contractors), 2,417m of footpath replaced, 77.5 km of roads resheeted and 5.5km shoulders resheeted. √ Projects highlights in 2010/2011 throughout the Shire include: • Gateway to Gannawarra Project $1.2 million – ongoing • Koondrook Town Centre Improvement Project $434,000 • Leitchville Town and Pool Development Project $356,000 • Kerang Murray Valley Highway Truck Parking $230,000 • Kerang Heritage Exhibition Centre $100,000 • Kerang Saleyards Project $65,000 • Kerang Memorial Hall Airconditioning Project $300,000 • Leitchville Pre-school Project $45,000 • Cohuna Hall auditorium lighting $25,000 • Kangaroo Lake Public Amenities $100,000 • Kerang and Koondrook Pools pipework and filtration upgrades $322,000 • Kerang Cenotaph Improvement Works $10,000 (included restorations of the Kerang War Memorial). √ Council’s Waste Strategy has been endorsed and will be implemented over the next five years across the Shire. √ The final review of the Gannawarra Planning Scheme is endorsed. Review finds that the supply of land for fully serviced residential, business and industrial uses is sufficient at present, and no rezonings are needed as part of the Review. The town Structure Plans in the Planning Scheme set out preferred directions for growth. √ Preliminary roads are identified to be suitable for unsealed road trial test sites: • Benjeroop-Tresco Road • Tragowel Road √ Council took delivery of a new Articulated Grader. √ Insurance Audit Results show improvement in audit scores for all three audits: MAV Fidelity Risk Management Survey – February 2009, JMAPP (Property) – February 2009 and CMP Public Liability and Professional Indemnity – 27 January 2010. PERFORMANCE REPORT consolidating our future √ Council designates Neighbourhood Safer Places and communicates the information to the community. √ Council adopts the 10-year Capital Works Plan for forward planning and 2011/12 budgeting purposes. √ Council supports the Integrated Fire Management Planning framework and agrees to contribute as a partner to the development and implementation of a Municipal Fire Management Plan. √ Council supports the Mildura Rail Feasibility Study in the areas that will generate further opportunities for increased levels of access to appropriate public transport for Gannawarra Shire residents and visitors. √ Council endorses the draft Master Plan of the Kerang Aerodrome. √ Council adopts the Bridge Asset Management Plan which is one of a suite of Asset Management Plans that are being developed as part of Council’s commitment to the Municipal Association of Victoria’s “STEP” asset management initiative.
