SITE OF THE OLD VILLAGE HALL The Wauconda Village Hall was built in 1907 by the Brumm brothers on the site of

Justus Bangs’s log cabin. Justus Bangs came to Wauconda in 1836. The Police and Fire Departments were on the main

floor. Court was held upstairs, as well as being a high school. The Wauconda public library occupied one room on the main

floor from 1950 until 1964. In 1948, the Fire Department moved to a new building on the northwest corner of Route 176 just

west of Main Street. In 1977, the new Village Hall was built on the northwest corner of Main and Bangs Streets. At this time

the Police Department occupied the entire main floor until August 1991 when they moved to a new station. Today, the old

Village Hall is a Senior Center, Wauconda Food Pantry, Family Services and the Chamber of Commerce.

The Wauconda Chamber of Commerce has prepared this guide as a useful

reference resource to use throughout the year and to highlight the many

amenities Wauconda has to offer. A vibrant downtown area with specialty shops,

restaurants, service providers, marinas, excellent recreational opportunities

including Bangs Lake, a 310-acre lake offering fishing and water sports, expanding

professional, commercial and retail centers, plus a thriving light industrial base,

all make Wauconda the perfect place to live, work, play and prosper!

The Wauconda Chamber is a not-for-profit organization dedicated to promoting

the growth and retention of existing businesses and is the liaison between

business, community and local government. Economic growth is one of our

primary goals. We strive to assist and retain existing businesses while

encouraging new ones to join our expanding marketplace. New services and retail

diversity benefit everyone by creating a commercial community where residents

can depend on their hometown businesses to supply the goods and services they

require. The Chamber also presents popular family-oriented events and activities

that help to generate funds that are used for scholarships, donations and the

maintenance of the Chamber offices and membership benefits.

As of May 2009, there are 300 members representing all aspects of the business

community. An eleven member Board of Directors governs the Chamber of

Commerce with the daily operations performed by a full time Executive Director,

who also serves as the Economic Development Coordinator for the Village of

Wauconda. The Chamber receives many inquires each day requesting information,

referrals and membership status for our local businesses. A Chamber member is

dependable, stable and more likely to maintain ethical business practices. The

Chamber refers business and promotes member products or services through our

website, newsletter, advertising opportunities and event sponsorship. This

Chamber Directory or the Chamber website should be the first place residents

and businesses look for referrals and assistance.

GREETINGS FROM THE MAYOR

The Wauconda Village Board consisting of Clerk Ginger Irwin,

Trustees: Pat Murphy, Lincoln F. Knight, Jean Mayo, Ed Lockmayer,

John F. Barbini, Pam Wahl and myself, Mayor Mark F. Knigge, invite

you to discover the wonders of Wauconda past, present, and future.

The Village of Wauconda was established by a vote (49 yes, 24 no) at

the Pratt Hotel approximately 7:00 p.m. Saturday, August 18, 1877.* As we approach

our 126th birthday, we can celebrate our rich and diverse heritage. Past visits to the

beaches, water slides and apple picking bring back memories to generations

of people who have visited our village over the years…what tremendous name

recognition! Looking at the past with an eye toward the future we have much to be

proud of and much to look forward to!

Presently, Wauconda is a community abundant with distinct opportunities, from

our pristine recreational lake, to our historic downtown, to the vast forest

preserves and trail systems. Wauconda Fest, triathlons, fishing derbies and the

Farmers Market are not only activities for our residents, but bring thousands of

visitors to our town…many for the first time. Coupled with an excellent district

school system, award-winning library, outstanding park district, quality police and

fire protection and first-rate village staff, Wauconda offers the amenities that

provide a foundation to raise a family, build a business and live a quality life for all

of our residents!

As we look to the future, planning is the means to a unified and cohesive effort that

will efficiently and effectively move our village forward. Your village board is

enthusiastically looking forward to working with our highly professional staff and

village residents to develop a strategic plan that will guide the operation and

development of our village. This plan will include the establishment of an

economic development department and director, fiscal planning and forecasting,

and an overall vision for the advancement of our community. As always,

VILLAGE OF WAUCONDA

The Village of Wauconda is a community of 12,614 residents with a diversified

industrial and commercial base. Local government consists of a Mayor, Clerk and

six-member Board of Trustees who are elected to four-year overlapping terms of

office. Village Board meetings are held on the first and third Tuesday of the month.

Committee of the Whole meetings are held the second, fourth and sometimes fifth

Tuesday of the month. All meetings begin at 7:00 p.m. and the agendas as well as

the approved minutes can be accessed on the Village website at

VILLAGE ADMINISTRATION

The Village Administrator oversees all Village departments and serves as a liaison

between the Village residents and the Board. The

Administrator supervises the daily operations of the

Village with the assistance of a highly qualified full-time

professional staff, including the Assistant Village

Administrator and the Directors of the following Departments: Public Works,

Finance, Human Resources/Risk Management, Environmental Quality, Building,

Zoning and Economic Development and Police. The Administrator also works with

the Wauconda Fire Protection District to provide contracted fire/ambulance

services for the residents of the Village.

Village Hall is located at 101 N. Main Street in Wauconda. Hours of operation are

8:00 a.m. to 4:30 p.m. Monday through Friday. Water bills are payable at the Village

Hall either in person, by mail or left in one of the drop boxes by the front or back

door. The Village of Wauconda does not require Village dog tags or Village vehicle

stickers. However, garage sale permits are required and may be obtained free-ofcharge

at the Building and Zoning Dept., 109 W. Bangs St. (next to the Village Hall).

GARBAGE SERVICE

Weekly garbage service for single family homes is provided by the Village’s

contracted waste hauler, Waste Management. Refuse and recyclables are

collected every Thursday. Plastic refuse bags and durable metal or plastic cans

with handles are acceptable containers for refuse. Recycling carts are supplied

by Waste Management upon activation of new service.

Waste Management also offers a yard waste program with two options. Residents

may either sign up with Waste Management for a one-time fee for unlimited yard

waste disposal from April through November, or stickers may be purchased at the

Village Hall, 101 N. Main St., or Ace Hardware, 425 W. Liberty St., for $1.80 each for

a “per bag” yard waste disposal option. For more information, call Waste

Management at 1-800-796-9696 or Village Hall at 1-847-526-9600.

