The official dedication of the <strong>Fort</strong><br />
<strong>Peck</strong> Multi-Species F<strong>is</strong>h <strong>Hatchery</strong>,<br />
culminating nearly a decade of work<br />
by anglers, leg<strong>is</strong>lators and agencies,<br />
will take place on Thursday, <strong>July</strong> 6 at<br />
the facility located below <strong>Fort</strong> <strong>Peck</strong><br />
just off the M<strong>is</strong>souri River.<br />
The public <strong>is</strong> invited to attend the<br />
event, scheduled from 3:30 to 5 p.m.,<br />
and remain in <strong>Fort</strong> <strong>Peck</strong> for a<br />
community picnic at nearby Kiwan<strong>is</strong><br />
Park that begins at 5 p.m. The public<br />
<strong>is</strong> also encouraged to tour the new<br />
hatchery. Tours of the facility led by<br />
FWP's hatchery staff will be held every<br />
half hour starting at 9 a.m. and ending<br />
at 2:30 p.m.<br />

Burns, state Senator Sam Kitzenberg,<br />
FWP Director Jeff Hagener, officers<br />
of the U.S. Army Corps of Engineers<br />
and dozens of other dignitaries will<br />
participate in dedicating the $23<br />
million facility. Construction of the<br />
hatchery, operated by <strong>Montana</strong> F<strong>is</strong>h,<br />
Wildlife & Parks, was completed<br />
earlier th<strong>is</strong> year. The facility has<br />
produced its first crop of walleye, the<br />
vast majority of which were stocked<br />

in nearby <strong>Fort</strong> <strong>Peck</strong> Lake over the last two months.<br />
Because parking <strong>is</strong> limited at the hatchery, the public<br />
<strong>is</strong> encouraged to park their vehicles at Kiwan<strong>is</strong> Park and<br />
take a free shuttle provided by Valley Transit to the<br />
hatchery. The shuttle will then return v<strong>is</strong>itors to their<br />
vehicles at the park in time for the picnic.<br />
"Because so many folks from so many communities<br />
across eastern <strong>Montana</strong> have contributed to the hatchery<br />
effort, we felt it was important to celebrate the successful<br />
completion of the facility's construction," said FWP's<br />
Hagener. "The <strong>Fort</strong> <strong>Peck</strong> <strong>Hatchery</strong> <strong>is</strong> a state-of-the-art f<strong>is</strong>h<br />
production facility, and has the potential to significantly<br />
increase stocking of game f<strong>is</strong>h, aid pallid sturgeon recovery<br />
and even attract v<strong>is</strong>itors to eastern <strong>Montana</strong>. Th<strong>is</strong> <strong>is</strong> a good<br />
opportunity for the public to get a first-hand look at the<br />
hatchery and stay around for the dedication."<br />
The hatchery dedication ceremony will kick off the<br />
annual Governor's Cup Walleye Tournament. Tournament<br />
action will be held Friday and Saturday on <strong>Fort</strong> <strong>Peck</strong> Lake,<br />
with the official final weigh-in on Saturday at 3 p.m. and<br />
winners announced at 4 p.m. on <strong>July</strong> 8 in Kiwan<strong>is</strong> Park.<br />

JMG <strong>is</strong> '5 for 5'<br />
Jobs for <strong>Montana</strong>'s Graduates (JMG) yesterday<br />
announced they have achieved "5 for 5" status in performance<br />
outcomes. JMG began in 1990 as a solution to the dropout<br />
rates experienced in <strong>Montana</strong>'s high schools.<br />
Today, JMG supports a network of 41 programs offering<br />
794 students the potential for future career development by<br />
focusing on staying in school and finding a career path suited<br />
to their interests and abilities. Jobs for America's Graduates<br />
(JAG), serving 28 states, establ<strong>is</strong>hed five performance<br />
outcomes for students enrolled in the program. Some of the<br />
standards include graduation rate, positive outcomes of<br />
transitioning to work, post secondary, or military, and full<br />
time job placements.<br />
In school year 2004-2005, JMG hosted 579 students in<br />
39 schools and had an overall graduation success rate of 96.14<br />
percent. The remaining balance - 215 students - were<br />
enrolled in the Yellowstone Youth Academy and the <strong>Montana</strong><br />
Youth ChalleNGe. Native Americans enter the program with<br />
more than five barriers to success including: excessive<br />
absences, inadequate or no work experience, residing in<br />
economically d<strong>is</strong>advantaged conditions, low academic<br />
performance, and lacking marketable occupational skills. 12<br />
of the 41 programs offered are located on or border six of<br />
<strong>Montana</strong>'s Indian reservations and serve 133 Native youth.<br />
The graduation rate for Indian students surpassed the overall<br />
state, by bringing in a perfect score of 100 percent. To learn<br />

