As shown, the majority of the dedicated airline space is located on the first level. The departure<br />

lounges are classified as dedicated versus common space because of the static nature of the<br />

current airline gate assignments. The lease provision permits <strong>Capital</strong> Region <strong>Airport</strong> Authority to<br />

assign other airlines to any gate under certain conditions.<br />

A total ticket counter length of 223 linear feet is available, which provides 42 positions. The ticket<br />

area provides seven modules that include 32 linear feet of ticket counter, associated queuing area,<br />

airline ticket office, and baggage make-up. These modules facilitate the allocation of ticket areas<br />

to airlines using the passenger terminal. Each of the modules is approximately equal in size and<br />

functionality, each providing six ticket positions with the exception of the eastern most module that<br />

has more airline ticket office area than the other modules.<br />

Baggage security screening is located in the ticket queuing area. Mobile explosive trace detection<br />

equipment is used to meet the baggage screening requirements now mandated by the FAA<br />

Transportation Security Administration that requires 100 percent of checked baggage to be<br />

screened for explosives. The outbound baggage make-up areas are located immediately behind<br />

the airline ticket offices. Linear, flat-plate belts transfer baggage from the ticket counter to the<br />

make-up area associated with each module. The area defined as outbound baggage area<br />

includes the baggage belt area as well as the area used for cart staging. A large area immediately<br />

adjacent to the cart staging areas is available for tug and cart access and egress to and from the<br />

individual module baggage make-up areas and the aircraft ramp. This area, referred to as a tug<br />

drive, is available on a common basis to all airlines. The inbound area for the baggage claim units<br />

is an enclosed area that provides airside tug and cart access to the claim devices. Each claim unit<br />

has 30 linear feet of exposed claim device for off loading bags from carts to the units.<br />

Operations spaces are typically airline dedicated spaces used for functions such as aircraft load<br />

control, flight planning, crew lounges, ramp employee locker rooms, limited aircraft maintenance,<br />

and related space. Dedicated operations spaces at <strong>Capital</strong> <strong>City</strong> <strong>Airport</strong> are very limited. The<br />

airline ticket offices are used for this function, as well as the ticketing support and station<br />

administration. This in part reflects a growing trend at many small airports where airlines now<br />

cross-utilize ramp, ticketing, and administrative staff as a cost reduction measure.<br />

In the baggage claim area, two flat-plate, t-shaped baggage claim units are provided. Each<br />

provides about 90 linear feet of claim frontage. The claim units are separated by 45 feet (center to<br />
