LEADERSHIP
GIRL SCOUT LEADERS AND VOLUNTEERS ARE
NOT A COOKIE CUTTER GROUP OF WOMEN
AND MEN - YES, EVEN MEN, WHO DEDICATE
THEIR TIME TO THE GIRL SCOUT MOVEMENT.
Did you know Girl Scout Leaders are all
volunteers? They are also business owners,
teachers, doctors, financial planners, college
students, archeologists, home makers and
more. There is not one mold for a Girl Scout
Leader.
Take sisters Ashley and Hannah for example.
They grew up participating in Girl Scouts,
earning various awards and badges in their
own troops and as they completed their lives
as girls in Girl Scouts, they made the decision
to turn around and give back. Taking heed of
our ever growing need for Girl Scout Leaders,
Ashley and Hannah took 10 girls from the
waiting list in their area and began Girl Scout
Troop 2312. Now, more than a year later, the
troop is thriving as Girl Scout Brownies work
on anything from the Art to Wear Try-it to
providing community service at their local
library. Your average 18-20 something
year-olds don’t spend their Tuesday nights
giving back, but Ashley and Hannah do,
and to those 10 smiling Girl Scout Brownies,
Tuesday nights are extra-special.

OUTREACH
GIRL SCOUTS DEFINES OUTREACH AS: UTILIZING EMPLOYED STAFF
TO BRING GIRL SCOUTS TO LOW INCOME GIRLS WHERE VOLUNTEER
TROOP LEADERSHIP DOES NOT EXIST.
This year, over 9,000 girls were in troops led by employed staff, an increase of
3.5% over last year.
Over 80% of the girls in troops served by outreach staff are members of
diverse population groups. The council strives to recruit outreach leaders
who reflect the diversity of the girls in the program. Current outreach
leaders are fluent in Hmong, Spanish, Russian, Ukrainian, and American Sign
Language.
Gaby, a Girl Scout outreach leader for nearly 5 years, understands the
greater impact that her program has on girls. She was once a member of
an outreach troop at her elementary school.
Each week, as Gaby leads troop meetings at various locations throughout
Stockton, she sees how Girl Scouts touches the lives of girls who participate.
She knows that there is more to the meetings than songs and games;
Gaby is leaving a lasting impression on each girl in the program.
PROGRAM: GIRL LED
GIRL LED: WHERE GIRLS PLAY AN ACTIVE PART
IN FIGURING OUT THE WHO, WHAT, WHEN,
WHERE, AND WHY THEY DO ACTIVITIES AND
PROJECTS. THIS PROCESS ENSURES GIRLS ARE
ENGAGED IN LEARNING AND EXPERIENCING
LEADERSHIP OPPORTUNITIES AS THEY PREPARE
TO BECOME ACTIVE PARTICIPANTS IN THEIR
LOCAL AND GLOBAL COMMUNITIES.
For more than 20 years, girls in 6th grade have
attended our unique event, Movin’ On Up,
an overnight at Fleming Lodge. What’s the
big deal about this sleepover? Ask any of
the 239 girls who attended one of the four
weekends of laughter and excitement in 2008.
Each event is planned and executed by
teen Girl Scouts for tween Girl Scouts who are
“moving up” to the next level of Girl Scouting.
The event is designed to establish a way for
girls to take Girl Scouts into their teen lives and
serves as a retention program for the
council. Each of the girls earns an Interest
Project Patch, her first as an older Girl Scout,
ranging from subjects such as self esteem to
healthy living.

DO YOU REMEMBER YOUR FIRST JOB?
THINK BACK TO HOW IMPORTANT
YOU FELT AND THE EXCITEMENT OF
ALL YOUR NEW RESPONSIBILITIES.
In summer 2008, seven girls began their
year long commitment as interns. The goal
of the Marketing and Communications
Internship is to give girls real life
experience with an intensive introduction
to marketing, public relations, and
publication design, which is exactly
what they did!
The girls launched their first issue of the
council’s teen magazine, Hear & Now
and experienced their first “real job” as
they went to meetings, set goals, and
met deadlines.
As school got back into gear this fall,
one intern realized her own potential
and joined her high school yearbook
staff, while another discovered a passion
for advocacy and politics. Each girl
discovered more about herself as a result
of her experiences with the internship.

