RULES OF THE FIS POINTS - Edition 2014<br />

These Rules are integral part of <strong>the</strong> ICR.<br />

1. The Competition<br />

1.1 Requirements<br />

Only races that meet <strong>the</strong> following requirements will be taken into consi<strong>der</strong>ation<br />

<strong>for</strong> FIS <strong>points</strong>:<br />

- Announcement of <strong>the</strong> competition in <strong>the</strong> FIS Calendar<br />

- Strict observance of <strong>the</strong> International Competition Rules (ICR).<br />

- The competition must be held within <strong>the</strong> period specified in art. 3.<br />

1.2 Schedule Changes, Shifting and Cancellation<br />

Changes in schedule, i.e. shifting <strong>the</strong> race to ano<strong>the</strong>r date, cancellation of<br />

competition, or essential changes in <strong>the</strong> race program must be communicated<br />

at once to <strong>the</strong> FIS<br />

Notice of <strong>the</strong> change must be provided to <strong>the</strong> FIS a minimum of 4 days be<strong>for</strong>e<br />

<strong>the</strong> first Team Captains Meeting!<br />

1.3 Downhill in Two Runs<br />

Downhill races carried out in two runs must be identified as such in <strong>the</strong> FIS<br />

Calendar, and must be part of international FIS competitions, provided <strong>the</strong> race<br />

course has a vertical drop according to art. 701.1 of <strong>the</strong> ICR.<br />

In exceptional cases (unfavorable snow or atmospheric conditions) especially if<br />

carrying out <strong>the</strong> original Downhill is jeopardized, it is permitted to conduct <strong>the</strong><br />

Downhill in two runs, if <strong>the</strong> Jury so decides.<br />

1.4 Competitions <strong>for</strong> Juniors<br />

At FIS Calendar competitions <strong>for</strong> juniors (NJR or JUN) seniors are not allowed<br />

to participate. Exception: National Junior Championships<br />

1.4.1 Change of JUN Competitions<br />

If a National Ski Association wishes to change a competition originally<br />

registered as a Junior (JUN/NJR) competition (due to lack of junior entries <strong>for</strong><br />

example) to a FIS race and <strong>the</strong>re<strong>for</strong>e enable seniors to earn FIS <strong>points</strong>, <strong>the</strong>n<br />

such a change must be announced to <strong>the</strong> FIS Office at least 10 days be<strong>for</strong>e <strong>the</strong><br />

competition. Also <strong>the</strong> changes from FIS to JUN/NJR must be announced to <strong>the</strong><br />

FIS Office at least 10 days be<strong>for</strong>e <strong>the</strong> competition.<br />

1.5 National Championships<br />

For each National Association’s national championships only one race per sex<br />

in each discipline is allowed <strong>for</strong> ladies and men with <strong>the</strong> relevant category ad<strong>der</strong><br />

<strong>for</strong> NC and NJC.<br />

1.6 National Junior Race (NJR)<br />

Every NSA will have a fix quota <strong>for</strong> all NJR competitions depending on its FIS<br />

Quota according to <strong>the</strong> following calculation:<br />

The Organising Nation is allowed to start with a maximum of 115 competitors. If<br />

<strong>the</strong>re are less than 25 <strong>for</strong>eign competitors entered or <strong>the</strong> Organising Nation<br />

doesn’t utilize <strong>the</strong> 115 competitor’s quota, <strong>the</strong> normal FIS quota can be applied<br />

taking into consi<strong>der</strong>ation <strong>the</strong> total number of 140 as maximum number of<br />

competitors. At Ladies’ competitions this precision will be applied only if more<br />

than 140 competitors have been entered.<br />

2. The Competitors<br />

2.1 Registration<br />

- Competitors are registered by using <strong>the</strong> FOU System on <strong>the</strong> FIS website via<br />

<strong>the</strong> Members Section, http://www.<strong>fis</strong>-ski.com/. Change <strong>the</strong> status “active” to<br />

"inactive" <strong>for</strong> all those competitors who should not be included on <strong>the</strong> FIS<br />

<strong>points</strong> list anymore. Competitors with <strong>the</strong> status "active" will be consi<strong>der</strong>ed as<br />

registered <strong>for</strong> <strong>the</strong> coming season. Injured competitors must remain active<br />

with <strong>the</strong> FIS to maintain injury protection.<br />

- All competitors who reached <strong>the</strong>ir 16th birthday be<strong>for</strong>e <strong>the</strong> end of <strong>the</strong><br />

calendar year (Art. 607 of <strong>the</strong> ICR) will be consi<strong>der</strong>ed.<br />

Only competitors who have signed <strong>the</strong> Athletes Declaration as per ICR art.<br />

203.3 may be registered <strong>for</strong> a FIS License.<br />

The National Ski Association is responsible that <strong>the</strong>y have appropriate<br />

insurance and have signed <strong>the</strong> FIS athlete's declaration.<br />

Active (in <strong>the</strong> FIS <strong>points</strong> list). The status "active" remains also if athletes do not<br />

participate at a FIS event. Status changes from “active” to “inactive” can only be<br />

done between 01.06. and 31.12.<br />

2.1.1 First Registration<br />

At <strong>the</strong> time of first registration of competitors <strong>for</strong> <strong>the</strong> FIS <strong>points</strong> list, FIS <strong>points</strong><br />

as well as already notified FIS Code numbers must be controlled precisely. If<br />

<strong>the</strong>y are wrong <strong>the</strong> <strong>points</strong> and <strong>the</strong> competitions where <strong>the</strong>y were earned must<br />

be indicated.<br />

2.1.2 Code Number<br />

Only competitors (Ladies and Men) with a valid FIS code are admitted to <strong>the</strong><br />

races.<br />

3. Evaluation Period<br />

3.1 Nor<strong>the</strong>rn Hemisphere<br />

The evaluation period starts <strong>the</strong> second weekend of November and ends 30 th<br />

April.<br />

Exception: World Cup and European Cup.<br />

In <strong>the</strong> time between <strong>the</strong> World Cup Opening and <strong>the</strong> start of <strong>the</strong> evaluation<br />

period, only races at Entry League (ENL) level may be valid <strong>for</strong> FIS <strong>points</strong>.<br />

3.2 Sou<strong>the</strong>rn Hemisphere<br />

For <strong>the</strong> Sou<strong>the</strong>rn Hemisphere, <strong>the</strong> evaluation period starts 1 st July and ends<br />

15 th October.<br />

4. Calculation Process<br />

4.1 Race Points<br />

The race <strong>points</strong> will be calculated according to <strong>the</strong> <strong>alpine</strong> <strong>for</strong>mula.<br />

4.2 FIS Points<br />

4.2.1 Base FIS Points list (BL) (*)<br />

The Base FIS Points List (BL) will be published middle of June.<br />

4.2.1.1 The average of <strong>the</strong> best two results in each event during <strong>the</strong> past season will<br />

be used <strong>for</strong> <strong>the</strong> calculation of <strong>the</strong> BL list.<br />

4.2.1.2 For a competitor who has obtained only one result in any of <strong>the</strong> <strong>alpine</strong> events<br />

(Downhill, Slalom, Giant Slalom, Super G or Super Combined), during <strong>the</strong> past<br />

season period, a 20% (+) of his result will be added to <strong>the</strong> result.<br />

4.2.1.3 For a competitor who has not obtained results in any of <strong>the</strong> <strong>alpine</strong> events<br />

(Downhill, Slalom, Giant Slalom, Super G or Super Combined), during <strong>the</strong> past<br />

season period, a 50% (>) will be added to <strong>the</strong> previous BL <strong>points</strong>. These<br />

competitors must remain registered as active with <strong>the</strong> FIS.<br />

4.2.1.4 If <strong>the</strong> status as injured is approved, and a competitor has not started more than<br />

five (5) times (FIS and COC level competitions) + four (4) times (World Cup<br />

competitions) in one event and/or more than fifteen (15) times (FIS and COC<br />

level competitions) + eight (8) times (World Cup competitions) across all events<br />

during <strong>the</strong> valid season.10% (#) will be added to <strong>the</strong> competitor’s BL if <strong>the</strong><br />

current <strong>points</strong> are not better as <strong>the</strong> protected <strong>points</strong>.<br />

4.2.1.5 If a competitor drops out of <strong>the</strong> top 30 of <strong>the</strong> WCSL at <strong>the</strong> time of <strong>the</strong><br />

BL-calculation he will receive his real FIS Points (min. 6 FIS Points).<br />

4.2.1.6 Correction Value (Z)<br />

Be<strong>for</strong>e <strong>the</strong> allocation of <strong>points</strong> <strong>for</strong> <strong>the</strong> top 30 WCSL takes place at <strong>the</strong><br />

beginning of <strong>the</strong> season only a correction (Z) will be calculated.<br />

4.2.2 Normal FIS Points list (NL)<br />

The list number one will be published 1st July based on <strong>the</strong> BL.<br />

4.2.2.1 The NL will reflect <strong>the</strong> average of a competitor's best two results in each event<br />

during <strong>the</strong> current period if <strong>the</strong> <strong>points</strong> are better as <strong>the</strong> BL.<br />

4.2.2.2 If a competitor drops out of <strong>the</strong> top 30 of <strong>the</strong> WCSL during <strong>the</strong> current period<br />

he will receive his real FIS <strong>points</strong> if <strong>the</strong> calculated <strong>points</strong> are better than <strong>the</strong> BL<br />

(min.6).<br />

4.2.2.3. Only one Result and no BL <strong>points</strong><br />

- 20% will be added to <strong>the</strong> competitors result.<br />

4.2.2.4. Only one Result and BL <strong>points</strong><br />

If <strong>the</strong> competitor has only 1 result per event during <strong>the</strong> current period, but has<br />

BL <strong>points</strong>, than <strong>the</strong> BL <strong>points</strong> will be valid.<br />

4.2.3 Anti-Doping Rule violation<br />

An athlete subject to an anti-doping rule violation will have previously achieved<br />

FIS <strong>points</strong> deleted, according to article 10.1.2 FIS Anti-Doping Rules.<br />

4.2.4 Validity Period<br />

The validity period of <strong>the</strong> results is <strong>the</strong> current season.<br />

4.3 Integration of <strong>the</strong> World Cup Starting List (WCSL)<br />

The top 30 competitors on <strong>the</strong> WCSL will be allocated FIS <strong>points</strong> between 0<br />

and 5.99.<br />

4.3.1 Formula <strong>for</strong> <strong>the</strong> Conversion of <strong>the</strong> top 30 WCSL<br />

4.4 Calculating Penalties<br />

4.4.1 Calculation of <strong>the</strong> Penalties<br />

The penalty calculation shall be based on <strong>the</strong> corresponding valid lists.<br />

4.4.2 The Best Five Competitors who started <strong>the</strong> Race<br />

The five competitors with <strong>the</strong> best FIS <strong>points</strong> who started <strong>the</strong> race, are selected<br />

(classified, disqualified, DNF and did not start 2 nd run). The competitors with<br />

status “DNS1” will not be consi<strong>der</strong>ed. If <strong>the</strong> <strong>points</strong> are above <strong>the</strong> maximum<br />

value, <strong>the</strong> maximum value will be used.<br />

4.4.3 The Best Five classified competitors<br />

The five competitors with <strong>the</strong> best FIS <strong>points</strong> who are ranked amongst <strong>the</strong> top<br />

ten of <strong>the</strong> race concerned will be selected.<br />

If <strong>points</strong> are above <strong>the</strong> maximum value or missing, <strong>the</strong> maximum value will be<br />

used <strong>for</strong> <strong>the</strong> penalty calculation.<br />

4.4.4 Less than five Competitors: Maximum Value<br />

If <strong>the</strong>re are less than five competitors with FIS <strong>points</strong> amongst <strong>the</strong> first ten of<br />

<strong>the</strong> result list, or <strong>the</strong>re are not five competitors who started with FIS <strong>points</strong>, <strong>the</strong>n<br />

those competitors without FIS <strong>points</strong>, i.e. <strong>the</strong> remaining competitors will receive<br />

<strong>the</strong> maximum value:<br />

Downhill: 310 FIS <strong>points</strong><br />

Super G: 250 FIS <strong>points</strong><br />

Slalom: 145 FIS <strong>points</strong><br />

Giant Slalom: 200 FIS <strong>points</strong><br />

Super Combined: 250 FIS <strong>points</strong><br />

If less than three competitors with FIS <strong>points</strong> are ranked within <strong>the</strong> five, which<br />

are taken into consi<strong>der</strong>ation, <strong>the</strong> competition is not consi<strong>der</strong>ed. At least three<br />

competitors must have FIS <strong>points</strong> (irrespective of <strong>the</strong> number of <strong>points</strong>) and at<br />

least five competitors have to be classified.<br />

4.4.5 Two or More Competitors are Ranked 10th<br />

In <strong>the</strong> event where two or more competitors are ranked 10th in <strong>the</strong> race, <strong>the</strong>y<br />

shall all be taken into consi<strong>der</strong>ation <strong>for</strong> <strong>the</strong> penalty calculation, as long as <strong>the</strong>y<br />

are included in <strong>the</strong> five with <strong>the</strong> best FIS <strong>points</strong>.<br />

