Geelong is a major regional city identified for future growth by a number <strong>of</strong> key<br />

strategies including Melbourne 2030 – Planning for sustainable growth and Ready<br />

for Tomorrow – a Blueprint for Regional and Rural Victoria.<br />

The Victorian Integrated Housing Strategy supports a diverse and affordable<br />

supply <strong>of</strong> housing for all Victorias that is responsive to population growth and<br />

demographic change.<br />

The <strong>Greater</strong> Geelong Urban Growth Strategy provides strong policy for urban<br />

consolidation in Corio and Norlane.<br />

Land surrounding the Corio and Bell Post Shopping Centres is recognised within<br />

the <strong>Greater</strong> Geelong Housing Diversity Strategy for more intensive residential<br />

development to provide an increased diversity in housing stock. The <strong>Greater</strong><br />

Geelong Planning Scheme recognises the need to prepare <strong>structure</strong> <strong>plan</strong> to guide<br />

increased development in these areas.<br />

There is strong policy support within the State Planning Policy Framework for<br />

development <strong>of</strong> well-connected communities that are provided with sufficient open<br />

space where residential densities are proposed to be increased.<br />

The Geelong Port Structure Plan area overlaps with the Corio Norlane study area.<br />

For land common to both <strong>plan</strong>s, the Port Structure Plan requires that land forming<br />

part <strong>of</strong> the Shell refinery (west <strong>of</strong> the rail line) is maintained as a landscaped buffer<br />

area having regard to the sensitive residential land uses west <strong>of</strong> the Princes<br />

Highway and the role <strong>of</strong> the highway as the main gateway to Geelong.<br />

Parts <strong>of</strong> the <strong>structure</strong> <strong>plan</strong> area are contained within the Northern Gateway<br />

identified in Geelong’s Economic Development Blueprint. Proposed<br />

neighbourhood renewal, public housing and schools regeneration are key<br />

development opportunities within those parts <strong>of</strong> the study area within the Northern<br />

Gateway precinct.<br />

The <strong>Greater</strong> Geelong Retail Strategy includes a clearly defined hierarchy for<br />

retailing across <strong>Greater</strong> Geelong. Any growth in the retail sector in Corio and<br />

Norlane would need to be consistent with this hierarchy. Corio Shopping Centre<br />

is designated as one <strong>of</strong> three sub-regional centres across <strong>Greater</strong> Geelong.<br />

The Community Infra<strong>structure</strong> Analysis for Corio and Norlane sets out Council’s<br />

priorities for community services infra<strong>structure</strong> in the study area.<br />

There are gaps in the open space and cycle network across Corio and Norlane<br />

according to Council’s Study <strong>of</strong> Open Space Networks and Cycle Strategy.<br />