Unfortunately, another news story <strong>is</strong> not so good. Nearly<br />
25 percent of <strong>Montana</strong>'s students do not earn a high school<br />
diploma, according to a report released Tuesday by the<br />
Editorial Projects in Education Research Center. <strong>Montana</strong>'s<br />
overall graduation rate was 76 percent in 2002-2003, the most<br />
recent school year for which data was available, ranking the<br />
state 15th in the country. Nationally, 70 percent of students<br />
graduated that year. Office of Public Instruction officials<br />
d<strong>is</strong>puted the report, claiming an 84 percent state graduation<br />
rate in 2002-03.<br />
The bottom line <strong>is</strong> that neither rate <strong>is</strong> acceptable; we<br />
should be working toward 100% graduation.<br />

For our local cowboys competing in the <strong>Montana</strong> State High<br />
School Rodeo in Helena over the weekend, things maybe didn't<br />
turn out the way they dreamed - a trip to Nationals would<br />
have been sweet - but all six of them were able to turn in a<br />
crowd-pleasing performance at one point or another.<br />
Round 1<br />
Jason Beil took a 5th place in the first round of saddle bronc<br />
with a 53<br />
Jake Newton had a 7th place fin<strong>is</strong>h with a time of 14.47 seconds<br />
in calf roping which would help launch him into the short round<br />
Tyler Malnaa had an impressive run in the steer wrestling with<br />
a time of 6.29 seconds for a 3rd place fin<strong>is</strong>h<br />
In the team roping, Jake Newton and Tyler Malnaa teamed up<br />
for a 27.28 run<br />

Walter Ozark scored a 60 for 3rd place in saddle bronc which<br />
would put him in the short round<br />
Also in saddle bronc, Boyce Lacock m<strong>is</strong>sed putting a score on<br />
the board by less time than it takes to blink - he m<strong>is</strong>sed the 8-<br />
second wh<strong>is</strong>tle by a mere .05 seconds.<br />
Jake Newton had a 25.06 time in steer wrestling and with two<br />
successful runs, qualified for the short round<br />

Walter Ozark scored a 61 in the saddle bronc<br />
Jake Newton had a time of 28.53 in steer wrestling and 13.22<br />
in calf roping<br />
On to Silver States<br />
Both Walter Ozark and Jake Newton have qualified for the<br />
Silver States International Rodeo by placing in the top ten of<br />
the year-end standings. To do that required cons<strong>is</strong>tency<br />
throughout the season. Here's how the year-end points are<br />
acquired: Points to State Finals (7 best rodeos) + 1st go points +<br />
2nd go points +championship round points + average points +<br />
points total point average = year-end total.<br />
Walter accumulated a total of 99 points to place 6th in the<br />
year-end total, just 10 points shy of qualifying for the National<br />
High School Rodeo (top four places go). Jake's 86.5 points in<br />
calf roping put him in a ninth-place tie with Jordan's Parker<br />

If there was a "hard-luck" trophy to be awarded, it would<br />
probably have to go to Tyler Malnaa, who had a tough dec<strong>is</strong>ion<br />
to make a few weeks ago. Tyler was picked to play in the All-<br />
Star football game, which just happened to fall on the same<br />
weekend as the D<strong>is</strong>trict High School Rodeo. Had he elected to<br />
rodeo instead of knocking football helmets, he possibly would<br />
have picked up enough extra points to at least earn himself a<br />
trip to Silver States in Fallon, Nevada. On the other hand, he<br />
knew it would be the last football game he'd ever suit up for.<br />
He went ahead and put the pads on one last time.<br />
"He made the right dec<strong>is</strong>ion," h<strong>is</strong> dad Myron said, "he's<br />
got the rest of h<strong>is</strong> life to rodeo." And that includes a collegiate<br />
career, as th<strong>is</strong> fall the 2006 GHS graduate <strong>is</strong> headed for Dawson<br />
Community College in Glendive which boasts one of the best<br />