4.4.6 Two or More Competitors have <strong>the</strong> fifth best FIS Points<br />

If two or more competitors have <strong>the</strong> fifth best FIS <strong>points</strong>, which should be taken<br />

into consi<strong>der</strong>ation <strong>for</strong> <strong>the</strong> penalty calculation, <strong>the</strong> competitor with <strong>the</strong> higher<br />

race <strong>points</strong> will be consi<strong>der</strong>ed <strong>for</strong> <strong>the</strong> penalty calculation. (Reason: better<br />

penalty).<br />

4.4.7 Calculation<br />

- The best five FIS <strong>points</strong> or <strong>the</strong> maximum value of <strong>the</strong> first ten classified<br />

competitors (= sum A), and <strong>the</strong> best five competitors who started in <strong>the</strong> FIS<br />

<strong>points</strong> ranking (= sum B) are added. Now <strong>the</strong> race <strong>points</strong> of <strong>the</strong> competitors<br />

with <strong>the</strong> best five FIS <strong>points</strong> are added (= sum C). The maximum value of <strong>the</strong><br />

race <strong>points</strong> will be calculated if <strong>the</strong>y are higher than <strong>the</strong> maximum of <strong>the</strong><br />

corresponding competition (DH 310, SL 145, GS 200, SG 250, SC 250).<br />

- Now <strong>the</strong> sum of <strong>the</strong> race <strong>points</strong> will be subtracted from <strong>the</strong> sum of <strong>the</strong> best<br />

five FIS <strong>points</strong> of <strong>the</strong> ten classified and <strong>the</strong> best five competitors who started.<br />

The resulting figure shall <strong>the</strong>n be divided by ten (sumA + sumB – sumC):10)<br />

4.4.8 Rounding Up and Down <strong>the</strong> Penalties<br />

The <strong>points</strong> shall be rounded down from four thousandths of a point downwards<br />

and rounded up from five thousandths of a point upward (e.g. 13.654 = 13.65 or<br />

21.849 = 21.85).<br />

4.4.9 Super Combined<br />

FIS <strong>points</strong> are awarded <strong>for</strong> speed events (DH or SG) in all FIS events except in<br />

World and Europa Cup. Only if <strong>the</strong> competitor has completed both runs does<br />

he/she receive FIS <strong>points</strong>. The FIS point penalty will be applied taking into<br />

consi<strong>der</strong>ation <strong>the</strong> technical data.<br />

If <strong>the</strong> SL run takes place be<strong>for</strong>e <strong>the</strong> DH or SG, competitors who DNS, DNF or<br />

DSQ will start in DH or SG with <strong>the</strong>ir original bib after <strong>the</strong> last competitor who<br />

qualified in <strong>the</strong> SL run.<br />

4.4.10 FIS <strong>points</strong> <strong>for</strong> KO<br />

FIS <strong>points</strong> will be calculated <strong>for</strong> <strong>the</strong> European Cup KO qualification run.<br />

4.5 Category Ad<strong>der</strong> and Minimum/Maximum-Value<br />

The category ad<strong>der</strong> and minimum/maximum values will be published on each<br />

valid FIS <strong>points</strong> list (1 st page).<br />

4.6 Injury Status<br />

4.6.1 Registration<br />

When a competitor injures himself and applies <strong>for</strong> <strong>the</strong> single penalty, <strong>the</strong><br />

National Ski Association must apply to <strong>the</strong> FIS as soon as possible or latest<br />

30 th of April <strong>for</strong> <strong>the</strong> approval. using <strong>the</strong> official <strong>for</strong>m and submitting a medical<br />

certificate. This official <strong>for</strong>m and medical certificate is valid only <strong>for</strong> one season<br />

(WC: see WC Rules art 21.2)<br />

4.6.1.1 Conditions<br />

- At least 8 months must have been passed between <strong>the</strong> time of <strong>the</strong> injury and<br />

<strong>the</strong> competitors 1 st start.<br />

- Competitors must remain registered as active with <strong>the</strong> FIS to maintain injury<br />

protection.<br />

- A competitor has not started more than five (5) times (FIS and COC level<br />

competitions) + four (4) times (World Cup competitions) in one event and/or<br />

more <strong>the</strong>n fifteen (15) times (FIS and COC level competitions + eight (8)<br />

times (World Cup competitions) across all events during <strong>the</strong> valid season.<br />

4.6.1.2 WCSL Top 30<br />

Athletes, who are ranked in <strong>the</strong> top 30 of <strong>the</strong> WCSL at <strong>the</strong> time of <strong>the</strong>ir injury<br />

and will be ranked outside top 30 of <strong>the</strong> WCSL after applying <strong>the</strong> single penalty<br />

according to art. 21.4 of <strong>the</strong> WC <strong>rules</strong>, will get <strong>the</strong> better of <strong>the</strong>ir normally<br />

calculated FIS <strong>points</strong> <strong>for</strong> <strong>the</strong> BL or <strong>the</strong> <strong>points</strong> of <strong>the</strong> rank in <strong>the</strong> BL FIS point list<br />

which equates to <strong>the</strong>ir rank in <strong>the</strong> WCSL.<br />

4.7 Professional Obligations or Military Service<br />

If a National Ski Association submits in advance an application <strong>for</strong> a “study or<br />

military status” certifying that a racer will not be able to compete due to<br />

professional obligations (studies) or military service and has indicated why and<br />

how long <strong>the</strong> competitor was prevented from racing, <strong>the</strong> procedure will be<br />

handled according art. 4.6.<br />

4.8 Evaluation of Several Races during One Event<br />

4.8.1 Downhill (DH), Slalom (SL), Giant Slalom (GS), Super G (SG) and Super<br />

Combined (SC)<br />

As part of one event, only two races per discipline and category (WC, COC,<br />

FIS) may be announced in <strong>the</strong> FIS Calendar and taken into consi<strong>der</strong>ation within<br />

<strong>the</strong> period of 5 days on <strong>the</strong> same homologated course. In case of a third DH or<br />

third SG being part of SC, FIS <strong>points</strong> will not be awarded <strong>for</strong> <strong>the</strong> speed event.<br />

Fur<strong>the</strong>rmore <strong>the</strong> organization of so-called replacement competitions held in<br />

addition to an event with two races per discipline and category, is not permitted.<br />

For such additional competitions no FIS <strong>points</strong> will be given.<br />

5. The FIS Points List<br />

5.1 The FIS <strong>points</strong> list is only available electronically (ftp://ftp.<strong>fis</strong>ski.ch)<br />

ALFPxxx.zip is <strong>the</strong> file and valid with <strong>the</strong> FIS <strong>points</strong> list program (<strong>the</strong> “xxx” is<br />

always <strong>the</strong> number of <strong>the</strong> list and season - <strong>for</strong> example 1 st List<br />

2008/2009=ALFP109F.zip = full list or ALFP109P = only updated in<strong>for</strong>mation<br />

since last list).<br />

5.2 Identification<br />

6. Printing Deadlines and Validity of <strong>the</strong> Individual Lists<br />

The printing deadlines and validity date are published on <strong>the</strong> FIS Website. FIS<br />

<strong>points</strong> lists will be issued all three (3) weeks during <strong>the</strong> Nor<strong>the</strong>rn Hemisphere<br />

season.<br />

7. Registration Fee<br />

7.1 Registration<br />

The registration fee <strong>for</strong> each registered competitor is CHF 33.--. This amount<br />

will be debited from <strong>the</strong> FIS current account of <strong>the</strong> respective National Ski<br />

Association.<br />

7.2 Registration Fee per season <strong>for</strong> each Competitor<br />

Entries through <strong>the</strong> FOU System: The registration fee <strong>for</strong> each competitor is<br />

CHF 33.-- during <strong>the</strong> entire season.<br />

Entries through <strong>the</strong> FIS Office: Until 31 st December, registration fee of<br />

CHF 33.--.<br />

As from 1 st January, registration fee of<br />

CHF 100.--.<br />

7.2.1 Points confirmation<br />

The fee <strong>for</strong> a confirmation of <strong>points</strong> is CHF 200.--.<br />

7.3 No refund<br />

If a competitor retires during <strong>the</strong> season or <strong>the</strong>re is an incorrect registration<br />

made by <strong>the</strong> National Ski Association, no refund will be made.<br />

7.4 FIS Points Lists<br />

The FIS <strong>points</strong> lists are only available electronically and can be downloaded<br />

free of charge from <strong>the</strong> ftp://ftp.<strong>fis</strong>ski.ch.<br />

TIP: Install <strong>the</strong> FIS list program (Fislistsetup.exe) on your computer, also<br />

available on ftp://ftp.<strong>fis</strong>ski.ch. With this program you can easily work with <strong>the</strong><br />

FIS <strong>points</strong>.<br />

8. Instructions <strong>for</strong> Organisers and Technical Delegates<br />

8.1 Electronic Data Transmission<br />

The results must be transmitted electronically and in <strong>the</strong> FIS <strong>for</strong>mat (E-Mail:<br />

<strong>alpine</strong>results@<strong>fis</strong>ski.ch). The TD must supervise <strong>the</strong> correct transmission of <strong>the</strong><br />

results and make a corresponding report and also check <strong>the</strong> results on <strong>the</strong><br />

website are correct. Please fax or e-mail <strong>the</strong> TD reports of <strong>the</strong> races, which<br />

take place within 10 days be<strong>for</strong>e a deadline immediately to <strong>the</strong> FIS<br />

(reports can also be validated online). Results without TD and Timing<br />

reports will be no longer included in <strong>the</strong> FIS <strong>points</strong> list.<br />

For results which are not sent electronically in <strong>the</strong> FIS <strong>for</strong>mat close to <strong>the</strong><br />

printing deadline, <strong>the</strong>re can be no guarantee given that <strong>the</strong> results will be<br />

published in <strong>the</strong> following FIS list even if <strong>the</strong>y are sent on time.<br />

8.2 Report<br />

One original copy of each of <strong>the</strong> following, signed by <strong>the</strong> Technical Delegate,<br />

(not signed in case <strong>the</strong> TD report is made online) must be sent to <strong>the</strong> FIS ei<strong>the</strong>r<br />

by post or as pdf files within three days of <strong>the</strong> completion of <strong>the</strong> competition:<br />

- The official result lists<br />

- The official “Technical Delegate Report” (If <strong>the</strong> TD report is made online, it<br />

is not necessary to include <strong>the</strong> pdf file)<br />

- The “Timing Technical Report”<br />

- The Injury Report (as necessary)<br />

8.3 Recommendation <strong>for</strong> Evaluation or Non-evaluation<br />

Should <strong>the</strong>re be valid reasons to exclude <strong>the</strong> competition from being evaluated<br />

<strong>for</strong> FIS <strong>points</strong>, <strong>the</strong>se reasons must be indicated on <strong>the</strong> "Report of <strong>the</strong> Technical<br />

Delegate".<br />

If a race has to be cancelled after a large number of racers have finished; <strong>the</strong><br />

Technical Delegate must submit a report with a recommendation <strong>for</strong> evaluation<br />

or non-evaluation of <strong>the</strong> race.<br />

9. Quotas<br />

9.1 Quota Calculation<br />

9.1.1 1st FIS Points List<br />

For each National Ski Association, <strong>the</strong> quota <strong>for</strong> FIS races will be calculated by<br />

<strong>the</strong> FIS <strong>points</strong> of those competitors listed in <strong>the</strong> 1 st FIS <strong>points</strong> list of <strong>the</strong> season,<br />

in one of <strong>the</strong> five disciplines (DH, SL, GS, SG, SC). For each National Ski<br />

Association <strong>the</strong> most favorable discipline <strong>for</strong> its competitors will be taken into<br />

consi<strong>der</strong>ation.<br />

9.1.2 Top 150 (according 9.6) of <strong>the</strong> FIS Points List<br />

9.1.4 Validity<br />

These quotas are valid <strong>for</strong> <strong>the</strong> evaluation period of <strong>the</strong> FIS <strong>points</strong> list.<br />

9.1.5 Basic Quota <strong>for</strong> <strong>the</strong> Organising Ski Association<br />

The basic quota <strong>for</strong> <strong>the</strong> organising ski association is in all cases 50, with <strong>the</strong><br />

possibility of filling up to a maximum of 140. If by respecting <strong>the</strong> authorised<br />

national quotas and <strong>the</strong> basic quotas of <strong>the</strong> organising nations <strong>the</strong> number<br />

reaches more than 140, this is permissible. If <strong>the</strong> number of competitors does<br />

not reach 140, <strong>the</strong> organising National Ski Association may fill to <strong>the</strong> maximum<br />

of 140 competitors with its own competitors.<br />

9.1.5.1 Exception<br />

The basic quota <strong>for</strong> <strong>the</strong> following organising National Ski Associations is in all<br />

cases 70 <strong>for</strong> SL and GS, and 90 <strong>for</strong> DH, SG and SC:<br />