Residents in multi-family communities should contact their landlords or

homeowners associations for refuse collection information.

FREQUENTLY REFERENCED ORDINANCES

• A permanent Water Conservation Program is in place from June 1st through

September 15th. Street addresses ending with even numbers are allowed to

use outside water at any time on even numbered calendar days and street

addresses ending in odd numbers will be allowed to use outdoor water at any

time on odd numbered calendar days.

• No parking is allowed on Village streets between 2:00 a.m. and 6:00 a.m.

• No parking is allowed on Village streets when there is an accumulation of 2

inches or more of snow and ice.

• Grass and weeds cannot exceed 8 inches in height.

• No open burning is allowed inside Village limits.

• Permits are required for garage sales and are available free-of-charge at the

Building and Zoning Dept.

It takes a lot to keep the Village of Wauconda running; the lighting, paving and

plowing of streets, the maintenance of drainage ditches and sewers, the upkeep

of parkway trees and the installation of signs to help guide residents and visitors.

The Public Works Department builds, maintains and manages the services

required to keep the village running everyday.

The Public Works Department, located at 302 Slocum Lake Rd., is responsible for

water and water reclamation services, water billing and streets. Working hours are

Monday through Friday, 7:00 a.m. to 3:30 p.m. Public Works can be contacted

directly at 526-9610. For after-hours emergencies, call the non-emergency Police

Department number at 526-2421.


The Public Works Department is comprised of three divisions. Although they work

together as a team on many large scale projects and tasks, each has distinct,

separate duties and responsibilities. The three divisions are Streets, Water and

Water Reclamation. Each has a foreman who oversees staff assignments and

manages daily tasks.

STREET DEPARTMENT

The Street Department is responsible for maintaining roadways, including snow

plowing and street sweeping as well as street lights, street signs and parkway

trees. Street Department employees take great pride in maintaining over 140 lane

miles of public streets and parkways within the village. To assist our Public Works

Department with their snow plowing effort, please remember there is no parking

allowed on any village street or alleyway when there is an accumulation of 2 or

more inches of snow and/or ice. This restriction remains in effect until the storm

has passed and the streets have been cleared.

The Public Works Department has a Village Arborist on staff that oversees various

programs associated with urban forestry. The Village of Wauconda is proud of its

continued Tree City, USA designation and in fact, maintains over 3,000 parkway

trees located throughout the town. The Village Arborist is also available to assist

residents with any questions or concerns they have regarding trees located on

their property. For more information, please call Public Works at 526-9610 and ask

to speak to the arborist.

WATER & WATER RECLAMATION DEPARTMENTS

The Water Department focuses its efforts on maintaining our public drinking

water and its distribution system. Each day, the Public Works Department treats

and distributes over one million gallons of drinking water from our seven wells.

The water is processed in one of five water treatment plants and can be stored in

any of the four elevated water towers located throughout town. The village’s

drinking water meets or exceeds all Safe Drinking Water Act Standards. Our crews

install and read meters, maintain fire hydrants and are always ready in case a

water line requires repair. Water Department personnel can also investigate water

quality issues and high water usage for residents.

The Water Reclamation Department focuses on receiving and treating waste water

from village residents and businesses and treating it to meet all Environmental

Protection Agency (EPA) requirements. In 2008, work was completed on the

recently expanded state-of-the-art water reclamation system. This system can

treat an average of 1.9 million gallons of water per day with a maximum of

6 million gallons per day during peak flows. Wastewater, or sewage, is a

community’s used water and water-carried solids that flow to a treatment plant.

It is made up of 99.9% water; for every 1,000 gallons of water, only one gallon

is solid waste. Wastewater is treated with physical, biological and chemical

processes so that it will not harm the environment and allows downstream users

the use of clean, unpolluted water. One new technology being utilized is the use

of ultraviolet light instead of chemicals to disinfect the water that enters the

receiving stream.

WATER AND SEWER BILLING

The village’s water and sewer billing is based on quarterly usage. Payment is due

at the Village Hall within 20 days from the billing date. The village’s water and

sewer systems are considered enterprise funds and are run like a separate

business by the village. Since tax dollars cannot be used to support these

functions, these operations are funded strictly by the fees collected through

billing. The Water and Sewer Departments are focused on maintaining safe and

reliable systems for our residents. For answers to questions regarding water/

ELECTRONICS RECYCLING

The Village is proud to offer the residents of our community

an opportunity to help the environment through its

residential electronics recycling program. The program

offers both weekday and weekend drop off times, allowing

more opportunities for resident participation. Through this program, unwanted

residential electronics are collected, broken down to their basic components and

recycled to keep them out of landfills. A complete list of accepted items and

The Building & Zoning Department has the responsibility to administer and

enforce the various building codes adopted by the Village of Wauconda.

While most residents and business property owners in the Village of Wauconda

are aware of the need for a building permit for any and all new construction,

there are a few that may not necessarily realize that a building permit is also

necessary for other projects such as the installation of a fence, patio, deck,

fireplace, swimming pool, sign or the removal of a tree to name a few. Please

Before starting that next remodeling or construction project, stop by the office to

discuss the specifications and/or requirements that would be applicable to the

project. The knowledgeable staff will assist you to assure that your project

proceeds in a timely manner and at the same time, complies with all village

building codes and ordinances.

While there are a myriad of ordinances falling under the responsibility of the

Building & Zoning Department, the following may be of specific interest to you:

INTERNATIONAL PROPERTY MAINTENANCE CODE

302.4 Weeds. All premises and exterior property shall be maintained free

from weeds or plant growth in excess of 8 inches. All noxious weeds shall be

prohibited. Weeds shall be defined as all grasses, annual plants and vegetation,

other than trees or shrubs provided; however, this term shall not include

cultivated flowers and gardens.

INTERNATIONAL BUILDING CODE 150.04

Section 107.1.2(2) Temporary Storage Units. The loading or unloading of

temporary storage units on property within the Village is acceptable so long as

said activity does not exceed 30 days in duration.

CODE OF ORDINANCES

50.02 Deposit in Streets. No garbage or garbage containers or refuse of any

kind shall be deposited in any street or alley or public way, excepting on the day

of pickup or the immediate night before; and empty garage containers shall be

removed off the street, alley or public way the same day they are emptied; and no

such refuse shall be so placed that it can be blown about or scattered by the wind.

