10 Michael Carlson EXECUTIVE DIRECTOR, PERSONAL INSURANCE FEDERATION OF FLORIDA Michael Carlson is the Executive Director of the Personal Insurance Federation of Florida, a P&C insurance trade association based in Tallahassee. In this role he serves as the chief executive offi cer and chief lobbyist for the trade, focusing exclusively on personal lines insurance issues. He also serves as the chief political strategist for an affi liated CCE. Mr. Carlson brings substantial experience in legislative and executive leadership to these roles. Prior to joining PIFF, he served as Director of Legislative Affairs and later Deputy Chief of Staff in the Florida Department of Financial Services. He has also served as Staff Director of the House Insurance Committee in the Florida Legislature and worked as an attorney representing insurance industry clients before state regulators. He received his bachelor’s degree in political science from the University of South Florida, a master’s degree in political science from Florida State University, and a Juris Doctorate from the Florida State University College of Law. Mr. Carlson is an attorney admitted to practice law in Florida and Georgia and has been named one of the “Legal Elite” by Florida Trend. The patient protection & affordable care act: fl orida’s response post-2012 elections Tim Osterhaus SOLICITOR GENERAL, FLORIDA OFFICE OF THE ATTORNEY GENERAL Tim Osterhaus was appointed Solicitor General of Florida, the State’s top appellate lawyer, by Attorney General Pam Bondi in August 2012. His offi ce oversees the State’s civil appeals in the United States Supreme Court, Florida Supreme Court, and in state and federal intermediate courts of appeal. In connection with his appointment, Tim also occupies the Richard W. Ervin Eminent Scholar Chair and serves as a visiting professor of law at Florida State University College of Law. Tim joined the Solicitor General’s Offi ce as a deputy in 2007, after having been in private practice for a number of years with Washington, D.C. law fi rms and an assistant general counsel in Florida’s Department of Education. Immediately after law school, Tim served a one-year judicial clerkship with federal district court judge Kenneth Ryskamp in West Palm Beach. Tim received his Bachelor’s Degree with highest honors from King College and his law degree from the University of Virginia. He now resides in Tallahassee with his wife Kristina and their four children. d THE HEALTH INSURANCE MARKET: FLORIDA’S RESPONSE TO THE PATIENT PROTECTION & AFFORDABLE CARE ACT Josh Aubuchon • MODERATOR ATTORNEY, PENNINGTON LAW FIRM Josh Aubuchon is member of the Pennington fi rm’s Governmental and Legislative Affairs practice and works with a number of insurance, medical, and alcohol beverage clients. He currently serves as the Executive Director and General Counsel of the Florida Brewers Guild. He also works in the areas of real property and administrative law. Previously, Mr. Aubuchon worked for the Senate Committee on Regulated Industries as a legislative analyst and was a law clerk for the Division of Alcoholic Beverages and Tobacco. Mr. Aubuchon received his Bachelor’s degree in History and his Master’s degree in Political Campaigning from the University of Florida where he was president of Florida Blue Key and a member of the University of Florida Hall of Fame. He received his Juris Doctorate from Florida State University in 2008.
Tim Goldfarb CEO, SHANDS HEALTHCARE Timothy M. Goldfarb joined Shands HealthCare as Chief Executive Offi cer in July 2001. His prior professional health care experience includes Director, University Hospital and Health Care Systems and Associate Director, Oregon Health Sciences University in Portland, Oregon. Earlier in his career, he served as Senior Associate Director, Arizona Medical Center. Mr. Goldfarb has been active in a variety of professional associations. He is a member of the University HealthSystem Consortium (UHC) and served as Chair of the Governing Board of the UHC from 2006-2009. He is a member of the Florida Hospital Association (FHA) and served as the FHA Chair 2007/2008. He previously served as Chairman, Council of Teaching Hospitals of the Association of American Medical Colleges and Chair of the Oregon Association of Hospitals and Health Systems. Mr. Goldfarb is a member of the United Way of North Central Florida Board of Directors in which he served as the 2006 Campaign Chair. Mr. Goldfarb is a member of the Board of the Accreditation Council for Graduate Medical Education. He previously served as Chair of its Monitoring Committee and currently serves as Chair of its Finance Committee. He also serves on various committees of the Accreditation Council for Graduate Medical Education. Mr. Goldfarb currently serves as a member of the Board of the Trauma Center Association of America (TCAA). He is also a member of the Board of Directors of the Florida Chamber of Commerce and the Florida Chamber Foundation. Mr. Goldfarb was recently appointed to Board of Directors of the National Association of Public Hospitals and Health Systems (NAPH). Anthony Connelly SENIOR VICE PRESIDENT & CFO, WALT DISNEY WORLD PARKS AND RESORTS, U.S. Anthony Connelly currently serves as Senior Vice President and Chief Financial Offi cer for Disney’s U.S. Parks and Resorts businesses and is based in Lake Buena Vista, Florida. In his role, Anthony is responsible for the fi nancial planning and fi scal management of Walt Disney World, Disneyland, the Disney Cruise Line, and the Disney Vacation Club. He is also responsible for the Financial Planning and Controllership functions of Walt Disney Parks & Resorts Worldwide. In 1989, Anthony joined Disney and has advanced through various key leadership positions throughout the Walt Disney Parks & Resorts Finance organization. He was appointed Senior Vice President and Chief Financial Offi cer for the U.S. Parks in 2006. Anthony recently expanded his responsibilities to include the fi nancial management of the Disney Cruise Line and Disney Vacation Club. Anthony is actively involved in the state and local community representing Walt Disney Parks & Resorts, U.S. He currently serves on the boards of University of Central Florida Foundation, Enterprise Florida, and Leadership Florida. Anthony has also recently served as chair of the Florida Chamber of Commerce Board of Directors. In addition, he was a member of Governor Rick Scott’s Economic Development Transition Team as well as a member of Florida Chief Financial Offi cer Jeff Atwater’s Transition Team. 11