AUT, CAN, FRA, GER, ITA, NOR, SLO, SWE, SUI, USA, RUS.<br />

9.1.6 Country Groups<br />

- For CAN-USA / DAN-FIN-ISL-NOR-SWE / FRA (Pyrenees)-SPA-AND /<br />

ARG-BOL-BRA-CHI / AUS-FIJ-NZL / CHN- JPN-KOR-MGL -IND-PAK / LIB-<br />

ROU-RSA-CYP-LUX-POR-AND-SRB-MON-RSM-IRE): maximum 30 <strong>for</strong><br />

each nation <strong>for</strong> races organised in a country of those country groups.<br />

- For <strong>the</strong> following countries: ARM-BIH-BUL-CRO-CZE-GRE-KAZ-MNE-SRB-<br />

MKD-POL-RUS-SLO-SVK-TUR-IRA-UZB-UKR <strong>the</strong> quota is 30 in events<br />

organised in one of <strong>the</strong> bor<strong>der</strong>ing countries.<br />

- For <strong>the</strong> following countries: BIH-BUL-SLO-SRB double quota <strong>for</strong> each nation<br />

<strong>for</strong> races organized in a country of <strong>the</strong> country group in case race is not filled<br />

up to a maximum of 140 racers on <strong>the</strong> draw board.<br />

- For competitions in LIE <strong>the</strong> neighboring countries SUI and AUT receive a<br />

quota of 30.<br />

- The organising nation always has a quota according art. 9.1.5.<br />

9.2 Quota Rule <strong>for</strong> Ladies<br />

The quota rule <strong>for</strong> ladies will be used when more than 140 competitors are<br />

entered.<br />

9.3 Cups<br />

The admission quotas <strong>for</strong> <strong>the</strong> different Cups will be fixed according to <strong>the</strong><br />

respective special <strong>rules</strong>.<br />

9.4 Double Quotas <strong>for</strong> Host Nations<br />

As long as both nations concerned are in agreement, <strong>the</strong> nation in whose<br />

country <strong>the</strong> race is taking place may have a double quota. Higher quotas than<br />

this must be proposed by <strong>the</strong> time of <strong>the</strong> autumn meeting (Sou<strong>the</strong>rn<br />

Hemisphere: spring meeting).<br />

9.5 Double FIS Quotas <strong>for</strong> <strong>the</strong> Races in <strong>the</strong> Sou<strong>the</strong>rn Hemisphere<br />

In <strong>the</strong> Sou<strong>the</strong>rn Hemisphere double quotas are valid. The Organisers however<br />

have <strong>the</strong> right to reduce quotas to <strong>the</strong> normal FIS quotas in case of high<br />

entries. The same right applies <strong>for</strong> countries from <strong>the</strong> Sou<strong>the</strong>rn Hemisphere, if<br />

<strong>the</strong>y would like a double quota in <strong>the</strong> Nor<strong>the</strong>rn Hemisphere. The negotiations<br />

must take place between <strong>the</strong> National Ski Associations in conjunction with <strong>the</strong><br />

Organisers concerned and are valid only <strong>for</strong> events specifically agreed. A copy<br />

of such an agreement must be shown to <strong>the</strong> Technical Delegate and provided<br />

to FIS.<br />

9.6 Competitors who are no Longer Active<br />

After one year without results in a event, <strong>the</strong> FIS <strong>points</strong> will be specially marked<br />

on <strong>the</strong> FIS <strong>points</strong> list. (Art. 5.2).<br />

If a competitor has no results in at least one discipline he will no longer be<br />

counted in <strong>the</strong> calculation of <strong>the</strong> quotas, however <strong>the</strong>y have still <strong>the</strong> right to start<br />

according to <strong>the</strong>ir FIS <strong>points</strong>.<br />

9.7 International Participation in National Championships<br />

9.7.1 Conditions<br />

National Championships will only be consi<strong>der</strong>ed "international competitions"<br />

and taken into consi<strong>der</strong>ation <strong>for</strong> <strong>the</strong> FIS <strong>points</strong> when all conditions <strong>for</strong> FIS races<br />

are followed and registrations of <strong>for</strong>eign National Ski Associations are accepted<br />

according to <strong>the</strong> valid FIS quota.<br />

The organising National Ski Association is obliged to accept up to 25<br />

<strong>for</strong>eigners. However <strong>the</strong>y may allow more than 25 <strong>for</strong>eigners to start by<br />

applying <strong>the</strong> quota of each country.<br />

9.7.2 Official channel<br />

National Ski Associations wishing to enter <strong>the</strong>ir competitors in <strong>the</strong> National<br />

Championships of ano<strong>the</strong>r country should apply directly to <strong>the</strong> associations<br />

involved until at latest one week be<strong>for</strong>e <strong>the</strong> beginning of <strong>the</strong><br />

competitions/training. The FIS may intervene to resolve any differences of<br />

opinion which may arise.<br />

9.8 Participation in FIS Competitions<br />

9.8.1 The quotas of <strong>the</strong> National Ski Associations <strong>for</strong> participation in FIS Calendar<br />

competitions are as follows:<br />

9.8.1.1 Olympic Winter Games and FIS World Ski Championships<br />

According to <strong>the</strong> <strong>rules</strong> of <strong>the</strong> International Olympic Committee and <strong>the</strong> Rules <strong>for</strong><br />

<strong>the</strong> Organisation of FIS Word Ski Championships<br />

9.8.1.2 FIS World Cup, FIS Continental Cups and FIS Races<br />

According to <strong>the</strong> corresponding <strong>rules</strong><br />

9.8.1.3 Special Quotas<br />

The FIS Council can allow special quotas <strong>for</strong> certain countries and regions.<br />

National Ski Associations must send direct specific requests to <strong>the</strong> FIS a<br />

minimum two weeks be<strong>for</strong>e <strong>the</strong> autumn meeting. For <strong>the</strong> Sou<strong>the</strong>rn<br />

Hemisphere: two weeks be<strong>for</strong>e <strong>the</strong> spring meeting.<br />

9.8.2 For all <strong>alpine</strong> competitions <strong>the</strong> number of competitors should not exceed 140.<br />

If by respecting <strong>the</strong> authorised national quotas and <strong>the</strong> basic quotas of <strong>the</strong><br />

organising nations <strong>the</strong> number reaches more than 140, this is permissible.<br />

If <strong>the</strong> number of competitors does not reach 140, <strong>the</strong> organising National Ski<br />

Association may fill to <strong>the</strong> maximum of 140 competitors with its own<br />

competitors.<br />

9.9 Over Quota<br />

Every NSA has <strong>the</strong> right to start <strong>the</strong> maximum number of racers allowed by<br />

<strong>the</strong>ir quota only. For Ladies competitions see art 9.2.<br />

9.9.1 Quotas must be supervised at <strong>the</strong> Team Captains meeting and be<strong>for</strong>e <strong>the</strong> draw<br />

by <strong>the</strong> TD, <strong>the</strong> race secretary and <strong>the</strong> respective Team Captains.<br />

9.9.2 If a competitor is entered and actually starts and consequently exceeds <strong>the</strong><br />

nation’s quota he will not be consi<strong>der</strong>ed in <strong>the</strong> calculation <strong>for</strong> <strong>the</strong> final result or<br />

<strong>for</strong> <strong>the</strong> penalty calculation if this breach of <strong>rules</strong> is discovered be<strong>for</strong>e <strong>the</strong> official<br />

esults are published. He will be shown in <strong>the</strong> results as DSQ (Over Quota). In<br />

<strong>the</strong> event that such a breach of <strong>rules</strong> is only found after <strong>the</strong> submission and<br />

publication of <strong>the</strong> results, <strong>the</strong> results will be re-calculated at <strong>the</strong> FIS Office<br />

following <strong>the</strong> removal of any over quota athletes who will be shown in <strong>the</strong><br />

results as DSQ (Over Quota). This procedure will be handled at <strong>the</strong> FIS Office<br />

and confirmed by <strong>the</strong> Classification Sub-Committee during <strong>the</strong>ir next meeting.<br />

REGLEMENT FIS PUNKTE - Ausgabe 2014<br />

Diese Reglemente sind integrierter Bestandteil <strong>der</strong> IWO.<br />

1. Der Wettbewerb<br />

1.1 Voraussetzungen<br />

Für die FIS Punktebewertung können nur Wettbewerbe herangezogen werden,<br />

welche die nachstehenden Voraussetzungen erfüllen:<br />

- Ausschreibung im FIS Kalen<strong>der</strong><br />

- Einhaltung aller Bestimmungen <strong>der</strong> IWO<br />

- Durchführung innerhalb den in Art. 3 festgelegten Bewertungszeiträumen<br />

1.2 Terminän<strong>der</strong>ungen, Verschiebungen und Absagen<br />

Terminän<strong>der</strong>ungen wie zeitliche Verschiebungen und Absagen von<br />

Wettbewerben, ferner wesentliche Än<strong>der</strong>ungen im Programm müssen<br />

umgehend <strong>der</strong> FIS<br />

Än<strong>der</strong>ungen müssen mindestens vier (4) Tage vor <strong>der</strong> ersten<br />

Mannschaftsführersitzung mitgeteilt werden!<br />

1.3 Abfahrt in zwei Läufen<br />

Abfahrten in zwei Läufen müssen im FIS Kalen<strong>der</strong> als solche ausgeschrieben<br />

sein. Sie sind nur im Rahmen von internationalen FIS Wettbewerben zulässig,<br />

wobei <strong>der</strong> Höhenunterschied gemäss Art. 701.1 IWO eingehalten werden<br />

muss.<br />

In Ausnahmefällen (Witterungs-, Schneeverhältnisse) können, wenn die Gefahr<br />

einer Absage besteht, Abfahrten durch Beschluss <strong>der</strong> Jury in zwei Läufen<br />

ausgetragen werden.<br />

1.4 Juniorenwettkämpfe<br />

An Juniorenwettkämpfe, welche im FIS Kalen<strong>der</strong> ausgeschrieben sind (NJR<br />

o<strong>der</strong> JUN), dürfen keine Senioren teilnehmen.<br />

Ausnahme: Nationale Juniorenmeisterschaften.<br />

1.4.1 Än<strong>der</strong>ung <strong>der</strong> JUN Rennen<br />

Wünscht ein Nationaler Verband ein ursprüngliches Junioren Rennen<br />

(JUN/NJR) (zum Beispiel: wegen zu wenigen Junior Anmeldungen) in ein FIS<br />

Rennen umzuwandeln damit die Senioren auch FIS Punkte erhalten, muss dies<br />

spätestens 10 Tage vor dem Rennen an das FIS Büro gemeldet werden. Auch<br />

ein Kategorienwechsel von FIS zu JUN/NJR muss spätestens 10 Tage vor dem<br />

Rennen dem FIS Büro gemeldet werden.<br />

1.5 Nationale Meisterschaften<br />

Je<strong>der</strong> Nationale Verband hat die Möglichkeit pro Saison eine Nationale<br />

Meisterschaft durchzuführen, doch es ist nur ein Rennen für Damen und<br />

Herren pro Disziplin <strong>der</strong> Kategorie NC und NJC erlaubt!<br />

1.6 Nationale Juniorenrennen (NJR)<br />

Je<strong>der</strong> NSA hat eine fixe Quote für alle NJR Rennen abhänging von <strong>der</strong> FIS<br />

Quote gemäss folgen<strong>der</strong> Berechnung:<br />

Die organisierende Nation hat das Recht mit maximal 115 Wettkämpfer zu<br />

starten. Falls weniger als 25 ausländische Wettkämpfer gemeldet sind o<strong>der</strong> die<br />

organisierende Nation die Quote von 115 Wettkämpfer nicht anwendet, kann<br />

die normale FIS Quote angewendet werden vorausgesetzt die Maximumquote<br />

von 140 wird berücksichtigt. Bei Damen Wettkämpfen wird diese Präzisierung<br />

nur angewendet, wenn mehr als 140 Wettkämpfer angemeldet sind.<br />

2. Die Wettkämpfer<br />

2.1 Anmeldung<br />

- Die Wettkämpfer können via FOU System auf <strong>der</strong> FIS Webseite via<br />

„Members Sektion“ registriert werden: http://www.<strong>fis</strong>-ski.com. Es sind all jene<br />

Wettkämpfer mit dem Status "Aktiv" auf „Inaktiv“ zu setzen, welche nicht<br />

mehr für die FIS Punkteliste berücksichtigt werden sollen. Wettkämpfer mit<br />

Status „Aktiv“ gelten als angemeldet für die kommende Saison. Wettkämpfer<br />

mit Verletztenstatus müssen als aktive Wettkämpfer gemeldet werden und<br />

aktiv bleiben. Bewertet werden die Wettkämpfer die ihren 15. Geburtstag vor<br />

dem Ende des Kalen<strong>der</strong>jahres erreichen (Art. 607 <strong>der</strong> IWO).<br />