50.25 (B) Storage In Front Yards Prohibited. Trash containers may not be

stored in front yards.

50.25 (C) Storage in Side Yards. Trash containers that are stored in side yards

mush be kept 10 feet off the lot line on the side yard.

50.25 (D). If no side yard exceeds 10 feet in width, the trash must be stored in

the rear yard, detached garage, fully enclosed utility shed or inside the principal

structure.

150.25 Housing Inspections. Residential properties can be, or are subject to

deterioration, abuse, improvement without permit, over-crowding or other

conditions of construction or use which can, or do adversely affect the safety

of the occupants of such structures, the quality of living conditions within

such structures, and the values of such structures as well as the values of

the properties and structures within the neighborhoods and vicinity of such

structures.

With the above in mind, a uniform and systematic procedure for the inspection

and certification of housing units throughout the village was established in order

to protect the health and welfare of the occupants of such residential units, as

well as preserve and protect the values of properties and improvements within

the neighborhoods and vicinities of such residential properties.

In more general terms, an initial inspection for all rental residential properties in

the village and an inspection prior to the sale of any residential property are

required. Inspections will be conducted in accordance with the International

Property Maintenance Code, 2003- Edition.

CHAPTER 100: Storage of Recreational Vehicles on Residential Property.

A new village ordinance approved in February, 2008, establishes regulations for

the storage of recreational vehicles upon residential properties throughout the

village. The ordinance was established in order to protect the health and welfare

of the citizens of the village and those who visit the village as well as preserve

and protect the values of properties and improvements within the neighborhoods

and vicinities of residential properties upon which recreational vehicles are

stored. A “Recreational Vehicle” is a general term for a vehicular unit which

applies to every vehicle or boat designed for temporary living quarters or

recreation. Recreational vehicles may be stored on residential properties if such

storage is in compliance with each of the following regulations:

1. There shall not be stored more than two recreational vehicles on a residential

property.

2. The length of any single recreational vehicle shall not be greater than 30 feet.

The length of a boat on a trailer shall be measured from the transom to the

bow and not include the trailer tongue assembly nor the out drive or motor.

3. The combined length of the two recreational vehicles stored simultaneously

shall equal no more than a total of 45 feet.

4. No recreational vehicle shall be stored less than 5 feet from a public paved

roadway surface if there is no sidewalk and or curb contiguous to the

property. No recreational vehicle shall be stored less than 5 feet from a

public sidewalk.

5. The recreational vehicle must be in operational condition and must be state

licensed.

6. The recreational vehicle must be on its own attached wheels (if designated or

a wheeled vehicle).

7. No stored recreational vehicle shall exceed 6 tons in weight.

8. All recreational vehicles shall be located on an improved surface constructed

of concrete, asphalt, paver brick or gravel. No recreational vehicle shall be

stored on the grass.

These ordinances are enforced similar to all other village ordinances. Failure to

comply could result in fines up to $750.00 per day on a per violation basis. As

usual, any questions should be brought to the attention of a staff member of the

The Department of Economic Development is located in the

Building and Zoning offices at 109 W. Bangs Street. This

department provides assistance to new and existing businesses

and takes a proactive role in attracting and promoting economic growth.

To improve the retention and expansion efforts we have initiated a visitation

program to gain an insight into the specific needs and issues of our existing

businesses. This program has been informative and productive. Several common

issues have been identified and addressed with a positive outcome.

In looking to the future of our community, a new Comprehensive Plan was

prepared and approved by the Village Board in 2008. The plan is a nonregulatory

document which guides the future long-range development actions

of the Village. Our current boundaries plus a one mile radius are reviewed and

suggested land use is discussed. The need for added roads, maintenance of open

space and wetlands, and a balance between residential, commercial and

industrial use are all evaluated. The entire document can be viewed and

downloaded on the Village website www.wauconda-il.gov. A disk or printed copy

may be purchased at the Building and Zoning office or at the Village Hall.

While quality of life is not a factor in enticing new business to a community, it

certainly is a key factor in home buying decisions. The special census conducted

in 2006 calculated our population at 12,614 and supports the concept that

Wauconda is a desired place to live. Commercial growth follows residential growth


and a successful business environment is crucial in attracting new ventures.

Everyone can play a role in this endeavor by shopping Wauconda, hiring local

service providers, and spreading a positive image of our community.

The Environmental Quality Department is responsible for administering programs

in the areas of industrial pretreatment, grease abatement, hazardous emissions,

and mosquito control. It works with the Public Works Department in the operation

of the weed harvester. The Environmental Quality Department acts as a resource

for residents with questions or concerns about a wide variety of environmental

issues. It also represents the Village in various environmental initiatives and

conducts public outreach/education at local events.

The industrial pretreatment and grease abatement programs serve to protect the

wastewater collection system and water reclamation facility by monitoring the

types of wastes discharged to the public sewer. Excess amounts of chemicals,

cooking grease and/or other pollutants can interfere with proper operation of

these systems, damage equipment and/or harm personnel.

The hazardous emissions program serves to protect the lake, wetlands and other

natural areas from the unlawful discharge of pollutants that have the potential to

harm the environment. The mosquito control program serves to protect public

health by reducing the numbers of disease-carrying mosquitoes.

Residential Disposal of Used Cooking Grease

All residents are encouraged to dispose of cooking grease and oil by pouring into

an empty metal can. Once the grease hardens, the can may be placed in the

regular garbage. Residents can also stop by the Environmental Quality

Department to pick up a special “fat trapper” designed for domestic grease

disposal. Grease should not be poured down the drain or into toilets.

Clean Air Counts and Greenest Region Compact

The Village is proud to be a bronze level member of the Clean Air Counts initiative

and a supporter of the Greenest Region Compact, both sponsored by the

Metropolitan Mayors Caucus, City of Chicago, IEPA and USEPA. The Clean Air

Counts program seeks significant reductions in smog-forming pollutants and

energy consumption. The Greenest Region Compact seeks to improve the region’s

air, water and land, reduce greenhouse gases, minimize waste and reduce energy

consumption through a series of environmental actions.

