PREFACE This is the 33rd edition of the separate Passenger Services Conference resolutions manual, one of the four companion volumes of Procedures Conferences resolutions issued on behalf of the Agency and Services Conferences of IATA. The manual Part I contains all Resolutions adopted by the 34th Passenger Services Conference (Abu Dhabi, October 2012). The manual Part II contains all the Recommended Practices (RPs). It is important to check the “effectiveness status” of Resolutions/RPs. Some of the Resolutions/RPs included in this volume have not been declared effective at the time of publication of this manual. Members are accordingly advised to consult the latest memorandum referring to the PSC series of Resolutions/RPs. An updated “tranche chart” is available online (refer the folder “Files” on the Private Site of the PSC: www.iata.org/whatwedo/workgroups/Pages/psc.aspx). The main points of interest are as follows (with a reference to the standard in brackets): • Resolution 784 ‘Electronic Reservations Service Providers’ is rescinded; • Recommended Practice 1762 ‘Reconfirmation Procedures’ is rescinded; • The ‘Baggage Allowance’ box is amended to remove the word ‘free’. The option to allow this box to be left blank is also removed (see Resolutions 720, 722, 722a, 722c, 722f, 722g, 722h, 727, 742c, 742d, 746 and RP 1706a); • Procedures for the transition to the Euro currency in EMU countries are deleted (see Resolutions 720a, 722, 722f, 722g, 725a, 725b, 725f, 725g, 726a, 726e, and 726f); • Provisions to include additional baggage information in the ticket and a new set of data elements to provide more definition to baggage allowances are added (see Resolutions 720a, 722f, 722g, and 722h); • Additional data elements to the ‘reissued flown coupon data’ in electronic tickets are added (see Resolutions 720a, 722f, 722g, and 722h); • New data elements are added to identify domestic vs. international route differentiation in electronic tickets and miscellaneous documents together with corresponding changes to the messaging matrices (see Resolutions 720a, 722f, 722g, 722h, 725f, 725g and 725h); • A provision is added to allow agents who issued an original electronic ticket and subsequently reissued by the original Validating Carrier to exchange/reissue or refund the airline issued ticket (see Resolution 722g); • A new system update message is added to allow agents to request the Validating Carrier to associate an EMD-A to an ET coupon (see Resolution 722g); • A new payment card code is added (see Resolution 728); • Clarifications are added to make clear which baggage allowance shall apply to a passenger that is subject to an involuntary rerouting (see Resolution 735d); • A provision is added that all baggage license plate messages are sent in their 10 numeric digit form (see Resolution 751); • Prorate rules for passenger baggage claims are amended (see Resolutions 780 and 780e); • A new resolution is introduced describing the processes for ‘Enhanced Airline Distribution’ via a Dynamic Airline Shopping Applications Program Interface (DAS API) (see Resolution 787), • PNL/ADL formats are clarified and a new ‘Additional Service List’ to update the post-departure message to accommodate passengers who use ancillary services is added (see RP 1707a and RP 1707b); • A family of new special service request codes are added to the PNL/ADL lists to recognize different types of chargeable ancillary services used with the ASVC (see RP 1708); • A new Recommended Practice is introduced providing guidelines on how to record usage of additional services by passengers on an ‘Additional Services List’ (ASL) (see RP 1719e); • A new Recommended Practice is introduced providing guidelines for the servicing of tickets affected by a planned schedule change (see RP 1735); • A new Recommended Practice is introduced providing guidelines for the allocation of airport slots (see RP 1761a); • A new Recommended Practice is introduced which describes a twelve process model detailing the different disciplines, business units and expertise that goes to make up the distribution lifecycle (see RP 1786); 33RD EDITION, JUNE 2013 ix