- Es können nur diejenigen Wettkämpfer aufgenommen werden, welche die<br />

Athletenerklärung beim Nationalen Ski Verband gemäss Art. 203.3 IWO<br />

unterzeichnet haben,<br />

Der jeweilige Nationale Verband ist dafür verantwortlich, dass die<br />

Wettkämpfer entsprechend versichert sind und die Athletenerklärung<br />

unterzeichnet haben.<br />

- Aktiv (in <strong>der</strong> FIS Punkte Liste). Der Status "Aktiv" wird beibehalten auch<br />

wenn die Wettkämpfer nicht an FIS Bewerben teilnehmen. Status<br />

Än<strong>der</strong>ungen von „Aktiv“ nach „Inaktiv“ können nur zwischen dem 01.06. –<br />

31.12. getätigt werden.<br />

2.1.1 Erstanmeldung<br />

Bei <strong>der</strong> Erstanmeldung eines Wettkämpfers für die FIS Punkteliste müssen die<br />

allenfalls herausgefahrenen FIS Punkte genau kontrolliert werden sowie auch<br />

die schon vorhandene FIS Code Nummer, welche bei einer Anfrage erteilt<br />

wurde (Art. 2.3). Stimmen sie nicht, sind die Punkte und die Wettbewerbe, bei<br />

denen sie erzielt worden sind, anzugeben.<br />

2.1.2 Codenummer<br />

Es werden nur Wettkämpfer (Damen und Herren) mit einem gültigen FIS Code<br />

zu den Rennen zugelassen.<br />

3. Der Bewertungszeitraum<br />

3.1 Nördliche Hemisphäre<br />

Der Bewertungszeitraum beginnt am zweiten (2) Wochenende im November<br />

und endet am 30. April. Ausnahme: Weltcup und Europa Cup<br />

In <strong>der</strong> Zeit zwischen <strong>der</strong> Weltcup Eröffnung und dem 15. November dürfen nur<br />

Wettkämpfe auf Entry League (ENL) Ebene für die FIS Punkte bewertet<br />

werden.<br />

3.2 Südliche Hemisphäre<br />

Für die südliche Hemisphäre gilt <strong>der</strong> Bewertungszeitraum vom 1. Juli bis am<br />

15. Oktober.<br />

4. Die Berechnungsmethode<br />

4.1 Renn<strong>punkte</strong><br />

Die Renn<strong>punkte</strong> werden gemäss <strong>der</strong> <strong>alpine</strong>n Formel errechnet.<br />

4.2 FIS Punkte<br />

4.2.1 Basis FIS Punkte Liste (BL) (*)<br />

Die Basis FIS Punkte Liste (BL) wird Mitte Juni veröffentlicht.<br />

4.2.1.1 Für die Berechnung <strong>der</strong> Basis Punkte Liste (BL) wird <strong>der</strong> Durchschnitt <strong>der</strong> zwei<br />

besten Ergebnisse <strong>der</strong> letzten Saison in je<strong>der</strong> Disziplin herangezogen<br />

4.2.1.2 Hat ein Wettkämpfer nur ein Ergebnis in den <strong>alpine</strong>n Disziplinen<br />

(Abfahrt, Slalom, Riesenslalom, Super-G, o<strong>der</strong> Super Kombination), während<br />

<strong>der</strong> Berechnungsperiode <strong>der</strong> letzten Saison erzielt, so werden 20% (+) auf<br />

dieses Ergebnis addiert.<br />

4.2.1.3 Hat ein Wettkämpfer kein Ergebnis in den <strong>alpine</strong>n Disziplinen<br />

(Abfahrt, Slalom, Riesenslalom, Super-G, o<strong>der</strong> Super Kombination), während<br />

<strong>der</strong> Berechnungsperiode <strong>der</strong> letzten Saison erzielt, so werden 50% (>) auf die<br />

Punkte <strong>der</strong> vorhergehenden Basis Liste addiert. Diese Wettkämpfer müssen in<br />

<strong>der</strong> FIS als aktiv registriert bleiben.<br />

4.2.1.4 Sofern <strong>der</strong> Verletztenstatus genehmigt ist und ein Wettkämpfer ist nicht öfter<br />

als fünf (5) mal (FIS und COC Stufe) plus vier (4) mal (Welt Cup Stufe) in einer<br />

Disziplin und/o<strong>der</strong> fünfzehn (15) mal (FIS und COC Stufe) plus acht (8) mal<br />

(Welt Cup) gesamthaft in allen Disziplinen während <strong>der</strong> Berechnungsperiode<br />

<strong>der</strong> Saison gestartet, so werden 10 % (#) auf seine Punkte <strong>der</strong> BL addiert,<br />

sofern die herausgefahrenen Punkte nicht besser als die geschützten Punkte<br />

sind.<br />

4.2.1.5 Wenn ein Wettkämpfer zum Zeitpunkt <strong>der</strong> Berechnung <strong>der</strong> BL aus den besten<br />

30 Athleten <strong>der</strong> WCSL Liste herausfällt, so erhält er seine effektiven FIS<br />

Punkte (mindestens 6 FIS Punkte).<br />

4.2.1.6 Korrekturwert (Z)<br />

Vor <strong>der</strong> Zuteilung <strong>der</strong> FIS Punkte für die ersten 30 <strong>der</strong> WCSL wird am Anfange<br />

<strong>der</strong> Saison eine Korrekturwert (Z) kalkuliert.<br />

4.2.2 Normale FIS Punkte Liste (NL)<br />

Die erste Liste wird basierend auf die BL am 1. Juli veröffentlicht.<br />

4.2.2.1 Die NL gibt den Durchschnitt <strong>der</strong> zwei besten Ergebnisse<br />

Eines Wettkampfers in je<strong>der</strong> Disziplin während <strong>der</strong> laufenden<br />

Gültigkeitsperiode an, sofern die Punkte besser als in <strong>der</strong> Basisliste (BL) sind.<br />

4.2.2.2 Wenn ein Wettkämpfer während <strong>der</strong> laufenden Gültigkeitsperiode<br />

Aus den besten 30 Athleten <strong>der</strong> WCSL Liste herausfällt, so erhält er seine<br />

effektiven FIS Punkte, sofern die berechneten Punkte besser als in <strong>der</strong><br />

Basisliste (BL) sind (mindestens 6 FIS Punkte).<br />

4.2.2.3 Nur ein Resultat und keine BL Punkte<br />

- werden 20% auf das erzielte Ergebnis dazugerechnet.<br />

4.2.2.4 Nur ein Resultat und BL Punkte<br />

Hat <strong>der</strong> Wettkämpfer in <strong>der</strong> laufenden Periode nur ein Resultat pro Disziplin,<br />

aber BL Punkt, dann zählen die BL Punkte.<br />

4.2.3 Anti-Doping Regelverletzung<br />

Alle erreichten FIS Punkte eines Athleten, <strong>der</strong> eine Anti-Doping<br />

Regelverletzung gemäss Art. 10.1.2. <strong>der</strong> FIS Anti-Doping Regeln begeht,<br />

werden gelöscht.<br />

4.2.4 Gültigkeitsdauer<br />

Die Gültigkeitsdauer <strong>der</strong> Ergebnisse erstreckt sich über die laufende Saison.<br />

4.3 Integration <strong>der</strong> Weltcupstartliste (WCSL)<br />

Die besten 30 Athleten <strong>der</strong> WCSL erhalten im entsprechenden prozentualen<br />

Verhältnis die FIS Punkte 0 - 5.99.<br />

4.3.1 Formel für Umrechnung <strong>der</strong> top 30 <strong>der</strong> WCSL:<br />

4.4 Berechnung des Zuschlages<br />

4.4.1 Berechnung <strong>der</strong> Zuschläge<br />

Die Zuschläge sind auf <strong>der</strong> Basis <strong>der</strong> jeweils gültigen Listen zu berechnen.<br />

4.4.2 Die besten fünf gestarteten Wettkämpfer<br />

Von den besten fünf gestarteten Wettkämpfern <strong>der</strong> FIS Punkteliste werden die<br />

FIS Punkte herausgesucht (klassierte, disqualifizierte, ausgeschiedene und<br />

nicht am Start 2. Lauf). Die Wettkämpfer mit Status (DNS1) werden nicht<br />

berücksichtigt. Liegen die Punkte über dem Maximalwert, wird <strong>der</strong> Maximalwert<br />

berücksichtigt.<br />

4.4.3 Die besten fünf klassierten Wettkämpfer<br />

Aus den ersten zehn Rängen des betreffenden Wettbewerbes werden die fünf<br />

Wettkämpfer mit den besten FIS Punkten herausgesucht.<br />

Liegen die Punkte über dem Maximalwert o<strong>der</strong> fehlen diese, wird <strong>der</strong><br />

Maximalwert für die Zuschlagsberechnung berücksichtigt.<br />

4.4.4 Weniger als fünf Wettkämpfer: Maximalwert<br />

Wenn unter den ersten zehn Wettkämpfern <strong>der</strong> Rangliste weniger als fünf mit<br />

FIS Punkten figurieren o<strong>der</strong> nicht fünf <strong>der</strong> gestarteten Wettkämpfer FIS Punkte<br />

besitzen, wird den jeweils schlechtesten platzierten ohne FIS Punkte bzw. den<br />

verbleibenden ein Maximalwert zugeteilt:<br />

Abfahrt: 310 FIS Punkte<br />

Super-G: 250 FIS Punkte<br />

Slalom: 145 FIS Punkte<br />

Riesenslalom: 200 FIS Punkte<br />

Super Kombination 250 FIS Punkte<br />

Sind weniger als drei Wettkämpfer in den fünf des Klassements, die zur<br />

Bewertung herangezogen werden, mit FIS Punkten enthalten, so erfolgt keine<br />

Wertung. Es müssen mindestens drei Wettkämpfer FIS Punkte besitzen, egal<br />

wie hoch, und mindestens fünf Wettkämpfer müssen klassiert sein.<br />

4.4.5 Zwei o<strong>der</strong> mehr Wettkämpfer im 10. Rang<br />

Befinden sich im 10. Rang <strong>der</strong> Ergebnisliste zwei o<strong>der</strong> mehr Wettkämpfer,<br />

werden für die Zuschlagsberechnung alle Wettkämpfer gewertet, die zu den<br />

fünf mit den besten FIS Punkten gehören.<br />

4.4.6 Zwei o<strong>der</strong> mehr Wettkämpfer besitzen die fünft besten FIS Punkte<br />

Besitzen zwei o<strong>der</strong> mehr Wettkämpfer in <strong>der</strong> Zuschlagsberechnung die fünft<br />

besten FIS Punkte, dann wird <strong>der</strong>jenige Wettkämpfer mit den höheren<br />

Renn<strong>punkte</strong>n berücksichtigt. Grund: Besserer Zuschlag.<br />

4.4.7 Berechnung<br />

- Die fünf besten FIS Punkte o<strong>der</strong> <strong>der</strong> Maximalwert <strong>der</strong> ersten zehn<br />

klassierten (= Summe A) und <strong>der</strong> besten fünf gestarteten Wettkämpfer <strong>der</strong><br />

FIS Punkteliste (= Summe B) werden zusammengezählt. Nun werden die<br />

Renn<strong>punkte</strong> <strong>der</strong> Wettkämpfer mit den besten fünf FIS Punkten addiert (=<br />

Summe C). Renn<strong>punkte</strong>, die höher sind als das dem Wettbewerb<br />

entsprechende Maximum (DH 310, SL 145, GS 200, SG 250, SC 250),<br />

werden mit dem Maximal Wert gerechnet.<br />

- Nun wird die Summe <strong>der</strong> Renn<strong>punkte</strong> von <strong>der</strong> Summe <strong>der</strong> fünf besten FIS<br />

Punkte unter den zehn klassierten und <strong>der</strong> besten fünf gestarteten<br />

Wettkämpfer subtrahiert und diese Zahl durch zehn dividiert (Summe A +<br />

Summe B - Summe C : 10).<br />

- Am Ende <strong>der</strong> Zuschlagsberechnung muss <strong>der</strong> Korrekturwert gemäss Art.<br />

4.3.2 berücksichtigt werden. Beachte: Ist <strong>der</strong> "z"-Wert positiv, wird er<br />

subtrahiert, ist er negativ, wird er addiert. Damit wird sichergestellt, dass von<br />

Liste zu Liste alle Resultate miteinan<strong>der</strong> verglichen werden können.<br />

4.4.8 Zuschläge auf- und abrunden<br />

Der Zuschlag ist bis 4/1000 abzurunden und ab 5/1000 aufzurunden (z.B.<br />

13.654 = 13.65 o<strong>der</strong> 21.849 = 21.85).<br />

4.4.9 Super Kombination<br />

FIS Punkte werden für den Geschwindigkeitsbewerb (DH o<strong>der</strong> SG) bei allen<br />