FREE CFLs

As part of the Village’s participation in Clean Air Counts and Greenest Region

Compact, FREE CFLs are now available to Village residents while supplies last.

Bulbs can be picked up at Village Hall and at the Public Works facility located on

Slocum Lake Rd. Used CFLs can be dropped off for recycling at these two

locations, as well. ENERGY STAR-qualified CFLs use up to 75 percent less energy

than incandescent light bulbs and can last up to 10 times longer.

Household Chemical Waste/Unwanted Medications

and Personal Care Products

Household chemical waste (HCW) is a term used to describe the fairly common

chemical products accumulated in a household from a variety of cleaning,

painting, pest control, and yard work activities. Examples of HCW include paint,

batteries, CFLs, household cleaners, garden/lawn chemicals, pesticides and used

motor oil. Disposing of these items can be a challenge, as personal and

environmental damage can occur if they are disposed of in the trash, poured

down the drain or dumped on the ground.

Unwanted medications and personal care products disposal is a rapidly emerging

concern. These products are being produced and used in increasing volumes

every year. They include prescription and non-prescription drugs, cleansing

agents, cosmetics, nutritional supplements and skin care products. It is believed

that even in small quantities, pharmaceuticals and personal care products can be

harmful to the environment and wildlife. Sewage treatment plants and septic

systems are not designed to treat all the substances found in medications and

personal care products. When flushed down the toilet or sink, some of these

chemicals can impact the environment by passing through and entering rivers,

lakes and groundwater.

SWALCO (Solid Waste Agency of Lake County) has implemented a regional

approach to solid waste management. Residents have two ways to dispose off

their household chemical waste and unwanted medications/personal care

products: 1) SWALCO's Mobile Events, held at locations throughout Lake County

(no appointment needed) from April through November and 2) Year-round

collection events (by appointment only) held at SWALCO's permanent facility

located at 1311 N. Estes St., in Gurnee. Residents can schedule their appointments

online at the SWALCO website or by calling 336-9340.

Your police department is comprised of a superintendent of police, two deputy

chiefs, one commander, five patrol sergeants and 14 patrol officers. A sergeant of

investigations oversees three police detectives, one of which is assigned as

School Resource Officer at the Wauconda High School. Besides traditional police

cars, our fleet also includes an SUV with 4-wheel drive, several unmarked police

cars and an all-terrain vehicle (ATV) which bears police markings and is equipped

with emergency lighting. The ATV allows us to reach remote areas of the Village

not accessible by normal patrol vehicles, as well to access the frozen waters of

Bangs Lake during the winter months.

The dispatch center is staffed with 10 full-time telecommunicators who are ready

to answer both emergency (911) and non-emergency telephone calls and to

dispatch police and fire units where needed. Our dispatch personnel are trained

to provide Emergency Medical Dispatch (EMD) instructions to callers in order to

provide instructions for helping a patient until professional help arrives. Our

dispatch center is also responsible for monitoring fire and burglar alarms, as well

as activating the emergency outdoor warning sirens. Residents hearing activated

sirens are asked not to call the dispatch center (which is likely to be quite busy

during a severe weather event), but instead to closely monitor the weather and

be prepared to immediately take shelter from severe weather.

Our support staff includes an administrative secretary and a records clerk. Copies

of police reports can be obtained by contacting the Records Department and are

available for a nominal fee. We also have a part-time community service officer

who assists the patrol division with activities such as school crossings, vehicle

lockouts, parking enforcement and traffic control.

During the summer boating season, the police department operates the Police

Marine Unit. The duties of these sworn department personnel encompass a

variety of activities related to recreational activities on Bangs Lake. Some of

these activities include performing boat safety inspections, monitoring of boating

and skiing activities, assisting boaters in distress, enforcing fishing laws and

ordinances and helping to promote safety on the water. We have two police boats

- one used daily for marine patrol duties and the other generally used for special

events or in an emergency. Village ordinance requires all watercraft to pass a

safety inspection and display a valid safety inspection sticker prior to operating

on the waters of Bangs Lake. Inspections are conducted by on-duty marine unit

officers during the regular boating season. Additional boating regulations can be

found on the police department website under “Marine Patrol.”

Cooperation with residents and businesses is vital to helping keep our

community safe. If you see suspicious persons or suspicious activities, please

report them immediately to the police department. Information about crimes that

have already taken place should be reported to the police as well and may

also be reported to Lake County Crime Stoppers at their website at

www.lakecountycrimestoppers.com. Rewards up to $1,000 are possible for crime

tips which result in an arrest.

Remember to watch over the safety of your neighbors and their property like you

would want them to watch over yours and together we can all take an active role

Community service best describes the outstanding operations provided by

the Wauconda Fire District (WFD). Highly trained, motivated and dedicated

professionals describe the people who work here.

Emergency Response is the primary mission of the WFD. Full time and part time

personnel staff stations located in the Village of Wauconda, the Village of Island

Lake and the Village of Volo, IL. In 2008, WFD responded to over 3600 emergency

medical, rescue and fire related calls in the 45 square mile district.

The WFD is especially proud of the non-emergency operations that it also

provides. At the forefront of these programs is the teacher-led and fire fighter

supported in-school fire and life safety training. This partnership allows the WFD

to educate children, starting in pre-school and continuing through high school, so

that they learn to practice safe behaviors. Many other programs are offered to

the community; people are invited to explore these options and participate as

they are able.

The WFD provides emergency management coordination and planning; one of the

related programs is CERT – Community Emergency Response Team. This program

offers training at various levels, preparing citizens to take action in times of

emergency. The program also offers non-emergency interaction during

community events. It is a great way for citizens to get involved. Check with your

local community for their CERT information.

When they are not handling emergency calls the WFD personnel are kept busy

with other non-emergency activities such as training, maintenance of stations

and equipment, prevention and community service activities. The WFD Fire

Prevention Bureau oversees all public education activities and inspects all

businesses, performs building plan review, fire investigations and is instrumental

in helping create and enforce local ordinances that concern fire and life

safety issues. Since its inception over 100 years ago, fire department members

have met the increasing challenges that have been tasked to our agency.

What has not changed in those many years is the commitment and dedication

of the members toward protecting the lives and property of the residents and

businesses.

