Volunteer Screening <strong>and</strong> Placement<br />

<strong>Broward</strong> <strong>County</strong> <strong>Public</strong> <strong>Schools</strong> is implementing a District wide safety <strong>and</strong> security program<br />

called STAR System (Security Tracking And Response). Since parent, community <strong>and</strong> business<br />

volunteers play an important role in our schools, managing the participation of these community<br />

members is integral to this new system.<br />

In addition to the STAR System, a multifaceted approach to protecting students is effective for<br />

volunteer involvement. To help all schools fully underst<strong>and</strong> the risk management aspects of<br />

volunteer involvement, the following references are enclosed:<br />

Types of Volunteers & Screening Quick Reference<br />

The procedure that will be used for volunteer applications, screening <strong>and</strong> recordkeeping will be<br />

determined by the school’s ability to access the STAR System. Procedures for the following<br />

access levels are enclosed.<br />

STAR System <strong>Schools</strong><br />

These are schools with the STAR System installed on the Dell computer located in the<br />

front office. They have complete access to both the security <strong>and</strong> volunteer features of<br />

the STAR System.<br />

Non- STAR System <strong>Schools</strong><br />

These are the 19 school sites that are not currently able to access STAR due to physical<br />

plant limitations (electricity <strong>and</strong> network capabilities).<br />

Charter <strong>Schools</strong><br />

These are schools outside of the <strong>Broward</strong> <strong>Schools</strong>’ network <strong>and</strong> will not have access to<br />

the STAR system nor the Volunteer Screening Database housed on <strong>Broward</strong> <strong>Schools</strong>’<br />

Intranet.<br />

St<strong>and</strong>ards for All Volunteers<br />

To ensure student safety, both volunteers <strong>and</strong> schools have important <strong>and</strong> inter-related<br />

responsibilities.<br />

Volunteer Responsibilities:<br />

• Completing an annual volunteer application<br />

• Wearing a name badge/label<br />

• Logging in <strong>and</strong> out of school<br />

• Attending a volunteer orientation<br />

• Assisting in a supervised, observable setting only<br />

• Following all school & District guidelines <strong>and</strong> administrators’ instructions<br />

School Responsibilities:<br />

• Training staff members to utilize volunteers effectively <strong>and</strong> to be observant of their<br />

activities<br />

• Checking volunteers’ background either at Level 1 or Level 2 clearance, depending on<br />

their role<br />

A Volunteer Shall Not:<br />

• Establish instructional objectives<br />

• Make decisions regarding relevancy of curriculum activities or materials<br />

• Grade subjective assignments or tests<br />

• Supervise a class in the absence of school staff (Statutory Authority 230.03(2), 230.22,<br />

230.23005 F.S)<br />

• Dispense medication, prescription or over-the-counter<br />

• Make contact with student(s), or their families, outside of the school location or schoolsponsored<br />

activities. Volunteers should not telephone or visit students or parents, even<br />

at the invitation of the family<br />

• Have access to confidential student information<br />

(Under Florida statue 228.093, students have a right to confidentiality with regard to:<br />

academic work completed, family background information, st<strong>and</strong>ardized test scores,<br />

attendance records, health data, grades, interest inventory reports, teacher or<br />

counselor ratings <strong>and</strong> observations, <strong>and</strong> reports of serious or recurrent behavior<br />

patterns.)<br />

Here are other st<strong>and</strong>ard policies for school volunteer programs.<br />

Volunteer Injuries<br />

If a volunteer is injured while providing volunteer services to the District, he/she is entitled to<br />

medical care in accordance with Florida’s Worker Compensation Statutes. An injured<br />

volunteer should immediately notify the supervisor or principal <strong>and</strong> complete a First Report<br />

of Injury form. In the event emergency care is needed, 911 should be contacted. All other<br />

medical services must be coordinated through the <strong>Broward</strong> <strong>Schools</strong>’ Risk Management<br />

Department. Please also notify Volunteer Services by faxing a copy of the First Report of<br />

Injury form to 754-321-2049.<br />

Pre-School Children Accompanying Volunteers<br />

Volunteers should never bring pre-school children or children not registered in the school<br />

when they volunteer. These children distract from the educational process <strong>and</strong> they have<br />

not provided the required health screening documents.<br />

Volunteer Clearance Levels<br />

<strong>Broward</strong> <strong>Schools</strong> use a two level system for background checks. The features <strong>and</strong> requirements<br />

for each level are explained on the following page.<br />

Overnight or extended day chaperones, volunteer coaches, mentors <strong>and</strong> clinic volunteers are<br />

required to have Level 2 clearance. For other volunteer settings or roles the Jessica Lunsford<br />

Act requires Level 2 clearance in specific situations/settings.<br />

To determine the required clearance level, three questions about the volunteer activity must be<br />

answered:<br />

1. Will there be unsupervised contact with students?<br />

2. Is there a contract between BCPS (District or school level) <strong>and</strong> the person or group?<br />

3. Will BCPS money be h<strong>and</strong>led?<br />

If the answer is yes to any of these questions, then Level 2 clearance is required. For further<br />

clarification, contact Ms. Jaime Gentile at Security Clearance or Dr. Joe Melita, Special<br />