FIS Bewerben vergeben. Ausser bei Welt- und Europa Cup erhält <strong>der</strong> Athlet<br />

seine FIS Punkte nur, wenn er beide Läufe beendet hat.<br />

Der FIS Punktezuschlag wird unter Berücksichtigung <strong>der</strong> Technischen Daten<br />

angewandt. Wird <strong>der</strong> SL vor <strong>der</strong> DH o<strong>der</strong> SG gestartet, werden Athleten welche<br />

DNS, DNF o<strong>der</strong> DSQ haben und in <strong>der</strong> DH o<strong>der</strong> SG starten wollen mit ihrer<br />

Originalstartnummer nach dem letzten qualifizierten Athleten vom SL starten<br />

können.<br />

4.4.10 FIS Punkte für KO<br />

FIS Punkte werden für den Qualifikationslauf <strong>der</strong> EC KO Bewerbe berechnet.<br />

4.5 Kategorie-Ad<strong>der</strong> und Minimum/Maximum-Wert<br />

Der Kategorie Ad<strong>der</strong> und die Minimum/Maximum Werte werden auf je<strong>der</strong> FIS<br />

Punkteliste (1. Seite) publiziert.<br />

4.6 Verletztenstatus<br />

4.6.1 Gesuch Verletztenstatus<br />

Wenn sich ein Wettkämpfer verletzt und den Verletztenstatus beansprucht,<br />

muss <strong>der</strong> nationale Verband sobald als möglich o<strong>der</strong> spätestens bis zum 30.<br />

April um Genehmigung des Verletztenstatus ansuchen, wobei das offizielle<br />

Antrags<strong>for</strong>mular und ein ärztliches Zeugnis an die FIS eingesandt werden<br />

müssen. Dieses offizielle Formular und das ärztliche Zeugnis sind nur für eine<br />

Saison gültig. (WC: siehe WC Regeln art. 21.2 )<br />

4.6.1.1 Bedingungen<br />

- Zwischen dem Zeitpunkt <strong>der</strong> Verletzung und dem ersten Start müssen<br />

mindestens 8 (acht) Monate vergangen sein.<br />

- Wettkämpfer müssen als aktive Wettkämpfer gemeldet werden und aktiv<br />

bleiben.<br />

- Der Wettkämpfer ist nicht öfter als fünf (5) mal (FIS und COC Stufe) plus vier<br />

(4) mal (Welt Cup Stufe) in einer Disziplin und/o<strong>der</strong> fünfzehn (15) mal (FIS<br />

und COC Stufe) plus acht (8) mal gesamthaft in allen Disziplinen während<br />

<strong>der</strong> Berechnungsperiode <strong>der</strong> Saison gestartet.<br />

4.6.1.2 WCSL Top 30<br />

Athleten, die zum Zeitpunkt ihrer Verletzung in den Top 30 <strong>der</strong> WCSL klassiert<br />

sind und nach Anwendung des Zuschlags gemäß Art. 21.4 des Weltcup<br />

Reglements aus den Top 30 herausfallen, erhalten die bessern kalkulierten<br />

Punkte für die BL o<strong>der</strong> die Punkte ihres Ranges in <strong>der</strong> BL FIS Punkte Liste<br />

welches ihrem Rang in <strong>der</strong> WCSL entspricht.<br />

4.7 Berufliche Verhin<strong>der</strong>ung/Militärdienst<br />

Wenn von einem nationalen Verband im Voraus ein Antrag auf Erteilung des<br />

Status wegen beruflicher Verhin<strong>der</strong>ung (Studienzeit) o<strong>der</strong> Militärdienst<br />

eingereicht wird und <strong>der</strong> bestätigt, dass <strong>der</strong> Wettkämpfer nicht an Wettkämpfen<br />

teilnehmen kann und aus dem die Dauer <strong>der</strong> Verhin<strong>der</strong>ung hervorgeht, wird<br />

gemäss Art. 4.6 vorgegangen.<br />

4.8 Bewertung mehrerer Wettbewerbe im Rahmen einer Veranstaltung<br />

4.8.1 Abfahrt (DH), Slalom (SL), Riesenslalom (GS), Super-G (SG) und Super<br />

Kombination (SC)<br />

Im Rahmen einer Veranstaltung können im FIS Kalen<strong>der</strong> innerhalb von 5<br />

Tagen nur zwei Wettbewerbe pro Disziplin und Kategorie (WC, COC, FIS) auf<br />

dem gleich homologierten Hang ausgeschrieben und gewertet werden. Wenn<br />

ein dritter Geschwindigkeitsbewerb (DH o<strong>der</strong> SG) Teil einer SC ist, werden für<br />

den Geschwindigkeitsbewerb keine FIS Punkte vergeben.<br />

Auch die Durchführung von sog. Ersatzwettkämpfen zusätzlich zu einer<br />

Veranstaltung mit zwei Rennen pro Disziplin und Kategorie ist nicht gestattet.<br />

Für solche zusätzlichen Wettbewerbe werden keine FIS Punkte berechnet.<br />

5. FIS Punkteliste<br />

5.1 Die FIS Punkteliste ist nur noch elektronisch erhältlich (ftp://ftp.<strong>fis</strong>ski.ch)<br />

ALFPxxx.zip ist die Datei, welche mit dem FIS Punkteliste Programm<br />

aufgeladen wird (für die „xxx“ steht jeweils die Nummer <strong>der</strong> Liste sowie die<br />

Saison - zum Beispiel 1. Liste 2008/2009=ALFP109F.zip = komplette Liste o<strong>der</strong><br />

ALFP109P = nur die aktualisierte In<strong>for</strong>mation seit <strong>der</strong> letzten Liste).<br />

6. Redaktionsschluss und Gültigkeit <strong>der</strong> einzelnen Listen<br />

Die Redaktionsschlüsse und Gültigkeitsdauer werden auf <strong>der</strong> FIS Webseite<br />

veröffentlicht. Während <strong>der</strong> Saison <strong>der</strong> Nördlichen Hemisphäre erscheinen die<br />

FIS Punktelisten alle drei (3) Wochen.<br />

7. Einschreibegebühren<br />

7.1 Einschreibungen<br />

Die Einschreibegebühr für jeden gemeldeten Wettkämpfer beträgt CHF 33.--.<br />

Dieser Betrag wird dem FIS Kontokorrent des entsprechenden nationalen<br />

Verbandes verrechnet.<br />

7.2 Einschreibegebühr pro Saison pro Wettkämpfer<br />

Einschreibungen mit dem FOU System: Die Einschreibegebühr für die<br />

gesamte Saison beträgt CHF 33--.<br />

Einschreibungen über das FIS Büro: Bis 31. Dezember CHF 33.--. Und ab<br />

1. Januar, CHF 100.--<br />

7.2.1 Punktebestätigung<br />

Der Preis für eine Punktebestätigung beträgt CHF 200.--.<br />

7.3 Keine Rückerstattung<br />

Scheidet ein Wettkämpfer während <strong>der</strong> Saison aus o<strong>der</strong> erfolgt eine<br />

Falschmeldung durch den Nationalen Ski Verband, gewährt die FIS keine<br />

Rückerstattung.<br />

7.4 FIS Punktelisten<br />

Die FIS Punkte Listen werden nur noch elektronisch zur Verfügung gestellt und<br />

können gratis von unserer ftp://ftp.<strong>fis</strong>ski.ch abgeladen werden.<br />

TIP: Bitte installieren Sie auch unser FIS Listen Programm (Fislistsetup.exe),<br />

welches Sie auch auf ftp://ftp.<strong>fis</strong>ski.ch finden können. Damit können Sie einfach<br />

und vielseitig mit den Punkten arbeiten.<br />

8. Bestimmungen für Organisatoren und Technische Delegierte<br />

8.1 Elektronische Übermittlung<br />

Die Resultate sind elektronisch und im FIS Format (E-Mail:<br />

<strong>alpine</strong>results@<strong>fis</strong>ski.ch). Der TD hat die korrekte Übertragung <strong>der</strong> Resultate<br />

zu überwachen und darüber in seinem Rapport Bericht zu erstatten und<br />

ebenfalls überprüfen ob die Resultate korrekt auf die FIS Webseite aufgeladen<br />

wurden. Bitte die TD Berichte <strong>der</strong> Rennen, welche innerhalb von 10 Tagen<br />

vor dem folgenden Redaktionsschluss stattfinden, unmittelbar per Fax<br />

o<strong>der</strong> E-Mail an die FIS zu senden (Berichte können auch Online validiert<br />

werden). Ohne TD- und Zeitmessungsberichte werden keine Resultate<br />

mehr in <strong>der</strong> FIS Punkte Liste berücksichtigt.<br />

Für Resultate, die nicht elektronisch im FIS Format übermittelt werden, kann im<br />

Zeitraum des Redaktionsschlusses keine Garantie gegeben werden, dass die<br />

Resultate in <strong>der</strong> kommenden FIS Punkteliste veröffentlicht werden, auch wenn<br />

sie zeitgerecht eintreffen.<br />

8.3 Antrag auf Wertung o<strong>der</strong> Nichtwertung<br />

Sollten Gründe vorliegen, den Wettbewerb für die FIS Punktebewertung nicht in<br />

Betracht zu ziehen, müssen diese im "Bericht des Technischen Delegierten"<br />

aufgeführt sein.<br />

Muss ein Wettbewerb abgesagt werden, nachdem eine grosse Zahl von<br />

Wettkämpfern das Ziel erreicht hat, so erstellt <strong>der</strong> Technische Delegierte einen<br />

Bericht mit Empfehlung auf Wertung o<strong>der</strong> Nichtwertung.<br />

9. Zulassungsquoten<br />

9.1 Quotenberechnung<br />

9.1.1 1. FIS Punkteliste<br />

Für jeden nationalen Verband wird die Zulassungsquote zu den FIS<br />

Wettbewerben durch die FIS Punkte jener Wettkämpfer geregelt, die in einer<br />

<strong>der</strong> fünf Disziplinen (DH, SL, GS, SG, SC) <strong>der</strong> 1. FIS Punkteliste <strong>der</strong> Saison<br />

aufgeführt sind. Für jeden nationalen Verband wird die für seine Wettkämpfer<br />

günstigste Disziplin berücksichtigt.<br />

9.1.2 Aus top 150(gemäss Art. 9.6.) <strong>der</strong> FIS Punkteliste<br />

9.1.4 Geltungsdauer<br />

Diese Zulassungsquoten gelten für den Bewertungszeitraum <strong>der</strong> FIS<br />

9.1.5 Grundquote des organisierenden Verbandes<br />

Die Grundquote des organisierenden Nationalen Verbandes beträgt in jedem<br />

Fall 50 mit Auffüllmöglichkeiten bis zu max. 140 Wettkämpfern. Werden auf<br />

Grund <strong>der</strong> erlaubten Nationalen Quoten und <strong>der</strong> Basisquoten <strong>der</strong><br />

organisierenden Nationen mehr als 140 Wettkämpfer erreicht, ist dies zulässig.<br />

Wird die Zahl von 140 Wettkämpfern nicht erreicht, kann <strong>der</strong> organisierende<br />

Nationale Skiverband das Maximum von 140 Wettkämpfern mit eigenen<br />

Athleten ausschöpfen.<br />

9.1.5.1 Ausnahme<br />

Die Grundquote für die nachfolgenden organisierenden Nationalen Ski<br />

Verbände beträgt in jedem Fall 70 für SL und GS, und 90 für DH, SG und SC:<br />

AUT, CAN, FRA, GER, ITA, NOR, SLO, SWE, SUI, USA, RUS.<br />

9.1.6 Län<strong>der</strong>gruppen<br />

- Für CAN-USA / DAN-FIN-ISL-NOR-SWE / FRA(Pyrenees)-SPA-AND / ARG-<br />

BOL-BRA-CHI / AUS-FIJ-NZL / CHN- JPN-KOR-MGL -IND-PAK / LIB-ROU-<br />

RSA-CYP-LUX-POR-AND-SRB-MON-RSM-IRE beträgt die Quote im<br />

Maximum je 30 bei Durchführung <strong>der</strong> Wettkämpfe in einem <strong>der</strong> Län<strong>der</strong><br />

dieser Län<strong>der</strong>gruppen.<br />

- Für die Gruppe ARM-BIH-BUL-CRO-CZE-GRE-KAZ-MNE-SRB-MKD-POL-<br />

RUS-SLO-SVK-TUR-IRA-UZB-UKR beträgt die Quote im jeweilig<br />

angrenzenden Land des OK 30.<br />

- Für die folgenden Län<strong>der</strong>: BIH-BUL-SLO-SRB doppelte Quote für jede<br />

Nation für Wettkämpfe welche in einem Land dieser Län<strong>der</strong>gruppe<br />

organisiert werden, falls das Rennen nicht mit einem Maximum von 140<br />

Wettkämpfern auf dem Board aufgefüllt ist.<br />

- Für Wettbewerbe in LIE erhalten die Grenzlän<strong>der</strong> AUT/SUI eine Quote von<br />