By law, Wauconda Township is charged with three basic functions:

Clerk: The Township Clerk is clerk of the Township Board of Trustees, is keeper of

all records of the Township, except those for active general assistance cases.

The Clerk is the local election authority and is responsible for accepting petitions

concerning local elections and/or referendums. The Clerk is also responsible

for publishing or posting certain specific notices including notices for the

Highway Commissioner.

Senior Services: The Township Senior Services offers a potpourri of services and

programs to address the social, recreational and transportation needs of its

senior citizens. The transportation program, Telecare, Outreach, Friendly Calls and

many others are all part of the service network that is maintained to assist

seniors. Our transportation program is of great value to our seniors who need

help getting to doctor appointments, shopping and day outings. The senior buses

have been made available due to an Intergovernmental Agreement between the

Village of Island Lake, Village of Wauconda and Wauconda Township. Don’t forget

to make your appointment for this service 48 hours in advance! Visit our website

for the Senior Services calendar of upcoming day outings.

Senior Advocate Program: Many seniors rely on family or

friends for help, but some seniors do not have that support system

and this program is trying to fill that gap. As seniors age, they

may become confused and just need someone to take the time to

explain things to them. The Senior Advocates role is to offer help

to seniors in many different situations such as making them aware

of available programs or help in understanding forms they need to file. Such as

the Circuit Breaker Program and Medicare. Some Seniors may qualify for these

programs based on income and resources. Our Township Advocate also finds help

for seniors if they need assistance with yard maintenance, snow shoveling and

having the gutters cleaned. Some Seniors may not be able to cook for themselves

so we can assist with Meals On Wheels. If you are a senior or if you know of a

senior that needs help call the Township Senior Advocate at 526-2631.

General Assistance: The General Assistance Program is one of the Township

services that is mandated by law. Our coordinator helps many people who qualify

in our Township that needs assistance in times of hardship. Some of these

services are General Assistance which consists of shelter, medical and food. We


also have Emergency Assistance, which provides financial aid to alleviate a life

threatening circumstance or to assist in attaining self-sufficiency. The LIHEAP

Program assists with utilities and the Salvation Army gives assistance for

township residents only. Applications for Metra Train are also available if you

qualify. The Township is also a referring agency where if we cannot help we can

recommend a venue that can. If you need assistance please call our General

Holiday Basket Program: Provides food and gifts to residents that are

having a rough time during the Thanksgiving and Christmas Holidays. This

program is funded with private donations from businesses and residents. If you

would like to donate a basket or if you are a resident that is in need of a basket

Cemetery: The Township owns and maintains

5 historical cemeteries in Wauconda Township.

They are the historical section of the Wauconda

Cemetery, Good Hope Cemetery located near

Rt. 120 and Wilson Road, Slocum Cemetery located

near the South-West corner of Rt. 176 and Darrell

Road, Fisher Cemetery on Fisher Road and the

Volo Cemetery located on Fox Lake Road. The Township Board of Trustees

appointed three Cemetery Trustees, which are Leslie Ann Rohrer, Ann Peterson

and Lyle Matthews. The general public is encouraged to visit these historic

cemeteries which tell, in part, the history of Wauconda Township.

Mosquito Control: The Township contracts with Clarke Mosquito to participate in

a very advanced mosquito control program. The three services Clarke Mosquito is

contracted for, but not limited to are 1) General Services such as aerial survey and

geographic mapping, a citizen hotline and monthly program updates

2) Surveillance & Monitoring includes Arbovirus Surveillance, mosquitoes will be

collected according to species & tested and weather monitoring 3) Larval Control

which includes larval site monitoring, prescription larval control and helicopter

application. As a resident to help with mosquito control is to eliminate any

standing water that may be on your property. If you have any questions or

ASSESSOR’S DIVISION

Wauconda Township is 24 square miles in size and currently consists of 11,752

parcels. The types of parcels are residential, commercial/industrial and farm

parcels. Located in these 24 square miles are the Village of Lake Barrington,

Village of Port Barrington, Village of Lakemoor, Village of Volo, Village of Island

Lake and the Village of Wauconda.

The Township Assessor is responsible for discovering, listing and determining

the fair cash value of most properties within the assessment jurisdiction and

assessing said at 1/3 of its full market value. The purpose of the assessed

valuation is to apportion the tax burden, as created by the taxing bodies (schools,

counties, municipalities and townships) over all real estate according to its fair

cash value. This is one component used by the county to calculate the property

tax bill. The Assessor’s office does not determine the tax rate or the final tax bill.

Making sure that all assessments are fair and uniform is a priority of our office.

Keeping abreast of assessing protocols, real estate transactions, building permits

and onsite inspections provides that every parcel in Wauconda Township receives

an assessment that is correct and current. Recorded data is one component used

to develop the assessed value for your property and we strive for accuracy.

Property owners can review the data on record by contacting the Assessor’s office

and reviewing the information on their property record card or by visiting the

Lake County web site http://www.co.lake.il.us/assessor.

Residential property owners who occupy their property are entitled to the

Homestead Limited Exemption. Residential property owners age 65 or older are

entitled to the Senior Homestead Exemption and may also qualify for the Senior

Assessment Freeze and/or Senior Tax Deferral Program. Property owners

who improve their properties by remodeling or adding amenities such as decks

or patios may qualify for a Home Improvement Exemption through the

permit process.

The staff of the Assessor’s office has many years of experience and remains

committed to providing you with fair and uniform assessments. Assessment

education is vital to achieving the most accurate assessments possible. We all

continue to receive training through the Illinois Department of Revenue and the

Illinois Property Assessments Institute.

HIGHWAY DIVISION

The Township’s Highway Division is responsible for the maintenance of 26 miles

of Township roads along with its right of ways. During the winter months

snowplowing, salting and keeping the roads safe is this department’s main

function. During these months the highway staff will also be maintaining and

repairing road equipment to be ready for busy summer months of road, shoulder

and right of way work. During the summer months you will see the road crew out

in full swing clearing township right of ways, repairing culverts to keep water

draining properly, filling pot holes and maintaining township road street lights

and roadway signs. As a resident, if you notice street lights out or not working

properly please call the Highway Department. During the budget process time the

Highway Commissioner and the Highway Superintendent determine which roads

and/or subdivisions will be repaved for work to be done during our summer

months. The Township road crew is also on call 24 hours a day during storm

season to clear any brush or trees off the roads during and after a storm. If you

have any concerns regarding Township roads please call the Highway Department

at 526-8085.