Investigative Unit.<br />

Note: Volunteers who have been Level 2 screened (fingerprinted) since January 2006 <strong>and</strong> who<br />

continue to volunteer will not have to be fingerprinted for the following 3 years. These volunteers<br />

must complete an annual on-line volunteer application.<br />

STAR System <strong>Schools</strong>’<br />

Volunteer Application Process<br />

All volunteers must complete <strong>Broward</strong> <strong>County</strong> <strong>Public</strong> School’s new on-line<br />

volunteer/mentor application. However, to assist schools with the transition into a new school<br />

year, volunteer information entered into the Electronic Volunteer System last year has been<br />

transferred into the STAR System. This will allow volunteers returning to your school to start the<br />

year without completing the on-line application immediately.<br />

Returning Volunteers<br />

Volunteers returning for the school year 2006-2007 will be required to provide a driver’s license<br />

<strong>and</strong> social security number to front office personnel during the first visit to the school. This is<br />

necessary to activate their volunteer record. Subsequent visits will not require this information<br />

to be presented. All returning volunteers will have until January 1, 2007 to complete the on-line<br />

volunteer application. Please encourage everyone to do so as soon as possible.<br />

Note: Social security numbers were used as the identification number in the Volunteer Screening System<br />

during 2004-2006. The identification number in the STAR System is a person’s driver’s license number,<br />

state issued ID number, or passport number. The disclosure of the social security number is optional on<br />

the new on-line application.<br />

New Volunteers in 2006-2007<br />

Before being allowed to volunteer in school activities, all volunteers new to the school must<br />

complete the on-line application.<br />

On-line Volunteer/Mentor Application<br />

The <strong>Broward</strong> <strong>County</strong> <strong>Public</strong> <strong>Schools</strong> volunteer/mentor application is on-line at the Community<br />

Involvement Department’s Web site, located at: www.getinvolvedineducation.com.<br />

Volunteer Screening<br />

When a person completes the on-line application, background information will be automatically<br />

checked against the <strong>Broward</strong> <strong>County</strong> Clerk of Courts database, <strong>Broward</strong> <strong>County</strong> <strong>Public</strong><br />

<strong>Schools</strong> ‘Deny Entry’ database, <strong>and</strong> various state sexual predators <strong>and</strong> offenders databases<br />

(48 states currently). This check will take approximately 1-2 days <strong>and</strong> will complete the Level 1<br />

clearance.<br />

Support for <strong>Schools</strong><br />

The Volunteer Services Department will present STAR System training workshops for staff<br />

liaisons for volunteers during August, September <strong>and</strong> October 2006. These workshops will<br />

address volunteer program management functions, including how to track volunteer time <strong>and</strong><br />

attendance via the STAR System. The STAR System workshops do not replace the training<br />

provided for the front desk users of the STAR System. Contact the Special Investigative Unit<br />

(754-321-0736) for the training schedule for front office users of the STAR System.<br />

Volunteer Application Process<br />

Volunteer Procedures for 2006 – 2007<br />

The same procedures <strong>and</strong> forms used last year will continue to be used at your site. The<br />

steps for processing volunteer applications <strong>and</strong> screening at Non-Star System schools are<br />

diagrammed on the following page.<br />

2006-2007 Requirements <strong>and</strong> Updates<br />

Volunteers at your school will complete a paper volunteer application.<br />

Do not promote the on-line volunteer/mentor application to your school community.<br />

The on-line volunteer/mentor application works only in conjunction with the STAR System,<br />

which your school presently cannot use.<br />

Electronic Volunteer Screening System<br />

The District will continue to check volunteers helping at your school using the Electronic<br />

Screening System located on <strong>Broward</strong> <strong>Schools</strong>' Intranet. As an added precaution, all school<br />

volunteers will be screened for local criminal convictions. During 2006-2007, only 19 schools<br />

will be using the Electronic Volunteer Screening System as most locations (230+ schools) will<br />

be using the STAR System for automatic volunteer clearance. Access to the Volunteer<br />

Screening System is limited to staff members named by the principal. If authorized users need<br />

to be updated, contact Volunteer Services.<br />

<strong>Schools</strong> will not have to re-type all data for returning volunteers. A renewal feature similar to<br />

that used last year will be utilized. Complete entry instructions for 2006-2007will be sent to<br />

your school. Only new volunteers will need to be manually entered into the system.<br />

The two-part NCR volunteer application supplied by Volunteer Services has all information<br />

required for data entry on the front side of the application <strong>and</strong> in the same order as the data<br />

entry screen.<br />

Volunteers will still use the paper attendance form to sign in <strong>and</strong> out of your school.<br />

Exempt Records (Security Background Information Question 4)<br />

The records of certain volunteers are exempt from all public information statutes. Volunteers<br />

will be asked to state on the volunteer application if their records are exempt. These<br />

volunteers include: active or former law enforcement employees, firefighters, Department of<br />

Children & Family Services employees, US attorneys <strong>and</strong> assistant US attorneys, state<br />

attorneys <strong>and</strong> assistant state attorneys, prosecutors, judges, or government employees with<br />

duties involving human resources, labor relations, code enforcement, revenue collection, or<br />

water management. The spouses <strong>and</strong> children of exempt volunteers are also considered to be<br />

exempt.<br />