30.<br />

- Das organisierende Land hat immer die Quote gemäss Art. 9.1.5.<br />

9.2 Quotenregelung für Damenrennen<br />

Eine Quotenregelung für Damenrennen wird angewendet, wenn mehr als 140<br />

Wettkämpferinnen angemeldet sind.<br />

9.3 Cups<br />

Die Zulassungsquoten für die verschiedenen Cups werden durch die<br />

entsprechenden speziellen Regeln festgelegt.<br />

9.4 Doppelte Quoten für Gastgebernationen<br />

Sofern beide beteiligten Nationen einverstanden sind, darf die Nation des<br />

Landes, in dem die Rennen stattfinden, ihre Quote verdoppeln. Höhere Quoten<br />

als diese müssen bis zu den Herbstsitzungen beantragt werden (Südliche<br />

Hemisphäre: Bis zu den Frühjahrssitzungen).<br />

9.5 Doppelte FIS Quoten für die Rennen in <strong>der</strong> südlichen Hemisphäre<br />

In <strong>der</strong> südlichen Hemisphäre gelten doppelte Nationenquoten. Die<br />

Organisatoren dürfen jedoch bei zu hohen Anmeldungen die Quoten bis zur<br />

normalen FIS Quote kürzen. Das gleiche Recht gilt auch für Län<strong>der</strong> <strong>der</strong><br />

südlichen Hemisphäre, wenn sie eine doppelte Quote in <strong>der</strong> nördlichen<br />

Hemisphäre wünschen. Die Absprachen haben immer über die<br />

entsprechenden nationalen Verbände in Verbindung mit den Organisatoren zu<br />

laufen und gelten nur für genau bezeichnete Veranstaltungen. Eine Kopie<br />

solcher Vereinbarung muss dem Technischen Delegierter vorgezeigt und <strong>der</strong><br />

FIS zugesandt werden.<br />

9.6 Nicht mehr aktive Wettkämpfer<br />

Nach einem Jahr ohne Resultate werden die Punkte speziell gekennzeichnet<br />

(Art. 5.2).<br />

Wettkämpfer, welche länger als ein Jahr keine Resultate mehr haben, werden<br />

nicht mehr bei <strong>der</strong> Berechnung <strong>der</strong> Quoten berücksichtigt, sind jedoch aufgrund<br />

ihrer FIS Punkte nach wie vor startberechtigt.<br />

9.7 Internationale Beteiligung an nationalen Meisterschaften<br />

9.7.1 Bedingungen<br />

Nationale Meisterschaften werden nur dann als "Internationale Rennen"<br />

anerkannt und mit FIS Punkten bewertet, wenn alle Bedingungen für FIS<br />

Wettbewerbe eingehalten werden.<br />

Die Einschreibungen von fremden Skiverbänden müssen nach den gültigen FIS<br />

Quoten angenommen werden. Der organisierende Nationale Verband ist<br />

verpflichtet, bis zu 25 Auslän<strong>der</strong> zum Start zuzulassen. Es steht ihnen jedoch<br />

frei, unter <strong>der</strong> Berücksichtigung <strong>der</strong> entsprechenden Quoten mehr Auslän<strong>der</strong><br />

starten zu lassen.<br />

9.7.2 Dienstweg<br />

Nationale Verbände, die ihre Wettkämpfer an den nationalen Meisterschaften<br />

eines an<strong>der</strong>en Verbandes starten lassen wollen, verhandeln spätestens bis<br />

eine Woche vor Beginn <strong>der</strong> Wettbewerbe/Trainings direkt mit dem betreffenden<br />

Verband. Die FIS kann bei Meinungsverschiedenheiten schlichtend eingreifen.<br />

9.8 Teilnahme an den Wettkämpfen <strong>der</strong> FIS<br />

9.8.1 Die Quoten <strong>der</strong> Nationalen Skiverbände für die Teilnahme an den im FIS<br />

Kalen<strong>der</strong> ausgeschriebenen Wettkämpfen werden wie folgt festgelegt:<br />

9.8.1.1 Olympische Winterspiele und FIS Ski Weltmeisterschaften<br />

Gemäss den Bestimmungen des Internationalen Olympischen Komitees und<br />

den Bestimmungen für die Durchführung von FIS Skiweltmeisterschaften.<br />

9.8.1.2 FIS Weltcup, FIS Kontinentalcups und Internationale FIS Rennen:<br />

Gemäss den entsprechenden Reglementen.<br />

9.8.1.3 Son<strong>der</strong>quoten<br />

Für bestimmte Län<strong>der</strong> und Regionen können vom FIS Vorstand Son<strong>der</strong>quoten<br />

bewilligt werden. Die Nationalen Skiverbände müssen entsprechende Gesuche<br />

is mindestens zwei Wochen vor <strong>der</strong> Herbstsitzungen an die FIS senden.<br />

Termin für die Südliche Hemisphäre: zwei Wochen vor <strong>der</strong> Frühjahrssitzungen.<br />

9.8.2 Für alle <strong>alpine</strong>n Wettkämpfe darf normalerweise die Zahl <strong>der</strong> Wettkämpfer 140<br />

nicht übersteigen.<br />

Wenn jedoch nach Ausschöpfung <strong>der</strong> den Nationalen Skiverbänden<br />

zugebilligten Quoten und <strong>der</strong> Ausnützung <strong>der</strong> Grundquote für den<br />

organisierenden Verband eine grössere Teilnehmerzahl als 140 erreicht wird,<br />

ist dies zulässig.<br />

Wenn die Teilnehmerzahl von 140 nicht erreicht ist, darf <strong>der</strong> organisierende<br />

Verband bis zum Maximum von 140 Teilnehmern auffüllen.<br />

9.9 Überquote<br />

Je<strong>der</strong> Nationale Ski Verband hat das Recht, mit <strong>der</strong> maximalen Anzahl<br />

Wettkämpfer zu starten gemäss ihren Quoten. Für Damen-Bewerbe siehe Art.<br />

9.2.<br />

9.9.1 Die Quoten müssen bei <strong>der</strong> Mannschaftsführer-Sitzung vor <strong>der</strong> Auslosung,<br />

durch den TD, den Rennsekretär und den zuständigen Team Capitains<br />

kontrolliert werden<br />

9.9.2 Ist ein Wettkämpfer eingeschrieben und auch tatsächlich gestartet und die<br />

Nationale Quote wurde somit überschritten, wird er für die Berechnung des<br />

Endresultates o<strong>der</strong> für die Penalty-Berechnung nicht berücksichtigt, wenn<br />

dieser Regelverstoss vor <strong>der</strong> offiziellen Veröffentlichung <strong>der</strong> Resultate entdeckt<br />

wird. Er wird auf <strong>der</strong> Resultatliste als DSQ (Überquote) aufgeführt. Falls dieser<br />

Regelverstoss erst nach <strong>der</strong> Einreichung <strong>der</strong> Veröffentlichung <strong>der</strong> Resultate<br />

bemerkt wird, wird das Resultat im FIS Büro neu berechnet nachdem alle<br />

Wettkämpfer als DSQ (Überquota) erscheinen, entfernt worden sind. Dieses<br />

Verfahren wird im FIS Büro gehandhabt und vom Classifications Komitee bei<br />

<strong>der</strong> nächsten Sitzung bestätigt.<br />

Règlement des <strong>points</strong> FIS - Edition 2014<br />

Ces Règlements sont partie intégrale du RIS.<br />

1. La compétition<br />

1.1 Conditions préalables<br />

Pour l'attribution des <strong>points</strong> FIS, seules les compétitions remplissant les<br />

conditions suivantes sont validées:<br />

- La compétition doit figurer au calendrier FIS<br />

- Les règlements des concours internationaux de ski (RIS) doivent être<br />

respectés<br />

- La compétition doit avoir lieu durant les périodes d'évaluation<br />

mentionnées à l'art. 3.<br />

1.2 Changements de dates, reports et annulations<br />

Les changements de dates, annulations de compétitions, de même que des<br />

changements importants du programme doivent être communiqués sans délai<br />

à la FIS<br />

Ces changements doivent être portés à la connaissance de ces instances au<br />

minimum quatre (4) jours avant la première Séances des Chefs d'Équipes!<br />

1.3 Descente en deux manches<br />

Les descentes en deux manches doivent figurer comme telles au calendrier<br />

FIS. Elles ne sont autorisées que dans le cadre de compétitions internationales<br />

FIS et à condition que la dénivellation soit con<strong>for</strong>me à l'article 701.1 du RIS.<br />

Exceptionnellement (conditions atmosphériques et d'enneigement), et en cas<br />

de risque d'annulation, des descentes peuvent se dérouler en deux manches<br />

sur décision du jury.<br />

1.4 Compétitions pour juniors<br />

Les Seniors n'ont pas le droit de participer aux compétitions juniors inscrites au<br />

calendrier FIS (NJR ou JUN).<br />

Exception: Championnats nationaux juniors.<br />

1.4.1 Changement de Compétitions JUN<br />

Si une Association Nationale de Ski désire changer une compétition<br />

originalement inscrite comme compétition Juniors (JUN/NJR) (par exemple<br />

manquantes inscriptions juniors) en compétition FIS et donc d'attribuer des<br />

<strong>points</strong> FIS aux seniors, ce changement doit être annoncé au bureau FIS dix<br />

(10) jours avant la compétition.<br />

Même un changement de catégorie de la FIS pour JUN / NJR doit être<br />

annonce au bureau FIS moins dix (10) jours avant la course, le bureau de la<br />

FIS rapporté.<br />

1.5 Championnats nationaux<br />

Par saison, chaque fédération nationale a la possibilité d’organiser un<br />

championnat national. Cependant, il n’est autorisé d’organiser qu’une course<br />

par discipline Dames et Messieurs dans la catégorie NC et NJC.<br />

1.6 Compétitions nationales Juniors (NJR)<br />

Par saison, chaque Association Nationale de Ski dispose d’un quota fixe pour<br />

paticiper aux compétitions nationales juniors, en fonction du calcul établi sur la<br />

base du quota FIS, comme suit:<br />

Si il y a moins de 25 concurrents étrangers inscrits dans la competition ou<br />

moins de 115 concurrents de la nation organisatrice, alors le quota normal FIS<br />

pourra être appliqué dans la limite de 140 concurrents maximum.<br />

Dans une competition feminine, cette disposition sera appliquée seulement si<br />

l’on compte plus de 140 concurrentes inscrites.<br />

2. Les concurrents<br />

2.1 Inscription<br />

L’enregistrement des nouveaux concurrents se fait par le biais du FOU System<br />

en utilisant le site web de la FIS par la "Members Section", http:///www.<strong>fis</strong>ski.com/.<br />

Cela concerne le changement du statut "actif" en statut "inactif" pour<br />

tous les concurrents qui sont retirés des listes FIS. Les concurrents avec le<br />

statut "actif" seront considérés comme inscrit pour la saison à venir. Les<br />

concurrents avec le statut de blessé doivent être inscrits comme «actif» pour<br />

conserver la protection de blessé. Les compétiteurs âgés de 15 ans révolus<br />

avant la fin de l’année civile (Art. 607 du RIS) seront pris en compte. Seuls les<br />

concurrents ayant signé la déclaration d’athlète selon l’art. 203.3 du RIS<br />

pourront être inscrits.<br />

Les associations nationales sont en charge de : veiller à ce que les athlètes<br />

inscrits aient une assurance adéquate et vérifier qu’ils ont signé la déclaration<br />

d’athlète.<br />

Actif (dans la liste de <strong>points</strong> FIS). Le statu "actif" reste appliqué si l’athlète ne<br />

participe à aucune compétition FIS. Le changement de statuts de “actif” à<br />

“inactif” peut s’effectuer du 01.06. – 31.12.<br />

2.1.1 Première inscription<br />

Lors de la première inscription d'un concurrent pour la liste des <strong>points</strong> FIS, ses<br />

<strong>points</strong> FIS obtenus, ainsi que son code FIS (art. 2.3) doivent être exactement<br />

contrôlés. S'ils ne concordent pas, les compétitions au cours desquelles ces<br />

<strong>points</strong> ont été obtenus sont à préciser.<br />

2.1.2 Code FIS<br />

Sont admis aux compétitions que les concurrents (dames et hommes) ayant un<br />

code FIS valable.<br />

3. Périodes de validation<br />

3.1 Hémisphère nord<br />

La période de validation est fixée du deuxième (2) week-end de novembre au<br />

30 avril.<br />

Exception: Coupe du Monde et Coupe d’Europe<br />

Pendant la période entre l’ouverture Coupe du Monde et le 15 novembre, ne<br />

peuvent être validés pour <strong>points</strong> FIS que les compétitions Entry League (ENL).<br />

3.2 Hémisphère sud<br />

Pour l'hémisphère sud, la période de validation est fixée du 1er juillet au 15<br />

octobre.<br />

4.2 Points FIS<br />

4.2.1 Liste des <strong>points</strong> FIS de Base (BL) (*)<br />

La liste des <strong>points</strong> FIS de Base sera publiée au milieu du mois de Juin.<br />