Electronic Recycling: Wauconda Township, along with the Village of Wauconda and

Village of Island Lake, hosts the very successful Electronic Recycling Program.

You may drop off your old, used or broken electronics on the first Saturday of

each month from 9:00 a.m. to Noon at the Township Highway Garage.

Our Township’s population is growing and the need for services is becoming more

WAUCONDA TOWNSHIP HISTORICAL SOCIETY

The Wauconda Township Historical Society, formed in 1973, has been preserving

our heritage for the last 34 years. Over the years we have gathered a large

collection of memorabilia such as, pictures, post cards, furniture, advertising and

information about the area’s early settlers and businesses. We also keep books

related to the area’s history and have a collection of genealogical material.

The Andrew C. Cook House, a two story Greek Revival-style house located at

711 N. Main Street, was opened by the historical society as a museum in 1977. It is

the oldest non-log cabin dwelling in the town, built of bricks that were hand-made

by Andrew Cook out of clay taken from the family’s property on the lakefront.

(This property is now the home of the Wauconda Park District). The Cook House

has a State of Illinois historic marker. It is open to the public on alternate

Sundays during the summer months, or by appointment (contact Dale Buttolph at

526-5437).

Wauconda has numerous historic buildings other than the Cook House, both

places of business and private residences and one of the society’s recent

initiatives has been an attempt to draw attention to some of these buildings.

Signs that have been posted in some windows along Main Street, detailing the

building’s history and (where possible) displaying photos of how the building once

appeared. In the coming year, we also hope to begin a program whereby

interested owners can apply for a plaque marking their building as one of

historical significance to the town.

The Wauconda Township Historical Society meets every other month from April to

October. Now and again, we also offer programs related to various aspects of the

area’s history. If you have an interest in learning more about our area and its

history or would like to volunteer with the Society, please contact Lynn McAlister

Six schools serve our student population of approximately 4,300 students.

We have a highly qualified professional teaching staff of approximately 300

individuals, a dedicated support staff of approximately 150 secretaries,

custodians, bus drivers, classroom aides and maintenance workers and a

supportive administrative staff of 20 all to serve our students, parents and

community. Our schools are supported by three separate volunteer organizations,

with each dedicating countless hours and providing thousands of dollars to

student programs. These parent-led groups are: 1) District 118 PTO (grades K-8),

2) Wauconda Band Boosters (grades 6-12) and 3) Wauconda High School Boosters

(grades 9-12).

Each school is equipped with Internet accessibility, which is used in both

classroom instruction and school-based computer labs. Wauconda High School

has a total of five computer labs. The adopted curriculum is reviewed and

updated according to a specified cycle in conjunction with the Illinois Text Book

Loan program. In addition, ALL school district curriculum is aligned with the

Illinois Learning Standards.

Programs for identified students are also available in the areas of special

education, bilingual education and gifted education. District 118 uses the services

of (SEDOL) Special Education District of Lake County to meet the requirements of

certain special needs students. A variety of special education programs are also

provided in-district and at all grade levels. In addition, an early childhood

education program is offered for identified students ages 3-5 in order to help

prepare them for Kindergarten.

Wauconda High School boasts a current graduation rate of 96%. Wauconda High

school offers 121 courses in eight educational departments, which include

seventeen Honors-level classes as well as six advanced placement programs

(Biology, AB Calculus, BC Calculus, Chemistry, English Literature and United States

History). Fine arts offerings include band, choir, music theory, theatre arts,

creative writing, world languages, drawing, painting, 3D media and graphic arts.

Wauconda High School juniors and seniors can elect to attend vocational classes

at the Lake County High School Technology Campus adjacent to the College of

Lake County in nearby Grayslake. This Technology Campus offers 23 careeroriented

courses in the fields of health services, communications, industrial

technology, computer programming and food services.

A variety of after-school clubs and sports are offered at both the middle school

and high school levels, including 35 separate clubs and 19 different Illinois High

school Association interscholastic athletic programs at Wauconda High School.

Staff training is provided and delivered through a variety of means. Emphasis is

placed on curriculum implementation, teaching strategies, the use of assessment

tools and the use of computers to enhance instruction. Each school has a school

improvement plan in place. This plan helps staff identify areas of improvement

that will have a positive impact on students.

Each school is also implementing the “First Class” program whereby staff and

students practice these four principles in their daily interactions:

• We use appropriate language when communicating.

• We take pride in the appearance of our school.

• We solve problems by stopping, thinking and discussing the alternatives.

MISSION STATEMENT

The Wauconda Park District strives to enrich the

lives of Wauconda residents by providing quality

recreation and leisure time opportunities through

parks, programs and services.

The Wauconda Park District was established in 1959 to

serve the recreational needs of the community. The

District currently manages approximately 100 acres of park and open space, one

community center featuring a gymnasium, five multi-purpose classrooms and

a fitness center. The Community Center is also home to the Park District’s

administrative offices.

The District’s largest park, Homer T. Cook Memorial Park houses five of the

district’s ball fields, a picnic shelter, two soccer fields, handicapped-accessible

fishing pier, and a skate park. This park plays host to the District’s annual

Wauconda Fest every June.

In addition to Cook Park, the District has many other park sites located

throughout various neighborhoods within the Village. These park sites are open

from dawn to dusk and open to the public. The District also offers a wide variety

of recreational programs for participants of all ages from tot programs to senior

citizens. Look for our program guide in the mail 3 times per year, winter/spring,

summer and fall or online at www.waucondaparks.com.

FITNESS FIRST

Fitness First, located on the lower level of the Community Center, is the District’s

fitness center. Members are able to take advantage of new cardio equipment each

year as well as receive a complimentary equipment and facility orientation. The

fitness center also features a free weight area, shower facilities, and additional

AS WE GROW PRESCHOOL

Our preschool program is intended to help stimulate your child’s social,

emotional and creative developments. Our program emphasizes on socialization

and learning through play. Classroom activities encourage problem solving,

creativity, self-expression, as well as academics; and enable children to explore in

a room filled with warmth, affection, and respect for others. As We Grow is for

children ages 2-5 and classes are separated by age. Classes are held at the Beach

House, 112 Park Street or the Community Center, 600 N. Main Street.