CAMP PROGRAMS
TWO OF US IS A CAMP PROGRAM DESIGNED TO EASE NEW
CAMPERS INTO CAMP LIFE BY ALLOWING THEM TO BRING THEIR
FAVORITE ADULT ALONG FOR THE JOURNEY. CAMPERS ARE ABLE TO
EXPERIENCE AND PARTICIPATE IN REGULAR CAMP ACTIVITIES WITH
THEIR BUDDY ALONG SIDE.
Think of Katie, a young, smiling Girl Scout Brownie packing up for a
weekend away from home. Her thoughts of horseback riding and
swimming in the lake are even more exciting as she knows that
her mom is headed to camp with her. Katie gets to camp and it is
everything she hoped for and more and as she heads back home,
she is already talking about going back next year, confident that
she can go on her own.
Katie went from camper to Counselor-in-Training to becoming
an official counselor in summer 2008. Her knowledge and
understanding of Camp Menzies is unlike any other. Summer to
Katie is Camp Menzies, thus showing that Girl Scouting isn’t just an
extra-curricular activity, but part of her life and she wants to help
make it part of the lives of other Girl Scouts.
WHEN YOU THINK OF YOUR LIST OF CAMPING SUPPLIES, DO
YOU HAVE A HAMMER, NAILS, AND A TOOL BELT ON YOUR LIST?
GIRLS FROM OUR UNDER CONSTRUCTION PROGRAM DO.
This program empowers girls to use the tools they are given
to leave a lasting impression on Camp Menzies. Construction
professionals head to camp with the girls to work along side them
as they build cabins. In the end, girls have built more than cabins.
They’ve also constructed self-assurance and an awareness of what
it truly means to work as a team for a common goal.

HISPANIC INITIATIVE
THIS YEAR, GIRL SCOUTS HEART OF CENTRAL
CALIFORNIA BEGAN A HISPANIC INITIATIVE AS A
WAY TO ADDRESS THE CHANGING DEMOGRAPHICS
OF OUR COUNCIL. THE PURPOSE OF THE INITIATIVE
IS TO INCREASE OUR ABILITY TO CONNECT WITH
THE LATINO COMMUNITY, AND TO INCREASE THE
INVOLVEMENT OF BOTH GIRLS AND ADULTS IN
GIRL SCOUTS.
The Initiative worked in partnership with the
Dolores Huerta Foundation to create the Dolores
Huerta Girl Scout Patch, the first Girl Scout patch in
the nation to honor a Latina. The patch provides
Latina girls with a role model of an inspirational
Latina leader. Dolores Huerta is the co-founder
of the United Farm Workers, and a Girl Scout in
Stockton from the ages of eight to eighteen.
Dolores Huerta attended a family Girl Scout event
in April to present the first patches to over 100 girls
from a variety of racial and ethnic backgrounds.
The summer issue of the national magazine, Ms.,
included a half page article about the patch
and the event.

GIRL SCOUT GOLD AWARD
THE GIRL SCOUT GOLD AWARD IS NOT A PROJECT THAT A GIRL SCOUT
CAN COMPLETE OVER THE WEEKEND OR THROW TOGETHER AT THE LAST
MINUTE; THIS AWARD REQUIRES A MINIMUM OF 135 HOURS OF DEDICATION.
It requires passion and persistence and is the culmination of a girls’
growth in Girl Scouts – the most prestigious award one can earn in
Girl Scouts. Each girl must choose a community issue to address and
many girls find that they choose issues that derive from their previous
experiences in Girl Scouting.
A girl must go through seven steps to earn her Girl Scout Gold Award
including earning Interest Project Patches, participating in 70 hours of
career and leadership roles, following rigorous guidelines, and ultimately
making a difference in her community.
PATRICIA COCHRAN
BOARD CHAIR
Growing up as a Girl Scout in
Alabama, Patricia Cochran never
guessed she would one day become
the board chair of one of the largest
Girl Scout councils in the country.
Understanding the difference that
Girl Scouting made in her life, Patricia
continued the tradition with her
daughters’ participation in Girl Scouts,
excited about the leadership skills they
would gain. She is eager for her two
granddaughters to turn five so they
can begin their own Girl Scout journey.
Patricia feels much of the success in
her career can be attributed to the
skills she gained in Girl Scouts. Her
commitment and enthusiasm for Girl
Scouts radiates throughout the Board
of Directors as they look to her as the
leader and director of Girl Scouts
Heart of Central California.
Patricia is the Chief Financial Officer
of Vision Service Plan and among the
many responsibilities of leading her
275 member Finance team, she also
oversees the administration of the
company’s charity care program,
Sight for Students. In 2008, she was
honored as “CFO of the Year” by the
Sacramento Business Journal.
PAM SALTENBERGER
CEO
When Pam drives into work each
morning, or when she is walking her
dog, Amber, in her neighborhood,
or when she is out networking in the
community, one thing has been on
her mind the last 12 years: Girl Scouts.
In the last 12 years, our council
has grown from 30 employees to
more than 100 full-time and parttime
employees. Additionally, Girl
Scouts Heart of Central California’s
membership has seen phenomenal
growth and development, currently
serving nearly 30,000 girls in our
jurisdiction.
Pam encourages her staff to think
beyond the traditional Girl Scout
Program and to create relevant
solutions to reaching today’s Girl Scout.
No matter who the girl might be Pam’s
mission is to ensure that we find a way
for her to be a Girl Scout.
In 2008, she was honored as one
of Sacramento Business Journal’s
“Women Who Mean Business,” proving
that it is not just Girl Scouts who have
noticed her exceptional work.