4.2.1.1 La moyenne des deux meilleurs résultats obtenus au cours de la saison<br />

écoulée dans chaque discipline sera prise en compte pour établir la liste BL.<br />

4.2.1.2 Si un compétiteur n’a obtenu qu’un seul résultat au cours de la saison écoulée<br />

dans l’une des disciplines du ski alpin (Descente, Slalom, Slalom Géant, Super<br />

G ou Super Combiné), il sera ajouté à ce résultat 20% (+) pour obtenir le total<br />

retenu.<br />

4.2.1.3 Si un compétiteur n’a pas obtenu de résultat dans l’une des disciplines du ski<br />

alpin (Descente, Slalom, Slalom Géant, Super G ou Super Combiné) au cours<br />

de la saison écoulée, il sera ajouté 50% (>) aux <strong>points</strong> inscrits dans la<br />

précédente liste BL. Ces compétiteurs doivent être inscrits dans les FIS comme<br />

active.<br />

4.2.1.4 Le statut de blessé n’est maintenu à un compétiteur que si il n’a pas pris<br />

le départ de plus de cinq (5) épreuves (du niveau FIS et COC) plus quatre (4)<br />

épreuves (du niveau Coupe du Monde) dans une seule discipline et quinze (15)<br />

épreuves (du niveau FIS et COC) plus huit (8) (du niveau Coupe du Monde)<br />

total dans l’ensemble des disciplines pendant la saison considérée. La valeur<br />

de 10% (#) sera ajoutée aux <strong>points</strong> inscrits dans la précédente liste BL, si cette<br />

opération est plus avantageuse que le produit de la saison écoulée.<br />

4.2.1.5 Tout concurrent ne figurant plus dans les trente premiers de la liste WCSL<br />

est crédité des <strong>points</strong> FIS qu’il a réellement acquis au cours de la saison (min.<br />

6 <strong>points</strong> FIS).<br />

4.2.1.6 Valeur de correction (Z)<br />

Avant l’attribution de <strong>points</strong> FIS pour les 30 meilleurs de la WCSL il sera<br />

procédé au début de la saison au calcul de la valeur de correction (Z).<br />

4.2.2 Liste des <strong>points</strong> FIS ordinaire (NL)<br />

La liste numéro 1 sera publiée le 1er Juillet sur la base de la liste (BL).<br />

4.2.2.1 La NL contiendra la moyenne des deux meilleurs résultats de chaque<br />

concurrent obtenus pendant la durée de validité, si ce produit est meilleur que<br />

les <strong>points</strong> inscrits sur la BL.<br />

4.2.2.2 Tout concurrent ne figurant plus dans les trente premiers de la liste WCSL<br />

est crédité des <strong>points</strong> FIS qu’il a réellement acquis au cours de la période<br />

considérée, si ce produit est meilleur que les <strong>points</strong> inscrits sur la BL (min. 6<br />

<strong>points</strong> FIS).<br />

4.2.2.3 Un seul résultat et aucun BL <strong>points</strong><br />

: 20% additionné en ce résultat<br />

4.2.2.4 Un seul résult and BL point<br />

Si l’athlète a dans la periode actuelle qu’un seul résultat par discipline, mais de<br />

BL <strong>points</strong>, se sont les BL <strong>points</strong> qui comptent.<br />

4.2.3 Cas de violation des règles antidopage<br />

En application de l’article 10.1.2 des règles antidoping de la FIS, un athlète<br />

contrevenant à ces règles sera dépossédé de ses <strong>points</strong>.<br />

4.2.4 Durée de validité<br />

La durée de validité des résultats s’étend sur la saison en cours.<br />

4.3 Intégration de la liste de départ Coupe du Monde (WCSL)<br />

Les 30 meilleurs athlètes de la WCSL obtiennent dans un rapport de<br />

pourcentage correspondant les <strong>points</strong> FIS de 0 - 5.99.<br />

4.3.1 Formule pour la conversion des 30 meilleurs de la WCSL<br />

4.4 Calcul de la pénalité<br />

4.4.1 Calcul des pénalités<br />

Les pénalités se calculent sur la base de la liste en vigueur.<br />

4.4.2 Les cinq meilleurs concurrents ayant pris le départ<br />

On recherche les <strong>points</strong> FIS des cinq meilleurs concurrents de la liste des<br />

<strong>points</strong> FIS ayant pris le départ (classés, disqualifiés, abandons et absents au<br />

départ de la 2ème manche). Les concurrents avec le statut (DNS1) ne sont pas<br />

pris en considération. Lorsque ces <strong>points</strong> sont supérieurs à la note <strong>for</strong>faitaire<br />

maximale, cette <strong>der</strong>nière note sera retenue pour le calcul de la pénalité.<br />

4.4.3 Les cinq meilleurs concurrents classés<br />

Parmi les dix premiers de la compétition on recherche les cinq concurrents<br />

ayant les meilleurs <strong>points</strong> FIS.<br />

Lorsque ces <strong>points</strong> sont supérieurs à la note <strong>for</strong>faitaire maximale ou qu'ils<br />

manquent, la note <strong>for</strong>faitaire max. sera retenue pour le calcul de la pénalité.<br />

4.4.4 Moins que cinq concurrents: note <strong>for</strong>faitaire maximale<br />

Lorsque parmi les dix premiers de la liste des résultats figurent moins que cinq<br />

concurrents avec des <strong>points</strong> FIS ou lorsque moins que cinq concurrents ayant<br />

pris le départ n'ont pas de <strong>points</strong> FIS, une note <strong>for</strong>faitaire maximale sera<br />

attribuée aux concurrents les moins bien classés ou aux concurrents restants:<br />

Descente: 310 <strong>points</strong> FIS<br />

Super-G: 250 <strong>points</strong> FIS<br />

Slalom: 145 <strong>points</strong> FIS<br />

Slalom géant: 200 <strong>points</strong> FIS<br />

Super Combiné 250 <strong>points</strong> FIS<br />

S'il y a moins que trois concurrents avec des <strong>points</strong> FIS parmi les cinq<br />

comptant pour le calcul de la pénalité, la compétition ne sera pas validée. Au<br />

moins trois concurrents doivent avoir des <strong>points</strong> FIS, quel que soit leur nombre,<br />

et au moins cinq concurrents doivent être classés.<br />

4.4.5 Deux ou plusieurs concurrents au 10ème rang<br />

Lorsque deux ou plusieurs concurrents sont classés au 10ème rang de la liste<br />

des résultats, on retient pour le calcul de la pénalité les cinq concurrents ayant<br />

les meilleurs <strong>points</strong> FIS.<br />

4.4.6 Deux ou plusieurs concurrents à égalité de <strong>points</strong> FIS en 5ème position<br />

Lorsque deux ou plusieurs concurrents sont à égalité de <strong>points</strong> FIS en 5ème<br />

position pour le calcul de la pénalité, on retient le concurrent ayant les <strong>points</strong> de<br />

course les plus élevés. Raison: meilleure pénalité.<br />

4.4.7 Mode de calcul<br />

- Les cinq meilleurs <strong>points</strong> FIS ou la note <strong>for</strong>faitaire maximale des dix classés<br />

(= somme A) et des cinq meilleurs concurrents de la liste des <strong>points</strong> FIS<br />

ayant pris le départ (= somme B) sont additionnés. Ensuite on additionne les<br />

<strong>points</strong> de course des cinq concurrents avec les meilleurs <strong>points</strong> FIS (=<br />

somme C). Lorsque les <strong>points</strong> des courses sont supérieurs à la note<br />

<strong>for</strong>faitaire maximale on retiendra la valeur maximale pour la discipline<br />

concernée (DH 310, SL 145, GS 200, SG 250, SC 250).<br />

- Ensuite on soustrait le total des <strong>points</strong> de course de la somme des cinq<br />

meilleurs <strong>points</strong> FIS des dix classés et des cinq meilleurs concurrents de la<br />

liste des <strong>points</strong> FIS ayant pris le départ et on divise ce résultat par dix<br />

(somme A + somme B - somme C : 10).<br />

- A la fin du calcul de la pénalité, il faut tenir compte de la valeur de correction<br />

selon art. 4.3.2. Remarque: Lorsque la valeur "z" est positive, elle est<br />

déduite, lorsqu'elle est négative, elle est additionnée. Il est ainsi assuré que,<br />

de liste à liste, tous les résultats sont comparables.<br />

4.4.8 Arrondissement des pénalités<br />

La pénalité calculée jusqu'à 4/1000 est à arrondir au centième inférieur et à<br />

partir de 5/1000 à arrondir au centième supérieur (exemple: 13.654 = 13.65 ou<br />

21.849 = 21.85).<br />

4.4.9 Super Combiné<br />

Les <strong>points</strong> FIS seront attribués pour l'évènement de vitesse (DH ou SG). A<br />

l’exception des épreuves de Coupe du Monde et de Coupe d’Europe, les<br />

concurrents ayant complétés l’événement de vitesse se verront attribué les<br />

<strong>points</strong> FIS pour cette événement. En Coupe du Monde et Coupe d'Europe,<br />

pour que l’athlète se voit attribué les <strong>points</strong> pour l’événement de vitesse, il<br />

devra aussi avoir complété les deux manches.<br />

4.4.10 Points FIS pour KO<br />

Les <strong>points</strong> FIS seront calculés pour la manche de qualification des évènements<br />

KO en Coupe d'Europe.<br />

4.5 Additif de catégorie et valeur minimale/maximale<br />

L'additif de catégorie ainsi que les valeurs minimales/maximales seront publiés<br />

sur chaque liste des <strong>points</strong> FIS valable (1 ère page).<br />

4.6 Statut de blessé<br />

4.6.1 Obtention du statut de blessé<br />

En cas de blessure et pour pouvoir bénéficier du statut de blessé, la fédération<br />

nationale doit deman<strong>der</strong> dans les plus brefs délais ou au plus tard le 30 avril,<br />

l’application du statut de blessé. Cette demande doit être faite au moyen du<br />

<strong>for</strong>mulaire officiel et accompagnée d’un certificat médical. Le <strong>for</strong>mulaire officiel,<br />

ainsi que le certificat médical est valide pour une seule saison (WC: voir WC-<br />

Règle art. 21.2).<br />

4.6.1.1 Conditions d’obtention du statut<br />

- Un délai de 8 (huit) mois doit courir entre le jour de la blessure et le jour de<br />

la reprise en compétition.<br />

- Le statut de blessé n’est valide que pour les athlètes maintenus sous la<br />

dénomination «Actif».<br />

- Le compétiteur n’obtient le statut le statut de blesse que si il n’a pas pris le<br />

départ de plus de cinq (5) épreuves (du niveau FIS et COC) plus quatre (4)<br />

épreuves (du niveau Coupe du Monde) dans une seule discipline et quinze<br />

(15) épreuves (du niveau FIS et COC) plus huit (8) (du niveau Coupe du<br />

Monde) au total dans l’ensemble des disciplines pendant la saison<br />

considérée<br />

4.6.1.2 WCSL Top 30<br />

Les athlètes qui figurent dans les 30 meilleurs de la liste WCSL au moment où<br />

ils se blessent et qui sortent ainsi du groupe des 30 de la liste WCSL du fait de<br />

l’application de la pénalité simple prévue par l’art. 21.4 du règlement de la<br />

Coupe du Monde de Ski Alpin, bénéficieront du calcul ordinaire des <strong>points</strong> FIS<br />

de la BL ou, des <strong>points</strong> du classement de la liste BL qui sont équivalents à leur<br />

classement dans la WCSL.<br />

4.7 Obligations professionnelles ou militaires<br />

Lorsqu'une association nationale demande à l'avance pour un "statut d’études<br />

ou militaire" certifiant que le concurrent ne pourra pas participer à des<br />

compétions en raison d'obligations professionnelles (études) ou service<br />

militaire, avec indication de la durée de l'empêchement, le procédé sera selon<br />

l'art. 4.6.<br />

4.8 Validation de plusieurs compétitions dans le cadre d'une manifestation<br />

4.8.1 Descente (DH), Slalom (SL), Slalom Géant (GS), Super-G (SG) et Super<br />

Combiné (SC)<br />

Dans le cadre d'une manifestation figurant au calendrier FIS ne peuvent être<br />

organisées et validées en l'espace de 5 jours que deux compétitions par<br />

discipline et catégorie (WC, COC; FIS) sur la même piste homologuée. En cas<br />

d'une troisième Descente ou Super-G faisant part du Super Combiné, des<br />

<strong>points</strong> FIS ne seront pas attribuée pour l'évènement de vitesse.<br />

N'est également pas autorisée l'organisation de compétitions de remplacement<br />

en complément d'une manifestation comprenant déjà deux compétitions par<br />

discipline et catégorie. De telles compétitions supplémentaires ne recevront pas<br />

de <strong>points</strong> FIS.<br />

5. La liste des <strong>points</strong> FIS<br />

5.1 La liste des <strong>points</strong> FIS ne peut être obtenue qu’électroniquement<br />

(ftp://ftp.<strong>fis</strong>ski.ch)<br />

ALFPxxx.zip est le fichier fonctionnant avec le programme liste des <strong>points</strong> FIS<br />