CAMP WAUCONDA

Camp Wauconda offers a full-time and part-time format with age-appropriate

activities such as arts & crafts, swimming, games, parties, field trips once a week,

theme days, entertainers and much more! Camp is for children entering grades

1-8 in the fall and kids are grouped by grade so they are always interacting

within their own age group. Our staff to camper ratio is 1:10 for 1st-4th grade and

1:15 for 5th-8th grade. A session is 2 weeks and a new theme is incorporated into

the activities, projects and games. Come join the fun!

CLUB (Before and After School Program)

The Park District’s Club program provides a safe childcare environment that

meets the physical and emotional needs of children as well as the needs of the

parents. The program is available during the school year, Monday through Friday,

with convenient hours of operation. Children participate in a variety of activities

supervised by qualified staff. Daily activities include crafts, games, sports, free

time, small group activities as well as a quiet space for homework. Club is held at

Wauconda Grade School and Robert Crown for ages K-6th Grade.

BEACH PARK

Beach Park, a 1-acre park located on the shores of Bangs Lake, holds the District’s

marina operations and is home to the only public beach on the lake. The District

offers swim lessons and “open swim” during the summer months. The beach is

staffed by American Red Cross certified lifeguards.

NISRA

The Wauconda Park District is one of 13 member districts of Northern Illinois

Special Recreation Association (NISRA). NISRA staff assist Wauconda Park District

staff with including residents with disabilities in our recreation programs. Types

of support may include staff training, adapted equipment, sign language

assistance, or a program aide.

On a typical day, more than 700 people visit the Wauconda Area Library. This fullservice

public library district serves the residents of all or portions of the villages

of Wauconda, Island Lake, Lake Barrington, Port Barrington, Lakemoor and Volo -more

periodicals, DVDs and audio recordings, as well as a wide variety of state-of-theart

Nearly 6,000 reference questions are answered each month by the library's

well-trained staff. Hundreds of library events are scheduled throughout the

year specifically for children, young adults, families and adults. These free

programs are designed to entertain and inform and to introduce the public to

Recently, the library has added a self-serve café and coffee bar called the Cozy

Corner Café. The café features bistro-style furnishings and comfortable seating.

Keurig coffee machine brews a perfect cup of coffee, tea or hot cocoa in

just 30 seconds using purified water. There are dozens of gourmet coffee brands

The library's teen area, known as "The Zone," is a popular hangout for teenagers

after school. Teen-oriented books, magazines and multimedia materials, including

video games for checkout, can be found here. The fun, comfortable seating and

Other new services include a self-service checkout station, free wireless highspeed

Internet access for laptop computers, downloadable eBooks and

eAudiobooks using MyMediaMall and pre-loaded audiobook iPods and Playaways.

LIBRARY OF THE YEAR

The Wauconda Area Library was named Library of the Year in 2005 by the North

Suburban Library System (NSLS), a consortium of 650 academic, public, school

and special libraries in north suburban Cook, Kane, Lake and McHenry Counties.

The NSLS announcement states, "The Library of the Year Award is presented to

one library in NSLS in recognition of its contributions to the development of the

NSLS library community. The Wauconda Area Public Library District has won this

award because, while it has long been a good example in the community, this

year the library has taken its unique mix of community focus, creativity and

collaboration to the next level of service excellence. The Wauconda Area Public

Library District is 'the little library that DOES!' The staff and administration are

active contributors to system-wide and statewide projects."

LIBRARY CARDS

Library cards are available to any resident of the Wauconda Area Public Library

District and may be used in most Illinois libraries. A library card can be obtained

at the Information Desk with the required proof of home address and valid

identification, first time free of charge and thereafter for a $2 fee. Parents or

guardians may obtain cards for children of ages five through 14 and are

responsible for all materials checked out by children. Keychain cards available

upon request for patrons over the age of 16. Library cards must be presented to

check out any library materials.

The United Partnership for A Better Community was formed by

a group of dedicated Wauconda community volunteers with the

following mission statement: “To foster and coordinate partnerships

designed to improve the quality of life in our communities.” The

group meets monthly at various locations and is open to community

members, businesses and civic groups. The UPBC was honored to win

the "Governor's Hometown Award" in 2005 & 2007 for its efforts in

the Wauconda area. The current projects for the UPBC are childhood

obesity, cultural diversity, youth alcohol and drug prevention,

First Class character development and the senior coalition. For more

The Wauconda/Island Lake Food Pantry serves residents within the Wauconda Fire District

boundaries and is operated solely by volunteers although is governed by its own Board of Directors.

Residents who are in need of the food pantry may apply at any church in the area or at the Township

office. Applicants must show proof of residency with a utility bill and an Illinois photo ID or drivers’

license. The Pantry is blessed to have a wonderful community that is very giving. It is because of

their generosity that we are able to take care of our residents. The pantry accepts cash donations,

school supplies and all food items (even home grown produce) as long as the date has not expired.

We do have refrigerators and freezers also to expand the variety of foods we handle. If you are

interested in volunteering or wish to donate food items please contact the Pantry. The hours of

operation are Monday through Saturday from 10 a.m. to Noon, plus Tuesday and Thursday evenings

from 4:30 to 6:00 p.m. Donations can be dropped off at the Township office when the pantry

is closed.

The Lake County Board consists of 23 democratically elected members. The board

members oversee all aspects of the county government including finances,

planning, building and zoning, public works and transportation, health and human

services, revenue, records and legislation and community and economic

development. Board members oversee the annual budget and county government

administration and also coordinate with local, state and federal governments to

bring services and resources to Lake County residents. In addition, board

members manage the delivery of constituent services such as elections,

healthcare for the uninsured, permitting, operation of a public water system,

county transportation system, affordable housing programs and long-term care

for elderly residents.

The Lake County Board members serve as Lake County Forest Preserves

Commissioners. In this role they guide the Forest Preserves' mission and grant

final approval for all land acquisitions, restoration and improvement projects,

educational and cultural programs and the annual budget. Wauconda is located in

District 5. The District 5 representative is Bonnie Thomson Carter. Bonnie serves

on the County committees for public works and transportation as well as the

finance and administration. She is also the President of the Lake County Forest

Preserves' Board.

The Lake County Board meets regularly at 9:00 a.m., the second Tuesday of each

month at the Lake County Government Building in Waukegan. Board meetings are

broadcast live on LCTV (Comcast channels 18 or 30 and AT&T U-verse channel 99)

and replayed throughout the month. Live and archived board meeting can also be

viewed on the Lake County website at www.lakecountyil.gov.

The Lake County Discovery Museum, located in the beautiful Lakewood Forest

Preserve, features hands-on interactive exhibits for visitors of all ages. This

nationally-accredited museum takes visitors on a journey through local history in

the Vortex Roller Coaster Theater and Mall of History. The museum is also

home to Bringing the World Home which showcases images from the museum's

Curt Teich Postcard Archives, the world's largest public collection of picture

postcards. The White Room Gallery hosts various art exhibits throughout the year,

while the Special Exhibition Gallery features exhibits of national and local

interest on subjects such as popular culture, history and art. Children 10 and

under can explore the Children’s Learning Gallery, a prairie-themed play area

and learning space, designed especially for kids.

The museum's Lake County History Archives and Curt Teich Postcard Archives

feature over 15,000 maps, photos and other materials relating to Lake County, as

well as over 360,000 postcard images from around the world. They are available

for research purposes year-round. For information on the archives, call 968-3381.

The Lake County Discovery Museum is located on Route 176 just west of Fairfield

Road in Wauconda. Gallery hours are Monday-Saturday from 11 a.m. - 4:30 p.m. and

Sunday from 1 - 4:30 p.m. The museum is wheelchair accessible and parking is

free. Admission fees apply, call for current pricing. On Tuesdays adults are always

half price and all youth 17 and under are free. For additional information about the

At 2,708 acres, Lakewood Forest Preserve is the largest forest preserve in the

county. The main entrance is located on Route 176, just west of Fairfield Road. The

site is home to the Lake County Discovery Museum and the Curt Teich Postcard

Archives, as well as numerous recreational amenities. The site features nine miles

trails for hiking and horseback riding. The preserve also connects to the regional

Millennium Trail, which is over 11 miles and growing.

The site is also home to numerous ponds and lakes that are great sites for fishing.

Five picnic shelters are available for rental for gatherings big or small. In the

winter, visitors can enjoy ice skating, a sled hill and three miles of trail for

snowmobiling and cross-country skiing.

Lakewood is a mixture of oak woods, wetlands and fields and is home to a variety

of wildlife, including several threatened and endangered species. The site features

numerous areas of pristine natural habitat, including the Wauconda Bog and

Broberg Marsh.

Various educational programs and special events are held at Lakewood each year,

including Civil War Days in July and the Farm Heritage Festival every September.

PICNICS

Lakewood provides an excellent setting for family gathering and corporate

picnics. The site has five rentable shelters and various open areas available for

picnics. Small groups are welcome at the picnic tables and grills dotting the

preserve, free on a first-come basis. Permits are required for groups of 25 or more

people using the preserve for picnics or other purposes. These open area permits

may be obtained from a Ranger at most sites. Open areas are not reservable.

Picnic shelters here feature electricity, grills, drinking water and restrooms. Some

offer horseshoe pits, a volleyball court or playground. Most are near large fields

suitable for sports and games. First 50 people are $60 for Lake County residents,

$120 for non-residents; $8 per additional 10 people up to shelter capacity.

Minimum charges apply at shelter E. Save on picnic shelter reservations on

weekdays or any day before Memorial Day or after Labor Day: Lake County

residents pay just $50 for the first 50 people ($100 for reservations from

out-of-county) and $7 per additional 10. There is a $5 fee to change the date,

location or number of people (subject to availability) after your reservation has

been finalized. Permits are non-refundable.

DOG EXERCISE AREA

Lakewood is also home to a dedicated off-leash Dog Exercise Area. A daily or

annual permit allows you and your canine companions to enjoy this site.

Daily permits are available from the self-pay station in the parking lot of the

exercise area. Cost is $5 per day per dog for Lake County residents and $10 for

non-residents.

Annual permits allow access to each of the Forest Preserve’s Dog Exercise Areas

located at Lakewood (Wauconda), Prairie Wolf (Lake Forest), Duck Farm

(Lindenhurst), and Independence Grove (Libertyville). An annual permit is good

from the day you purchase it through the end of that calendar year. Fees for Lake

County residents are $44 for the first dog and $18 each additional; out-of-county

are $120 for the first dog, $56 for each additional. Purchase an annual permit

online (www.LCFPD.org), by mail, by telephone (847-367-6640), or in person at the

Forest Preserve General Offices in Libertyville or the Operations Office at

Lakewood Forest Preserve. To purchase a permit, a rabies tag number for each

dog and license plate numbers for each car you wish to register (up to two cars

included) are required.

MILLENNIUM TRAIL & GREENWAY

The Millennium Trail is a planned 35-mile trail that will connect Forest Preserves

and communities in central, western and northern Lake County. A segment of the

trail connecting Lakewood Forest Preserve with Singing Hills Forest Preserve is

open to hikers, bicyclists, equestrians and cross-country skiers.

HORSEBACK RIDING

Lakewood features dedicated trails for horseback riding. A permit is required

to ride horses on Forest Preserve trails. Annual permits are $35 for Lake County

residents and $70 for non-residents and can be purchased online

(www.LCFPD.org), by mail, by telephone (847-367-6640), or in person at the Forest

Preserve General Offices in Libertyville or the Operations Office at Lakewood

Forest Preserve. Daily permits are also available on site and are $3 for Lake County

residents and $6 for non-residents.

FISHING

Lakewood has many ponds and lakes, with four managed for fishing. All contain

largemouth bass, bluegill and channel catfish. Rainbow trout are stocked each

spring and fall in Banana Lake. Black crappie, green and pumpkinseed sunfish and

golden shiners are also present in some of the ponds. State of Illinois fishing

regulations apply and certain catch limits apply. Anglers ages 16 and older must

have a valid Illinois fishing license. Those fishing for rainbow trout at Banana Lake

must also have an inland trout stamp. You can purchase a fishing license online at

the Illinois Department of Natural Resources website or at many sporting

goods stores.