(par „xxx“ l’on entend le numéro de la liste et la saison - par exemple 1ère liste<br />

2008/2009 = ALFP109F.zip = liste complète ou ALFP109P = seulement avec<br />

les in<strong>for</strong>mations ajournées dès la <strong>der</strong>nière liste).<br />

5.2 Marques distinctives<br />

6. Délais de rédaction et durée de validité des listes<br />

Les délais de rédaction et la validité des listes sont publiés sur le site web de la<br />

FIS. Pendant la saison de l'Hémisphère Nord, les listes des <strong>points</strong> FIS seront<br />

émis tous les trois (3) semaines.<br />

7. Redevance d'inscription<br />

7.1 Inscription<br />

La redevance pour chaque concurrent inscrit est fixée à CHF 33.--.<br />

Ce montant sera débité sur le compte courant FIS des associations nationales<br />

concernées.<br />

7.2 Facturation par saison pour chaque concurrent<br />

Inscription avec le FOU système: Droits d'enregistrement CHF 33.--<br />

pendant toute la saison.<br />

Inscription par le bureau FIS: Jusqu'au 31 décembre droits<br />

d'enregistrement de CHF 33.--. A partir du<br />

1 janvier droits d'enregistrement CHF<br />

7.2.1 Confirmations de <strong>points</strong><br />

Le prix d'inscription pour une confirmation de point s’élève à CHF 200.--.<br />

7.3 Pas de remboursement<br />

Lorsqu'un concurrent se retire de la compétition durant la saison ou en cas de<br />

fausse déclaration, la FIS n'accorde aucun remboursement.<br />

7.4 Listes des <strong>points</strong> FIS<br />

Les listes des <strong>points</strong> FIS sont mises à disposition électroniquement. Elles<br />

peuvent être chargées gratuitement sur le site ftp://ftp.<strong>fis</strong>ski.ch.<br />

Conseil: Veuillez installer notre programme pour les listes des <strong>points</strong> FIS<br />

(ftp://ftp.<strong>fis</strong>ski.ch), vous le trouvez aussi sur notre site ftp. Ainsi vous pourrez<br />

travailler simplement et rationnellement avec les <strong>points</strong> FIS.<br />

8. Directives pour les organisateurs et Délégués Techniques<br />

8.1 Transmission électronique<br />

Les résultats doivent obligatoirement être transmis par voie électronique et<br />

dans le <strong>for</strong>mat FIS (E-mail: <strong>alpine</strong>results@<strong>fis</strong>ski.ch) Le DT doit contrôler<br />

l’exactitude de la transmission des résultats et en faire mention dans son<br />

rapport. Les rapports des DT des courses qui ont lieu 10 jours avant un<br />

délai de rédaction devront être envoyés par Fax ou E-mail à la FIS dès la<br />

fin des épreuves concernées (rapports peuvent aussi être validés on-line).<br />

Sans les rapports du DT et du chrono-métrage aucun résultat ne sera<br />

considéré pour la liste de <strong>points</strong> FIS.<br />

Pour les résultats non transmis selon <strong>for</strong>mat FIS, aucune garantie ne peut être<br />

donnée durant la période de délai de rédaction que les résultats soient pris en<br />

compte pour la prochaine liste de <strong>points</strong> FIS, même s'ils arrivent dans les<br />

- Le «Rapport du Délégué Technique» officiel (Si le rapport TD se fait online,<br />

il n'est pas nécessaire d'inclure le fichier pdf)<br />

- Le rapport d’accident (si nécessaire)<br />

8.3 Requête pour ou contre l'homologation<br />

S'il existe des raisons de ne pas vali<strong>der</strong> la compétition pour l'attribution de<br />

<strong>points</strong> FIS, elles doivent être indiquées dans le "Rapport du Délégué<br />

Technique".<br />

Lorsqu'une compétition doit être annulée après l'arrivée d'un grand nombre de<br />

concurrents, le Délégué Technique établit un rapport contenant les<br />

recommandations pour ou contre l'homologation.<br />

9. Quotas d'admission<br />

9.1 Mode de calcul des quotas<br />

9.1.1 1ère liste des <strong>points</strong> FIS<br />

Le quota de chaque association nationale pour les compétitions FIS est calculé<br />

en fonction des <strong>points</strong> FIS des coureurs figurant dans l'une des cinq disciplines<br />

(DH, SL, GS, SG, SC) de la 1ère liste des <strong>points</strong> FIS de la saison. Pour chaque<br />

association nationale on tiendra compte de la discipline la plus favorable pour<br />

ses coureurs.<br />

9.1.2 Top 150 de la liste(selon art. 9.6) des <strong>points</strong> FIS<br />

1 – 6 concurrents 6 places<br />

7 concurrents 7 places<br />

8 concurrents 8 places<br />

9 concurrents 9 places<br />

10 concurrents ou plus 10 places<br />

9.1.3 Aucun concurrent parmi les 150 premiers, mais entre le 151ème et le 300 ème<br />

de la liste des <strong>points</strong> FIS<br />

9.1.4 Durée de validité<br />

Ces quotas sont valables durant la période de validation des listes de <strong>points</strong><br />

FIS.<br />

9.1.5 Quota de base pour l'association organisatrice<br />

Le quota de base pour l'association organisatrice est dans tous les cas de 50<br />

concurrents avec possibilité de compléter jusqu'à 140 au maximum. Si en<br />

respectant les quotas nationaux autorisées et les quotas de base de la nation<br />

organisatrice, le nombre surpasse 140 compétiteurs, ceci est accepté. Au cas<br />

où le nombre de compétiteurs n’atteint pas 140, l’association nationale de ski<br />

peut compléter le maximum de 140 compétiteurs avec ses propres athlètes.<br />

9.1.5.1 Exception<br />

Le quota de base pour les associations nationales suivantes est dans tous les<br />

cas de 70 concurrents pour SL et GS, et 90 pour DH, SG et SC:<br />

AUT, CAN, FRA, GER, ITA, NOR, SLO, SWE, SUI, USA, RUS.<br />

9.1.6 Groupes de nations<br />

- Pour CAN-USA / DAN-FIN-ISL-NOR-SWE / FRA (Pyrénées)-SPA-AND /<br />

ARG-BOL-BRA-CHI / AUS-FIJ-NZL / CHN- -JPN-KOR-MGL-IND-PAK / LIB-<br />

ROU-RSA-CYP-LUX-POR-AND-SRB-MON-RSM-IRE le quota est de 30 au<br />

maximum lors de l'organisation des concours dans un des pays concernés<br />

de ces groupes de nations.<br />

- Pour le groupe ARM-BIH-BUL-CRO-CZE-GRE-KAZ-MNE-SRB -MKD-POL-<br />

ROU-RUS-SLO-SVK-TUR-IRA-UZB-UKR le quota des pays limitrophes au<br />

pays organisateur sera de 30.<br />

- Pour les compétitions au LIE les pays voisins AUT et SUI reçoivent un quota<br />

de 30.<br />

- Pour les pays suivants: BIH-BUL-SLO-SRB. Au cas la compétition n’est pas<br />

complet avec un maximum de 140 athlètes sur la table, chaque nation re-çoit<br />

un double quota pour des compétitions qui ont lieu dans un pays de ce<br />

groupe de nations.<br />

- La nation organisatrice a toujours un quota selon art. 9.1.5.<br />

9.2 Réglementation des quotas pour les compétitions féminines<br />

Une réglementation des quotas pour les compétitions féminines est appliquée<br />

en cas d'engagement de plus de 140 concurrentes.<br />

9.3 Coupes<br />

Les quotas d'admission pour les différentes Coupes sont fixés dans des<br />

règlements spéciaux.<br />

9.4 Quotas doubles pour nations hôtes d'autres pays<br />

Lorsque les deux nations concernées sont d'accord, le pays dans lequel se<br />

déroulent les compétitions a le droit de doubler ses quotas. Des quotas<br />

supérieurs peuvent être sollicités au plus tard lors des réunions d'automne<br />

(hémisphère sud: au plus tard lors des réunions de printemps).<br />

9.5 Double quota de nation<br />

Dans l'hémisphère sud l'application d'un double quota est valide. Les<br />

organisateurs ont cependant le droit de réduire ces quotas jusqu'à la limite du<br />

quota normal en cas d'inscriptions trop nombreuses. Ce même droit existe<br />

aussi pour les pays de l'hémisphère sud, lorsqu'ils souhaitent un quota double<br />

dans l'hémisphère nord. Les arrangements doivent toujours se faire par le<br />

canal des associations nationales concernées en connexion avec l'organisateur<br />

et sont valables uniquement pour des manifestations spécialement désignées.<br />

Une copie de telle convention doit être montrée au Délégué Technique et<br />

envoyé à la FIS.<br />

9.6 Concurrents qui ne sont plus actifs<br />

Après une année sans résultats, les <strong>points</strong> FIS du compétiteur sont marqués<br />

d’un signe distinctif 5.2<br />

Les concurrents qui n’ont plus de résultats pendant plus qu’une année, ne sont<br />

plus considérés pour le calcul des quotas, mais ont encore le droit de<br />

participation selon leurs <strong>points</strong> FIS.<br />

9.7 Participation internationale aux championnats nationaux<br />

9.7.1 Conditions<br />

Les championnats nationaux seront reconnus comme "compétitions<br />

internationales" avec attribution de <strong>points</strong> FIS que lorsqu'ils remplissent toutes<br />

les conditions d'une compétition FIS.<br />

Les inscriptions d'associations étrangères doivent être acceptées selon les<br />

quotas FIS en vigueur. Les associations nationales sont tenues d'accepter<br />

jusqu'à 25 étrangers. Elles peuvent néanmoins en accepter davantage en<br />

tenant compte des quotas de ces nations.<br />

9.7.2 Voie hiérarchique<br />

Les associations désirant faire participer leurs concurrents à des championnats<br />

nationaux d'autres pays négocieront directement avec l'association nationale<br />

organisatrice au plus tard une semaine avant le début des<br />

compétitions/entraînements. La FIS pourra intervenir en cas de différents.<br />

9.8 Participation aux compétitions de la FIS<br />

9.8.1 Les quotas des Associations Nationales de Ski pour la participation aux<br />

compétitions figurant au calendrier FIS sont fixés comme suit:<br />

9.8.1.1 Jeux Olympiques d’Hiver et Championnats du Monde de Ski FIS:<br />

Con<strong>for</strong>mément aux règlements du Comité International Olympique et aux<br />

Règlements pour l’organisation des Championnats du Monde de Ski FIS.<br />

9.8.1.2 Coupe du Monde FIS, Coupes Continentales FIS et compétitions<br />

internationales FIS:<br />

Con<strong>for</strong>mément aux règlements correspondants.<br />

9.8.1.3 Quotas particuliers<br />

Pour certains pays et régions, le Conseil de la FIS pourra autoriser des quotas<br />

particuliers. Les associations nationales ont à adresser leurs demandes à la<br />

FIS au moins deux semaines avant les réunions d’automne.<br />

Délai pour l’hémisphère sud: deux semaines avant les réunions de printemps.<br />

9.8.2 Pour toutes les compétitions <strong>alpine</strong>s le nombre de participants ne doit pas<br />

dépasser 140.<br />

Un dépassement de ce chiffre est admis après épuisement des quotas<br />

attribués aux associations nationales et de l’application du quota de base de<br />

l’association organisatrice.<br />

Lorsque le nombre de participants n’atteint pas 140, l’association organisatrice<br />

est autorisée à compléter jusqu’au maximum de 140.<br />

9.9 Extra quota<br />

Chaque Fédération Nationale n’est autorisée à présenter que le nombre de<br />

compétiteurs correspondant à son quota. Pour les compétitions féminines<br />

consulter l’art. 9.2.<br />

9.9.1 Lors de la réunion des chefs d’équipes, les quotas doivent être vérifiés<br />

en présence et sous la responsiblité du DT, du secrétaire de course et des<br />

chefs des équipes concernées, avant de procé<strong>der</strong> au tirage au sort des<br />

concurrents.<br />

9.9.2 Si un concurrent est inscrit et concours sans respecter le quota<br />

alloué à sa nation, il ne sera pas pris en compte dans le classement final, ni<br />

pour le calcul de la pénalité de la course lorsque le dépassement de quota est<br />

constaté avant la publication officielle des résultats. Il apparaîtra sur les<br />

résultats en tant que DSQ (Extra quota). Dans le cas où le dépassement de<br />

quota n’est constaté qu’après la publication des résultats, ceux-ci seront<br />

recalculés au Bureau de la FIS en faisant apparaître que le concurrent ayant<br />

participé en surnombre est DSQ (Extra quota). Cette procédure sera conduite<br />

par le Bureau de le FIS et validé par la sous commission des classements lors<br />

d’une réunion ultérieure.<br />
